Kissing gate and stock fencing at the SANG in Bishopstoke is causing access problems for wildlife and people with mobility issues Pic: Eastleigh News
A petition calling for the removal of fencing at a new public green space in Bishopstoke has attracted hundreds of signatures after a trapped deer was attacked by dogs inside the site
the site of a new Suitable Alternative Natural Greenspace (SANG) being created by Eastleigh Borough Council on 20 hectares of former farmland next to Stoke Park Woods
the site has been accessible to the public
and the council has since admitted it was “very concerned” by reports of the attack
Eyewitnesses said the deer was chased by loose dogs and became trapped against the fencing
cut new openings in the fence for wildlife
But local residents say this does not go far enough and are calling for the entire fence to be dismantled
The petition, titled Remove new fence Stoke Park Farm SANG Bishopstoke, states: “Already
unable to escape due to being trapped inside the fenced area
And we are now entering fawn season — a critical and vulnerable time for deer and their young.”
It warns of “numerous reports of distressed deer running back and forth in panic along the fence line
unable to access their natural routes or flee from threats,” and adds: “Although one end of the SANG remains unfenced
this does not provide a viable escape route
Wildlife does not navigate by entrances — they follow instinctive
Campaigners argue that fencing is not a requirement for SANG designation under Natural England guidelines
“So why has this barrier been installed at all
especially when it causes such visual pollution and environmental disruption?” the petition asks
more than 990 people had signed the petition
wrote: “How can the authorities agree to this fencing
not to destroy their environment and an area they have been living in for decades
People have the whole woods to walk and exercise their dogs
The fact that deer have been injured should be enough to take this fence down.”
why would you put stock fencing up in a conservation area
added: “Wildlife face enough problem already
has been designed to provide a recreational space for local residents while reducing visitor pressure on protected landscapes such as the New Forest
and wildlife features such as hibernacula and bird boxes
Construction of the site was awarded to White Horse Contractors Ltd under a contract worth £519,245.78
Work began in January and is expected to be completed by the end of April
Stoke Park Farm itself was previously earmarked for housing under Eastleigh Borough Council’s Local Plan options B and C
which proposed around 5,200 homes and a new link road between Bishopstoke and Fair Oak
These plans were rejected by the Planning Inspector in April 2020
who found flaws in the process of selecting reasonable alternatives
The site has since been repurposed as public green space
but the current controversy over fencing highlights ongoing tension between accessibility
Residents have also criticised newly installed kissing gates at several entry points
saying they are too narrow for mobility scooters and could prevent some disabled people from accessing the site
One gate near Upperbarn Copse was photographed by Eastleigh News
showing a standard-width barrier with no additional provision for accessible entry
Cllr Louise Anne Parker-Jones told the BBC: “It shouldn’t have taken the death of a deer for that to happen
keeping it as green space and not developing it – brilliant
and it has to be shared not only by humans and their pets

Sites earmarked for 1,000s of new houses revealed
Local plan logo features a vision of houses
Eastleigh Borough Council has published its Local Plan Review ‘Issues & Options’ document for public consultation
launching the first step in shaping the borough’s future development
The consultation runs from 4 December 2024 to 29 January 2025 and seeks input from residents
and organisations to guide the borough’s planning strategy for the next 20 years
The document outlines potential development sites and housing capacities
aiming to address a housing shortfall while setting policies to protect the environment
critics claim the process risks creating division by pitting communities against one another as residents weigh in on where new development should occur
The Local Plan is a critical framework that governs land use and development decisions in the borough
mandates the delivery of 14,580 new homes by 2036
the 2022 plan includes a 2,614-home shortfall following the rejection of a major development north of Bishopstoke and Fair Oak by an independent planning inspector
The council committed to reviewing the plan within a year of its adoption
with the updated Local Plan scheduled for adoption in 2029
The ‘Issues & Options’ consultation provides an informal opportunity for public feedback before the council develops a formal draft
It includes assessments of four Strategic Development Options (SDOs):
smaller sites across the borough and specific locations in West End (Moorgreen Road) and Botley (Maddoxford Lane/Boorley Green) are under consideration
A series of nine public drop-in sessions has been organised to foster engagement:
Local campaign group Action Against Destructive Development (ADD)
which previously opposed development around Stoke Park Woods
but developers in the past have focused on building executive houses on attractive rural or semi-rural sites
What is actually needed are starter and other affordable homes in or near existing urban centres and with easy access to public transport.”
The council has stressed that site proposals come from developers and landowners
and no decisions have been made regarding which areas will be developed or protected
Residents are encouraged to examine the 50-page consultation document and provide feedback before the 29 January deadline
is available on the council’s website

Sultan Dajani recognised with prestigious honour for contributions to pharmacy and public service
Mr Dajani was delighted to receive his award pic:supplied
Bishopstoke pharmacist Sultan “Sid” Dajani has received the Freedom of the City of London
The award was conferred at the City of London’s Guildhall
which Dajani described it as a “huge
massive honour” and “a bit of a shock” to learn about his nomination
“It’s something I never expected
and it is very humbling to be recognised in this way,” said Dajani
who recently became a Bishopstoke parish councillor following May’s local elections
He said he was in awe at receiving an honour that has been bestowed on many distinguished individuals throughout history
the Freedom of the City originally provided protection under the city’s charter and exemption from feudal authority
it is awarded for significant contributions to public life
with notable recipients including the Duke of Wellington
Dajani’s nomination came through the Worshipful Society of Apothecaries
an ancient Livery Company founded in 1617 to recognise significant contributions to healthcare
famously used her pharmaceutical knowledge in her novels
Sultan Dajani has run Wainwrights Chemist at Riverside, Bishopstoke, for nearly 20 years, dispensing medicines and offering advice, often providing emergency cover over Christmas and other public holidays to ensure residents have access to essential medications. In 2014, he was named Britain’s Best Pharmacist
Dajani is also the pharmacy lead for Winchester Rural South Primary Care Network and served as treasurer of the Royal Pharmaceutical Society for six years
Dajani volunteered as a clinical lead and vaccinator across four centres in Andover
playing a crucial role in the national response
He also supports local charities like the Abel Foundation while advancing public health initiatives
Mr Dajani told Eastleigh News: “I would like to extend my heartfelt thanks to everyone who nominated me for this honour
and I am proud to serve such a wonderful community.”

Italy-based Prysmian
which specialises in the global manufacture and supply of fibre optic broadband cables (inc
is reportedly being threatened with strike action over plans to cut 40 jobs and shift their only UK HQ in Bishopstoke (Hampshire
The company, which primarily uses the site to produce cables for Openreach (BT) and a few other network operators
first opened its 46-acre manufacturing base in Bishopstoke during 1967
but Prysmian now appears to want to reduce labour costs and move production for cables to Romania
Around 250 people are employed at the factory, with the telecoms department, which produces fibre optic cables, being the one that is under threat. The move to “scrap [the] only department of its kind in UK” has angered staff, with Unite (union) saying the workers are set to begin a consultative ballot for industrial action over the plans
“Hugley profitable Prysmian’s disgraceful plans are the ugly and irresponsible face of corporate greed
Unite are also understood to be lobbying BT to step in and demand that its cables are produced in the UK
although it’s unclear how much mileage they’ll get out of that approach
Increased energy costs increased employer national insurance payments is it any wonder they want to move production
The effect of increased NICs when combined with lowering the threshold is actually massive
it’s an extra 2K per average member of staff for us
If it was boom times it’d be livable but really it’s not a time where we can expand our staffing budget so we have to make folks redundant just to pay for the extra NI
It’s the kind of change that is probably “The straw that breaks the camels back” for companies like this that have the choice of moving the workforce to cheaper locations
Saving 6% of staff costs is not nothing in a 5% net profit margin business
So it’s just another attempt to boost profits
>So it’s just another attempt to boost profits
*Everything* a company does is ‘just another attempt to boost profits’
It should be the case that employees here are so much more productive than those in Romania that they are worth the extra pay (plus a bit ideally)
The threshold reduction costs £615 and above £9,100 salary it’s an extra 1.2%
So to cost £2K more in employer NICs the worker would need to make a salary in excess of £124K
If your employees are all on that kind of money your business can afford it
For someone on £35K the extra cost is about £925
Most likely these workers are on minimum wage which is the real reason they’re moving
Romania is £4 per hour compared to the UK’s £12
An average £2K increase in employers NI contributions means an average wage of £125K
https://zelt.app/blog/how-to-calculate-employers-ni-employer-s-ni-calculator-2024-2025-2026/
It’s more percentage wise for the lower paid which is very unfortunate as you say
Like I keep saying the “living wage” is nothing more than a race to the bottom
Every single time it creeps up employers end up paying their employees less per hour over it
eventually most people will end up on this “minimum wage”
The extra company NI contributions is just another nail in the coffin of most small UK businesses
Relocation to a EU country makes sense for an Italian firm and not a security risk for the UK
impact of Brexit on our information infrastructure is not discussed enough
Nonsense the cheaper labour costs in Romania would have happened even if inside the EU
In fact probably would have happened sooner as it would have been easier to relocate while inside the EU
Of course nothing to do with Rachel Reeves’ extra employers NIC contributions and a rise in the minimum wage
Let’s not let facts get in a way of a good story
Didn’t Prysmian push for the Gov to step in to stop cheap Chinese fibre flooding the market and pushing them out
Seems like a nice way to reciprocate that help
The gov should remove the restrictions on the cheap imports if they go through with it
but it would only shrink the amount of work they do and lead to even more redundancies
Is it worth it if it cuts every fibre companies cost of materials by 5%

Council tax bills are set to rise for Eastleigh residents
with Band D households across all parishes facing a 5% increase
adding an average of £111 to their annual bill
This brings the total annual charge for an average Band D property to £2,235
The full council is expected to approve the rises at its meeting on 27 February
Hamble-le-Rice residents will see the highest increase of £137
a combined 15% increase in the Hamble parish and special expenses precepts – the highest rise of any parish
This additional charge is partly attributed to the parish council’s decision to allocate funds to local resident groups opposing a developer’s appeal against Hampshire County Council’s refusal to allow gravel extraction at Hamble Airfield
Eastleigh Town residents will experience the lowest overall rise
The total council tax bill consists of several elements
including precepts from Hampshire County Council
Hampshire and Isle of Wight Fire and Rescue Service
with some residents seeing rises that are twice the 3% inflation rate
which is facing a projected £175 million funding shortfall
This brings the total county council precept for Band D properties to £1,609.83
The Police and Crime Commissioner precept will increase by £14 a year
According to Police and Crime Commissioner Donna Jones
the additional revenue will help fund 90 more police officers in Hampshire
bringing the total number of new recruits since 2020 to 815
The Hampshire and Isle of Wight Fire and Rescue Service precept will rise by £5 (6.04%) to £87.84 for Band D properties
This is the maximum increase permitted without a local referendum
Eastleigh Borough Council’s Band D element of the tax
as the Consumer Price Index (CPI) stood at 2.5% in December 2024
While district councils are limited to a 2.99% increase
parish and town councils are not subject to the same cap
the average council tax rise in Eastleigh reaches 6%
Hamble-le-Rice residents will see the steepest increase at 15%
while Chandler’s Ford has the lowest percentage at 4%
Eastleigh Borough Council is introducing an empty homes tax for the first time this year
second homes and unoccupied furnished properties will be subject to a 100% premium
Properties left empty for over five years will face a 200% premium
while those vacant for more than ten years will be charged at 300%
Homes must have been unoccupied for at least 12 months for these charges to apply
but exemptions are available if the property is actively listed for sale
Critics argue that council tax is regressive
as it places a disproportionate burden on lower-income households
the poorest fifth of households spent 4.8% of their income on council tax
compared to just 1.5% for the richest fifth
The system is based on outdated property valuations from 1991
As more responsibilities are devolved from the borough council to parish councils
parish precepts have increased to the point that residents in some areas now pay more to their parish than to Eastleigh Borough Council
have some of the highest parish charges in the borough
The government allows councils to increase tax by either 2.99% or £5
If Eastleigh Borough Council had opted for the full £5 increase
it would have generated an additional £170,000 in annual revenue

Controversy continues to surround Bishopstoke Parish Council as a third candidate has told how his application for co-option was rejected despite there being three vacancies
He is now calling for the selection process to be rerun
a Horton Heath resident and successful internet-based retail business owner
had his application for co-option rejected despite living within three miles of the parish boundary and being eligible
a former UKIP candidate who narrowly missed winning Eastleigh South in the 2014 borough elections
is no longer affiliated with any political party
Saunders said he was encouraged to apply by former political allies in Bishopstoke
believing he could bring valuable ideas to boost the parish culturally and financially
He was surprised when his application was rejected by a vote of only five councillors present at the meeting
Saunders noted that these councillors had not been elected or interviewed but had assumed office unopposed in May due to a lack of candidates
He has now called for the selection process to be rerun with all councillors involved
especially considering how short-handed the council is,” Saunders said
“It seems there’s a few issues with the process that needs addressing.”
Saunders’ story echoes the experiences of Russ Kitching and Raj Sukhdev
who owns a soft drinks company in Chandler’s Ford and the Lapstone Pub in Horton Heath
missed out due to a technicality and learned of his rejection indirectly
a local businessman with deep community ties
was told he did not have a strong enough “local connection” despite living nearby for over 35 years
Sukhdev was also shocked to be asked about his experience with racism during the interview
The need for parish councillors is critical and requires significant personal time and responsibility for managing community assets and local budgets
one seat still remains vacant on Bishopstoke Parish Council
