WORCESTER — Now lush with blooms, children laughing and ducks quacking underneath the Myra Kraft Bridge, it is difficult to imagine this plot of land as a mere pasture and dump site instead of the historic Elm Park
While many believe Elm to be the country's first public park
it is a common mistake due to the sign hanging at the entrance reading: "This section of Elm Park containing 27 acres deeded to the City of Worcester March 17 and March 20
by Levi Lincoln and John Hammond was the first purchase of land for a public park in the United States."
Work first began in 1873 with a number of ponds built to act as natural drainage for the area
foliage was planted and walking paths laid
Walking through the trails more than 150 years later
A group of juniors and seniors from Worcester Technical High School had begun work on the Iron Bridge
Morgan Blundell said the group had been there a few times to replace rotted wooden beams and replace decaying parts of the bridge

as they took on another refurbishment in the same style of the Olmsted Brothers
the park was named a National Historic Landmark and listed in the National Historic Register of Historic Places
"It's kind of crazy to see the before and after," said classmate Gissell Cabrera
adding she too used to come here as a kid and remembers the wood chips over the modern rubber ground
like you'd have to wait in a line to get a swing," Anokye said
adding the equipment has also changed quite a bit

"We like to come here when it's warmer," Avila said while giving the toddler another push

"There is so much free space here," Blundell said
adding she's been to a few of the city's events in the park

Lambeth Council is making permanent improvements to make Tulse Hill a safer
healthier and more sustainable neighbourhood for all
The plan includes a major upgrade for the local centre on Elm Park and permanent upgrades to traffic filters throughout the neighbourhood

Public realm improvement works on Elm Park

wheeling and cycling locally and to enhance the public realm
cycle parking and bin stores to remove street clutter and improve the attractiveness of the area
short term parking for visitors to the businesses has been provided on Leander Road
Work will be substantively complete in the next couple of weeks with finishing touches early in the new year
After introducing an experimental traffic order for the Tulse Hill Healthy Neighbourhood in 2020
the council moved to make the scheme permanent in 2022
The council now intends to upgrade temporary traffic filters into permanent features
enhancing the public realm and continuing to reduce road danger and improve conditions for those walking
The council will replace temporary wooden planters at key Tulse Hill junctions with biodiverse planters and raised platforms
The permanent changes across six traffic filters are set to be rolled out following statutory consultations and new traffic orders

Two teenagers were stabbed after a large group of youths
reportedly gatecrashed a 16th birthday party at a school hall in east London
Fighting broke out at around 9pm on Saturday after the gang turned up at the party at Elm Park Primary School, according to reports.
A 16-year-old boy and a 19-year-old man suffered suspected knife injuries and were rushed to hospital, the Met Police said
It is understood their injuries are not life-changing nor life-threatening and both victims continue to assist police with their enquiries
One neighbour told the Havering Daily: “It was total chaos
“We think they had knives as they were seen dropping weapons in people's driveways and running away
“They were attacking the police and there were so many of them that the police had to just disperse them

Police have arrested 12 teens after a gang of youths launched a horrifying knife attack in east London after crashing a school birthday party
The Metropolitan Police arrested the dozen aged between 12 and 17 after the incident at Elm Park primary school in Hornchurch, east London, last Saturday.
Two teens were rushed to hospital with stabbing injuries
while four police officers were also injured in the aftermath of the incident
A shocking video shows 50 to 70 youths carrying knives into the hall
which was being rented for a birthday party
Neighbours are said to have woken up to find knives scattered in their gardens
One neighbour told the Havering Daily: “It was total chaos
“We think they had knives as they were seen dropping weapons in people's driveways and running away.”

According to locals, the catalyst had been one young female sharing details of the location on social media, which mobilised teenage boys from nearby Harold Hill and Hackney, 15 miles away.
The gang travelled between Elm Park, Dagenham and Barking last Saturday (March 22) evening and are said to have offended between 7pm and midnight.
“There was an incident of violent disorder after a large group attended a private event at Elm Park primary school, some armed with weapons, and assaulted and robbed members of the public,” the Met said.
The 12 were arrested in connection to this incident for various offences including possession of an offensive weapon and assault on an emergency services worker.

“The violence seen on Saturday evening has no place in our society and it will not be tolerated,” a statement added.
“We will work with our colleagues from the British Transport Police, our partners in Havering, Redbridge and Barking & Dagenham councils as well as the local community to ensure those responsible are held to account for their actions.”
The force is now appealing for any victims or witnesses to share their testimony.

Officers attended and engaged with a number of teenagers who became aggressive toward them.
A 16-year-old boy and a 19-year-old man were taken to hospital with suspected knife wounds. Their injuries were deemed neither life changing nor life-threatening.
Four officers were treated at the scene by London Ambulance Service medics, and did not require hospital treatment.
Three teenagers – a 14-year-old girl, a 16-year-old boy and a 17-year-old girl – were arrested at the scene on suspicion of assault on an emergency services worker and taken into custody.
They have since been bailed, pending further enquires.
Two others – a 15-year-old boy and a 17-year-old boy – were arrested in Hornchurch the following day on suspicion of possessing an offensive weapon.
They have also been bailed, pending further enquires.
A spokesperson for the Met Police says: “An investigation into the circumstances of the incident is ongoing.”
“In response to this incident, police patrols in the area are being stepped up at key times.
“We are working with our partners at Havering Council to understand what occurred, and to ensure that nothing like it occurs again.”

The small plaque that stands in Elm Park across from Russell and William streets doesn’t jump out at you when you walk by, but it marks a major contribution that Worcester, a center of abolitionism in the 1800s, made toward the fight against chattel slavery in America.
In 1861 and 1862, at the beginning of the Civil War, men from the city and surrounding areas trained across the street from the then-newly established Elm Park before shipping out to fight for the Union Army.
The Central Mass. Civil War Round Table installed the plaque in April 2007, and after a ceremony that featured National Guard soldiers, a fife-and-drum corps and a 21-gun salute from historical reenactors, member Jack M. Sweeney explained its historical significance to the Telegram & Gazette.
“The Worcester regiments were major players in three major battles — Cold Harbor, Fredericksburg and Drury’s Bluff — and took heavy hits there, too, so the memorial is significant,” Sweeney told the T&G at the time.
In early 1861, pro-slavery Southern states responded to President Abraham Lincoln’s election by seceding from the United States and forming the Confederacy. War broke out on April 12 when Confederate soldiers fired on Fort Sumter in South Carolina, and by the time summer came, Northern men were volunteering by the thousands to enlist.
Many of those men came from Worcester County, and the first of them formed the 21st Massachusetts Infantry Regiment, which began training at the Worcester Agricultural Fair Grounds that July.
The fairgrounds was bordered by Highland, Russell, Cedar and Sever streets, now a densely occupied residential area.
Over the course of two years, on the same ground where families now grow vegetables and neighbors sunbathe in their backyards, Union soldiers from four Massachusetts regiments spent their days drilling in formation, preparing as best they could for whatever horrors lay ahead.
The 21st Massachusetts would go on to fight in the Battle of Antietam, where more than 22,000 soldiers died in just one day. The 34th and 36th Massachusetts were part of the series of battles that led to Confederate Gen. Robert E. Lee’s surrender on April 9, 1865, which ended the war.
Clara Barton, the Oxford native and Civil War nurse who founded the American Red Cross, knew several soldiers in the 21st Massachusetts from her hometown, and according to the Library of Congress, she later provided medical care to some of the regiment’s wounded fighters.
Next time you’re out walking in Elm Park, take a look at the plaque, then look across the street at the houses and parking lots. Take a moment to think about the few thousand local guys who once passed through here in uniform, and remember that, though our times may be different, it’s our job to continue their fight against oppression.

"In 1861 the Fair Grounds became a training camp for Civil War soldiers. It was named Camp Lincoln in honor of both President Abraham Lincoln and former Governor Levi Lincoln, a distinguished Worcester citizen. The 21st Mass. Infantry Regiment was mustered into the Federal service here in August of 1861 and the 25th Mass. Infantry Regiment in September of 1861.
"In 1862, the name of the camp was changed to Camp John E. Wood, in honor of General J.E. Wood, U.S. Army. In the summer of 1862, both the 34th Mass. Infantry Regiment and the 36th Mass. Infantry Regiment mustered here.
"These four regiments from Worcester and Worcester County numbered 5,205 men, of which 1,079 died during the War.”

"There must have been a good 300-400 kids running up and down the road

"They chased them right down to the bottom of the road but the kids seemed to be doing a loop."

People also cleaned up outside of their houses."
The resident went on to say: "Neighbours were quite shocked and angry with the school arranging these sort of things – they ought to know better than that
"I went to speak to the head teacher and she said ‘oh
we’re just renting it out for a small party’
but the organisers didn’t have security or anything to handle it and they didn’t expect it
People living all around the school were gobsmacked to see it."
He said other children at the party did not appear phased by the chaos
"They were all just sitting on people’s walls
laughing and having a dance," he said
"Some kids getting arrested and some having a dance
"They were very confrontational with the police
Other residents described the shocking incident as "two hours of utter mayhem"
One person told the Havering Daily: "It was total chaos.We saw between 50-60 teenagers standing outside the school drinking and inhaling balloons
"They then entered the school hall and we heard the screams and everyone spilt out on the street
They began fighting and we could hear more screams as the fighting continued outside our houses
“The police first arrived in two cars and tried to deal with these youths that were very aggressive
with the girls going up into their faces and screaming at them
as we believe they had been stabbed."

"My daughter was attacked on the train and more fights took place
Over a hundred youths got on and they were still fighting and doing gas balloons

MPD reports that the shooting call came in at 8:12 p.m
One man was rushed from the scene to Regional One Hospital with critical gunshot wound; the man later succumbed to his injuries and was pronounced dead
Police say there is no suspect description at this time
