The former advisor further claimed that Japarov’s press secretary
oversees a team tasked with shaping pro-Japarov narratives on social media and spreading hostility toward political opponents and human rights activists
Khalikov also alleged that the president uses fabricated charges to imprison and silence his critics
The day after the interview was published, Orunbekov issued a statement denying Khalikov’s accusations
He claimed that Khalikov had been fired for abusing his power
and acting as an intermediary in questionable deals
and now he has become a tool in the hands of Bolot Temirov,” Orunbekov said

“The said person is wanted by Kyrgyz authorities on suspicion of committing fraud that caused significant financial damage. The foreigner is currently detained for extradition in accordance with an issued international arrest warrant,” the General Migration Inspection of Moldova’s Ministry of Internal Affairs stated on its website

there is nothing good waiting for him in Kyrgyzstan,” Temirov told OCCRP

but it shows the limitations of ChatGPT’s comprehension of some types of text

My aim in creating these chatbots is to reduce confusion and repetitive questions that tire us all

I’m not sure what these points mean in practical terms
Perhaps you can share a couple of examples showing input (e.g
the type of repetitive questions you refer to) versus output
I am not privy to the specific questions asked of EXOs and USAID staff
and I doubt I could share them publicly if I did know
I’ve had plenty of regulation-related questions swirl around me over my 20-year career in implementing partner organizations
Most of them relate to procurement and are covered by the FAR or AIDAR
Others are process related and can be in the ADS or FAM/FAH

Amnesty International Secretary General Salil Shetty urged the Ukrainian government to stop abuses and war crimes by volunteer battalions operating alongside regular Ukrainian armed forces
“The Ukrainian authorities must not replicate the lawlessness and abuses that have prevailed in areas previously held by separatists,” said Salil Shetty

Donetsk Oblast – Thuds of incoming artillery were loud as four senior servicemen from Ukraine’s 24th Assault Battalion (Aidar) walked through the mud to their dugout
“Everything is being watched,” one of them said
Russia’s reconnaissance drones are closely monitoring movements across the Bakhmut front
trying to locate Ukrainian positions like this dugout-turned-command center
Ukraine responds by using drones of its own to spot Russian forces
passing coordinates to mortarmen a few kilometers away
“We watch streams provided by the drones and control our artillery
a 34-year-old lieutenant and mortar battery commander from Kyiv with the call sign “Lighthouse,” said once he entered the dugout
Denys’ mortarmen are covering several defense lines of infantry deployed in front of them
with the furthest standing as close as 50 to 100 meters from the Russian forces
Ukrainian forces are taking the initiative and conducting localized counterattacks on the flanks near Bakhmut
who leads a team of up to 50 mortarmen deployed near Bakhmut since October 2022
where more villages like the southwestern Ivanivske are located
rather than in the north – an open field where every movement is easily detected
Though Bakhmut had fallen to Russia in May
Ukrainian soldiers believe the city served its goal – grinding down Russia’s offensive capability that it could otherwise use elsewhere
They say that Russia concentrated its troop and equipment deployment to Bakhmut
which may have helped the Ukrainians launch a counteroffensive in the country’s southeast
But the cost Ukraine paid to defend Bakhmut for so long was high
several hundred Ukrainian soldiers were killed on the toughest days of the battle
usually numbering between 400 to 1,000 soldiers
Ukraine has not officially reported its casualties in the battle for Bakhmut
but it is expected to be staggeringly high
According to the testimonies of soldiers from various brigades
thousands have lost their lives fighting for the city – with infantry taking the heaviest losses

Russia’s destruction of Bakhmut is too familiar
which for months remained the last Ukrainian holdouts in Luhansk Oblast
suffered a similar fate before Russia captured them in July 2022
After capturing Bakhmut using the same brutal siege tactic
the Ukrainians say the Russian forces are not attempting a major push in the area thus far
Ukraine has for months strengthened its defense around Bakhmut
anticipating Russia’s eventual capture of the city
was also built during winter in anticipation of a retreat from the city
The Aidar Battalion’s soldiers are deployed near Ivanivske
which sits on the road between Bakhmut and Chasiv Yar
The Russians must capture Ivanivske to advance toward Chasiv Yar – a hilly town that holds high grounds
which is advantageous for Ukrainian troops on the defensive
Russian forces have been heavily bombarding Ivanivske and Chasiv Yar from high-rise buildings in southwestern Bakhmut
and they are already beating it very seriously
methodically razing it to the ground,” he said
But no matter how hard the Russians are firing at them
Maksym said it is scary because if anything happens to them
the infantry would be left without fire support
“The guys in front of us won’t survive long without us
and we know we will not live long without them,” Maksym said
and mortars don’t always hit the target because they are subjected to weather conditions
Picking the right angle and coordinates is crucial
Maksym said the “black and scary” humor with his comrades somehow keeps them going despite the hardships
everyone has their own civilian profession
and we never wanted to fight,” Maksym said
“It’s not that we are brave; it’s just that someone broke into your house
Both Maksym and Oleksandr said they are fighting for their hometowns
Oleksandr from occupied Sievierodonetsk said
“My goal in joining the army was so that I would end up in Sievierodonetsk.”
The battle for Bakhmut has been the longest and the bloodiest phase of Russia’s war in Ukraine
While the Ukrainian authorities have not confirmed it yet
Russia captured Bakhmut on May 20 when the Russian Defense Ministry and Wagner mercenaries claimed victory over the ruined city
according to Ukrainian soldiers and their commanders deployed in the area
A 42-year-old Odesa-born mortar battery commander from the 58th Separate Motorized Infantry Brigade with a call sign “Lesnik,” also named Denys
believes holding on to Bakhmut was part of the counteroffensive
Russia has likely become “less flexible in reacting to operational changes” after deploying its elite troops to Bakhmut, such as its airborne forces, according to the U.K
Defense Ministry’s June 3 intelligence report
But all of it came at a significantly high cost
Of the roughly 1,000 soldiers from his battalion deployed in Bakhmut since January
only about 100 were still active when they left in May to recover from the losses
The 93rd is among the brigades that fought in the southwestern part of Bakhmut
near the now-destroyed MiG-17 aircraft monument
where rows of single-family houses lined up
turned into a bloody battlefield because there were no tall buildings that could be used as hideouts
according to mortar battery commander Denys

Not everyone can handle the stress on the front line
silence – which is rare on the front line – is uncomfortable
because it usually meant that Russian forces were preparing for a major attack
a 28-year-old mortarman from the 93rd brigade whose call sign is "Tarzan," struggles to sleep after his first combat mission near Bakhmut in May
that heavy artillery will kill him in his sleep
But no matter how horrifying their experience on the front line
the soldiers always say they were more worried about their comrades than themselves
Some of the strongest bonds are born in extremely harsh conditions
In addition to all the stress the soldiers face to protect their comrades
they are each going through their own personal battles that they try to keep to themselves
it’s talking with his mother as if he isn’t serving in the military
but he thinks it would be more painful to watch her nervously worry about him in western Volyn Oblast
who takes care of Vitaly and other young soldiers in his platoon
fighting near Kreminna – another hotspot of Russia’s war

a 43-year-old soldier from Chasiv Yar who lives with Anatoly and Vitaly

But what propagandists unequivocally call a concentration camp is actually the battalion’s training base
which has been occupied by its members since the battalion’s founding in 2014

The fact that Russian propagandists are filming stories at the Aidar base after Russian troops occupied Polovinkino is indicated by a number of visual matches with news stories filmed on the base earlier by Ukrainian media. Firstly, the main entrance gate to the training camp was shown by Hromadske TV in 2014. With slight changes, it is also featured in RT propagandist stories and thev
so-called People’s Militia of the Luhansk People’s Republic

But the premises shown in the propaganda stories
partly served as living quarters for Aidar fighters
and are not parts of some “secret prison”
This can be seen from the similarity of one of the premises from the propaganda stories
with the barracks of the fighters shown in the Ukrainian report
Judging by the fact that now this room has been completely cleared
two conclusions can be drawn: either Aidar fighters intentionally cleared the base during their retreat
or the RT journalists themselves removed everything unrelated from the frame in order to stage the supposedly “concentration camp premises”
The unlikelihood of any concentration camps existing in the village of Polovinkino is also indicated by the fact that the village is located close to the demarcation zone – it is only 65 km from there to the checkpoint in the town of Shchastya
Following the logic of World War II concentration camp placement
they should be located in hard-to-reach places
away from the front and key transport interchanges
The village of Polovinkino is quite the opposite
it is located on the way to the occupied territories and
in case of a successful offensive by Luhansk People’s Republic Russian gangs
The Luhansk People’s Republic militia and the RIA Novosti stories feature several people who allegedly were “prisoners of the Aidar concentration camp”
None of them show any disability or injury that could have been inflicted on them during their time at the alleged camp
The video shows dirty basements with no signs of any human presence
Russian propagandist stories claiming to show the viewer an abandoned concentration camp show nothing that actually can be associated with a concentration
the narrator constantly focuses on mutilations
allegedly were committed by members of the battalion there
“Prisoners were beaten and tortured, after which many did not survive. Presumably, they were buried next to the prison,” the RIA Novosti video claims
But there are no graves and no specific data on any of the victims
All the alleged Aidar concentration camp prisoners free and free to comment in front of the camera
A man named “Nikolai” says “Aidar members” stabbed him in the joint of his left arm.” Rather than describe his experience
“concentration camp prisoner” Aleksey talks about “a girl who was dragged out by drunken Aidar members
talks about how “an Aidar member” stole a tractor and a mower from him
it would appear these are the things that happen in the concentration camp and secret prisons
Presented as a forensic expert from the Starobilsk city hospital
Dmitry Romanchuk reads for the video from a sheet of paper the list of “atrocities” committed by “Aidar” within the walls of his “concentration camp”
How these alleged murders were carried out in the “secret concentration camp”
and then documented by the Starobilsk branch of the Luhansk Regional Bureau of Forensic Medical Examination is not clear
the Izvestia newspaper published a document claiming to confirm the large number of deaths that allegedly occurred within the walls of the “Aidar” concentration camp
But this document has little resemblance to a forensic conclusion – it does not contain a description of the cause of death
and the wording format “killed by the Aidar battalion” is not the kind of language normally used in forensic reports
In another story
a man named Ivan Maslov talks about the time he spent in the “concentration camp”
Maslov says he was forcibly kept in the basement of one of the buildings
his hands were chafed by the ties until bleeding”
he talks excitedly about how other prisoners were tortured in the torture chamber and “beaten to death”
How he managed to get out of such a “secret prison” remains unclear
He does not provide any photo or video or any other evidence confirming his captivity
pointss to the basement and says that is where “they beat people with rifle butts.” He says that “he sat in this hole for a month.” His release is also not explained in the story
traces of writing “Glory to Ukraine” are visible on a wall
it is unlikely that would have been written by a prisoner
In another video report, Maria Finoshina of RT states that “many witnesses still prefer to remain silent.” Seemingly that is why the RT film crew was able to elicit a comment from only one local resident
who says that her neighbor “systematically insulted her
Such “atrocities” clearly don’t seem to be on the level of a concentration camp

as well as attract foreign investments in Kazakhstan projects
which need to be channeled in the right direction and to properly plan further steps
And the second fund will operate in the USA and will be engaged in investments in international and American startups
