relieved the Minister has listened to the overwhelming opposition from the Council and the public and rejected these proposals At last we have clarity and residents can move forward without the threat of this monstrous development over their heads.” The transport secretary has refused a development consent order (DCO) for the proposed £750M Hinckley National Rail Freight Interhcange Former transport secretary Louise Haigh had told the applicant, Tritax Symmetry, that she was “minded to refuse” the DCO application last September pending updates mainly related to traffic that would be caused by the development The applicant had until 10 December to provide new information to support its case with a deadline on a new decision set for 10 March 2025 Parliament undersecretary Miles Kane – on behalf of current transport secretary Heidi Alexander – has now decided to refuse the application The decision was made based on representations made by interested parties such as National Highways and Leicestershire County Council as well as recommendations from the Planning Inspectorate The Hinckley National Rail Freight Interchange was considered a Nationally Significant Infrastructure Project that proposed to include railway sidings and freight transfer area alongside the two-track railway between Hinckley and Leicester This would become part of Network Rail’s ‘F2N’ route between Felixstowe and Nuneaton It would have been capable of accommodating up to 16 trains per day of up to 775m long The development would have had 850,000m2 of warehousing and ancillary buildings The applicant had attempted to make updates to the sustainable travel strategy (STS) element of its DCO application This included reducing modal shift target from 66% to 40% for single occupancy vehicles within 10 years and provision for an additional private bus service for which there will also be a free six-month bus pass these amendments to assuage doubts about the impacts that the development would have on local transport networks and policies set out in local plans Numerous interested parties had their say about the deficiencies in the applicant’s STS National Highways noted the “lack of pedestrian provision proposed by the Applicant; and the lack of detail and transparency around the management and delivery of the proposed measures” Leicestershire County Council asserted that “the revised modal-shift targets proposed are not evidenced or supported by incentives for vehicle drivers to make the switch” and noted a “lack of provision for any enforceable penalties if the revised targets are not met” Blaby District Council said “the revised modal shift targets remain insufficient and unambitious” and the new proposals lacked detail It also noted “the lack of prioritisation for pedestrians and the visual dominance of cars from the potential of decked parking at the site of the Proposed Development” Hinckley & Bosworth Borough Council similarly aired concerns about the “unambitious” modal-shift targets and the lack of detail for achieving them The secretary of state said she “agrees with interested parties that a number of issues including deliverability and the detail of the mitigation measures could be improved” Amendments were also made by the applicant to the HGV route plan which said that it would add enforcement to HGV drivers who used prohibited routes via hefty fines National Highways and Leicestershire County Council had previously expressed deep concerns about the applicant’s modelling of the junction and how it would impact the risk of road casualties The secretary of state said: “The Secretary of State notes that while it is the Applicant’s intention to further consult both Leicestershire County Council and National Highways on the progress of the Road Safety Audit at a later stage given that this currently remains an outstanding matter where as demonstrated by the Applicant’s 3 March representation and there are potential safety concerns highlighted by LCC this carries moderate weight against the Proposed Development.” Similar issues related to modelling existed at the M1 J21 / M69 J3 (Junction 15) with National Highways believing the applicant’s submission to be insubstantial the applicant said it “does not consider building a VISSIM model from scratch to assess the impacts at the junction as reasonable or proportionate” as the additional vehicle trips through the junction would be “minor” so its submissions should be sufficient The secretary of state sided with National Highways on this matter The application was also deemed insufficient due to the number of HGVs that would pass through the village of Sapcote and the noise and vibration that the development would cause Like what
