The BBC has reported that a community recycling centre on Swift Lane in Bagshot The plans were approved by Surrey county council on Tuesday (26 November 2024) despite 93% of consultation respondents disproving of the move The public consultation was open between 16 September and 11 October and received 1,079 responses two separate petitions urging the council to keep the site open received 2,000 signatures ahead of the vote The council said that the site is being closed as it is “hard to get to too small to be upgraded and has been attracting anti-social behaviour” fly tipping and unlawful entry at the site The council told the BBC that staff had also been threatened by some users who tried to bring unacceptable materials to the site Residents have been redirected to alternative recycling sites Camberley 76% of people who responded said they would use the alternative sites The Bagshot centre currently receives approximately 920 visits a week The council said that residents have objected to the plan on grounds of the inconvenience of travelling to another site a fear there would be increased queues at other sites and the potential jump in local fly tipping its experience recycling centre would be a “bitter blow” that would lead to an increase fly-tipping and traffic as people are forced to drive longer distances to dispose of their waste, opponents have said. Surrey County Council (SCC) is recommending the closure of the Community Recycling Centre claiming it is difficult to access, unmodernised and too small to be upgraded –  so it cannot be made fit for the future.  The site accounts for about two per cent of the county’s recycling centre production and has suffered from repeated incidences of antisocial behaviour. The closure has not yet been formally confirmed and a four-week consultation has been launched.  Residents are being asked about the impact of the closure and what alternative arrangements they would like to see – such as longer opening hours at the four nearest recycling centres. Opponents, including ward councillor Richard Wilson and the leader of Surrey Heath Borough Council, have called on Surrey not to go ahead with the plans saying it would be catastrophic for the area. Cllr Richard Wilson, (Liberal Democrats: Bagshot) said: “The plan to close the Swift Lane Recycling Centre will come as a bitter blow to residents in Windlesham, Bagshot and beyond.  “The county council is suggesting people will drive to the other side of Camberley to dispose of waste. The roads here are already congested and there are already queues at the Camberley Recycling Centre. “Tradespeople working in our area will have to spend much more time in their working day to take rubbish over to Camberley.  “It won’t come up in the council’s survey but this closure will inevitably lead to an increase in fly-tipping in the countryside nearby.” The matter was also raised during leader’s question time at the September 18, full meeting of Surrey Heath Borough Council. Cllr Macdonald said: “We are all aware that the Bagshot site is not optimal but the removal of it will cause substantially longer journeys and extra emissions in that process.  “We are working strongly to have this decision reversed, because I genuinely think it’s already a decision that’s already been made, they will just tinker around the edges.” Natalie Bramhall, SCC’s cabinet member for property, waste and infrastructure urged people to take part in the consultation to ensure we can capture their feedback. She said: “We have a comprehensive network of Community Recycling Centres across the county and there are four alternatives…within 10 miles of Bagshot, with the closest being Camberley, approximately six miles away.  “These sites are modern, safe and all on one level, with no need to climb steps to tip waste. These sites allow access to vans and trailers, and accept more types of waste. “Some sites offer additional services such as a paint reuse shop at Guildford CRC and a reuse shop at Woking CRC. I encourage the local community to share their views which will help inform the cabinet decision later in 2024.” The consultation runs to Friday, October 11. Image SHBC A contentious plan to build dozens of affordable homes in Surrey was rejected by councillors, who prioritised protecting green belt land over addressing the area’s housing shortage. Developers had wanted to build up to 135 homes, of which at least half would have been sold at  rates defined as “affordable”, at Grove End between the A30 and A322, in Bagshot. The outline planning application was rejected by Surrey Heath Borough Council’s planning committee on Thursday, May 23. Early indications suggested there would have been at least 68 affordable homes, including 17 set aside as affordable first homes and 51 social affordable or intermediate rented properties. The developers said they would be willing to increase those numbers but the application itself had to be determined on those figures. The committee was advised that permitting the plans would be a departure from its developing Local Plan and undermine the council’s aim of only developing on brownfield sites in the near future – these are abandoned or underused former industrial land. Cllr Kevin Thompson (Liberal Democrat, Lightwater) said: “Often we talk about this need for affordable housing and we talk about numbers and we talk about statistics, but I think it’s important that we think about what that actually means. “We have a situation where the people that teach our kids, who look after us in hospital, can’t afford to live in this borough and they have to commute in, because we don’t have the affordable housing we need. We need to look at this very carefully because [this proposal] does provide us with a significant amount of affordable housing.” The land, between the A322 dual carriageway linking the M3 with Bracknell and Windlesham Golf Club, had been considered for redevelopment as the council looked for sites as part of its Local Plan. It “discontinued” the idea however as the borough could demonstrate it had enough brownfield land to meet its housing targets. Developers tried to argue the land, next to the A30, was not the idyllic rolling Surrey countryside that people think of as green belt because the main road had an “urbanising” affect on the site. Speaking on behalf of the application, the agent added: “The borough unfortunately has a major and sustained issue with failing to meet affordable housing needs as demonstrated.” He said in recent years there there had been a need to build 1,752 affordable homes, and so far it’s delivering just 39 a year. This development, he argued, would provide two years of affordable housing on a single site. He added that they needed to look at the quality of green belt in the borough as otherwise there would never been any development. Cllr Shaun Macdonald (Lib Dem, Lightwater) said: “We need to be extremely careful before we give up any green belt. I do accept the comments that this is not the most unique piece of green belt we have but it does form a barrier to the other areas adjacent and if we start allowing creep we will soon have all of the green belt gobbled up between Bagshot and north Windlesham. “If this space was on the other side of the A322 I suspect we would be having a very different conversation about the feasibility and viability.” Access was another issue raised during the meeting with one Bagshot resident, who had lived in the area for 56 years raising safety issues for any young families would could move there. He said: “This particular site to my mind has a very serious problem attached to it with regards to access.” Is this what Labour are going to call grey belt, and build on anyway? Yet still NIMBYs reject it. The attitude of these people are kneecapping any possibility of economic growth and alleviating the housing crisis. Published in 1883, a digital copy of the historical text is publicly available today and reportedly obtained the name the Golden Farmer as he used to make all notable payments in gold he acquired a farm in Gloucestershire and married the daughter of a wealthy innkeeper with whom he had a huge family of no less than eighteen children The tale goes that his seemingly honest farm work was merely a clever disguise veiling his more sinister occupation as a highwayman It was a double life successfully lived for more than 40 years; not even his wife was aware of his true identity Incredible long lost pictures show the famous Chitty Chitty Bang Bang car race scene filmed on Box Hill The book colourfully explains numerous gunpoint robberies he allegedly carried out Including one time when he is said to have raided several stage coaches full of women Most of those on-board complied with his demands and employing language which it would be hardly proper here to set down as to cause her to produce a purse of guineas they parted as good friends as when they were first introduced to each other." The Golden Farmer continued his robberies for 45 years with the National Biography noting it was his "charming manners" that enabled him to gain the confidence of his victims so successfully for so long The records state that he retired from the work for several years before being pulled back into it when he hoped to make a large sum of money quickly through his many years of unlawful activities he had earned himself a feared name and it was widely recognised across the land that the Golden Farmer was a wanted man The story goes that he met his demise when he was spotted in Salisbury Court in Fleet Street he shot a pursuing butcher with his pistol It was after this act that he was seized by authorities and tried for the butcher’s murder at the Old Bailey where he was also found guilty of several renowned robberies The National Biography says he was sentenced to be hanged in the spot where he had shot the butcher in what would have acted as a grisly warning to other highwaymen operating in the area his body was then hung in chains on Bagshot Heath the very place he had committed several of his heinous crimes The precise details of what happened to the Golden Farmer may remain a mystery forever as there appears to be some contradiction and tangle in historical accounts of his final years and where he died one account states the Farmer was actually hanged in front of a pub which was afterwards named the Golden Farmer Bagshot historian Ken Clarke reported to a Bagshot Village history website: "In my history of licenced premises of all 33 pubs in Frimley and Camberley I have traced the licensees from 1822 the highwayman was hanged and gibbeted in front of the premises in 1690...The Golden Farmer it allegedly changed to The Jolly Farmer in 1823 There is further evidence of this as a fascinating archive map from 1871 shows the Jolly Farmer P.H (public house) once stood in the spot in which a golf retailer It is located close to Bagshot Heath and sits in London Road (A30) which was formerly the Great West Road On the old map there is a post office nearby called Golden Farmer Post Office The roundabout where the golf shop sits today continues to be referred to as the Jolly Farmer roundabout by the local community A somewhat cheerful name for a spot which may have had a much more menacing past Story SavedYou can find this story in  My Bookmarks.Or by navigating to the user icon in the top right.
