Three buildings proposed next to three planned Segro facilities
An application has been filed to develop a data center campus outside London in Iver
Thorney Lane LLP has filed with South Bucks County Council for a proposed data center development comprising up to 90,000 sqm (968,750 sq ft) of floorspace at the Thorney Business Park on Thorney Lane
The proposal is for three data center buildings up to 25m tall
The real estate giant is known to be developing data centers on an adjacent plot of land that is also part of the Thorney Lane Business Park
First announced in 2022, the Segro Iver data center campus at Thorney Road Business Park will comprise three buildings offering 990,000 sq ft (92,000 sqm) of space. The company received the green light for the first three buildings earlier this year
The 18.6-hectare site is located approximately 5 km east of Slough
It is bound to the north by the Grand Union Canal
to the west by the remaining area of the Thorney Lane business park
The site was used for gravel extraction until the 1960s when it was filled and used for industrial purposes
Real estate firm Greystoke had been hoping to develop a data center campus in Iver but saw its proposals rejected twice. The application is now being reconsidered under the new Labour government
CyrusOne first filed for permission to redevelop the Shannon Group headquarters, located on Dromenagh Farm on Sevenhills Road into a data center campus known as the ‘Iver Heath Data Park’ project back in October 2022
The original filing aimed to see the existing 5,850 sqm (7,000 sq ft) property redeveloped for up to 63,000 sqm (678,000 sq ft) of data center facilities in a plot of 16.59 hectares
The site will have 10 data halls across six buildings supporting around 90MW of capacity
The project would include a new on-site substation
The refiled statements seem to follow a similar goal
The application notes the site would use outdoor air for ‘free’ cooling when external conditions are suitable
The site currently consists of multiple large buildings
The Shannon Group also operates helicopters and a motor racing team from the site
and logistics base for the previous 30 years
the Shannon Group provides civil engineering
The company has occupied the site for more than 20 years; a number of smaller companies also occupy smaller parts of the proposed site
Part of the property has been occupied by Living Props

A proposal for another data centre in Iver has been put forward to Buckinghamshire Council
Data centre provider CyrusOne has put in a plan for the to provide a new ‘hyperscale’ data centre and training centre in Iver Heath
A hyperscale data centre is a large-scale facility designed to support the needs of major technology companies and cloud service providers
the applicant plans to redevelop land at the Shannon Group Headquarters and adjacent sites bounded by the Denham Road
The external area of the building is planned to be 69,110sqm
A large part of the site is occupied by the Shannon Group
who use it primarily as a demolition and haulage facility
Part of the adjacent land is a ‘landfill’ site
The site is also used as the flying base for helicopters
Also included is land currently occupied by Living Props which supplies mechanical and faux trees

There is the potential to improve the Bridleway crossing point on Denham Road to make it safer for people to use by installing a crossing
there is also the potential to create a connection on the west side of Denham Road between the Bridleway and the path network on Iver Heath via the existing footpath on the west side of the Denham Road bridge
The data centre is also set to have a green roof
which is set to have an ‘extensive biodiverse planted area and is designed to ‘integrate the building within the landscape.’
The submission of this application follows the withdrawal of an earlier application at the site for the same description in May this year
This was to take a second look at some of the design features
following consultations with Bucks council and other consultees

Thames Valley Police is appealing for witnesses to the incident which took place at 5.35pm
A grey Ferrari 812 left the eastbound carriageway of the A412 Uxbridge Road in Iver
between Billet Lane and the Crooked Billet roundabout
The vehicle collided with a tree and the driver died at the scene as a result of his injuries
Investigating officer PC Mary-Ellen Caswell of the Roads Policing Unit
said: “This tragic incident occurred in the early evening on Saturday and appears to have been a single vehicle collision whereby the car left the road and struck a tree

has intervened on several appeals in the area
She will decide the fate of another Iver data centre as well as two film studio plans
Her decision notice on the Court Lane appeal said – despite causing harm to greenbelt – the plan was in an ‘optimal location’ with a ‘lack of clear alternatives’ in the Slough area
Mrs Rayner found in favour of planning inspector Thomas Hatfield’s decision
‘[Mrs Rayner] agrees with the inspector that failure to meet’ the need for more data centres ‘could have significant negative consequences for the UK digital economy’

citing harm to greenbelt land that planning officers considered was ‘not clearly outweighed’ by special circumstances
Affinus Capital appealed the decision to the Planning Inspectorate in February this year – a government organisation that rules on planning appeals
where inspector Mr Hatfield found in favour of the plans
Mrs Rayner stepped in to ‘recover’ the appeal
giving her the final say – though her decision had to take into account a report by Mr Hatfield
Her decision notice said the Court Lane plans were ‘inappropriate development in the greenbelt’; would cause ‘loss of openness’; and ‘some harm’ to it
‘despite its height and width’ the data centre’s effect on the appearance of the area would be ‘relatively limited and that any harm to the landscape would be minor’
A listed farmhouse building on the development site was also considered in the appeal
The decision notice said that although the 18m tall buildings would ‘dwarf’ the farmhouse
it was already ‘hemmed in’ by industrial buildings
The notice cited ‘the need for new data centres’
‘reduction in HGV movements [at Court Lane]’
and ‘investment and job creation’ as reasons for approval

the ‘Iver Heath Data Park’ project would redevelop the Shannon Group headquarters
located on Dromenagh Farm on Sevenhills Road “to provide a new hyperscale data center
training center and associated infrastructure.”

The landowner and company behind the development have been redacted on a small number of documents
with Montagu Evans LLP acting as the agent for the project
a number of other design and planning documents for the project list CyrusOne as the client; further documents suggest the company has been planning the development since at least early 2021
The facility would be built into the landscape and include a ‘green roof’ to mask the facility
The company aims to develop an ‘Edible Landscape’ orchard along public pathways for local walkers
The project would also include on-site solar panels
The training center is designed to accommodate ‘specialist data center equipment to facilitate training in partnership with local education providers,’ similar to the model developed by CyrusOne with UTC Heathrow
The filings say the facility would “help meet the pressing need for further capacity within the Buckinghamshire area and more widely.” The company has secured power connections with SSE totaling more than 160MVA

the documents made reference to the need for availability zones from some cloud customers and the proposed data center’s location between existing AZ’s in Slough and Hayes

Buckinghamshire Council sent the Levelling Up Secretary a request in mid-December to be allowed to use its land at Iver for non-Green Belt purposes under the 1938 Act
The application for the services just north of the A4007 Slough Road between junctions 15 and 16 of the M25 overbridge was approved by the council’s Strategic Sites Committee in September
the proposals must go before the Secretary of State
who will decide whether to give permission for the development on Green Belt land or call it in
whether the council can use its land for the motorway service area
Plans for the services include a food court
petrol station and more than 1,000 parking spaces
Access will be created from a new interchange off the M25
while a new flyover will be joined to the Slough Road
The proposals are massively unpopular in Iver
which has been “betrayed” by Bucks Council over the plans
Scores of residents have objected to the new service area due to its impact on the environment and councillors from across the political spectrum have criticised the plans
the Liberal Democrat Parliamentary Candidate for Beaconsfield
claimed the council had disregarded local residents’ opposition to the services
She told the Local Democracy Reporting Service (LDRS): “What worries me most is this pattern we’re seeing of Bucks Council ignoring the common sense and the knowledge that the local people have when it comes to the decision about the Green Belt
“I am really conscious that the council is not impartial here because this is their land
so they stand to gain financially from the disposal of the land and the deal with Welcome Break
“The residents in the south of Buckinghamshire feel like this land is being sold off to prop up council spending happening 50 miles away in the north of the county.”
the council quietly announced it intended to dispose of land and buildings at Iver’s Round Coppice Estate and Mansfield Farm on its website and in a notice in the Slough Observer in September
Welcome Break would lease the land from the council
while the council would remain the freeholder
A land Registry document shows that the council signed a 2019 agreement for a lease with Welcome Break and its parent company Appia
which also controls Colne Valley Motorway Service Area Ltd
the company set up to apply for the new services

Paul Griffin questioned the process of approving the services
He told the LDRS: “You don’t know what has gone on in the hushed room before the meeting
“I would hate to imply that there is anything inappropriate going on
But you have also got to look at the fact that the majority of the Strategic Sites Committee are Conservative
“There could be a party view about the way they would like things to turn out
“The public sentiment is still very strongly against anything like the motorway services in that area
“Because it is a place where people walk their dogs and go for a walk
They are going to lose that opportunity.”
Conservative Councillor for Iver Wendy Matthews added: “I feel that it is prime Green Belt
It is in a very narrow strategic location between Iver and Uxbridge and it should be protected.”
Chair of the council’s Strategic Sites Committee
said: “The Strategic Sites Committee at Buckinghamshire Council considered two applications for a motorway services area between junctions 15 and 16
it was deemed that the proposed Iver Heath application was less harmful in terms of the Green Belt and landscape visual impact
“The process the committee follows in determining these and any other planning applications is clearly set out in nationally set planning law and due process has been followed at all times during this process.”

A Co-op spokeswoman said: “We can confirm that there was a ram raid at our Iver Heath store in Slough in the early hours of Monday morning
“Fortunately no store colleagues or customers were present at the time.”
She added: “We would ask anyone with information about the incident to come forward
“The store is currently closed whilst we assess the damage caused and we apologise for any inconvenience this may cause.”

Iver’s Village Bakery made a celebratory cake for the school and Iver Flowerland donated a rose for the school to plant in their grounds
The school also performed a series of concerts with music from the last 50 years and posed for an aerial photo in which they spelt out IHJS 50
sent the school a good luck message for the concerts and wished them congratulations on reaching their jubilee
Headteacher Daniel Knuckey said: "I'm very privileged to have been appointed headteacher of this wonderful school
"It was truly breath-taking to see the pupils

The National Grid is planning to build a new electricity substation in Iver
The energy firm already has a substation at Six Acre Farm but it says an additional facility is needed due to a large number of projects in the Iver area
Plans are being drawn up to construct a new facility
Two consultation events are planned in Iver next month where members of the public will get the chance to provide feedback on plans
National Grid senior project manager William Duncan said: “This new substation is an important and necessary part of meeting our duty to connect projects to the grid
and to reinforce the network to be able to provide clean power to the region in the future
“We’re also keen to ensure the project has a long-term positive impact on the local community
and National Grid has a strong reputation for giving back to an area – from supporting local organisations

The energy company said it understands the concerns residents may have about new infrastructure but it added it is committed to making a positive impact within the community

A plan for a large data centre in Iver greenbelt land has been refused at appeal after being escalated to the Secretary of State
It is also bounded by the River Colne and the site lies within the Colne Valley Park
It is about 52.4 hectares and the main part is ‘dominated by large expanses of open grassland’
Data centres are effectively warehouses for IT infrastructure – containing computer servers handling the increasing amount of data used in modern life
as the new data centre would have been known
was set to make up 163,000sqm across three buildings
This scheme included the creation of parkland
Applicants Greystoke Land showed the scheme would support about 370 full time jobs
with a wage bill of around £20million – and up to 30 per cent of these would be made available to Bucks residents
Detractors feel this site currently stops the unrestricted sprawl of large built-up areas; prevents neighbouring towns merging into one another; safeguards the countryside from encroachment; and preserves the setting and special character of historic towns
Greystoke believes that the site performs a ‘minor’ or ‘negligible’ role in these priorities
But Buckinghamshire council refused the application
feeling it would constitute inappropriate development in the greenbelt – causing Greystoke to seek an appeal
the company made a second application for the same site last year
which was refused in May (PL/22/3491/OA) while the other appeal was ongoing
Greystoke felt the perceived harm of its proposed landscaping was previously ‘exaggerated’ and sought to demonstrate this
believing this would alter the planning balance
The company also believed the council ‘dramatically underestimated’ the depth of the ‘immediate need for data centres’ and its importance in the UK economy on a global scale
Not only was this second application refused
but two separate central Government departments sided with Bucks council
The planning inspectorate agreed with the council on its greenbelt stance – and furthermore
the Secretary of State upheld the inspector’s decision
The Secretary of State’s letter backed several of the inspector’s key evaluations
These noted that the neighbouring West London Industrial Park (WLIP) boundary ‘forms a firm physical and visual barrier between the built-up area of Greater London and the open land beyond.’
The buildings’ size and bulk ‘would be emphasised’ by the buildings being significantly higher and bulkier than those on the nearby WLIP
fencing and access roads to the site ‘would be perceived as being occupied’ 24/7 – in contrast with its current unused and open character
Proposals ‘would significantly alter’ the character of the site from a rural location to an area ‘dominated’ by large buildings surrounded by fencing
It would lead to ‘the unrestricted sprawl of a large built-up area,’ the Secretary of State agreed
The loss of greenbelt land between Uxbridge and Slough ‘would contribute to the diminution of the gap’ between them
Both the inspector and Secretary of State acknowledged ‘significant and substantial demand’ for new data centres in the Slough wider area
They accepted it would have made ‘a significant contribution to the UK economy’ and the creation of well-paid permanent jobs ‘should carry significant weight’ in evaluating harm versus benefit
“The Secretary of State has taken into account the appellant’s conclusion that there is no alternative site in [the wider Slough area] currently available,” the letter reads
“The council agreed it had not identified any alternative sites for a hyperscale data centre
there are other Availability Zones within London which are not within the greenbelt
“No analysis of sites that might be located in other Availability Zones in London has been undertaken.”
the Secretary of State ‘considers that the other considerations … do not clearly outweigh the harm to the greenbelt and to the character and appearance of the area.’
Very special circumstances ‘do not exist to justify permitting this development’ in the greenbelt – and that the appeal ‘should be dismissed and planning permission refused.’
The only way for Greystoke to now overturn this decision is by making an application to the High Court within six weeks of the Secretary of State’s decision

"Protecting the greenbelt in the Ivers is a top priority for me," she said
"This was an inappropriate development in this location
that could have been brought forward on any available brown field site along the M4 corridor
"It is perfectly possible to balance strategic planning decisions with protecting our green spaces
"I will always stand up for the Green Belt
preserving it matters not just to my constituents but to the huge number of Londoners for whom places like Buckinghamshire provide access to the countryside."

Plans for the Iver Data Centre in Buckinghamshire
were proposed by developers Greystoke Land and Altrad Limited
The plans were for the development of three buildings on a former landfill and quarry site of around 52ha on Slough Road and Iver Lane
Developers behind the scheme say it would have created 370 jobs
refused planning permission on appeal on behalf of the housing secretary
Buckinghamshire Council refused the initial planning application for the scheme which
according to estimates made by the developers would have been worth £2.5bn to the UK economy and created 370 jobs
An appeal on this refusal made on behalf of developers Greystoke Land and Altrad Limited was recovered for decision by Gove last December
The reason given for the application’s recovery was that the proposal was for “significant development in the Green Belt.”
which is acting on behalf of Greystoke Land and Altrad
explaining the plans would “significantly harm” the view of the Green Belt from the M25 and would lead to “unrestricted sprawl of a large built-up area”

The letter states: “The Secretary of State agrees with the Inspector that overall
the proposal would significantly harm the openness of the Green Belt in this location
But Rowley did concede “there is a significant and substantial demand for new data centres” and that “the provision of data centres would make a significant contribution to the UK economy”
A spokesperson for the Department for Levelling Up
Housing and Communities declined to comment further

A barn fire in Iver Heath meant 11 fire engines were deployed to the site at the height of the incident
Buckinghamshire Fire and Rescue Service say they were also joined by five police officers from Thames Valley Police during the incident
Crews from fire stations in Gerrards Cross; Slough; Beaconsfield; Hayes; Ruislip; Maidenhead; Heathrow; Hillingdon; Langley; Bracknell; and Aylesbury attended the scene when the fire was at its most intense
The emergency service have described the incident - with the report revealing that the barn was 'well alight' when the fire engines arrived
The barn contained 'a number' of vehicles - including a forklift truck
bales of hay and cylinders of liquified petroleum gas
Bucks Fire and Rescue say the barn was 50% damaged by fire - and 100% damaged by smoke
While the emergency services were in attendance
with Thames Valley Police managing traffic
Firefighters remained at the scene to make sure the barn was fully damped down

Two months of roadworks may force the Iver Heath pub owner to close for good
An Iver Heath pub says it is facing closure after sales halved due to roadworks

He said he was given two days’ notice before the works commenced in front of the pub

He said: “We’re not opening up the pub now until quarter to one
It’s just not worth switching everything on.”
Buckinghamshire Council’s cabinet member for transport
said: “These roadworks are not being carried out by Buckinghamshire Council
but by Blu-3 on behalf the utility company UK Power Distribution
“The council can impose certain conditions on pre-planned works such as hours of operation and we can enforce breaches
but noise levels would not normally be included unless the works were being carried out outside normal working hours
“We will however ask Blu-3 to ensure that they have ‘Business Open As Usual’ signage placed out along the affected routes
“There is no legal requirement for works on the highway to be advertised unless a Temporary Traffic Regulation Order (TTRO) has been issued
we do always recommend that any work that affects residents and businesses will be advertised for those in the immediate area
“Blu-3 has assured us that letter drops were carried out and that advanced warning signs were placed out on the network.”
A Blu-3 spokesperson said: “We have been working over the last nine months to ensure the smooth
efficient delivery of roadworks on Church Road and to minimise disruption to residents and businesses as far as possible
“We have recently contacted the businesses with premises on Church Road to discuss this ongoing work and to work with them to find a satisfactory solution.”

is expected to create 3,500 jobs and will include a 350,000 square foot visitor attraction

Star Wars: The Rise of Skywalker and Mary Poppins Returns were some of the films partly shot at the studios
Pinewood Group Chairman Paul Golding said: “The Government and Buckinghamshire LEP have recognised Pinewood Studios as a major economic asset to be enhanced with the creation of a screen growth hub for the UK.
“We are pleased to be able to respond with this scheme. We have been looking at a visitor experience for some time and feel that now is the right moment to bring it forward.
“The project will strengthen UK film and bring much needed jobs and spending. We hope our planning application will receive widespread support.”
The Pinewood Group is preparing the application and will start consultations with the local community and wider stakeholders next week

A 27-year-old man has been jailed after breaking into two offices in Buckinghamshire
was sentenced to two years and four months in prison at Aylesbury Crown Court on Monday after he pleaded guilty to two counts of burglary
He was also ordered to pay £900 in court costs and a £120 victim surcharge
Johnson broke into an office in Wexham Park Lane
the 27-year-old broke into an office in Norwood Lane
where several items of jewellery were stolen
Johnson was arrested and charged in connection with both offences on September 23
Case investigator Jonathan Brewer said: “I am pleased with the outcome of this case
“The evidence against Johnson was very strong so I am not surprised that he pleaded guilty to two of the offences
“I hope the sentencing sends out a clear message to anyone who thinks it is acceptable to commit burglaries in Chiltern and South Bucks
Such behaviour will not be tolerated and we will continue to pursue those responsible.”
