A force spokesperson said: "A 56-year-old man was arrested in connection with the incident

Housebuilder issued with stop notice after carrying out works before section 106 agreement finalised
Hinckley and Bosworth Borough Council has ordered developer Persimmon to stop preparatory work at a site in Leicestershire
stating that the earthworks it has carried out “go above and beyond enabling works”.
A CGI of what the scheme at Earl Shilton will look like
was granted planning approval at the start of September
but the section 106 agreement has yet to be finalised.
Persimmon cannot start work on-site until the legal agreement is in place

it noted that the earthworks carried out went “above and beyond” what is permitted

The local authority imposed a stop notice on 1 November
A spokesperson for Persimmon Homes said: “Persimmon Homes continues to work collaboratively with Hinckley and Bosworth Borough Council to deliver the much-needed homes and associated community benefits from this allocated site.
“Enabling works were initiated in good faith to prepare the site for development once the permission and section agreements are in place.”
The spokesperson added “Given concerns raised by residents on the extent of the works being undertaken
we have demobilised the site in line with this notice.”
Persimmon said work is progressing on the s106 agreement
which will enable the development to commence in the New Year
Hinckley and Bosworth Borough Council councillors previously described the development plans as “half-baked” because of concerns regarding the temporary road that will provide access to the site
The temporary road will eventually be replaced by a new access road from Mill Lane
which is part of the Earl Shilton Sustainable Urban Extension (SUE)

Each home built using these panels emits 14,460kg CO2e less than a traditional brick-and-block house

Earl Shilton Building Society has elected Alex Robinson as chair at its annual meeting
He replaces Martin Rice who retires after five decades in the financial services industry
which was capped by him joining the Leicestershire-based mutual in 2013 as a non-executive director and becoming chair a year later
Robinson was elected at the mutual’s meeting last week
He first joined the building society in 2020 as chair of the nominations committee and as a member of the audit committee and the remuneration committee
Robinson had previously spent just over 10 years at Skipton Building Society
He says: “I believe that building societies have a very important place in helping individuals own their homes and offering savers security and returns
and Earl Shilton Building Society is a great example of this
I learned of its excellent reputation over a decade ago when I was chair of [audit firm] Mutual One
which provided Earl Shilton Building Society with compliance and internal audit support.”
Rice worked for 37 years in a variety of roles at Alliance & Leicester
he also spent two years at Barclays leaving as head of financial crime and money laundering reporting officer in 2011

Growth in total mortgage balances hit a ‘record-breaking’ £107 million at Earl Shilton Building Society (esbs)
which has released its annual results today
The Leicestershire-based society reported in its Summary Financial Statement released to members and depositors that total assets increased to £137.4 million over the past year and profit before tax was more than £500,000
It said much of this would be ‘added to its reserves to maintain stability and enable continued investment’
over the past year esbs has already invested in a major refurbishment of its Barwell branch as well as a revamp of its branding with the new strapline ‘as individual as you’
The growth in mortgage balances came as the society reported gross mortgage advances of £19.6 million in the year
as well as reporting what esbs described as ‘strong financial results’ it also announced a high customer satisfaction rating
It said 97% of customers responding to a questionnaire said they would recommend the society to family and friends looking to save or borrow
said: “I am very pleased with how the Society has performed throughout the past financial year
and their best interests are at the heart of everything that we do
“We would like to thank members for their continued support as we would not be able to operate without them.”

Heath Lane Academy pupils donned VR headsets so they could explore the facilities at North Warwickshire and South Leicestershire College

A group of Earl Shilton academy pupils have explored the classrooms and facilities at a local college using virtual reality
from the Midland Academies Trust's Heath Lane Academy
became the first to trial the innovative new technology on a virtual visit to North Warwickshire and South Leicestershire College
They donned headsets designed by Launch Your Career to 'beam' them into the college's Hinckley and Wigston Campuses so they could walk through the doors of each building and explore the facilities while remaining COVID-safe
The virtual reality visit came at a time when coronavirus restrictions continue to restrict opportunities for secondary school pupils
The digital visit was designed to help them get a feel for college life and help them to make an informed choice about the next steps in their education
said: "I am interested in doing photography when I leave school
so it was really good to be able to see what equipment the college uses and what the campus looks like."
said: "It’s a great way to show people the college without going onto campus
It has helped me to see that there are lots of exciting options after school."
said: "Pupils have coped with a great many challenges over the last year
The COVID-19 pandemic has had a huge impact on their lives
Pupils were able to experience all the facilities that are available at NWSLC's Hinckley and Wigston Campuses
Budding florists were able see the college's onsite flower shop
visit the coffee shop for a break with friends
close to real world experience where potentially anyone with the internet and a headset can access our college

A council discriminated against women by providing ‘inadequate’ toilet facilities – namely a cubicle within the men’s toilets
the Employment Appeal Tribunal (EAT) has found
Judge James Taylor dismissed an appeal from Earl Shilton Town Council
finding that providing toilet facilities that lacked sanitary bins and required women to walk past men using the urinals had been discriminatory on the grounds of sex
an employment tribunal heard that Ms Miller
an office clerk at the Leicestershire town council
worked in a building that did not have female toilet facilities she could access when needed
The council operates from a building owned by a church and shares this building with a playgroup
The women’s toilets were in the part of the building used by the playgroup
so if Ms Miller and other female council employees needed to use them
they had to ask playgroup staff to check that no children were using them
It was not always easy to attract the playgroup workers’ attention
which made this arrangement unsuitable if she needed to use the toilet urgently

the council offered female staff the use of the men’s toilets
which were in the part of the building it used
There was a sign that could be put on the door when the toilet was being used by a woman
The only facility for women was a single cubicle and could only be accessed by passing a urinal
Women would not always know if a man was using the urinal before entering the room
It was not until June 2018 that the church arranged for a lock to be fitted to the external door of the men’s toilets for a woman to use if she was using the cubicle
The bin was only emptied if the claimant requested it
Miller claimed this arrangement resulted in direct sex discrimination against women
She argued that men and women were treated differently because the toilet provision was not adequate for women’s needs
The employment tribunal found that “any reasonable person could reasonably consider not having immediate direct access to toilet facilities
the risk of seeing a person of the opposite sex using toilet facilities… and not having a bin in which to dispose of sanitary products as a series of detriments”
The tribunal agreed she had been treated less favourably to a comparable man
describing the case as “inherent discrimination”
Earl Shilton Town Council appealed against the decision
arguing that the safeguarding requirements
meant that the toilet access for women was as such
It also said the tribunal should have considered whether the risk a man faced of being observed using the urinal by a woman was equivalent to that of a woman seeing the man using the urinal
The EAT dismissed both arguments. Its judgment in Earl Shilton Town Council v Ms K Miller says the tribunal applied robust common sense to determine that this type of treatment constitutes direct sex discrimination
“The claimant was not provided with toilet facilities that were adequate to her needs
because of the risk of coming across a man using the urinal and the lack of a sanitary bin
That treatment was less favourable than that accorded to men

A former bank in a Leicestershire town could be renovated to turn it into a shop with flats above
The old HSBC building on Wood Street is a familiar sight to the residents of Earl Shilton
but has not been used as a bank for many years
It has previously been occupied by a care provider and a training company, but now plans submitted to Hinckley and Bosworth Borough Council propose converting the inside of the two-storey building to make it more suitable for retail
Developer Casa Leicester hopes to turn the bank’s vault into a storeroom and also add a kitchen and toilet for shop staff on the ground floor
with a kitchen and toilet previously used for staff to be ripped out and turned into a shared lounge and kitchen for future residents

There is no mention of a potential new occupant
or even the type of shop that might move into the premises
Documents filed on behalf of Casa Leicester by agent Kunstler Designs Architect read: “The scheme would mirror the existing similar flats and dwellings above the shops on Wood Street.”
The developer says parking will be ‘accommodated within the scheme’ but gave no further details
Plans show a small amount of open space at the back of the property that’s currently taken up by grass and shrubs
The plans are available to view on the council’s planning portal
and residents who want to comment or object have until Wednesday 14 June to do so
The building was originally a branch of the Midland Bank
one of the four largest banks in England and Wales which eventually became HSBC in 1999
Research by Which published last year showed the UK has lost half its banks since 2015
The closures have left gaps in high streets across Leicestershire. Just this year, the county will have lost eight bank branches.
