for up to 24 elderly persons closed in summer 2024 “due to issues with meeting modern healthcare requirements” according to planning documents submitted to the council The property (8-10 Marine Drive) was originally built as three separate townhouses but has since been combined into one property with a large garden to the rear The planning application submitted to the council seeks to change the use of the property stating that the ground floor could become a “Cafe / Cocktail Lounge” and three self-contained holiday rental units The plans also state that the two upper floors would become private residential accommodation for the property’s new owners In addition to the change of use of the property the application also includes alterations to the external appearance of the building These alterations include the removal of two ground floor windows and the installation of a new door to provide access to the proposed Cafe / Cocktail Lounge A further new door would be installed to provide access to the private accommodation on the upper floors Planning documents suggest the property has space for five cars to park at the front whilst there is also space for a further seven cars to park off Constable Road at the rear of the property This application will now be reviewed by East Riding Council This is the Coast is committed to providing a daily local news service for the (SI 2024/117) AND AS AMENDED BY THE HORNSEA FOUR OFFSHORE WIND FARM (AMENDMENT) ORDER 2024 (SI 2024/800) Notice is hereby given that an application has been made by Orsted Hornsea Project Four Limited (company number 08584182) of 5 Howick Place SW1P 1WG (the “Applicant”) to the Secretary of State for Energy Security and Net Zero to make a non-material change to the Hornsea Four Offshore Wind Farm Order 2023 (as corrected by the Hornsea Four Offshore Wind Farm (Correction) Order 2024) and as amended by the Hornsea Four Offshore Wind Farm (Amendment) Order 2024) (the “Amended Order”) under the Planning Act 2008 (the “NMC Application”) The Amended Order includes provision authorising the construction maintenance and decommissioning of the Hornsea Project Four offshore wind farm together with associated offshore and onshore infrastructure and all associated development (“Hornsea Four”) on land approximately 69 kilometres from the East Riding of Yorkshire in the Southern North Sea covering an area of approximately 470 square kilometres The Amended Order requires the Applicant to submit and base the Guillemot Compensation Implementation and Monitoring Plan (“GCIMP”) on the strategy for guillemot compensation set out in the guillemot and razorbill compensation plan and include details of the arrangements with fishers to use bycatch reduction technology and associated provisions the Applicant must enter into the contracts with fishers for the bycatch reduction technology as set out in the approved GCIMP Certain numbered works authorised by the Amended Order cannot commence until at least one year has lapsed after the contracts with fishers have been entered into to remove the requirements in Part 3 of Schedule 16 to the Amended Order relating to carrying out bycatch reduction through contracts with fishers the required guillemot compensation can be delivered via predator eradication only The Applicant therefore intends to fulfil the compensation requirements for guillemot solely via the predator eradication measures which will deliver at least 160% of the compensation requirement for guillemots therefore comfortably meeting the requirements of Hornsea Four Given the two measures of predator eradication and bycatch reduction were considered as a package of compensation in the Applicant’s guillemot and razorbill compensation plan to be scaled up or scaled down as appropriate the Applicant proposes to “scale down” the bycatch reduction measure to zero The Applicant will keep the bycatch reduction measure as one of a range of adaptive management measures for co-located with onshore substation infrastructure for Hornsea 3 Offshore Wind Farm in the UK The BESS development will have a 300MW/600MWh capacity and is expected to be operational by the end of 2026 Danish multinational energy company and prolific offshore wind developer Ørsted said this week with the BESS set to be one of the largest in Europe to date As previously reported on our sister site Solar Power Portal the project will be Ørsted’s first large-scale battery installation in the UK and will be owned by Ørsted ICENI Energy Storage UK The project is unusual in that the storage system will be co-located with the onshore substation that connects the offshore wind farm to the grid Ørsted claims the 2.9GW capacity third phase of its Hornsea project with the start of commercial operations due in 2027 project manager said: “This is a very exciting project to be a part of not only for Ørsted as it is our first large-scale battery installation in the UK but also for the UK energy industry as this project involves two generators using one shared grid connection.“Success here opens up the possibilities for increased use of existing grid infrastructure in the UK which is critical when there is a real issue of congestion in the network.” With Hornsea 3 awarded a UK government contract under its Contracts for Difference (CfD) renewables tendering scheme in 2022 Ørsted took its final investment decision (FID) on the battery storage project last summer At that time, ESN Premium spoke with John Perkins, senior principal at consultancy AFRY, who said that energy storage could help mitigate negative pricing risks for projects with CfD contracts if the price goes negative for six hours consecutively you lose the top-up payment Future CfDs will have this applied for even one hour That was introduced because without it the CfD risked a problematic market distortion Perkins said that negative pricing events occur for about 100 hours every year in the UK and the numbers are rising He added that energy storage could also reduce market risk for developers and project owners by ‘smoothing’ their imbalance costs “CfD wind receives fixed income per megawatt-hour but it is exposed to market risk on its imbalance costs and therefore a smoothing of imbalance prices It helps reduce the costs associated with its forecast error and balancing,” Perkins said Ørsted deployed its first 20MW UK standalone BESS project in the UK in 2019 the company added a 40MW battery system to a solar PV plant in Texas two years later Last May, Ørsted and JP Morgan closed a tax equity financing on Eleven Mile Solar Center co-locating 300MW of solar PV with a 300MW/1,200MWh BESS in Arizona Ørsted then said in August that it was developing a 1GW pipeline of battery storage projects in Midwestern states. The Danish company and US developer Mission Clean Energy had submitted grid connection applications for projects in the Central and North regions of the Midcontinent Independent System Operator (MISO) This story first appeared on Solar Power Portal Additional reporting for Energy-Storage.news by Andy Colthorpe Hornsea Town Council will also contribute £2,503.20 towards the £36,503.20 total project cost Two accessible roundabouts and access paths will be installed in Hall Garth Park and Jefferson Park play areas “The Town Council would like to sincerely thank East Riding of Yorkshire Council and North Holderness Ward Council members Councillor Jefferson and Councillor Whittle for their support with this project." the council’s cabinet member for planning “I am very pleased that the award of Commuted Sums will be able to help with the installation of the all-inclusive play equipment and benefit the residents of Hornsea greatly The addition of sensory play panels along the pathways will also be a good added extra This award will make a real difference in Hornsea and will improve this area.” Developers are required to provide Outdoor Playing Space (OPS) as part of all new residential developments above a certain size.  This requirement is highlighted in the East Riding Local Plan supported by the Supplementary Planning Document Outdoor Playing Space is specified as space that is available for sport active recreation or children’s play The space must be of a suitable size and design for its intended purpose accessible and available to the general public When a developer cannot provide this within the development itself a sum of money known as a commuted sum may be paid in lieu of this East Riding of Yorkshire Council is investing the money in its annual surface dressing programme which is set to begin on 23 April and is expected to take 13 weeks to complete The highway maintenance programme will cover all types of roads and will see 151 sections of road in the area (around 67 miles) upgraded - which is the same as paving a straight road from Beverley to Nottingham Around 12,600 tonnes of stone chippings will be laid on road surfaces during the spring and summer operation Surface dressing is a fast and cost-effective method of fixing preserving and prolonging the lifespan of a road and it is carried out annually by the council’s own highways maintenance team road sweepers clear away any loose chippings after a few days New road markings are then put down as quickly as possible The process actively reduces the risk of potholes forming as it seals the road and stops water from entering and damaging the surface It also greatly improves skid resistance for vehicles The process is carried out during the spring and summer months as it requires warmer temperatures for the bitumen and chippings to take effect the council’s director of infrastructure and facilities “Thanks to residents and motorists for bearing with us while we carry out our annual surface dressing programme “Our teams will be out in around 150 locations over the next three months carrying out a vital job to help protect these sections of road from potholes and other damage.” temporary 20mph speed limits are in force on the treated roads to reduce the possibility of vehicles skidding on the loose chippings and will be removed when the new road markings have been installed Disruption to traffic will be kept to a minimum but drivers are asked to respect the 20mph speed limit in place to protect both the travelling public and the council’s workforce Residents and drivers will be informed before the works begin A leaflet will be sent to residents impacted by the works and advance warning signs will be placed on the roads beforehand any loose stone chippings left behind won’t go to waste Mechanical road sweepers are used to collect up all the loose chippings Then every two years the council hires a giant industrial washing and grading machine to clean all the loose chippings so they can be recycled and reused on the roads the following year The process recycles more than 7,000 tonnes of chippings and saves around £60,000 of council tax payers’ money Local roads which will benefit from the surface dressing programme include: Seabed investigations using a remotely operated vehicle (ROV) are scheduled to start at the site of Ørsted’s Hornsea Three offshore wind farm in the UK on March 1 The DP vessel is expected to mobilize in Rotterdam on February 26 and begin survey works on March 1 Ørsted was awarded a Contract for Difference (CfD) for Hornsea Three in July 2022 Hornsea Three was the largest single offshore wind farm in the world Hornsea Three was awarded 1,080 MW capacity in the UK’s AR6 auction in September 2024 The areas affected by the warning in Whitby are the harbour area including Abrahams Quay High tides and forecast weather conditions are expected to cause flooding Today We will continue to monitor levels closely as large waves and sea spray will be dangerous There are also Flood Warnings in Bridlington for Harbour Road and the Floral Pavillion and the South Pier.  for Harbour Road and the Floral Pavilion reads: High tides and strong winds are expected to cause flooding from overtopping waves and wind-blown spray between 5:00PM and 7:00 PM today Flooding is expected to affect areas around Harbour Road and the Floral Pavilion Flooding is expected to affect areas around the South Pier Chicken Run Jetty and adjacent car parks off South Cliff Road There is also a Flood Warning for Hornsea: High tides and strong winds are expected to cause flooding between 4:30 PM and 8:30PM today Flooding is expected to affect areas on Marine Drive Hornsea Burton Road and along Stream Dike and Foss Beck There are also Flood Alerts for the Yorkshire Coast between Staithes and Whitby including the tidal River Esk and also Skipsea further down the coast Helix Energy’s marine contracting business unit Helix Robotics Solutions has been hired by Seaway7 the renewables unit of Oslo-listed Subsea7 for the burial of inter-array cables at Ørsted’s Hornsea 3 offshore wind farm in the UK which will be managed from Helix’s offices in Aberdeen includes the burial of all 192 inter-array cables The Houston-based company said it plans to utilise the construction support vessel Grand Canyon III with the T1500 jet trencher a work-class remotely operated vehicle and associated survey services The contract is expected to last over 300 days and should start in the third quarter 2026 Helix’s executive vice president and chief operating officer said is one of the company’s largest trenching deals The Hornsea 3 wind farm is located 160 km off the Yorkshire coast it will become the largest individual offshore wind farm to date and will bring the total capacity of the Hornsea offshore wind zone to 5.4 GW They should be bright yellow so they are visible in the ocea.. for more than four decades has called time on his career early due to concerns including unsafe launching and landing conditions said the poor condition of the beach and its slipway were major factors in him deciding to come ashore The beach-launched fleet uses tractors to run down a slipway and across the sand over the past three years the beach has seen widespread depletion of the sand – which local fishermen say is putting both safety and livelihoods in danger (FN ‘Beach-launched fleet threatened by loss of sand’) “I made my mind up around August that I’d had enough,” Alan Stead told Fishing News couldn’t get the days at sea – and the state of the ramp and the beach is an absolute joke I was hoping to slowly wind down and get a couple of years off it – but it was so bad it became unfeasible.” who sold his vessel Karmalor H 1123 late last year said the beach is now unrecognisable from when he first started working out of Hornsea You never had to worry about the state of the beach Karmalor H 1123 pictured on the sandy beach at Hornsea in March 2012 “From the top of the wall down to the bottom of the sand is now around 12ft to 14ft you could step off that wall onto the sand – a foot below That sand was a third of the way down the beach Now it’s just like the moon – there’s rocks This is causing access issues with the slipway with safe launching and landing heavily restricted and you’re unable to get ashore for X number of hours then it becomes an issue,” Alan Stead told FN “We nearly lost the boat on the beach just before Christmas The process is to reverse the boat back into the water and then line up with the ramp – you can’t get up the sides of the slipway because they’re too steep “We hit the beach and got the boat on the trailer and it rocked the boat on the trailer to one side My crewman had to back the boat into the water to get it off the trailer Alan told FN that he expects another two or three fisherman in the Hornsea fleet to come ashore permanently within the next couple of years He believes the installation of wind turbines or nearby dredging – and not natural erosion – could be factors in the depletion of sand The current condition of the beach and slipway at Hornsea Fisherman Andy Faichney told FN: “The vessels are in danger crew are in danger and people’s livelihoods are in danger – and nobody wants to address the situation.” and told FN that the issues were also impacting crewing we didn’t really have to worry about what time we launched or came in we’ve got to try and look for somewhere on the beach with a bit of sand on it because we have to work out where we can bring the boat in safely without smashing holes in it,” he said “You’re talking 14-hour days to be able to launch and come back in at the right sort of time the boat had to sit there for four hours at sea with nothing to do but after the final haul they had to sit at sea before they could actually get back onto the beach That doesn’t take long to annoy crewmen – regardless of how much you’re earning If you’re sat in a cold boat for four hours East Riding of Yorkshire Council carried out remedial work to improve the slipway A spokesperson for the council told BBC Look North that it was aware of further problems caused by low beach levels – but that currently funds aren’t available for a long-term solution who also voiced concerns over the management of the fishery the issues have brought a premature end to a long career “I loved going to sea – that’s all I lived for I won’t miss it one bit – it was just too much in the end Sign up to Pathogenic Avian Influenza A 3km protection zone and a 10km surveillance zone have been declared around the farm and all poultry on the premises have been humanely culled “All bird keepers must remain vigilant and practise stringent biosecurity to protect the health and welfare of their birds,” “Avian influenza (‘bird flu’) has been confirmed in poultry at a premises in East Riding of Yorkshire Immediate steps have been taken to limit the risk of the disease spreading and all remaining poultry at the farm will be humanly culled “The UK Health Security Agency (UKHSA) has confirmed that the risk to the general public’s health is very low and the Food Standards Agency (FSA) has said that bird flu does not pose a food safety risk for UK consumers “Winter is a greater risk period for avian influenza and this case demonstrates that now is the time if you are a bird keeper to ensure you have very robust biosecurity Bird keepers must remain alert for any signs of disease and report suspected disease immediately.” There is more information about the protection and surveillance zones at of Ørsted the world’s leading sustainable energy company with support from VolkerStevin and VolkerTrenchless Solutions The project includes the installation of 208 km of onshore cables across a 52km long route linking the offshore wind farm from its landfall at Weybourne in Norfolk to the Norwich Main National Grid Substation This extensive contract includes a range of civil works associated with cable installation The project is due to be completed around spring 2026 The first delivery of cables in February 2024 marked a significant milestone Meticulous planning had been undertaken to ensure the seamless transition of each drum to its designated position within the site yard facilitating efficient transportation to the project site in the correct order.  The project received an outstanding score of 45 points out of 45 by the Considerate Constructors Scheme The site team achieved this high score by demonstrating how it protects the environment and provides a wide range of social value enterprises.  Hornsea 3 will significantly contribute to the UK Government's ambitious goal of reaching 50 GW of operational offshore wind capacity by 2030 as outlined in the British
