Budget chain set to take over High Street cinema while historical Highams Park venue returns
News | London
Two cinemas are set to reopen in the Walthamstow area after councillors approved a plan for a historic venue to be given a new lease of life after 60 years
The Regal in Hale End Road, Highams Park
is set to be transformed as part of a plan that will see a cinema in the venue for the first time since 1963
Only a few miles away, Walthamstow town centre is set to get its only multiplex back with Forest Cinemas primed to open where Empire closed last July
While neither venue yet has an opening date
it is good news for film fans who have gone without a regular venue for some time
Waltham Forest council deputy leader Ahsan Khan said of the Highams Park project: “This is an exciting step in the journey to reinvigorate a much cherished but neglected historical cinema
“I know Highams Park residents have been waiting a long time for the site to come forward and it’s finally happening.”
The Regal was bought by developer Mammoth Capital in 2018
with the site having been used as a bingo and snooker hall since its original closure
After planning approval
the building is set to be turned into a two screen venue as well as a cafe and block of 33 residential apartments
consisting of 18 one-bed flats and 15 two-bed flats
Councillor Rosalind Doré said: “The Regal Cinema is an iconic building in the centre of Highams Park
“There has been much enthusiasm from the local community to revitalise the building and create a space that everyone can benefit from.”
She added that a process has started to try and find an operator for the venue
“The site owner will be responsible for marketing the space and agreeing the lease with a cinema operator
with the council assisting with the promotion to get the best offer for Highams Park residents and the town centre,” she said

Meanwhile Empire closed its Walthamstow High Street cinema last July and subsequent efforts to revive the site have proved fruitless, with damage being caused by squatters
But the operator of Forest Cinemas, PDJ Cinemas, which charges only £3.50 for all tickets at its Romford venue
is reportedly weeks away from re-opening the cinema
Director James Jervis told the Waltham Forest Echo that confirming the exact date would depend on “deliveries and technical details”

Passengers are invited to meet railway managers at a series of events to learn more about how their journeys might be affected by a large-scale bridge replacement
Greater Anglia and Network Rail will be available to answer questions and provide travel information about 16 days of changes to services between Saturday 20 July and Sunday 4 August (inclusive)
During the 16 days between 20 July and 4 August
there will be no London Overground service between Hackney Downs and Chingford stations
This means there will be no rail service to or from Clapton
Greater Anglia services that usually run between Liverpool Street and Hertford East will start and finish at Stratford instead
The usual Stratford – Meridian Water services won’t run
but other services will make additional stops at both Meridian Water and Northumberland Park
Liverpool Street to Cambridge / Stansted Airport services will be diverted via
Bishop’s Stortford to Stratford services will not operate
with passengers advised to use alternative services
The changes to rail services are needed because Network Rail will be carrying out a critical stage of a bridge replacement project to the south of Hackney Downs Park
The 150-year-old bridge is in very poor condition
so it has to be replaced to keep passengers and road users safe
Network Rail will be carrying out maintenance at sites up and down the route
Engineers will be working on overhead lines
as well as improving the condition of the ballast under the tracks
To help people get around during the works:
Passengers using London Overground’s Enfield Town and Cheshunt lines should also check before they travel as there will be a different timetable on these routes during the 16 days
A meet the manager event will be held at Enfield Town station on Wednesday 17 July from 4pm - 6pm
Train services will additionally be affected by preparatory and follow-up works on:
to grow and expand the nation's railway network to respond to the tremendous growth and demand the railway has experienced - a doubling of passenger journeys over the past 20 years

Labour is fighting its former candidate in Iain Duncan Smith’s long-held seat
but local residents don’t appear bowled over by their election options
“The Tories really don’t deserve to be in but I’ll struggle to support Labour
But it will be a struggle to vote.” David Cherry is out walking his dog
in the spring sunshine in Chingford Green park
“Neither of them give you a clear indication
Enthusiasm for the election is hard to find in this north-east London constituency, where a walkover by Labour has been thrown into doubt by the decision of the party’s former candidate Faiza Shaheen to run as an independent
He held the predecessor seat of Chingford for five years before that
inheriting it from the Thatcher-era cabinet minister Norman Tebbit
Like other outer-London constituencies that Labour is targeting, the demographics here have changed over time, becoming younger and more diverse, as people have moved from inner London
says he moved to Chingford from Walthamstow
He doesn’t understand what we’ve been through in society,” he says
citing knife crime and the difficulties of finding a job
say their politics clash with those of their neighbours
“We moved up from Walthamstow and we’ve found ourselves in a bit of a minority,” says Tom
which is completely blown out of proportion in our opinion
the councillor from Brent who is now the party’s candidate
but some former Labour supporters say they would struggle to back her

Photograph: Guy Smallman/Getty“There is just this general feeling that we have been sold down the river completely,” says one local voter
“We are negligible.” Another describes the party’s treatment of Shaheen as “disgusting”
a Labour member who had been campaigning for Shaheen
pointing to the work Shaheen had done to build up a personal following in the area
she and her committed supporters will pit that support against the formidable power of Labour’s brand
The party is assuming the red tide sweeping the UK will carry Tatler comfortably over the line
One recent projection put Labour’s vote at 54% in Chingford and Woodford Green
leaving quite some margin for Shaheen to peel away progressive voters without saving the Tory former cabinet minister
Her supporters believe she can do more than that
and win – though victories by independent candidates at general elections are vanishingly rare
“The way that Labour has treated her has tapped into a nerve,” says Helen Watson
who resigned as chair of the Woodford Green branch of the Labour party to back Shaheen alongside more than 40 other members
“The thing that you get on the doorstep is
as they’ve messed the country up,’ but there is absolutely no enthusiasm for the Labour party
A lot of people who don’t want to vote Tory will now look at voting Faiza.”
Duncan Smith has been assiduously cultivating his patch
the team of volunteers who run the local community library say he has helped them to fight off the threat of closure – and they praise him for popping in regularly
Housed in a former shop on a busy street, the library is a social hub, offering tea, biscuits and conversation as well as reading matter, and the volunteers are frank about the fact it is as beneficial to them as it is for readers. “For me personally it has been incredibly helpful,” says 91-year-old Marie Wragg. “After losing my husband, it has given me a sense of purpose.”

A derelict Art-deco cinema in north London is about to be restored as part of a redevelopment that will retain the 1930s frontage while adding residential flats above
The Regal Cinema opened in 1911 as the Highams Park Electric Theatre
It was partially rebuilt in an art-deco style in 1935 and continued (with a short break) as a cinema until 1971
it was independently owned and not part of the big-name cinema chains
It was then split into a bingo hall and a snooker hall
Various plans to do something with the building have been made over the past decade
Waltham Forest Council has approved a new plan for a replacement two-screen cinema and a café bar on the ground floor level
While the art-deco frontage will be retained
the rest will be replaced with a modern residential block for 33 flats
Sports and Leisure said: “The Regal Cinema is an iconic building in the centre of Highams Park
There has been much enthusiasm from the local community to revitalise the building and create a space that everyone can benefit from
Now Mammoth’s plans have planning approval
the process can move forward to find a cinema operator
The site owner will be responsible for marketing the space and agreeing the lease with a cinema operator
with the council assisting with the promotion to get the best offer for Highams Park residents and the town centre.”

Mace celebrates the completed construction of premium British vehicle manufacturer Gordon Murray Automotive’s (GMA’s) newly-built bespoke global Group HQ at Higham’s Park
The new campus will be the Group’s global HQ – home to a purpose-built 4,300 square metre Vehicle Production Centre
The site also features a specially-designed Vehicle Dynamics Test Road
used for final validation and pre-delivery checks of new GMA supercars
Mace was selected as delivery partner for the development of the campus
This included the site wide infrastructure
landscaping and a ‘test road’ for pre-delivery testing.
A double height space houses an assembly area which is serviced by in floor trenches
allowing rapid reconfiguration to suit the different requirements of each car production
A bespoke car lift was installed to transport cars from the pre-delivery and aftersales area to the 1st floor customer handover display area
with heritage areas including a selection of Professor Gordon Murray’s influential heritage collection
The construction project embraced sustainability throughout
including the reduction in diesel usage and using HVO alternative fuel
When planning the works to convert the meadow lands
careful sequencing minimised the impact to the neighbourhood
Managing Director for Mace Fitout & Retrofit
“We are thrilled to have supported the creation of such a unique and visionary project
Working closely alongside Gordon Murray’s project team
we have delivered industry leading quality in service
“The new Gordon Murray Automotive HQ at Highams Park represents a significant investment for the business and is a statement of intent for the company’s future
It is extremely satisfying that we’re able to continue T.50 manufacturing at the new site
while also streamlining production of T.33
where all future GMA models will be produced
the company is on course to complete all 100 exclusive T.50 customer cars
The build of the 25 track-only T.50s Niki Lauda models will follow the completion of the T.50 run
the production team will transfer to building the T.33 coupe
before that supercar’s open-top sibling – the T.33 Spider – enters the Highams Park Vehicle Production Centre
“The move to the new HQ will bring significant manufacturing efficiencies
The purpose-built site consolidates logistics
while supercar production teams benefit from the latest technologies and optimised production layout
The film school dropout picked litter in London parks before he was pulled from obscurity
Now he's shooting raunchy sex scenes with Nicole Kidman
“I definitely don’t have an overall arc in mind,” says Harris Dickinson when asked about his career goals
“I just want to work with really good people
And really well-written scripts are few and far between
particularly from writer-directors.” But Dickinson certainly found one in Babygirl
a fascinatingly ambiguous erotic thriller from Halina Reijn
the Dutch writer-director who previously made 2022’s Gen Z horror romp Bodies Bodies Bodies
“Working with people like Nicole is obviously a major thing for an actor like me [who’s] still sort of finding his place in the world.” This last statement doesn’t smack of false modesty given that Dickinson is talking about Nicole Kidman
the Hollywood icon whose fearless performance in Babygirl puts her on course for a sixth Oscar nomination
The film begins with Kidman’s character faking an orgasm during sex with her husband (Antonio Banderas)
then sneaking off to masturbate to “daddy porn”
Dickinson has been talking about Babygirl all day when we meet in a London hotel room that’s been reconfigured for a film junket: there’s a spotless coffee table between us with two glasses of water waiting
he remains polite and on the ball enough to remember that we’ve met before – impressive given that it was nearly three years ago
Dickinson was up for the Rising Star prize
but lost out to Bond actress Lashana Lynch
sexy and very funny moment that’s destined to become a meme
Nicole Kidman and Harris Dickinson in ‘Babygirl’
Dickinson hasn’t spawned as many memes as his contemporaries – Paul Mescal
or Timothée Chalamet – but his filmography could be the most interesting of any young actor
The 28-year-old from east London broke through with his brilliant performance in 2017’s Beach Rats
a queer coming-of-age film that dazzled that year’s Sundance Festival
He perfectly and often wordlessly captured the inner turmoil of a Brooklyn teenager who acts straight in front of his mates
but is hooking up with guys on the down low
which arrives a couple of months after Steve McQueen’s Blitz
in which Dickinson shines as a wartime firefighter
is another demonstration of his ability to inhabit tricky
His Samuel is intuitive enough to spot Romy’s kink for being dominated and cocky enough to demand her as his workplace mentor
he struggles to keep a grip on their shifting power dynamic and makes strange choices that spook her
“I think he’s frightened by his own behaviour – he’s terrified of himself,” Dickinson says
While Kidman’s Romy is accessing feelings that she’s previously kept hidden
Dickinson believes Samuel is exploring his own buried propensity for “rage and darkness”
intriguingly: “There’s almost a sort of mysticism that he taps into
he’s a blagger and an unreliable narrator for his own story,” Dickinson replies
I think it’s important that we don’t understand too much about his backstory so that he can imprint on us.” Dickinson gently deflects when NME suggests that playing a conflicted dom daddy could be seen as “brave” or a big swing
“I think Nicole has to contest with a little more bravery than me,” he says
“But I was definitely excited by the script because I was unsure of what it was
He says his urge to act comes from “a deep insecurity
He felt “totally at home” the first time he stepped on a film set
“There’s nothing like finding your community in a film set or theatre,” he says
because you’re kind of contributing towards something bigger.”
He also enjoys the opportunity to learn something new – about himself
human nature or the world at large – that acting provides
“That’s been an important lesson
because it wasn’t until I left school that I began to understand my own thirst for knowledge
It was only later that I started to tap into my own quizzical… What’s the word I’m looking for
Dickinson attended his local comprehensive school in Highams Park
but found lessons too structured and prescriptive
“It was all based on retaining information
then regurgitating it in a very formal way and I wasn’t very good at that because I didn’t care enough
or I didn’t have anyone that made me care.” He pauses to check himself
including picking up litter in Potters Fields Park near Tower Bridge
Triangle Of Sadness and now Babygirl as “pivotal” in his career
he can still take the tube without being bothered
but slippery Samuel could make him into a hipster leading man
of course – Dickinson says today that he hasn’t acted “in like a year”
That’s because he’s focused on his first feature film as director
Limousine Dreams starring Frank Dillane (Renegade Dell
which he describes as “an urban odyssey about a guy coming out of homelessness”
Today’s Babygirl press day falls in the middle of a gruelling 14-week edit to complete it
but Dickinson doesn’t seem fazed by his break from acting
“I don’t think I could go back-to-back [with roles] like some people,” he says
“I’d feel like I was drawing on the same stuff all the time – I need time to crack on with normal stuff
you do tend to turn into something else.”

Incident comes days after Fazia Shaheen was barred from running as Labour candidate in area
The office used by the Chingford and Woodford Green Labour Party has been daubed with antisemitic graffiti suggesting that Israel is responsible for the party axing a general election candidate
Faiza Shaheen was not endorsed by Labour’s National Executive Committee (NEC) to contest the Chingford and Woodford Green seat for Labour after she allegedly liked a series of social media posts that downplayed antisemitism accusations
photos emerged of the Labour office daubed with graffiti reading: “Israel lobby out” and “UK MPs for UK Not Israel”
Local Labour activists later scrubbed the graffiti off the office
The incident comes days after Ms Shaheen told BBC Newsnight that she had received an email to say she would be blocked from standing as a Labour candidate
A Labour source confirmed to the Standard that Ms Shaheen would not be running on July 4
Newsnight reported that Ms Shaheen was called to a meeting with a panel of NEC members on Tuesday in which they highlighted posts which raised questions about her suitability as a candidate
One post said: “Every time you say something even mildly critical of Israel
you’re immediately assailed by scores of hysterical people who explain to you why you’re completely wrong
you can’t easily ignore them because those are not just random people
They tend to be friends or people who move in the same circles as you
Those people are mobilised by professional organisations.”
Ms Shaheen said she does not remember liking the post in question
In a statement shared online following the decision
she said: “I am heartbroken at this decision but it does not come as a surprise
It is the end of a systemic campaign of racism
Islamophobia and bullying from some within the party which began when I first announced I wanted to run for Labour again.”
Speaking to supporters who gathered outside a supermarket in Highams Park on Friday evening
Ms Shaheen said she felt there was “no way back” for her into the Labour party
to make us grovel and beg – no,” she added
Shama Tatler was recently announced as Labour's candidate for Chingford and Woodford Green
Ms Tatler said: “This shameful vandalism is not just an attack on our campaign - it's an attack on our whole community
