Reporter SunnyDay Haven Children’s Home have been given the green light to open a home for youngsters at 37 Seaborough Road The home will cater for two children aged between eight and 18 and will help to provide more places for looked after children within the borough A council report said: “The proposed change of use will not involve any significant external alterations to the existing property The character and appearance of the property will remain largely unchanged ensuring that it continues to blend seamlessly with the surrounding residential area “The interior of the property will be adapted to meet the needs of the children and young people residing there including the provision of private bedrooms The increasing cost of children’s services have added to a projected budget overspend for Thurrock Council of £3.1 million in the first three months of the current financial year recently said costs for children’s services must be brought back to within budget Much of the pressure on the service comes from placing youngsters outside the borough The report said: “The proposed change of use of 37 Seaborough Road from a residential dwelling to a care home for children and young people is both appropriate and necessary “The location is well-suited to providing a safe and accessible environment for vulnerable children and young people while the design and operation of the care home will ensure minimal impact on the surrounding neighbourhood.” It added: “The proposed care home will have no greater impact on the surrounding area than the existing lawful residential use The number of occupants will be comparable to that of a typical family dwelling and the day-to-day operations of the care home will be conducted in a manner that is respectful of the residential character of the neighbourhood.” To ensure the safety and security of the residents new CCTV systems will be installed at the front and rear of the property These measures will help monitor and planning application The plan borders a proposed 830-1,000 home development to the west of Linford and East Tilbury Mulberry Strategic Land got the green light for that development on appeal after the scheme is concerned urban sprawl will destroy Thurrock green belt He said: “Although this is for scoping opinion application the sheer size of these plans with 1,500 homes are hot on the heels of the Lower Thames Crossing Government decision.“If this is taken forward and approved then it would be built out alongside the Lower Thames Crossing more than 1,000 homes already approved by the Government in Linford and East Tilbury and DP World London Gateway will shortly be adding two new berths as part of its expansion.” Mr Massey added: “All of these together will cause complete chaos on the local more construction will put further strain upon them “A full planning application is likely to follow this proposal by Bloor residents don’t get a formal say on that but I am sure there are many people having to borrow.  the report said: “Discussions were held from October 2023 through to June 2024 with a number of housing associations regarding their development ambitions in Thurrock including their appetite for small site garage court development “The lack of interest in such sites reflected the general downward pressure on Housing Association development programmes.” The report adds: “The recommended approach of self -delivery responds best to the council’s requirements and aspirations for the sites ” While it carries risk in that the council has to fund this itself and bears the risk of cost increases it gives the Council the greatest control including the amount of affordable housing delivered provides a long-term asset to the council and helps avoid the use of costly temporary fire in Chadwell St Mary this morning crews confirmed that a fire was burning in a flat on the 13th floor of the building Crews immediately evacuated residents of the other properties on the 13th floor and implemented the building’s ‘stay put’ policy for all other occupants which encourages those who are not at direct risk of fire or smoke to stay where they are and allow firefighters to tackle the fire quickly and efficiently Firefighters quickly gained entry to the flat and worked hard to ensure the fire did not spread any further A safety cordon was also put in place around the area of the building Incident Commander Al Green said at 10am: “Crews are working hard to completely extinguish this fire and make the building safe again as quickly as possible you may notice smoke coming from the building – please don’t be alarmed A safety cordon is in place while firefighting continues Two people have been affected by smoke inhalation Incident Commander Al Green said at 11am: “I’d like to thank the residents of this building for being so supportive The people on the same floor as the fire followed our advice and made a safe exit while everyone else within the building was incredibly respectful of what we asked – which makes a big difference in being able to tackle the fire as quickly as possible “I’d also like to recognise the brilliant work of our crews High-rise fires are complex and can be really challenging but the professionalism and efficiency of our firefighters today has made sure that this incident didn’t become more serious.” The Red Cross has also hear the smoke alarm sounding “He looked through the letter box and saw smoke and did exactly the right thing – he stayed out and called 999 “They think their toddler must have been playing with the hob and unfortunately they had left cereal boxes on top of it It shows how important it is to keep your hobs clear when they are not in use “Thankfully the family had closed the kitchen door before leaving the flat which limited the smoke damage to the rest of the property.”  Firefighters used a fan to ventilate the smoke DEVELOPERS have been granted outline planning permission to build 75 homes on green belt land TSA SX Ltd has been given the go ahead to draw up plans for 57 houses and 18 flats on land adjacent to Wood View and Chadwell Road Thurrock Council’s planning committee approved the scheme in June 2020 against officers’ advice to refuse it because it is on Green Belt and due to the “detrimental visual impact of acoustic fencing needed to prevent traffic noise” The committee cited employment during construction housing supply and an effective use of land as reasons for supporting the scheme Officers warned these did not meet policies regarding building on green belt and if a complaint were to be made a legal challenge could be brought against the council the planning committee was asked to reconsider the approval in November 2020 but it once again granted permission for the scheme Because of the legal wrangle it was then referred to the Secretary of State for approval and now outline planning permission has finally been granted The developers will now have to submit detailed plans to the council for full approval but they face opposition from residents A previous consultation on the application drew a string of complaints said: “We strongly object to the proposal as Wood View road is always extremely busy already Pollution and traffic and noise will make it worse than it already is “The area is a beautiful green area with cows grazing and very serene and will be turned into a concrete housing development added: “Having already lost the green belt land behind us which is now a full housing estate I am opposed to the loss of the last green field within the Wood View estate If this is allowed it should be changed to “No View” “This land has always been used for livestock also the wildlife animals would be effected There is also Oak trees there which are
