And we were totally innocent.” So wrote Sandy Smith “My idea was that everyone was going to be incredibly brave with drums beating and bands playing and I was going to be bravest among the brave.” Max Hastings first wrote about the Allied invasion of Normandy in his massive tome Overlord a conventional top-down war book published in 1984 This new book accords with recent historiographical trends; it’s about individual soldiers in particular the British who attacked Sword Beach © Planet Sport Limited 2025 • All Rights Reserved but worth it for the lovely countryside and fish and chips by the sea around 60 miles with a stop for lunch just past the halfway point and time for other short roadside breaks takes from 7 to 8 hours Thats anticipating an average speed of 10mph/16kph to 11mph/18kph which may sound slow but does require much faster riding along the flatter sections to compensate for the average speed dropping considerably on the hills (especially where I’m concerned: 2mph on the steeper climbs is my speed!) What do each of these things mean for you as a resident in Hastings? They are both part of the government’s plans that were set out in a White Paper in December.  West Sussex and Brighton and Hove have been accepted onto the devolution priority programme following a request by the county councils and Brighton and Hove city council.  West Sussex and Brighton and Hove would be covered by a Mayoral Strategic Authority This is a new level of local government and must cover a region of at least 1.5 million people There are already Mayoral Strategic Authorities in other areas of the country including Manchester The Mayoral Strategic Authority would be headed by an elected mayor and would work with councils to bring funding and decisions from central government to a more local level The new authority would have powers over strategic issues including transport would still be delivered by a local council.  The government has started consulting on this proposal. You can read the full details and respond online.  Councillors discussed Devolution at Full Council on Wednesday 19 March, and agreed that Hastings Borough Council would respond to the consultation. You can watch the council meeting and read the report detailing the council's proposed response Hastings Borough Council has now responded to the consultation with our position, we would encourage all residents and stakeholders to have their say too - Hastings Borough Council’s response to the consultation on the Sussex and Brighton MCCA.pdf If the proposal is approved by the government after consultation it is expected that elections to a Strategic Mayoral Authority would be held in May 2026.  council services continue to operate the same way as they do currently and councillors continue to represent and support residents.  The map below shows the proposed area of the Strategic Mayoral Authority Contains OS data © Crown copyright 2025 Contact us Government announced proposals for district councils to be abolished to make way for new County Unitary councils and a regional system of Mayors Yesterday we heard that East Sussex will be on the priority list for devolution and that the county council elections due in May 2025 will be cancelled There will be elections in 2026 for a new Mayor of Sussex instead The timescale for the abolition of district and borough councils is still unclear. Hastings' councillors had already made clear their opposition to these proposals and the rushed timescale and have agreed to work together to present a collective alternative vision to the Minister based on the principle of a federal model that retains democracy as close to local communities as possible East Sussex County Council is abolished and the five districts combine to deliver all services in a new accountable and efficient organisation with local councillors continuing to be elected to represent residents best interests including working with the new Mayor of Sussex.  Hastings Borough Council leader Julia Hilton said: "A cross party working group has been set up to agree a vision both for a new council make up that ensures local residents have a strong voice and to ensure the new Sussex Mayor delivers for the residents of Hastings This will be making recommendations to a special full council meeting on 26 February at 6pm The meeting will be open to the public and there will be 30 mins for public questions at the beginning.  "We have also committed to full engagement with residents on the future shape of a council but timing continues to be absurdly fast as we have been told by the minister that we need initial proposals ready by 21 March We need to ensure that these new Mayoral Authorities actually empower local communities rather than suck power away and up into larger more distant structures." Have you got a question about press and media The content on this page is the responsibility of our Communications team A UK tribunal has ruled that insurance brokers in the UK can reclaim VAT on services provided to Gibraltar-based insurers a decision that could have significant implications for Gibraltar’s financial sector The case involved Hastings Insurance Services Ltd a UK-based broker that provides services to Advantage Insurance insurance transactions are exempt from VAT Article 169(c) of the EU Principal VAT Directive allows for VAT recovery when services are supplied to a customer outside the EU The UK implemented this provision through the Specified Supplies Order 1999 the UK amended this order to prevent insurance intermediaries from reclaiming VAT if the insured party was based in the UK required intermediaries to determine the location of the insured party rather than the insurer when applying VAT exemptions Hastings submitted a VAT reclaim for services provided before and after Brexit HM Revenue & Customs (HMRC) rejected the claim arguing that the true customer was the insured party in the UK rather than the Gibraltar-based insurer The First Tier Tribunal ruled in favour of Hastings It determined that the term ‘customer’ in Article 169(c) refers only to Hastings' direct customer The tribunal also confirmed that Hastings could rely on Article 169(c) before Brexit as EU law allowed VAT reclaims in such cases rights recognised under EU law before December 31 remained enforceable in the UK if they had been upheld in prior court decisions VAT partner at UK accountants and advisers MHA said that the tribunal’s ruling in favour of Hastings has broader implications for insurance intermediaries that have faced restrictions on input tax recovery due to the Offshore Looping Regulations “The tribunal’s conclusion that Article 169(c) PVD has direct effect limits HMRC’s ability to restrict input tax recovery in similar situations and could lead to other taxpayers making claims for refunds,” he said “The sum available for refunds will depend on each individual insurance company's tax circumstances but Hastings cited £16 million as at stake for the last four years HMRC’s impact assessment from when they introduced the legislation in 2018 estimated the tax at stake to be between £65 million and £100 million per year or £250 million to £400 million for the period,” Prince added Smoke from a fire on Pakowhai Rd on Monday morning A busy road in Hastings is closed as emergency services battle a fire in a residential building Police say they assisted with road closures at a building fire on Pakowhai Road in Hastings Fire and Emergency New Zealand are at the scene and the road is closed between Duke St and Frederick St A Fire and Emergency New Zealand spokesperson said at 11.02am six fire trucks from Napier and Hastings were actively fighting the fire which appeared to be in a residential property “About 80% of the structure is well involved in fire so there is extensive damage to it - they are still at work extinguishing the fire.” two fire trucks remained at the scene of the 20m by 15m single-storey house fire The spokesperson was unaware if anybody was inside at the time of the fire or if anyone had been injured “The initial call we got was for a lot of smoke in the area so we sent a fire truck to have a look and came across the building on fire.” The spokesperson said the fire investigator was at the scene to determine a cause Eco Lodge Pakowhai manager John Lowe confirmed the nearby lodge was not involved It is understood that the fire is also not at the Gracelands Retirement Village “We are over 100m and two hedges away and didn’t see or hear anything but we heard all the fire engines,” Lowe said Motorists and pedestrians are advised to avoid the area if possible The Saturday closure comes amid a proposal to shut Napier Library for at least two years Hastings Museum & Art Gallery is joining in the national Railway 200 celebrations by installing an exhibition of local railway exhibits dating back to the arrival of the railways in Hastings in the mid-19th century Some of the exhibits are from the museum’s own collection supplemented by items from the personal collection of local railway enthusiast Kevin Boorman Kevin said: “I’ve built up quite a collection of local railway items over the years This year the 200th anniversary of the modern railway is being celebrated (the Stockton and Darlington opened in 1825) and events are taking place across the country.  “I’m a volunteer director of the Southeastern Communities Rail Partnership and we are encouraging local communities to celebrate Railway 200 so I’m very pleased to lend some of my collection to Hastings Museum and Art Gallery so that it can be enjoyed by others."  leader of Hastings Borough Council and lead councillor for culture and tourism added: “The railways have played a pivotal role in the development of Hastings as a major seaside resort and more recently as a place for commuters to live I am delighted that we can contribute to the national Railway 200 celebrations by using items from our own collection and working with Kevin to show some of his personal collection too.”  The exhibition opens at Hastings Museum and Art Gallery on Wednesday 2 April and runs until Sunday 29 June.  Photo shows Kevin Boorman with a Hastings ‘totem’ (1950s/10960s station sign) from his collection.  Hastings Direct has responded to a recent incident where a series of contradictory emails stated payments under the guaranteed standards scheme (GSS) would not be required due to the location and nature of the burst water pipe which caused the outage Instead, to support the community – and in the wake of separate recent flooding incidents – we set up a £1 million goodwill fund But we remained in discussion with Hastings Borough Council MP Helena Dollimore and other community leaders over the question of compensation for individual customers We promised to review options beyond the requirements of the compensation regulations that applied at the time we met with the council to confirm that compensation will now be paid in line with new higher compensation rates set out by the Government to start later this year.  By mid March we will write to all customers impacted last May to provide details of the compensation they will receive. Customers do not need to contact Southern Water and comes in addition to the £1 million goodwill fund already committed.   Last year, Southern Water published an £80m Hastings investment plan to deliver performance improvements across the board including building resilience into the water supply network and collaborating with other agencies to address flood risk “We’ve carefully reviewed our position on compensation for Hastings customers having taken time to listen to members of the community about the impact this awful incident had on them their families and their businesses.   “Although we followed the correct procedures at the time we’ve decided it’s right that we go further for the people of Hastings – and so compensation will be paid to everyone affected on an individual basis at the new higher rates which come into force later this year "This customer compensation is in addition to the £1 million goodwill fund already listening and we have a plan to put things right.”  BN13 3NX. This new role of a Sussex Mayor will impact the lives of everyone in the borough, so please make sure you have your say before the closing date of Sunday 13 April - https://www.gov.uk/government/consultations/sussex-and-brighton-devolution The content on this page is the responsibility of our Communications team. but have since been discharged from hospital Police said they had not been in pursuit of the motorbike at the time Hawke’s Bay Today has learned complaints were made to police in the weeks leading up to the incident about young people allegedly riding off-road motorbikes illegally on nearby roads Relieving Hawke’s Bay Area Commander Inspector Phil Gillbanks said in a statement it was a nationwide problem “The behaviour of youths on dirt bikes is a problem across New Zealand and not unique to Hastings or Hawke’s Bay.” He did not confirm how many complaints had been received by police about off-road motorbikes on Hastings roads or what follow-up action had been taken by police following complaints he encouraged members of the public to report any concerning behaviour to police by calling 105 or going online “The more information they can provide the better including addresses where the bikes and riders are coming and going from bike and rider descriptions and times and locations where they are most prevalent,” he said “With the help of the public and good evidence police will intervene with people involved and will seize the bikes when legally able to.” Gillbanks said the investigation was ongoing and some parties were yet to be spoken to He did not confirm if any charges had been laid at this stage said young people riding dirt bikes on the roads around Kirkpatrick Park – near the crash site – had been a problem for weeks before the incident They said some teens wore helmets and others didn’t and none of the bikes appeared to be registered or have a number plate The resident said it had been a daily occurrence and “sporadic” through the day since about the start of the school holidays on April 12 I had between three to five [off-road] motorcycles going by every single day,” the resident said “It has dropped off in the fact I haven’t seen the numbers I saw in the holidays but there is still at least one person hooning around [each day].” They said they had lodged almost daily complaints with police The resident claimed they had not seen police speaking to the riders or confiscating any bikes “I would like to see a clear police presence and vehicles taken,” they said “Something needs to be done and it is a shame it took an innocent person to get hurt for something to happen.” said they had witnessed similar behaviour around Kirkpatrick Park “They are driving around without helmets trying to do wheelstands up the middle of the road,” the resident said “Then when they are off the road they are over at the park The resident said they had been “ringing heaps” to lay complaints with police “I’ve never seen them speaking to them [and] I’ve made heaps of complaints “I know it’s hard because they can’t be everywhere at once they could be planted around Camberley sitting there and watching.” The resident said they believed the problem had been ongoing for weeks and often involved teens without helmets The resident believed another innocent person would likely be injured if more wasn’t done “We get plenty of kids running up and down these streets and these bikes are going at this time and they are hoofing it.” A Hastings District Council spokeswoman said the council “periodically receives complaints about motorbikes in parks and reserves” She said the riding of dirt bikes was prohibited in council parks but it was a police matter to enforce “Our advice to people who ring us is to advise the police so they can respond.” The spokeswoman said the council was intending to “reach out to the Camberley community with reminders that this activity is prohibited and that residents should ring the police as soon as they see this activity happening” Gary Hamilton-Irvine is a Hawke’s Bay-based reporter who covers a
