The scheme is Fragrance's third in the town
Fragrance Group wants to deliver spaces for 103 vehicles on the site of the former St Chads Hotel while detailed designs for a £30m hotel are worked up and a globally recognised occupier secured
Singapore-based Fragrance Group was granted permission to build a 143-bedroom hotel on Blackpool’s Promenade last year
as well as Lyric Hotel and Regency Apartments
have already been knocked down to pave the way for a new six-storey hotel
Fragrance Group is seeking permission to use the site as a surface level car park while work to firm up designs and secure an operator continue
An application for the car park has been submitted to Blackpool Council
Documents lodged with that application state that the car park would “provide a beneficial ‘meanwhile’ use while the applicant develops detailed designs for a high-quality hotel
“The applicant remains committed to delivery of a hotel that will benefit the area and wider Blackpool economy.”
Elsewhere in the North West, Fragrance Group has recently overseen the restoration of the Municipal Buildings in Liverpool to create a 179-bedroom hotel

Bristol Rovers signed off from League One with a performance that summed up their season perfectly
taking the lead before falling to a 4-1 defeat away at Blackpool on the final day
The opening stages of the game fit up to its bill of 'dead rubber' with Blackpool unable to secure a play-off spot while Rovers were already relegated
an error from goalkeeper Harry Tyrer allowed Gatlin O'Donkor to slide the ball into the back of the net to hand the visitors a rare away lead
Inigo Calderon's side controlled the majority of the proceedings but couldn't quite find the final bit of quality to create a goalscoring opportunity
They then shot themselves in the foot as a short clearance from Jed Ward was recycled by Albie Morgan
playing in Niall Ennis who forced a decent save but the parry fell into the path of Tom Bloxham for a tap in to equalise
Blackpool then put themselves into the lead 10 minutes into the second half as Rovers failed to clear a loose ball with Morgan eventually bundling home
The Gas regained control of the proceedings as Romaine Sawyers and Ollie Dewsbury both struck efforts before substitute Michael Reindorf forced a good save from Tyrer just moments after coming on
Rovers were then caught cold on the break with Niall Ennis adding a third goal to put the result beyond doubt before substitute Ryan Finnigan scored the sloppiest of the four from the visitors' perspective
Here's how we rated the players as the Pirates ended the season with a whimper ahead of their return to League Two..
Won't be pleased with his involvement in Blackpool's opener
It's never a good day when you've conceded four goals
An excellent first half display but struggled to maintain that level in the second period as Bristol Rovers capitulated
Looked excellent on the ball in the first half and got in behind a couple of times too
Also played better in the first half than the second but made some big blocks
Got caught out twice in the first half with a teammate having to cover for him
Never looked comfortable and may be suffering from a lack of confidence after losing his place coincided with a couple of under par displays
He will have learned a great deal from this loan spell
Had a shaky start but grew into the game and kept his left hand side largely quiet and solid
Certainly a contender for Rovers' man of the match on a poor day overall after an excellent first half display
protected his backline with confidence and tried to get the players ahead of him moving where he could
A mixed bag of performances during his loan spell but
Another whose assumed lack of confidence was quite evident
Picked up the ball in good spaces and carried it on occasion but didn't hurt Blackpool enough with the final ball
A summer where he can recharge and reset will be vital because the attacking midfielder showed in League Two last season that he can be a real asset at that level
Ends his Bristol Rovers loan spell with four goals in 32 appearances
closed down the space and won the ball back a few times
A real poacher's goal to hand his side the lead
what a moment for the teenager and his family as the 17-year-old academy graduate made his first start for Bristol Rovers
It was also a decent performance from the youngster who looked tidy on the ball
The biggest compliment I can offer the young striker is that he did not look out of place in a men's League One match

A few decent moments but part of a side that capitulated
Looked more intent on scoring a goal than keeping them out at the other end
I'm sure there will be fans tonight wondering where he has been all this time

Co-owner Rob McElhenney has attended Wrexham's matches against Bristol Rovers and Blackpool over the Easter weekend
Phil Parkinson revealed club co-owner Rob McElhenney delivered a speech to the Wrexham squad before their crucial League One victory at Blackpool on Monday
The Red Dragons beat the Seasiders 2-1 at Bloomfield Road thanks to goals from James McClean and Ollie Rathbone
with Rob Apter netting a late consolation for the hosts
Victory lifted Wrexham back up to second place in the third tier following Wycombe Wanderers' shock 4-0 loss at home to Charlton Athletic
Hollywood actor McElhenney joined around 2,000 Wrexham fans in the away end at Blackpool
and Parkinson said his players were grateful for the American's words on the eve of the crunch contest
"I've always said that it's a team effort," said Parkinson
"The chairman Rob was with us yesterday and did a great talk with the lads about what his feelings were in this situation
Wrexham return to second spot with Blackpool win
James using Leicester inspiration for Wrexham run-in
posed for photographs with Wrexham supporters and joined in with celebrations during the course of what could prove a pivotal victory for the Welsh club against Steve Bruce's side
They now lead Wycombe by two points with just two matches remaining this season as they bid to secure an historic third successive promotion
Wrexham sit four points above the Chairboys' conquerors Charlton
who they face at the Stok Cae Ras next Saturday (17:30 BST)
And Parkinson says he wants the ground to be "rocking" as his side look to take another step towards clinching the second League One automatic promotion spot behind champions Birmingham City
"It's brilliant - the support was good today," said Parkinson
"I want more of the same next week from the supporters at home
I want that place bouncing - these lads deserve it
We've shaken off a lot of big clubs in this division
We need everybody in the ground to create an atmosphere and get the Racecourse bouncing to help the team as much as we can."

Gatlin O'Donkor gave Rovers the lead after a bright start, capitalising on a goalkeeping error. The Gas looked comfortable until a cheap giveaway from Jed Ward led to Tom Bloxham equalising before the break.
Albie Morgan then gave the hosts the lead early in the second half before Michael Reindorf came close to equalising moments after coming on as a substitute.
However, late goals from Niall Ennis and Ryan Finnigan saw the Gas capitulate as Rovers said farewell to the third tier.
That's it. A fitting game for how the season has gone for the Gas.
Substitute Ryan Finnigan nudges the ball over the line. Another really soft goal. The worst of the lot.
Crawley Town are winning 2-0 at Shrewsbury Town. At least they've gone down while showing some fight.
Just as Bristol Rovers were looking likely to force an equaliser, Blackpool counter and score a third.
It was never causing any danger, but Reindorf rises highest to the resulting corner.
Michael Reindorf curls an effort towards the bottom corner but it's well saved. What an introduction that would've been!
On come Luke Thomas, Jamie Lindsay and Michael Reindorf. Off are Sil Swinkels, Isaac Hutchinson and Ollie Dewsbury.
Romaine Sawyers lines up an effort that is blocked by a huge slide by a Blackpool defender. The ball is then recycled with Ollie Dewsbury forcing a save from Harry Tyrer. Better from the Gas.
Gatlin O'Donkor and Clinton Mola have been replaced by Romaine Sawyers and Lino Sousa. The latter returns from injury for one last appearance in a Rovers shirt.
Rovers can't deal with a ball into the box and Albie Morgan hands Blackpool the lead. Summary of the season there.
A result here would be a nice way to end such a dim season.
Good from the Gas at the break, but it could have been better. Such a soft goal to concede from their perspective when it was going so smoothly. Number of players having good games here.
Blackpool on top now as Taylor Moore has to clear at the back-post for a corner.
The crowd were deathly quiet but are more up for it now.
Not a great one from Jed Ward. The goalkeeper plays a pass straight to Albie Morgan, allowing Blackpool to pounce. Niall Ennis cuts inside and forces a good save from Ward but he parries straight into the path of Tom Bloxham who has a tap in.
The defender looks like he'll be able to continue. Just has to wait before being allowed back on.
Players are taking water on but the defender looks to be in some pain here.
Rob Apter drills a decent effort but Ward shifts to catch well.
Lovely build-up there, ending with Wilson of all people getting into space and seeing a cross blocked behind.
Looked like Swinkels there who made the clearance.
The teenager gets on the ball, drives and opts to shoot from outside the area. He made good contact but it was always rising. Rovers on top.
Good stop down to his left to deny Bloxham straight after the restart.
Blackpool goalkeeper Harry Tyrer takes a heavy touch and Gatlin O'Donkor slides the ball into the net!
Taylor Moore puts in a cross from deep towards the back post which Hutchinson meets but he can't direct the ball on target.
The ex-Rovers loanee got a head on the ball but his effort was nowhere near the target.
That cross could have gone anywhere...until it was headed out. Still, Clinton Mola opted to head it. Corner Blackpool.
Rob Apter tried to pick out Niall Ennis who would've had a tap in but it was good goalkeeping from Ward.
Sil Swinkels gets down by Tom Bloxham but the striker's touch is too heavy with Connor Taylor getting back to make sure the ball goes out for a goal kick.
Taylor Moore intercepts a loose touch from Hayden Coulson and charges up the pitch. He tries to play in Ollie Dewsbury but the teenager is knocked off the ball but wins a corner.
Isaac Hutchinson takes aim from range but shoots over the bar.
Tom Bloxham's goal was his second for Blackpool since joining from Shrewsbury in January
Blackpool came from behind to finish the season with a rare home win after thumping Bristol Rovers 4-1
but Blackpool's Tom Bloxham drew them level before the break
Niall Ennis and Ryan Finnigan then gave the Seasiders only their seventh home victory of the campaign
Rovers were gifted the opening goal by goalkeeper Harry Tyrer
He dallied far too long on the ball and forward Gatlin O'Donkor chased him down and knocked in from close range
Blackpool drew level five minutes before half-time
A poor clearance by Gas goalkeeper Jed Ward saw the hosts play the ball wide to Ennis
his parry fell straight to Bloxham for the easiest of finishes
Blackpool took the lead 10 minutes into the second half when a ball into the box led to Ennis being thwarted by Sil Swinkels' block
but Morgan pounced on the loose ball to finish emphatically
Bloxham nearly doubled the advantage with a speculative effort from the centre circle but his ambitious shot was narrowly off target
After Tyrer kept out a shot from Rovers substitute Michael Reindorf
a Blackpool counter-attack saw CJ Hamilton find Ennis for a deserved third goal
With Rovers' challenge fading in the final few minutes
Finnigan added insult to injury with a scrambled fourth

Alfie May ended the season as Birmingham's second highest league goalscorer
his 16 goals beaten only by Jay Stansfield (19)
League One champions Birmingham City broke the Football League record for most points in a season with a comfortable 2-0 victory at Blackpool
Goals from Ethan Laird and Alfie May ensured Blues moved on to 108 points for the campaign and beat Reading's 2005-06 Championship haul of 106 with a game to spare
Birmingham, who had surpassed Wolves' record third-tier tally of 103 last weekend
can finish the season on 111 points with a win at relegated Cambridge United in their final match on Saturday
The victory was City's 33rd league win of the season and they have now won 14 away matches
bettering the previous club best mark of 13 established in 1984-85
Despite joyously celebrating their first record on Sunday in front of their own fans at St Andrew's
Birmingham never looked like suffering a hangover against their former gaffer Steve Bruce
Goalkeeper Harry Tyrer denied Willum Willumsson and Laird before the latter headed the visitors in front after 39 minutes from Marc Leonard's in-swinging corner
May doubled the advantage with his 17th goal of the season six minutes after the restart to seal victory
"I have spoken to the players about the legacy we could leave this season and the mark we could make in the footballing world
to chase a record like this isn't a club record
Everyone will know in the next 24 hours what we have done
"To achieve 108 points is truly special and a remarkable achievement
I said to the players just make sure you sit back
reflect and understand what it takes to do that
"Think how many football teams there have been
And we are the team that have got the most points in the history of English football
Not only have we broken the record but we have achieved it by having to play
more games in England or Scotland than anyone else."
Blackpool boss and former Blues manager Steve Bruce:
They have got far better players all over the pitch than most of us have got
You could see why they had won the league by 20 odd points
I predicted it five or six months ago they would win by 20 points and they have got record totals
"They remind me of the really good Wolves side that was in the Championship a few years ago
They are an excellent football team and we found it very difficult
we didn't make it very difficult for them
In the second we made a mistake but were better."
