PHNOM PENH, Nov. 14 (Xinhua) -- China has developed a highly effective vocational education and training (VET) system, which can serve as a valuable model for Cambodia, Om Romny, secretary of state of Cambodia's Ministry of Education, Youth and Sport, said in an interview with Xinhua on Wednesday.
China's success is rooted in several key strategies and reforms, he said, adding that China's focus on hands-on training through specialized practice centers has improved vocational education by bridging the gap between theory and real-world skills.
"Cambodia could benefit by investing in similar centers to enhance its VET programs," Romny said.
He added that China's education system emphasizes a holistic approach, combining moral, intellectual, physical, aesthetic, and labor education to develop well-rounded students with strong values, adaptability, and vocational skills.
"Cambodia could adopt a similar model to enhance its students' competencies beyond technical skills," he said. "China's ongoing VET reforms align education with economic needs, ensuring vocational training stays relevant to evolving industries."
The official said Cambodia aims to learn from this experience and focus on reforms that support its goal of becoming a regional manufacturing and service hub.
Cambodia's VET system offers formal and non-formal programs to meet diverse educational needs, he said, adding that by learning from China's approach, Cambodia can better support youth and adult learners and improve employability across sectors.
"Cambodia can strengthen its VET system by leveraging China's successful strategies in practice-oriented training, comprehensive education, and adaptive reforms," Romny said.
"The collaboration aligns well with Cambodia's goals to produce skilled human capital, boost economic development, and increase regional competitiveness, especially within the Belt and Road Initiative framework," he added.
CHINA KEY TO FUTURE OF CAMBODIA'S VET SECTOR
Romny said as Cambodia's largest trading partner, China is pivotal to the future of the kingdom's VET sector.
"Through cooperation in vocational education, we can drive socio-economic progress in Cambodia and within the broader Association of Southeast Asian Nations (ASEAN) region," he said.
Key areas of collaboration include capacity building and knowledge exchange, he said, adding that China's advanced technical training frameworks and experience in implementing successful VET programs can help Cambodia develop a more robust VET system.
"Collaborative projects in infrastructure, equipment, and funding will enable us to build and upgrade vocational training facilities, making high-quality technical education more accessible," he said.
Romny added that expanding scholarships and training exchanges will allow Cambodian students and professionals to gain valuable skills in China and apply this knowledge to the Cambodian workforce.
"With strengthened China-Cambodia cooperation, we anticipate creating a more resilient and skilled workforce, which will drive Cambodia's socio-economic development and fortify our position in the global market," he said. "This partnership supports our vision of transforming Cambodia into a hub for skilled labor in ASEAN, building a foundation for sustainable growth."
CURRENT SITUATION OF VET DEVELOPMENT IN CAMBODIA
Romny said Cambodia's VET system is at a pivotal stage of development and that the country strives to modernize its education sector to align with economic goals.
He added that the kingdom recognizes that a skilled workforce is essential for long-term growth and competitiveness.
"However, the current situation reflects challenges such as limited training facilities, outdated curricula, and a mismatch between skills taught and market demands," he said. "Many young Cambodians are entering the workforce without the specific technical skills needed in growing industries, which impacts productivity and limits economic opportunities."
The official said VET is crucial in bridging skill gaps in Cambodia by aligning education with labor market needs.
"As the country shifts from agriculture to higher-value sectors, strengthening VET will help build a more adaptable, productive workforce to support emerging industries and attract foreign investment," he said.
Romny said Cambodia's Pentagonal Strategy prioritizes education and human capital development to build a knowledge-based economy.
He added that it focuses on enhancing technical and vocational skills through partnerships with international institutions, the private sector, and the government to improve VET quality and accessibility.
"Cambodia's VET policies align with economic growth goals, addressing skill gaps and boosting resilience," he said. "Efforts focus on improving training infrastructure, updating curricula to meet industry needs, expanding education access to rural and urban areas, and supporting economic growth, industry diversification, and poverty reduction."
Romny's comments were made ahead of the 2024 World Vocational and Technical Education Development Conference, which will be held in Tianjin, North China on Nov. 20-22. ■

Konpa music has dominated the Haitian music industry for decades. But while the genre’s roots are firmly in Haiti, today its leading bands are often not. This year, the top two albums came from bands right here in Miami, which many now consider the “capitol of konpa.”
Of course, it is hard to speak of top albums in Haitian music because there are no charts —no official sales figures, no radio play counts, no Billboard “Hot 100.” That means if you want to know what is trending in Haiti, you have to use your ears. And the first place to listen is the radio.
Radio is still the number one music media in Haiti for both music and news, and if you were listening this year then you heard this song in heavy rotation: “Lajan Sere” by the band Klass.

And you heard this one as well, from the band Nu Look. Both these bands —Klass and Nu Look—are based in Miami, but they are getting constant airplay in Haiti. And when I talked to vendors selling pirated CDs along the streets of Port-au-Prince, they told me the same thing: Klass and Nu Look are the top sellers for this year.
“Honestly we did count on it that way, because of the work that we put in. It’s like, my kids —I have two girls—when I'm doing something they the ones that really keep me in check, because you know, they're not gonna sugar coat it for you. That's how we did the album: kid-friendly, DJ-friendly.”
At the same time, the band had to please the older generation with songs “from the konpa roots.” As Richie describes it: “We put a little bit of everything in there.” He used the song “Il Est Friday” as an example: it mixes English, Spanish, French, and Creole lyrics, along with influences from hip-hop and dance hall, all set to a steady konpa beat.

That ability to mix languages and styles may help explain the band’s success in a konpa scene that now stretches far beyond Haiti itself —from the French islands of Martinique and Guadeloupe, to diaspora hubs such as Paris, Montreal and Boston. That musical mixture also reflects the diversity of Miami, which for Richie is at the very center of the konpa world.
“Back in the days it used to be in Haiti and New York, but now Miami has the most bands, so that's what makes Miami the capital of konpa, the heart they call it. Is it gonna be like that always? I doubt it. Someone else gonna take a turn. Not now I hope, not yet!”

‘You need to be clear about your life’s direction,” is the advice proffered by Theam Romny, now a branch manager at ABA Bank.
Before she became successful in the banking sector, 31-year-old Romny received a highly prized Fulbright scholarship to study for a master’s degree in finance at the University of Akron, in the US state of Ohio.
“It starts from studying hard at school and obtaining a good transcript [of results]. The second thing is being involved in volunteer work for society and work experience plus [knowing] a foreign language,” she said.
Back in 2003, Romny completed two bachelor degrees, one from the National University of Management in accounting and a bachelor of arts from the Royal University of Phnom Penh’s Institute of Foreign Languages.
After finishing university, she got a job as an English professor at the Institute of Foreign languages, where she worked for about two years. In 2004, Romny applied for the Fulbright and soon found herself setting off to America the next year.
Her success came only after unsuccessfully applying for a Fulbright in 2003. Not to be deterred, Romney applied again the following year.
“I passed [in 2003] and prepared for the interview. Unfortunately I got a call and they told me that I could not go to do the interview. I was really disappointed but I decided to apply again the next year,” Romney said.
The fourth generation of an educated family from Pursat province, Romney moved to Phnom Penh to attend university after she finished high school.
“When I first moved to the city, I stayed with my relatives. Two or three weeks later, my brother and I moved out to live in a rental house,” she said.
“It was difficult for me during that time. I didn’t know anyone besides my family, and my parents didn’t move with me,” she said.
Later, when Romny returned from the United States, she began working for the Danish embassy as a local consultant working on governance issues, a job she continued for about three years before moving to ABA Bank in 2010.
Romney emphasised how important it was to be clear about what you want to study in the first year of university rather than making up your mind when you began applying for scholarships abroad.
“When you know what you want to study, learn it. Moreover, just studying isn’t enough, you need to put into practice in order to get experience.”
An outstanding student who was the third-highest ranking student in mathematics back when she lived in Pursat, Romny made an informed decision on her choice of career.
“I already knew that finance was a job that was rarely applied in the public sector but related more to private companies. But a country can develop by combining the public and private sectors,” she said.
For the future, Romny has already laid out plans.
“For the short term plan, I will look for opportunities in the finance industry. If there’s an opportunity, I will catch it. In the longer term, after I have got enough experience in knowledge and finance, I want to own a business,” she said.
“Studying hard is the good way of life. And you need to set the direction for your life ahead. Choosing skills is the process of preparing for your way of life. You need to follow your dream. The decision is made by you.”

The Techo Sen Institute of Public Works and Transport (TSI) under the Ministry of Public Works and Transport and the Institute of Technology of Cambodia (ITC) under the Ministry of Education
Youth and Sport have signed a memorandum of understanding (MoU) to establish an undergraduate technical skill training programme that will help facilitate the construction of transport infrastructure in the Kingdom
The MoU was signed by ITC director Om Romny and public works ministry secretary of state Im Nithara on January 12
The signing ceremony was also attended by public works minister Sun Chanthol and education minister Hang Chuon Naron
Chanthol said it was vital to establish training centres at the two institutes because Cambodia currently has no programme focused on skills necessary for road
ports or railway construction and has always had to rely on foreign workers and companies over the years
have the same knowledge as our ancestors once did when they built temples that are world famous for their beauty and built with such lasting quality that they are still standing after a thousand years,” he added
Chanthol believes that Cambodian students will have sufficient capacity to build transportation infrastructure in Cambodia efficiently and to high standards of quality after graduating from the new training programme equipped with the latest technical skills
for the academic year 2020-2021 the programme will enrol 200 students at TSI and ITC
The institutes are still in discussions regarding the proposed fees and possible scholarship opportunities
He said the ministry will attempt to find funding for scholarships through development partners so that any students experiencing financial difficulty who are talented and have the ambition to learn these skills will have an opportunity to do so
“We are able to build educational institutions to provide knowledge to Cambodian children
But all Cambodian children must learn devotion to serving their country and be motivated by a passion to use their knowledge to burnish its international reputation and bring lasting glory to the name Cambodia,” Chanthol said
Education minister Chuon Naron said this is the first time that a Cambodian institution has had a programme offering a bachelor’s degree in engineering of this type since the 1980’s
For many years Cambodia has had to send its students abroad to study these skills
“I hope that in the future we will be able to construct bridges across the Mekong River and railways throughout the country ourselves,” he said
ITC director Om Romny said this programme is the foundation for the future development of important national infrastructure
