this option is currently being explored by the NHS The council estimates that the project will cost around £17.4m to build with construction work starting in late 2019 and continuing through to 2021 the council agreed to put forward £2.1m of funding towards the public sector hub bringing its overall contribution to £9.1m A planning application will be submitted early next year The council is also looking for secure £8m from the Local Growth Fund to support the project The development of the hub would also open up surplus sites for redevelopment A consultation will be launched this month where the public will be invited to comment on initial plans for the public sector hub as well as the proposed relocation of the town’s bus station Feedback will be sought for four key elements of the masterplan: the town’s daytime economy; improving its cultural offer and its evening economy; housing and communities in and around the town centre; and transport and environmental quality Cheshire West & Chester’s director of places strategy Lisa Harris said Ellesmere Port’s declining retail offering was “exacerbated by the physical layout of the town” with “poor routing and dispersed car parking and by ageing and inefficient public sector buildings which struggle to meet the needs of local residents” Future phases of the town centre regeneration could include around 600 homes The consultation period will run from 22 October to 30 November and the masterplan would then be put forward for cabinet sign-off in January next year Four public events are being planned which are: The council is being supported by Allies & Morrison on the masterplan Timothy Finley appeared at Chester Magistrates’ Court on Wednesday 9 November where he was handed a five-year Criminal Behaviour Order (CBO) is banned from entering Ellesmere Port town centre for the next five years.  Following the order he must comply with the following conditions: he could face a penalty of five years imprisonment the court was told that over the past year police have dealt with more than ten incidents involving Finley Five related to incidents at Ellesmere Port job centre on Whitby Road where he repeatedly threatened and verbally abused staff and customers He also launched a tirade of abuse against civil servants working at the Local MPs office even threatening to set fire to the building.  Other incidents included threatening his former landlord with a knife criminal damage and verbally abusing police staff and officers Community Safety Officer for Cheshire West “Finley is a prolific offender who has brought misery to Ellesmere Port town centre over a number of years “Over the past 12 months his offending has increased dramatically and despite multiple offers of support persistently showing no consideration for the impact his behaviour has had on others “Finley has no regard for the criminal justice system or the police and he cannot be allowed to continue to act in this way “Nobody should have to live in fear or feel harassed in their home or own workplace and there comes a point when you have to say enough is enough and take additional action to protect the residents and businesses “I hope that this order provides reassurance to the local community and helps to deter Finley’s criminal behaviour.” Anyone who encounters Finley breaching any of the above restrictions is urged to contact Cheshire Police at https://www.cheshire.police.uk/tua/tell-us-about/soh/seen-or-heard/ or call 101 Image: Cheshire Constabulary/Timothy Finley
