Russian attacks during the 30-hour Easter ceasefire announced by President Vladimir Putin at the weekend killed three people in Ukraine's southern Kherson region
Governor Oleksandr Prokudin wrote on Telegram that the casualties occurred over the last 24 hours
Russia violated the ceasefire more than 2,900 times
Ukrainian President Volodymyr Zelenskyy said in a Telegram statement in the early hours on Monday

In Kherson, a war-battered city on Ukraine's southern frontlines, the drones above residents' heads are anything but a game despite Russian social media being awash with videos of Ukrainians there being bombed. CNN's Clarissa Ward speaks to residents who must risk their lives anytime they venture outside

Russian attacks in the southern Ukrainian city of Kherson killed at least one person and wounded three others on Wednesday
Kherson region Governor Oleksandr Prokudin said Russian attacks had continued as rescue workers arrived at the scene where a man was killed and three others wounded
"This is a deliberate tactic by Russia to prevent the rescue of the victims and to harm medics
rescuers and police officers," Prokudin wrote on social media
Kherson was captured by Russian forces when they invaded in early 2022
Ukraine recaptured it months later but the town has been under persistent Russian shelling since
three people were wounded in a Russian drone attack

According to Ukrinform, the Kherson Military Administration reported the attack on Facebook.
"A video surveillance camera recorded a Russian drone strike on the territory of the municipal enterprise Parky Khersona (Parks of Kherson) of the Kherson City Council,” the report reads
The administration noted that the attack caused damage to vehicles
while garages and outbuildings caught fire
The blaze was swiftly extinguished by rescuers
Four employees of the municipal enterprise sustained injuries in the attack

Such drone targeting has had a significant physical and psychological impact on the population of Kherson: Whenever residents step outside their homes
they face the real and frequent threat of being hunted down by a Russian-operated drone
and an atmosphere of constant danger with no escape
The tactic takes advantage of the unique geography of the region and the proximity of Russian-controlled and Ukrainian-controlled areas
it also seems to be part of a Kremlin strategy to seize the greatest-possible advantage before any potential peace or ceasefire negotiations
It also may be aimed at shaping the environment for the longer term — by threatening the population of a Ukrainian-controlled area enough to force them to leave in advance and to pacify those who remain in the event of another takeover
which allows them to be controlled from temporarily-occupied territory of Ukraine and cross the Dnipro River into Ukrainian-controlled Kherson
Because of the volume and the small size of the drones, they are challenging for Ukrainian forces to detect and counter. Oleksandr Tolokonnikov, spokesperson for the Kherson military administration, said officials counted “dozens” of attacks per day in August
amounting to more than 2,500 over the course of the month
which makes it more difficult for drones to fly
The scenes have echoes of images from the 1990s war in Bosnia, when residents of the capital Sarajevo were forced to navigate a city under siege by Bosnian Serb forces arrayed along the hilltops surrounding the town in the valley
Any outing for daily essentials of food or water or to and from work for those fortunate enough to still have work required speeding in cars along targeted corridors to evade snipers or dashing on foot from one place of cover to another
and left injured or dying on the street have been widely disseminated
Speaking directly to the term “human safari” as used by Kherson’s residents
“the hunt has started,” and other bloggers in the Russian military who document their drone attacks openly brag that they aim to target “anyone or anything that moves.” The dissemination of these videos contributes to the sense of brutal dehumanization of the people of Kherson and exacerbates the atmosphere of terror
This suggests that the military may be practicing the targeting of moving objects
perhaps with the intent to replicate this type of drone targeting on other parts of the front line
“Russian units on the right bank of the Dnipro River using civilian targets for live training exercises is a realistic possibility.”
whether he will force Putin to do so at a benefit or cost to the Kremlin’s economic and military aims is still not clear
That leaves the Kremlin looking for the strongest possible position in advance of any talks
or pressure to enter a negotiated settlement in which the conflict is frozen along the battle lines at that time
capturing the river-port city of Kherson would prove an asset to the Kremlin
There is not yet concrete evidence that the Russian military is making plans to cross the Dnipro and retake Kherson immediately
and Russia currently seems most focused on hotspots including the Ukrainian territory of Pokrovsk (where Russia is gaining ground) and its own territory of Kursk (where it is seeking to recapture areas seized by Ukraine in a surprise lightning maneuver in August this year)
“There were maybe 1,500 or 2,000 people in my area after the Russian occupation ended
and European governments supporting Ukraine should more frequently and forcefully call out and condemn these tactics and provide additional support to help the Ukrainian military intercept the drones and respond more effectively when they hit
Humanitarian organizations and human rights groups such as Amnesty International and Human Rights Watch also could help by drawing more attention to the depravity and illegality of these tactics
And the West should keep a keen eye on any such tactics used by Russia to gain more ground

The roots of Russia's invasion of Ukraine go back decades and run deep
The current conflict is more than one country fighting to take over another; it is — in the words of one U.S
official — a shift in "the world order."Here are some helpful stories to make sense of it all
Ukraine — Russian military drones are swarming the skies over the front-line city of Kherson
carrying out deadly attacks that appear to target civilians
"Since the first day of this year alone, the enemy has attacked the region [with drones] about 650 times," Oleksandr Prokudin, head of Kherson's regional military government, said in a post on the Telegram social media app earlier this month
"Seven people have died and 55 have been injured as a result of these attacks."
Not all the Russian strikes target civilians
in southern Ukraine on the banks of the Dnipro River
NPR found people terrified by the constant threat
The Russian drones hunt us constantly; it's like a safari," said Svitlana Budiukh
a 43-year-old resident who's chosen to stay in Kherson
"In the summer we could hide under the green trees
the leaves have fallen and we're more exposed."
Budiukh said her husband was killed in Kherson when his car was struck by a Russian artillery shell
She described a terrifying existence in the city
as people try to go about their daily lives knowing death can come at any moment
Budiukh spoke to NPR on a clear winter morning in a market square where elderly couples and families with children were out doing their shopping
delivering food and other supplies to people trapped in their homes by the threat of Russia's relentless attacks
They told NPR the drone strikes escalated last summer and are now viewed by residents as a grim part of life
"When it happens you look for anywhere to hide," said Savchenko
"We run under the trees or into a shed or a garage
"It threw an incendiary bomb at his feet," she said
From the start of Russia's full-scale invasion in 2022
was occupied by Russian soldiers until Ukraine's army pushed them out in November 2022
Moscow's forces still occupy the far bank of the Dnipro River just a few miles away
Russian drone pilots are able to operate within sight of Kherson's neighborhoods
which are still home to at least 60,000 people
On Jan. 6, a Russian drone hit a civilian bus in Kherson, killing one person and injuring nine others. Jan. 12, a 57-year-old woman was hospitalized after a drone attack pelted her with shrapnel
NPR wasn't able to confirm that Russian forces are deliberately killing civilians in Kherson, which would be a war crime under international law. Since Moscow launched its full-scale invasion in February 2022, the Kremlin has repeatedly denied targeting Ukraine's civilian population
But Ukrainian officials say they have overwhelming evidence the attacks are intentional
a member of Ukraine's parliament from the Kherson region with close ties to the military
said he believes the attacks are an act of terror and also a form of target practice
"Russia uses [these attacks] to train their young pilots on Ukrainian civilian people," Kostenko said
"They hunt us even when it's clear it's a woman or an elderly person or an emergency rescue vehicle," said Andrii Kovanyi
a spokesman for Kherson's police department
they post about it online on social media."
People in Kherson told NPR this is one of the most chilling aspects of Russia's drone attacks
Russian soldiers sometimes post videos and photographs online where they boast about the violence
"My own car was damaged in a drone attack," said Danil Tatarinov
"I found a video of it on Russian social media channels."
He said the video
which appeared to be filmed from a drone's perspective
shows a grenade being dropped over his civilian car
while damaging the rear bumper with shrapnel
NPR could not verify the origin or contents of the video
written in Russian: "No luck this time," it said
