A package of works has been designed and delivered to solve drainage issues and consequent flooding for Broughton Lane
fell victim to the poor weather and multiple named storms throughout autumn and winter 2023/24
Broughton Lane had to be closed for safety reasons
causing disruption to road users and the constant flooding was causing the road surface to deteriorate at an alarming rate
Our officers identified the continuous risk of flooding and the impact this brought to the local area so
worked to solve the drainage issues by designing a package of works
The first task was to liaise with the Environment Agency (EA)
local developers and our Highways Alliance Partners
It is common for our officers to liaise with multiple local and national bodies before carrying out works
and there’s usually a wide range of factors areas which need to be considered
bird nesting season and EA permitting rules
work on Broughton Lane was unable to start until September
this gave BBLP’s operations team time to select the best contractors for the job
preparing packages of work well in advance and enabled them to keep a clear overview throughout
our contractors Flowline and D&H Saunders were instrumental in delivering the scheme
known as West End ditch to 100% capacity by cleaning 180m of the stream blocked by fly-tipping
and dredging (removing sediments and debris from the bottom of bodies of water) 350m of the stream to Bearbrook
We also completed deep carriageway repair work and resurfacing to various damaged areas
repaired the eroded bank as well as to 150m of new and repaired kerbs and gullies
and upgraded the culvert under the road to further support drainage
The construction phase of the project was a great example of collaborative working
with all contractors involved demonstrating excellent teamwork
patching and signing was identified whilst on site this was also addressed within the time scales set out
as even with the unprecedented volumes of rain experienced since
Broughton Lane has remained open and has not flooded once

part of a wider programme covering eight public conveniences across the City of Westminster
The design of the revamped facility at Victoria Embankment incorporates a large artwork by artist James Lambert at its entrance
complemented by ‘Westminster Blue’ tiles and offset by lighter tones on the floor and ceiling
From the three-in-one integrated sinks through to the anti-fingerprint finish on the metal cubicle doors
the facilities have been designed and built to be robust and long-lasting
The upgraded facility now includes refitted women’s and men’s facilities
as well as disabled access and a Changing Places toilet
Changing Places toilets go beyond standard accessible toilets; they are larger facilities equipped with a changing bench and a hoist to support disabled people who need assistance
The Embankment site is part of a wider refurbishment programme covering eight public conveniences across Westminster
The entire architectural scheme aims to improve layouts and provides a robust material palette which reflects Westminster’s commitment to the public realm
The next site to be delivered is one of the City of Westminster’s busiest public conveniences
situated beneath Parliament Street and linked via the subway to Westminster Underground Station
It will feature artwork also by Lambert drawing on the Elizabeth Tower and Big Ben
Other loos at Grade II-Listed Piccadilly Circus and Green Park will be revamped this year
Covent Garden and Leicester Square being undertaken next year
Hugh Broughton Architects was commissioned for the project alongside toilet management company Healthmatic and the Contemporary Art Society. The project was announced by Westminster City Council on World Toilet Day (19 November) last year
The project comes during a public toilet crisis in London, and across the UK. In November 2023, the AJ published a piece by urban health and planning advocate Clare Delmar, arguing that architects are needed to help realise and revitalise new public conveniences

Westminster City Council has reopened the first of eight refurbished public toilet facilities
designed by Hugh Broughton Architects as part of a wider £12.7 million investment

while also incorporating public art reflecting the local context
Westminster City Council has completed the first of eight public toilet refurbishments
reopening upgraded facilities on Victoria Embankment as part of a £12.7 million investment in public conveniences across the borough
designed by Hugh Broughton Architects and delivered by FM Conway
and integrate site-specific public artwork
The redevelopment forms part of the council’s broader efforts to improve infrastructure supporting Westminster’s outdoor spaces and tourist sites
The Victoria Embankment facility now includes refitted men’s and women’s toilets
a Changing Places facility for people with complex disabilities
The design is intended to create a more accessible and welcoming environment while using materials chosen for robustness and longevity
The Victoria Embankment site also incorporates new public artwork by artist James Lambert
commissioned to create installations across all eight locations
The artwork at Victoria Embankment references the nearby sphinx statues
as well as the London Underground and Victoria Embankment Gardens
the facilities feature ‘Westminster Blue’ tiles and lighter finishes on floors and ceilings

Ramsdens Solicitors has secured a significant legal victory in a rare family law case
successfully obtaining an order to terminate parental responsibility
described by legal experts as a “once in a career” achievement
comes at a time when domestic abuse cases typically see a concerning rise over the festive period
The landmark case, led by Jaynie Broughton, senior associate at Ramsdens Solicitors
involved the removal of parental responsibility from a father due to severe domestic abuse
The court’s decision was made to safeguard the wellbeing of the child
a result that required meticulous legal expertise and a detailed approach to family protection
“This type of application is one of the most challenging in family law
and successful outcomes are exceedingly rare,” said Broughton
“This ruling reflects the expertise of our team and our dedication to protecting vulnerable clients and their children in cases involving domestic abuse.”

Broughton’s work on the case involved securing public funding under exceptional circumstances
conducting in-depth legal research and case law analysis
and representing the client throughout the proceedings
she instructed and briefed counsel for the final hearing to ensure the best possible outcome
highlighting the importance of supporting domestic abuse victims

“This landmark ruling reinforces our commitment to securing robust legal protections for our clients and their children
especially during this challenging time of year.”
