as Parliament heard criticism of Southern Water’s performance failures in Eastleigh — including a major pre-Christmas water outage
Keir Starmer said new legislation now in force would give regulators and ministers stronger powers to act
“Under new powers that came into effect last week
water bosses can now face years in jail for concealing sewage spills
We have banned the payment of bonuses and introduced new powers
and of course we are delivering a major review through our water commission.”
Labour’s new Water Act allows for criminal charges against executives who conceal pollution
It also bans bonuses for company bosses and creates an independent commission to oversee the sector
Ministers say the changes reflect growing public anger and a need for tougher regulation
Southern Water has been responsible for a pre-Christmas water outage that left thousands in areas including Bishopstoke without supply
sewage discharges into the protected River Itchen
surface flooding linked to infrastructure works
and disruption to homes and businesses along Allington Lane
The Prime Minister said the previous Conservative government should apologise to Eastleigh residents for the condition of local rivers and the volume of sewage discharged under their watch

Southern Water says it has completed sewer connection works at a Fair Oak garden centre as promised by 2 May — but the business owner at the centre of the long-running dispute says the job remains unfinished and continues to affect trade

has accused the company and its contractors of leaving fencing and surface reinstatement work incomplete
and of failing to honour commitments made in court and in writing

He added that restricted access had disrupted deliveries in the run-up to the May bank holiday weekend — one of the busiest periods in the horticultural calendar — following similar disruption over Christmas and Easter
Southern Water insists the work was completed by the revised deadline

He confirmed that gravel had been laid where agreed and that a temporary security unit had been left on site until the alarm can be serviced

As the country marks the 80th anniversary of Victory in Europe
a public artwork was unveiled in Hiltingbury on Saturday night (3 May) to commemorate the site of the former Polish Dependants’ Hostel Camp
which housed more than a thousand displaced civilians between 1946 and 1957
was launched at The Hilt by the Deputy Mayor of Eastleigh
Art critic and historian Waldemar Januszczak
former Channel 4 editor-in-chief for the arts
which was attended by local residents including Honorary Alderman Judith Grajewski
and members of the Polish community from across the region
the artwork includes three elements: a Polish Silver Birch tree planted on the former camp site
and an illuminated neon sign affixed to the Hiltingbury Sports building
The glowing words — ‘There were people at Hiltingbury who had experienced these events’ — are drawn from Marion Sobieraj’s memoir The Story of the Polish Dependants’ Hostel Hiltingbury
and rendered in the handwriting of a Polish child who learned to read and write at the camp school
Next to the tree stands a freestanding bilingual plaque
the wording of which was provided by members of the Polish community
their families and civilians freed from Soviet gulags and German places of forced labour
To symbolise the uprooting of these people from their homeland artist Janetka Platun sourced and relocated a silver birch from Poland to the site of the camp
handwritten by a surviving camp resident and quoting a line from Marion Sobieraj’s book ‘The Story of Polish Dependants Hostel
Dedicated to all the Polish people who lived here
whose father was a Polish soldier based at Witley Camp after the war
said her approach was shaped by the memories of surviving residents and the philosophical idea of saeculum — the span of time in which an event remains in living memory
“I want to create an exceptional way to honour the Polish people who were uprooted and resettled
and who will be remembered through this public artwork,” she said
Hiltingbury ward councillor James Duguid added: “Many residents
have long wanted to see a tribute to the Hiltingbury Polish Dependants’ Hostel Camp
We are proud that people from across the world
have been able to make their homes in Chandler’s Ford and Eastleigh
The project was funded by developer contributions for public art and supported by grants from Arts Council England
Although the event was not organised as a military commemoration
offering a timely opportunity to reflect on what many of the camp’s residents had experienced — and the contribution Poland made to the Allied victory in Europe

inflicting heavy losses on the German army: 16,000 killed
Thousands of Polish troops escaped to the West and fought in many major engagements — at Dunkirk
Polish intelligence operatives were the first to crack the Enigma cipher and handed a working replica Enigma machine to British intelligence
The Polish Air Force flew 86,527 combat sorties with the RAF
and carried out 2,747 special operations missions to support resistance movements
Polish pilots shot down 130 German aircraft
The Polish Navy covered over 1.2 million sea miles
and sank approximately 100,000 tonnes of enemy shipping
The Polish Merchant Navy operated 58 vessels
carried 4.8 million tonnes of Allied cargo
and lost 15 ships with over 200 lives lost
Polish intelligence ran numerous stations and cells in occupied Europe
they delivered 37,894 reports to British intelligence
More than 22,000 of these were used by British Special Liaison Control
Polish agents first alerted the Allies to the Holocaust and the existence of extermination camps such as Auschwitz
Although Polish veterans who had fought at Monte Cassino
Tobruk and Arnhem were effectively excluded from Britain’s 1946 Victory Parade
the new installation at Hiltingbury goes some way towards recognising that injustice and quietly honours those who found refuge here with their families after the war
