Lambeth Council’s Brixton Hill Low Traffic Neighbourhood (LTN) scheme has had transformative effect on traffic volumes The Brixton Hill LTN was introduced in September 2023 through an Experimental Traffic Order which we want to replace with a new permanent traffic order The experimental scheme used traffic filters to restrict certain vehicles from entering the LTN while ensuring all premises remain accessible by motor vehicles There will be no changes to the physical layout of the LTN or existing access to local streets A 30-minute waiting time in Lyham Road has also been introduced to limit the number of vehicles parking at the kerbside and new bin sheds on New Park Road have been installed to make waste management simpler and less visible Launched as part of the borough’s Low Traffic Neighbourhood programme Brixton Hill LTN aimed at reducing through-traffic and motor vehicle speeds The Council is now looking to make the scheme permanent following evidence collected during monitoring of a range of effects in the local area Cycling has surged, with increases of 27% across the LTN, including an 82% rise on Lambert Road. Air quality impacts have also been positive, with negligible changes in sensitive areas and moderate improvements on Brixton Hill. Across the borough, air quality is improving the Council made adjustments during the trial such as creating a new loading bay and revising parking spaces near traffic filters balancing accessibility with traffic reduction goals These exemptions will continue in the permanent scheme cabinet member for Sustainable Lambeth and Clean Air said: “Brixton Hill LTN has been a great success and the effects are clear There are now fewer vehicle journeys overall and a significant increase in the number of people walking “Lambeth Council is transforming streets across the borough to make them safer The Brixton Hill LTN is a great example of how working with local communities can achieve benefits for everyone.” Get email updates about things happening in Lambeth Explore our topics and pick the ones that matter to you updates and opportunities and stay updated on what's happening in Lambeth The ruthless 67 mob is said to have taken its name from the telephone code for their south London neighbourhood from which many associates hail News | Crime Get our award-winning daily news email featuring exclusive stories I would like to be emailed about offers, event and updates from Evening Standard. Read our privacy notice the 24-year-old shot dead by Met Police marksman Martyn Blake was a member of the notorious Brixton Hill-based 67 collective They are considered one of London’s most dangerous street gangs and Kaba, according to police, was a core member. This is a significant departure from how friends presented him at the time of his killing in 2022 where it was said that he was much-loved family man and father-to-be working in construction More time London councils now spend £4million a day on housing homeless Its arch rival was “17 gang” from the nearby Wandsworth Road area which took its name from the date 17-year-old Jordan Malutshi was fatally stabbed in a bar in the early hours of July 1 who was shot in the legs at Oval Space nightclub by gangster Kaba six days before he was shot dead by armed officer Mr Blake in Streatham Kaba was trying to ram his way past police cars using an Audi Q8 when Mr Blake fired a single shot The Audi he was driving when he was killed had been linked to three previous gun incidents However, despite many Londoners believing it is right to hold Sergeant Blake to account, politicians are debating whether he should have been charged with murder and would that have happened if Kaba was a terrorist he killed in the line of duty Met Commissioner Sir Mark Rowley says his officers believe campaign groups can influence the legal backlash from the Crown Prosecution Service and Independent Office for Police Conduct in a way “that leads to something that’s unbalanced and lasts forever” Before Mr Blakes’s trial began in earnest, Mr Justice Goss sitting at the Old Bailey ruled that none of Kaba’s connection with gangs should be told to jurors the jury took a little over three hours on Monday to clear Mr Blake they sent a note to the judge asking for permission also to pass comment Kaba had six criminal convictions but graduated from knife to gun crime as he got older was for possession of a kitchen blade after a large fight he was convicted of wounding with intent and sentenced to two years in a Young Offenders’ Institution A burglary conviction for the “steaming” of a mobile phone shop in 2013 resulted in a youth rehabilitation order Kaba and three friends - including music producer Connel Bamgboye were involved in a gang-motivated knife attack was targeted in Carphone Warehouse on Streatham High Road The victim suffered multiple stab wounds and a broken arm dog chain and belts were used during the daylight brawl Kaba was convicted of affray and given a one-year training and detention order Kaba was stabbed himself at his own 19th birthday party when rivals to the Brixton Hill gang launched an attack on unlicensed music event in Romford while Bamgboye and another person were shot as part of the bloody turf war Kaba refused to co-operate with police attempting to find the perpetrators Kaba was released from custody after being sentenced to four years for possession of an imitation firearm with intent to cause fear of violence He fired a sawn-off shotgun outside a party in Canning Town in the early hours of December 30 He was sentenced at Snaresbrook Crown Court in January 2019 a conviction for possession of a knife and failing to stop for police led to a five-month suspended sentence As the Standard reported in September 2022 obtained a 28-day domestic violence protection order barring him from contacting her on social media or entering her street in Battersea Ms Waite’s mother Kim Alleyne said at the time of her future son-in-law: “He was so loved Dozens of protesters gathered outside court with Kaba’s family after Mr Blake was cleared His mother Helen Lumuanganu had applied for her son’s background to remain secret pending an inquest In a statement issued by campaign group Inquest Kaba’s family said they would “continue fighting for Chris Defence barrister Patrick Gibbs KC had said if Kaba had not been fatally shot by Mr Blake he would have been tried in court for attempted murder whose passport was found in the Audi on the night Kaba was shot was sentenced to five and half years in prison over the Brandon Malutshi shooting on August 30 got 10 years for wounding with intent and Marcus Pottinger Kaba had travelled to Hackney in the Audi but made his getaway in a Range Rover The Audi was driven away by Bell who parked it outside his home for Kaba to pick up in the morning The first shotgun incident to which the Audi was linked was on May 22 in Bromley It involved the same type of gun used in a shooting on September 4 and was still outstanding when Kaba was killed the court heard in the absence of the jury Jurors were only told of the third shooting incident in which the Audi had been involved outside a primary school in Brixton the night before Mr Blake shot Kaba Three hooded figures had targeted two unidentified victims and made off in the Audi and another vehicle shotgun or victims had been found at the time the Audi was spotted and followed on the fateful night Mr Gibbs suggested Kaba could have been one of the hooded attackers in the Brixton shooting police discovered a balaclava in his pocket and gunshot residue on his sleeve Tit-for-tat violence is the stock in trade for London’s gang scene and the 67 gang was the most violent one in the Lambeth area Mr Gibbs had argued that Mr Blake was well aware of the escalating tension between Kaba’s 67 gang and its rivals before the police stop prompted by the identification of an Audi linked to a shooting incident in Brixton the night before “It’s the most dangerous gang in south London A police report stated: “67 is an identifiable street gang that are in an active and violent dispute with a rival faction of street gangs in Lambeth “This dispute has encompassed numerous firearms discharges the narrative for this dispute has played out in gang-related musical content since 2014 “67 gang and those affiliated to the group are embedded in a culture of drug supply The author of the report concluded: “It is my firm belief 67 have been and remain the highest harm street gang in Lambeth and that they continue to present serious risk to harm to those individuals and groups they are in opposition with or have had issues with.” 2023 was presented at a hearing to decide whether Mr Blake should be tried anonymously under his cypher NX121 because of the threat of gang reprisals over Kaba’s death The author drew on experiences since 2008 of monitoring reviewing and researching historical and contemporary events involving street gangs and individuals efforts to supress gang-related violence in Lambeth and work to divert young people away from gangs Kaba was also listed as a former member of the separate 67 drill rap collective which first rose to fame around 2014 then championed by Tim Westwood and even nominated for a Music of Black Origin Award It was among the first of its kind to enjoy mainstream popularity and chart success the Brixton Hill group had appeared to distance itself from street gang violence In an interview published in the Evening Standard group member Dimzy said: “If they’re gonna say music makes people do things then they should say the same about movies.” added: “We rap about violence because we’re from a violent background We’re leaving that world and taking people with us.” there were signs that Kaba too was receptive to change from his last conversation with a friend who spoke to him on the phone minutes before he was shot said he was “calm” and agreed with her when she gave him advice as an older person Local MP Bell Ribeiro-Addy said “there was a lot of pain anger and hurt” at the acquittal in Lambeth a borough that has “the lowest confidence in police in London” She added: “So many black men have faced harm “I understand [police] have a complex job with extreme pressures Black Raleigh Gardens on Brixton Hill offers the improvements to healthcare that the women of Lambeth asked for The service opens this week to provide the health services the women of Lambeth asked for Lambeth’s Cabinet member for Healthier Communities Lambeth asked people in the borough how we could improve contraception services The most-needed changes were more appointments available for coil and implant fittings appointments and consultations available outside of traditional clinic hours and easy and clear booking systems” “Workshops with Black African and Black Caribbean young adults from Lambeth were also part of the information gathered and revealed the need for more trusted information and conversations about contraception” “Many people also said they wished more GPs would offer contraception services as they prefer this to going to a sexual health clinic Local clinicians also highlighted the need for a local training programme for GPs and nurses.”   Since 2023 we have been working to improve the contraception offer across Lambeth Including increasing appointments available at the weekends We have also made coil appointments available for HRT treatment and for non-contraceptive reasons at the GP We would like to take this opportunity to thank the GP Federation for its partnership work on improving access to contraception The refreshed LARC Service Hub is designed to continue to meet those needs identified by residents in engagement exercises The Hub will provide training opportunities for local clinicians interested in becoming LARC Fitters and appointments for patients whose GP does not offer LARC services Lambeth council wants to make a Low Traffic Neighbourhood (LTN) scheme permanent believing it is delivering better air quality from an overall decrease in traffic which the council now wants to replace with a new permanent traffic order Launched as part of the borough’s Low Traffic Neighbourhood programme Brixton Hill LTN aimed at reducing through-traffic and vehicle speeds to improve air quality the local authority says it has seen a 58 per cent decrease in traffic within the LTN and an 83 per cent drop in vehicles exceeding speed limits within the neighbourhood with increases of 27 per cent across the LTN including an 82 per cent rise on Lambert Road – at the epicentre of the target area and other essential users have residential building Rohacs Architects has won planning permission at appeal for a 24-home scheme off Brixton Hill Road in south London that is largely hidden from view at street-level Lambeth Council planning officers had used delegated powers to reject the proposals for 20 flats and four houses created for infill specialist Platinum Land designed to replace a collection of one- and two-storey buildings previously used as offices on the 1,440sq m site at Brixton Hill Place Among officers’ concerns were harm to the Rush Common Brixton Hill Conservation Area loss of daylight to neighbouring properties which is accessed via a lane that passes underneath neighbouring homes However nine of the grounds were resolved ahead of a planning inquiry that was held last month Rohacs Architects’ proposals for Brixton Hill Place Allowing the appeal against the application’s refusal planning inspector Owen Woodwards acknowledged that Rohacs Architects’ design – which abuts neighbouring plots on three sides – was “dense” and would worsen the living conditions of some neighbours But he said the H-shaped building that rises from two storeys at its peripheries to five storeys at its highest had a footprint that was “approximately the same as the existing buildings” and had its density lessened by chamfers “It would be difficult to see the proposed building from public areas because of the intervening existing buildings but it would be appreciable from surrounding neighbours,” Woodwards said “The proposal would represent a change from a relatively modest development to a significantly taller and denser development the tallest elements of the building would be approximately the same height as the New Park Road block of flats and Kintyre Court albeit slightly above the parapet of Kintyre Court.” Woodwards said the prevailing character of the local area’s buildings was “a mixture of heights relatively haphazardly located and with little discernible consistency of character or appearance other than being part of a dense urban block with intermittent taller elements” The low-rise buildings at the centre of the image would be demolished to make way for Rohacs Architects’ proposals the proposal would not harm the character and appearance of the area site coverage and the proposed courtyard.” Woodwards said the proposals also complied with local plan policies requiring local distinctiveness to be “sustained and reinforced” and a design-led approach to “optimise site capacity and high quality design” He concluded that the proposal would have “substantial public benefits economic benefits and improved drainage” that would “significantly outweigh” a low level of less than substantial harm to the character and appearance of the conservation area The site general election in the south London constituency of Clapham and Brixton Hill One such post shared on social media almost 6,000 times suggested that an image of Mr Matlock used on a campaign leaflet “looks AI-generated”, while a TikTok video with over 200,000 views also questioned whether he was a real candidate claiming that he had not appeared at any constituency hustings and that none of the other candidates in the constituency had met him (though the poster appears to acknowledge at the end of the video he was in fact real) Mr Matlock told the Guardian that the image on the campaign leaflet had been “altered to change my tie and suit”, and that he had undertaken a leaflet drop in the constituency, but had not attended the election count as he had pneumonia (having previously explained this in a post on X Mr Matlock has also addressed the claims about his identity on his X account—which was created during the election campaign Reform UK has denied claims that it fielded fake candidates saying: “All our candidates are categorically real a few are just paper candidates and didn’t campaign Some people began as paper candidates but then did campaign and one of these – James McMurdock in South Basildon and East Thurrock – ended up winning his seat.” Image courtesy of Alamy A mystery woman woos a prisoner on day release in a well-observed novel about shame and desire It reminds us that it is possible to be in a prison of life’s devising even when apparently surviving on the outsideSteph slips in the literal sense a prisoner coming to the end of a prison sentence (for killing his partner) does time in a local charity shop where tedious obligations include having to check jigsaw puzzles to make sure the 1,000 pieces are all present and correct He is keenly aware of Steph’s good looks but assumes that theirs is likely to be the briefest of brief encounters he keeps re-encountering her – though there is no such thing as chance in this novel She is not altogether believable because she is so busy making herself up as she goes along The question that continues to drive our curiosity is: why is she interested in Rob but we must wait for the slow-release answer This is a book driven by shame and desire – and it reminds us that it is possible to be in a prison of life’s devising even when apparently surviving on the outside The greatest pleasure is to be had in Moggach’s spot-on descriptions of south London’s architecture – prison Rob likens the prison’s wing to a cross-channel ferry: “The confinement makes you restless and unsettled as well as sort of sapped and depleted.” She is also observant about clothes I loved the description of the female visitor who strolls into the prison in furry boots but with bare legs “as if the top and bottom of her legs have read different weather reports” Moggach knows how to choreograph an ending She finishes the novel with the possibility of a new beginning – as surely as unbolting a door
