Concerns are mounting among residents over a proposed housing development in the north of York.

would see an 81-acre site in Haxby developed with up to 800 homes in varying sizes
The proposal also includes self build plots and designated Gypsy and Traveller pitches
Since the plans were first proposed in January 2023
with the most recent revision increasing from 640 to 700
YorkMix spoke to Wigginton resident and parish council member Richard Denton
who shared his thoughts about the scale and impact of the development
“The main access to the development is right past my house
Both the construction traffic and residents tend to go through Wigginton to get to the ring road much more than they would Haxby
so the development will have a big effect on residents from both villages.”
While Richard understands the need for more housing
he feels the scale of the proposed development is inappropriate for the location
He fears that the increased traffic will further damage the roads
and contribute to the growing congestion.

allowing traffic to access the ring road from there.

“That will put extra strain on the already busy roads,” he said
“The state of the roads in Wigginton are very poor
which we believe to be because of the increased weight of electric buses.”
“All the construction traffic for the development will come through Mill Lane and then through the village
bricks and sand will only deteriorate the roads even more.”
Councillors are also unsure about the growing scale of the development
as well as the lack of vital infrastructure needed to support it

“The developers have now proposed an even larger scheme
yet there’s still no sign of the infrastructure that’s needed to support it
“We all recognise the need for more affordable housing but Haxby’s roads are already under pressure
and the shelving of key elements of the dualling of the York Outer Ring Road makes this concerning.”
There is only one GP practice serving both Haxby and Wigginton
Richard described trying to get an appointment as “a nightmare” and fears the situation will worsen with the arrival of new residents
that’s going to be around another 2,000 people
He said that NHS services in Haxby and Wigginton already find it difficult to cope with the existing population
“I’ve got personal experience of this recently with my own wife
she was fairly seriously ill and getting an appointment with a doctor was a nightmare
“If you ring up wanting a doctor’s appointment locally
it’s around three to four weeks before you can actually see a doctor
It’s not easy and this is going to make it worse,” he told YorkMix
“The situation is similar for dental care
with all three local practices “just about fully subscribed”
Although developers have said they will fund additional health provision
“They came up with lots of figures saying that they would provide the health centres with thousands of pounds
but they’re trying to attract extra doctors now
they’re still going to have problems trying to staff it,” he said
Cllr Ian Cutherbertson shared these concerns
“Our local NHS services are already stretched
“Many residents tell us they’re struggling to get GP appointments or access to an NHS dentist
and we’ve seen no guarantees that this development will come with the healthcare provision we desperately need
Another issue troubling residents is the future of the Haxby and Wigginton Cemetery
which is expected to be full within ten years
The cemetery borders the proposed development site and is earmarked for expansion in York’s local plan
no provision has been made within the development plans to support this
“One of the reasons given was that they considered buried remains would contaminate the water system,” Richard told YorkMix.
and explained that the current service has been there prior to the war
and has seen no contamination from the “probably thousands” of burials since then.

Richard posted updates on the increased housing allowance to a local community Facebook group
Comments included: “Words fail me,” and “We don’t want all these houses.”
We’re already suffering where serious conditions are going on too long before diagnoses as we can’t get appointments
leaving to people having to drive far away
or pay private tuition which is un affordable
We all need to put our valid comments on the planning site.”
Liberal Democrat councillors are urging residents to have their say on the revised plans
Cllr Cuthbertson added: “We’re encouraging all residents to look at these revised plans and make their voices heard
This is a major change for our area and the consequences will be long-lasting
Everyone’s input is vital before decisions are made.”
A new public consultation period is now underway

Richard believes that by adjusting the devlopment plans slightly
they’d be more welcomed by the community
“If they reduce the number of houses on the site
they’d be more space available for recreation on the site
That would improve things,” he told YorkMix

Morrisons has announced it is closing its shop in The Village
But the store is also home to the post office
Haxby and Wigginton’s Lib Dem councillors have started a campaign to save the Haxby post office
A Lib Dem spokesperson said: “We understand Morrisons intend to move the post office to Oak Tree Lane
but this area is not as accessible for the many local residents who currently use the facilities
“It also has many other weaknesses such as vehicle access
parking space and not enough floor area.”
A Post Office spokesperson said: “We have been informed by Morrisons that they have made the difficult decision to close the Morrisons Daily store where Haxby Post Office is located
“The store is due to close on 16 April and we are currently finalising the date when the Post Office will close
“We fully recognise the inconvenience this will be for our customers
Whilst we assess nearby provision of Post Office services
we would encourage our customers to use New Earswick
We will now carry out a review of Post Office provision in the area.”
Cllr Andrew Hollyer said: “This closure is a blow to the store staff
residents and small businesses like my own
which depend on our local post office.
“The village centre Morrisons must remain open until a new operator for the Post Office steps in.”

Concerned residents in one area of York are urging parents to keep their children in check
It follows complaints from several people that a youth has been carrying a knife in Haxby
but some frustrated locals fear this isn’t enough
told YorkMix what she knew about the individual
“The first time I came across him was four or five years ago when he mindlessly destroyed a public toilet
“He would also often disturb diners at the Curious Coffee shop,” she said
She believes nothing is ever done to stop him
which has made things worse as time has gone on
“He regularly cavorts round the village with his mates
destroying property and threatening people but nothing is ever done.”
She and another local told YorkMix that they hadn’t noticed the increased police presence in the area
“My view is the police don’t appear to do very much
he should have been stopped as a young teenager
Now he carries knives and has been getting increasingly threatening in his behaviour,” she added
The Haxby resident also recalled a recent incident when the individual pushed over an older female passenger who tried to stop him from damaging the bus
“Years ago they’d have been put in borstal
but everyone just lets it escalate now,” she said
Another mum from Haxby told us: “I’m only aware of what’s going on through social media
but it scares me having young children who are starting to go out on their own into the village.”
The residents felt like anti-social behaviour had escalated in Haxby over the last year.
Haxby Sports Bar had to stop showing the England Euro football matches
This was after a fight broke out in the premises
They stated: “Unfortunately due to the events that occurred during the recent England match
until further notice we will not be showing any Euro 2024 games
“We appreciate that this is disappointing but after discussions with the council
we believe it is in the best interests of the club.”
The bar was also forced to operate on a ‘members only’ basis due to troublemakers
officers introduced a Section 35 dispersal order for Haxby on 5 July.
This was in response to reports of young people planning a ‘huge fight’
and parents were asked to check where their children were that evening
One resident revealed that a local bus driver had recently labelled Haxby as the worst area in York for violent behaviour on the bus.

particularly over the reports of youngsters carrying knives
And it’s not just something in Haxby
it’s across the country at the moment
“But it’s something that definitely needs stamping out as quickly as possible,” he said
Cllr Hollyer also feels for the older community of the area
saying: “Haxby and Wigginton have a slightly older demographic
and the anti-social behaviour is something that can prevent people going out and enjoying their normal day to day routines.” he said
Cllr Hollyer believes more deterrents need to be introduced
“One of the issues we faced is the resourcing
We used to have quite a significant fund for the ward
which we were planning to use to help do things such as install CCTV
so we’ve not been able to take forward some of the projects we’d have liked to which would have helped with some of the issues,” he added
Not only does Cllr Hollyer believe that more CCTV in Haxby could limit anti-social behaviour
but he also feels it’s necessary to reassure residents
He urges anyone who witnesses any crime or anti-social behaviour to contact the Police directly
“I think the main thing is to try and get people to report every single instance
We sometimes go and say to the police that we’re getting lots of reports on behaviour
and they’ll have no trace of it on their system,” he said
The local neighbourhood policing Inspector
said: “We are aware of the antisocial behaviour issues in Haxby and understand the impact that they are having on the local community
“As part of our response we have implemented a targeted activity plan which includes patrols at designated times in hot spot areas
working with our partners in the community and conducting home visits
“We want everyone to be able to enjoy living and working in their local area
We’ve conducted various resident engagement events to ensure we understand the concerns and problem areas so we can better address the issues
“I’d urge anyone experiencing or witnessing incidents of antisocial behaviour to please report online via our website or call 101

and paramedics are at the scene at Windmill Way in the York village.
Two elderly people have been safely evacuated from the house

York councillors have reacted with fury to news that a plan to reopen Haxby Station could now be scrapped by the new government
Labour Chancellor Rachel Reeves said she was being forced into a raft of cuts to fill a £22 billion black hole in the public finances
Among the projects to be cancelled are any ‘Restoring Your Railway’ schemes that have not yet started
The much-anticipated reopening of a station in Haxby was one of the schemes covered by this funding
We have asked the Department for Transport for clarification
While the plans for Haxby station are well advanced
the scheme has not yet been granted planning permission
Haxby and Wigginton’s Liberal Democrat Cllr Andrew Hollyer insisted the scheme couldn’t go ahead without the funding

“Haxby Station was to be part-funded by the Restoring Your Railway programme
which has just been scrapped by the Labour government
“Residents were promised time and time again by the Labour council and York Outer’s new Labour MP
that they are in favour of this project – but now they’re in government the funding has been scrapped.”

added: “For the government to spend years dangling the station in front of the residents of the northern villages in York only to take it away at the last moment is disgusting
are rightly furious with Labour for immediately scrapping Haxby station’s funding
“The planning application was due to be determined soon
and residents were promised an opening date next year – the Government needs to u-turn immediately.”
Ms Reeves told the House of Commons: “The spending audit has revealed nearly £800m of unfunded transport projects that have been committed next year
“So my right honourable friend the Transport Secretary will undertake a thorough review of all these commitments
she has agreed not to move forwards with projects that the previous government refused to publicly cancel
despite knowing full well they were unaffordable.”
The government would “cancel projects in the ‘Restoring our Railways’ programme which have not yet commenced,” she added
Plans for the new Haxby Station are well advanced
A location for the £24m project had been earmarked on Towthorpe Road
Detailed visuals had been drawn up of how the station would look
the former Prime Minister Rishi Sunak visited the site
Two weeks later a full planning application was submitted to City of York Council
Network Rail – along with the council and the Department for Transport – were behind the plans which included a footbridge
It was expected to gain approval from city planners
The new station was set to open on the York to Scarborough line in 2026 – slightly less than a century after the original Haxby Station was closed in 1930

and involved a 12-year-old boy who was cycling home from school along York Road
The boy was thankfully not seriously injured and after a visit to hospital was discharged home

Plans are in to open another Domino’s Pizza outlet in York
It would be the fourth branch to open in York
The location is the Haxby Fortune Inn Chinese Restaurant
It has been trading at the site since at least 2009
Domino’s wants permission and advertisement consent from City of York Council for internal and external changes to the property
“The proposed development will comprise the installation of new signage
extraction and ventilation equipment and minor external alterations,” planning documents state
“The existing shopfront will be retained and repaired/repainted and the other changes will be located at the rear of the building
where they would be seen in the context of commercial ‘back of house’ areas.”
They go on: “The principle of installing illuminated signage is appropriate by virtue of the new operator
being primarily reliant on the evening economy with their peak trading hours being 6pm to 8pm
The building is in the Haxby Conservation Area
Documents say that the proposed changes “not anticipated to negatively impact upon the architectural or historical significance of Haxby Conservation Area as a whole”
