Police are urgently appealing for information after the collision in Llethri Road in Llanelli
and are looking to speak with two other E-bike riders who were in the area
The incident occurred at around 8.50pm on Saturday
Dyfed Powys-Police confirmed the male rider of the E-bike has died
His next of kin have been informed and are being supported by specially-trained officers
The road remained closed while accident investigation work took place
Officers are urgently seeking to speak with riders of two other E-bikes who were reported to be in the area at the time of the collision
Both riders were believed to be wearing face coverings and one was wearing a yellow jacket

Carmarthenshire will commemorate the 80th anniversary of Victory in Europe (VE) Day with a number of special events and tributes taking place across the county
the Union Jack flag will be flown outside County Hall in Carmarthen
County Hall will be illuminated on the evening of Thursday
Residents and visitors are invited to take part in the wide range of events happening across Carmarthenshire to commemorate the 80th anniversary of VE Day
The celebrations include a variety of activities such as coffee mornings
Pembrey Country Park will mark the occasion on May 4 and 5 with a Second World War Weekend and a 1940s Home Guard display
In Carmarthen, the public are invited to gather at the bandstand at the town park in Morfa Lane
Carmarthen Symphonic Wind Band and vocalist Llinos Watkins will perform a selection of well-loved wartime favourites at the park's bandstand - perfect for a singalong or simply soaking up the atmosphere
It will be followed by the lighting of a beacon
Llanelli's Royal British Legion branch will hold a special service at St Elli Parish Church followed by the lighting of a beacon
The evening will start at 6.30pm with bell ringing and a service at 7pm
with a beacon being lit at 9pm in the church grounds
Another key event will take place between May 3 and 9 at Parc y Bocs Farm Shop and Cafe in Kidwelly
where a free mobile Second World War Museum will open its doors to the public over the week
The father and son-led mobile museum filled with memorabilia from the Second World War and top Hollywood productions about the conflict
Seimon Pugh-Jones and his disabled dad Stephen from Meinciau started working on an innovative project to help them with mental health issues
What blossomed is a fascinating mobile tin shed museum
which has two large doors on one side which reveal a stage filled with American military items
from uniforms to other wartime paraphernalia
The other side has been made to look like a bakery which Seimon's great grandmother worked at in Pontyates in 1914 - which was also a tin shed
Seimon said that since launching in the spring last year
The seeds of it also stretch back to Seimon's time working in the wardrobe department on the 1998 Steven Spielberg blockbuster film Saving Private Ryan and his 2001 mini-series Band of Brothers - on which Seimon did some camera work using an old old 16mm camera - which impressed both Spielberg and Tom Hanks so much that they thought it was actual wartime footage
At the start of the year, Hanks sent a letter to Seimon - typed on an old fashioned typewriter
which he is known to have a fondness of - wishing him all the best with the mobile museum
All of these events will bring communities together to reflect

Cllr Phillip Hughes said: "VE Day is a time for us to come together as communities to remember the bravery
and sacrifice of those who served during the Second World War
This 80th anniversary is especially poignant
as we continue to honour a generation whose legacy shaped the world we live in today
I encourage everyone to take part in the events across the county and ensure these stories live on."

Llanelli Town’s JD Cymru South title celebrations were put on ice as the Reds were held to a 1-1 draw by Afan Lido at Stebonheath on Friday night.

took the lead on 54 minutes when John Hall’s looping ball into the box was headed in by Liam Griffiths.
Lido came close to a second when Jackson Hall’s header was cleared off the line
but Llanelli soon started to pile on the pressure and got their reward in the 81st minute when Louis Gerrard’s strong header played in Liam Eason who kept his composure to finish through the legs of Ben Haines for his seventh goal in his last five matches.
Lido are now two points above the relegation zone with two games to play
while Llanelli remain four points clear at the top of the table after second-place Trethomas Bluebirds were held to a 0-0 draw at home by Cambrian United.
It was a second consecutive goalless stalemate for the Bluebirds
who had the better of the chances in Ystrad Mynach – with makeshift striker Thomas Gameson coming closest late on when his header was tipped over the bar by Cambrian goalkeeper Morgan Davies.
It means that victory for Llanelli away at Cambrian on Friday will secure the title for the Reds
while Trethomas travel to Afan Lido on the same night.
Penrhiwceiber Rangers continue to dream of maintaining their second tier status after Harvey Hughes’ stoppage time goal earned a 1-0 win away at Caerau Ely on Friday night.

while Thomas got on the scoresheet himself with 12 minutes of the game remaining to wrap up a third win in five matches for the Dragons who are into the top half.
Goytre United’s survival hopes look slim after they were beaten 2-1 at home by Ammanford on Friday night.
The game was goalless for over an hour until Ammanford substitute Macsen Llewellyn received a flicked pass and fired home for his first goal for the club in the 72nd minute
before Matthew Fisher doubled the lead six minutes later by cutting inside and producing a superb finish into the top corner.
Drew Perrett pulled a goal back for Goytre from a tight angle in stoppage time
but it was not enough to save the hosts from a falling to a defeat which leaves them four points adrift of safety with just two games remaining.
Newport City made it five league wins in a row with a 2-1 comeback victory at home against Llantwit Major on Friday night.
Major broke the deadlock just three minutes after the break as Ioan Emanuel rose highest to meet a corner but Newport were level two minutes later when Kofi Rowe produced a clever lob over Jack Lansdown.
The turnaround was complete shortly after the hour mark when Richard Noyes’ long throw into the box was headed home by Lathan Garrett.
Pontypridd United ended their four-match losing streak with a 3-1 win away at Taffs Well on Friday night.
The Dragons made a stunning start to the game as Kieran Lewis fired home with less than a minute on the clock
before turning provider to set up Dan Griffiths two minutes later
Lewis grabbed his second of the night and Ponty’s third just before the half hour mark.
Goncalo Ferreira pulled one back for Taffs Well just before half-time – with an assist from goalkeeper Shaun Gardiner – but a goalless second half ensured that the visitors took home the three points.
The points were shared between Carmarthen Town and Trefelin in a 1-1 draw at the LHP Stadium on Saturday.
The Old Gold led at half-time thanks to Lee Surman’s 29th-minute header
while goalkeeper Lee Idzi maintained his side’s advantage by saving a penalty in the 70th minute.

The Reds knew that the title would be theirs if they matched or bettered Trethomas Bluebirds’ result at Afan Lido
but found themselves behind after 21 minutes as Cambrian forward Josh Allen haunted his former club by coolly slotting past Scott Coughlan.
Yet there was good news to come from the Marston’s Stadium as Jon Hood bundled home from close range to give Lido the lead three minutes into the second half.
with their defeat confirming Llanelli – who had kicked off 15 minutes later – as champions despite the Reds still trailing in the Rhondda.
Liam Eason sparked wild celebrations in the 89th minute as he lashed home a loose ball to equalise after Cambrian failed to deal with a corner – the striker’s 10th goal in 11 league games since joining Llanelli in January.

Dan Griffiths opened the scoring inside just 12 minutes
before the striker headed home from close range to double the advantage on the hour mark.
Goytre’s woes increased 15 minutes later as Iwan Batcup was shown a straight red card
before Griffiths completed his hat-trick late on by receiving a pass from Josh Backhouse and firing beyond Luke Jones at the near post.
It means that Cwmbran Celtic and Penrhiwceiber Rangers will battle it out on the final to avoid being the third team to drop into the third tier.

Danny Hillman fired the hosts ahead in the 12th minute with a low drive into the bottom corner from the edge of the area
before teenage substitute Mckenzie Thompson – who had only been on the pitch for two minutes – sealed the win in the closing stages as he met Harvey Sing’s cross at the back post and headed home from close range.

Penrhiwceiber Rangers moved level on points with Celtic following a 1-1 draw at home against Ammanford on Saturday.
Rangers found a crucial breakthrough on 55 minutes when Harvey Hughes was fouled in the box and captain Warren Jones calmly converted from the penalty spot.

Llanelli Town are confident their promotion to the JD Cymru Premier will be rubberstamped this week when the Football Association of Wales Tier 1 Licences are announced
The Reds secured the JD Cymru South title last Friday with a 1-1 draw at Cambrian United while title rivals Trethomas Bluebirds lost
The club are now waiting on being granted a FAW Tier 1 Licence – required to play in the top flight – which will be announced on Tuesday
but we've secured that Championship win," chairman Wayne Stephens said
"We're waiting for Tuesday and the Tier 1 licence outcome
"The licence is broken down into several categories
structure of the club and how the club is run
"It's quite complex but I'm happy we've submitted it and we'll see the outcome on Tuesday."
Llanelli won the Welsh Premier title in 2008 and were runners-up on three occasions
Should Llanelli be granted a Tier 1 Licence they will return to Welsh football's top-flight for the first time since the 2018-19 season
"Llanelli's a rugby town and we're fighting the battle to get football on the map," Stephens told the BBC Radio Wales Sport Phone In.
"It's going to be massive if we do it and we've got to stay up and stay there with the restructuring going on within the Cymru Leagues in 2026-27
"We're all volunteers – none of us are employed – and we work really hard behind the scenes to get everything right structurally within the club
"We're trying to make that day out – it's not just about going to watch a football match

“I think to date definitely,” he responded when asked if reaching the Welsh Cup final would be his greatest achievement of his career
“It’s a toss-up between that and winning the Cymru South potentially this season
I’m hoping to reach the final and then we can kick on with the remaining league games as well.”
The experienced midfielder was handed the captain’s armband upon signing at Stebonheath and has been a virtual ever-present since – making his 100th appearance for the club in last weekend’s 3-1 win over Caerau Ely
“Being the captain of such a prestigious club is a big honour of mine,” Hopkins said
“I’m really proud to be the captain and I’m hoping to captain them to the Cymru Premier
It’s a big achievement for me to reach the 100 milestone
“In terms of what’s kept me at the club
it’s the ambition to get into the Cymru Premier and we are very close at the moment and that’s the plan to get there
I’m looking forward to the last few games of the season now.”
Hopkins was brought to Llanelli by Lee John eight months after the manager was appointed at Steboneath
while he also played under at John at Goytre United
“I’ve played under Lee for a very long time now,” Hopkins said
“He’s been great with me even down at Goytre (United)
It’s been good working with him and he’s obviously doing a good job considering where we are at the moment.”
Llanelli last faced Connah’s Quay Nomads in the fourth round of the JD Welsh Cup in the 2022/23 season

Hopkins is in search of redemption after he missed a penalty in that tie with the Nomads going on to score a second goal shortly after that
while it is 15 years since the Reds last defeated the Flintshire side
The Nomads come in to the game on the back of four straight victories across all competitions. They are in the Play-Off Conference of the JD Cymru Premier and trail Barry Town United by five points with four games left
Hopkins is under no illusion that the match will be tough
but is hoping that they can recreate their fourth round heroics when they knocked out top-flight opposition in Haverfordwest County
“Looking at Connah’s Quay’s league position at the moment
it’s a bit false,” the midfielder said
“Especially with the run of form that they are on at the moment
“We actually came up against them in a cup a number of years ago
We probably would have given them a better run if I hadn’t missed the penalty in that game but we won’t talk about that that
we’re ready and hopefully it will be in place on the day
In the cup run we’ve already faced some of the Cymru Premier teams like Haverfordwest County for example
“We’ve shown we can compete with those teams and beat them
we’ve just got to apply ourselves well on the day and get the job done.”

Those transporting waste without licences or proper documents were targeted

Illegal waste carriers and those flouting environmental legislation have been targeted in a joint operation in an area of Llanelli
Carmarthenshire Council’s environmental enforcement officers joined a multi-agency operation in Bynea
The one day project focused on individuals engaged in illegal waste transportation
including Natural Resources Wales (NRW) and the Driver and Vehicle Standards Agency (DVSA)
In an effort to clamp down on illegal waste activity
the council concentrated on identifying individuals that were transporting waste without the required waste carrier licences or proper documentation
Since 2020 it has been estimated that Waste crime across the UK costs the UK economy £600m every year
Illegal waste crime can take many forms but most often within communities it is recognised it in the form of fly tipping and unlicensed waste carriers often contribute to this as well as environmental pollution across the region
Fly-tipping is a criminal offence and if caught you could be fined up to £50,000 or face imprisonment
It includes anything from general household waste
As well as commercial and industrial waste

Carmarthenshire Council said the collaborative effort taken to combat illegal waste carriers and associated issues
highlights the importance of joint operations in disrupting criminal activity and protecting communities and the environment from harm

Plans to house homeless Armed Forces veterans at the former Raffles nightclub in Llanelli have been put "on hold for the foreseeable future"
Helping Homeless Veterans-UK was granted planning permission last month by Carmarthenshire Council to transform the derelict old nightclub in Murray Street into 16 self-contained
one-bedroom flats for ex-service personnel
which is in a prominent town centre location
has been empty for more than 20 years and is currently owned by Carmarthenshire Council
The county council has agreed to give the charity a 25-year lease once the current lease
held by another party ends in two years time
Helping Homeless Veterans-UK says it is disappointed
claiming that the current leaseholder now wants £100,000 before handing over the remainder of the lease - this is despite the charity arguing that it and Carmarthenshire Council has received written confirmation from the leaseholder that the lease would be handed over at no cost
Helping Homeless Veterans-UK founder and executive trustee David Wood said: "We are disappointed that the the current leaseholder is now asking for £100,000 for the remainder of the lease period
even though they confirmed in writing to both myself and Carmarthenshire Council that the remining lease period of two years would be gifted to our charity
We are now speaking with our solicitors over the matter."
He added: "We have had planning permission from Carmarthenshire Council and the council agreed to granting us a further 25-year lease which they have upheld with our charity."

west Wales has unfortunately been placed on hold for the foreseeable future due to the terms of our agreement with the current leaseholder."
Under the plans for the building there will be a ground-floor hub and communal area where rehabilitation sessions
counselling and employment training will take place

said: "It is disappointing that the plans have now hit this hurdle and delayed
but my hope is that a way forward can be found
because it is such a good development for the town centre
not only for veterans who need accommodation but for the old Raffles nightclub too being brought back into use."
One of the planning conditions is that the accommodation must only be occupied by Armed Forces veterans
An up-to-date register of all occupiers must be kept at the premises
including their date of arrival and departure from the units
2021 to Pass Property Development for demolition of the the former nightclub and build 12 residential care apartments with office space but the project wasn't taken forward
Talks are expected to continue over the lease in the coming weeks

Supermarket chain Aldi has been criticised for plans to shut its store in what councillors are calling one of the poorest areas of Llanelli
Labour town councillors representing the Lliedi ward have hit out at Aldi's announcement that its store in Swanfield Place will close on April 27
but community leaders say the loss of the town centre store will hit people hard
Cllr Sarah Evans said: "This is a hell of a blow to those who do not have a car in my ward who face a far longer journey to travel to do their weekly shop
In particular it will hit the elderly and the most vulnerable the hardest
Llanelli welcomed Aldi with open arms as it brought cheaper prices and competition to the other major supermarket chains."
Fellow Labour Lliedi ward councillor Shaun Greaney said: "Without a doubt the Lliedi ward is one of the poorest areas in Llanelli and district and people can ill-afford to lose this store to our patch
With the shattering impact of rising energy prices and water bills
plus a near 9% increase in the county council's bill to residents
the store was a bit of a lifeline for people who are really struggling to make ends meet. I don't know how people are going to manage now."

He added: "It feels like a betrayal of those loyal customers who spent their money at the store for years

Llanelli Town suffered their first defeat since October as Ammanford won 1-0 away at Stebonheath on Friday night.

Only two top-flight sides are heading into this season’s JD Welsh Cup quarter-finals following more upsets in Round Four.
JD Cymru South side Llanelli Town caused the first shock on Friday night as they triumphed 2-0 against Haverfordwest County
who sit third in the JD Cymru Premier.
The deadlock was broken two minutes before half-time when Bluebirds goalkeeper Zac Jones flapped at a corner and the ball found its way into the net
Llanelli’s place in the quarter-finals – for the first time in 13 years – was secured in the 79th minute as Ethan Cann broke through the Haverfordwest defence and coolly finished past Jones.
Caerau Ely also knocked out top-flight opposition on Saturday as Charlie Lewis’ stoppage time goal saw them triumph 1-0 at home against Bala Town.
The Lakesiders had beaten the Young Guns at the same stage last season
but Dean Wheeler’s side earned revenge in dramatic style as Lewis raced towards goal in the 91st minute and unleashed a shot from outside of the box which beat Joel Torrance via the post to spark wild scenes of celebrations at Cwrt yr Ala Road.
Denbigh Town reached the quarter-finals for the first time in their history with an emphatic 7-1 home win over Llanuwchllyn

Cup holders Connah’s Quay Nomads squeezed through to the quarter-finals with a 1-0 home win against fellow Flintshire side Mold Alexandra.
Mold had already knocked out one top-flight side in Briton Ferry Llansawel in the last round and made life difficult for the Nomads for much of the game
The decisive goal eventually came in the 70th minute when the visitors failed to deal with Callum Bratley’s cross into the box and the ball fell to John Disney to tap in from close range.

An upset looked to be on the cards in the 26th minute when Craig Lindfield put the Seagulls ahead from close range after TNS failed to deal with Cai Owen’s free-kick into the box
but the Saints responded seven minutes later as Declan McManus tapped in following Remi Oteh’s header back across goal.

Crime and Comedy Theatre Company is reuniting with Baker - who was the sixth Doctor in Doctor Who

Llanelli Christmas Carnival takes place on Friday

Families from Llanelli and beyond will come together in the town centre to celebrate the start of the countdown to the festive period
which will include the Christmas lights switch on
The fun will begin at 4pm when the fairground rides open
Llanelli’s Christmas Carnival is one of the largest community Christmas events in Wales
and is delivered in partnership by Carmarthenshire Council
Llanelli Rural Council and Llanelli Round Table with the funfair supplied by South Wales Showmen’s Guild
The volunteers of Llanelli Round Table co-ordinate the carnival parade

The carnival procession will leave Festival Fields
and make its way into the town and arriving shortly after the Christmas lights switch on at 6.45pm
Church Street will be closed from its junction with Murray Street to its junction with Gelli Onn
starting at 5.45pm and this closure will be in place until 8pm
Gelli Onn will also be closed to westbound traffic only
A fireworks display will mark the finale of the entertainment at 7.45pm
while the funfair will remain open until 9pm
Llanelli rural and town councils and Ymlaen Llanelli
run a Christmas lights design competition with the winning design displayed in the town
who took the junior category crown and Lucia Rees from Five Roads School
who was crowned the winner of the infant category
The council's cabinet member for regeneration
Cllr Hazel Evans said: “The countdown to Christmas starts with the festive celebrations at Llanelli Christmas Carnival
which is a wonderful event that brings the whole community of Llanelli together and attracts visitors from afar to enjoy the town’s celebrations

It has taken a lot of hard work from many people over a period of months to put on a Christmas Carnival on this scale

Calls are being made for another location to be considered over controversial plans to relocate the Dyfed Drug and Alcohol Service (DDAS) from Llanelli town centre
Hywel Dda University Health Board wants to move the service from Vaughan Street to North Dock as part of a wider plan by Hywel Dda to house a number of services under one roof as part of a health and wellbeing centre at the former WRW building at Anchor Point
local councillors now argue that former county council offices at the Ty'r Nant building in Trostre should be considered
Plans to relocate DDAS to North Dock as part of the wider wellbeing services were initially rejected by Carmarthenshire Council's planning committee in September 2023
following a planning application by Hywel Dda UHB on behalf of the Dyfed Area Planning Board (APB)
There were scores of objection letters sent to the county council planning department over the proposal
and objectors raised antisocial behaviour fears
and water safety risks for drug users being helped by the DDAS
Health chiefs believe North Dock is still the best place for the new centre despite huge public safety concerns and are challenging the county council's refusal decision on behalf of the APB and lodged an appeal last year with Planning and Environment Decisions Wales (Pedw)
Hywel Dda has said it is looking at Ty'r Nant as a potential alternative following talks with the county council
A full appeal hearing over the North Dock proposals will take place April 30
as councillors had made the case for another location to be considered
Independent county councillors Sean Rees and Louvain Roberts have said the former Ty'r Nant building in Trostre to be looked at as an option
They claim that according to the county council
the building is structurally sound and can be brought back into use should it be considered by the health board
The county council is currently looking at alternative options for the Ty’r Nant property after it rejected proposals by supermarket Lidl to build a new store on the site
along with a drive-through Tim Hortons coffee outlet
The councillors say that while they fully recognise the need for the DDAS service to leave the town centre
it has been highlighted how the nearby beach area which is a residential
tourist and business area in nature is not suitable given there is a children playground and a dock itself which presents a number of health and safety concerns which must be addressed under a duty of care for both clients who would use the service and members of the community
Councillors Rees and Roberts said: "We feel strongly that not all options have been considered
The Ty’r Nant building ticks all the boxes in terms of meeting requirements needed for this service and should be considered
no risk assessment nor that of a community impact assessment have been undertaken (at North Dock). All of us have a duty of care to our residents and to visitors to the area
The health and safety of everyone has to come first."
They added: "Following a review undertaken just earlier this year
evidence has been presented showing an increase in reported crime within the locality
This led to the North Dock area now being covered by a Public Spaces Protection Order (PSPO)
"A very clear message has been sent to the APB
They do not have public confidence on side and their proposal has already been overwhelmingly rejected by both our community and by members of the county council planning committee.
"We will continue to challenge this appeal and are prepared to explore all options available to us
We are now urging all the powers that be to look at the alternative suggestions in the interests of everyone."
executive director of public health at Hywel Dda University Health Board said: “I can confirm that the health board requested that Carmarthenshire Council undertake another property search exercise on behalf of the Area Planning Board in order to identify suitable alternative locations for our intended health and wellbeing centre
"A county council property - the former Ty’r Nant council offices in Trostre - was identified as potentially suitable
that properties in the Trostre area have previously been discounted by the Area Planning Board as it was considered that the location was too far from the town centre and that there was insufficient link to public transport. We intend to visit the site to assess for suitability in the near future.”
A Carmarthenshire Council spokesperson said: "We can confirm that Hywel Dda University Health Board have asked the authority to undertake another property search exercise on behalf of the Area Planning Board."
The Pedw appeal hearing starts at 9.30am on April 30
and a protest has been organised outside the venue from 8.45am
with the community centre to be built in the new year

Llanelli Town Council with the support of funding from the Welsh Government Asset Collaboration Programme will be creating the purpose built venue adjacent to the current changing rooms facility at the park
The first stage will be the completion of pathways and ground works with the construction of the purpose built building following
The project will also involve works to the changing rooms facility in order to enable that building to be brought back into use for Sporting and Community Activity at Penyfan
These works are supported by a grant from the National Lottery
The project has been developed in partnership with community organisations
statutory agencies and local sports clubs via the Penyfan Community Facilities Working Group
The project has been supported by the town council's consultant architects
Lewis Partnership and Penfro Consultancy chartered surveyors
The building will also include a kitchen and solar panels on the roof
Some minor ground works by Lewis Construction is being carried out this month
with the main project starting in January and take six weeks to complete
While construction of the community centre by Wernick will follow and take up to eight weeks
Residents are advised that there is likely to be disruption in use of the park car park during the works
Cllr David Darkin said: "I am absolutely delighted that this community centre will finally be delivered for the people of Penyfan and the Bigyn Ward more widely
This is the culmination of a number of years of work by Llanelli Town Council and dedicated community action in the Penyfan Area
We are grateful to the Welsh Government and the National Lottery for contributing to the project and to all our partners in this endeavour
This project forms part of the whole park approach in Penyfan Park which has in recent years seen the delivery of the Cruyff Court MUGA
football and rugby pitches and improvements to the play area facilities
The project demonstrates the determination of Llanelli Town Council to deliver on providing the best possible facilities for the residents of the Town."
Cllr John Prosser said: "This wonderful project will deliver a facility that can be used by all residents from Penyfan and across the Bigyn Ward to develop activities and facilities in their local area
I look forward greatly to seeing the facility being opened and available for hire."
The store will be the retail chain's first in Wales when it opens next month

A department store chain is set to provide a much-needed boost to a Llanelli's St Elli Shopping Centre when it opens on Friday
The opening of discount shop Boyes - which has more than 70 shops in England selling a large range of items including household products
fashion and footwear - will be the firm's 78th store and its first in Wales
It will be at the unit formerly occupied by Wilko
which was replaced by a CK Foodstore outlet
Boyes was founded in 1881 by William Boyes in Scarborough
a Boyes spokesperson said: "Boyes are confident that the new store will bring something new and different to Llanelli’s town centre and look forward to becoming an established part of the local shopping scene."
Sports Direct and Wilko have all shut up shop in the centre
which has battled to attract shoppers to Llanelli town in the face of the convenience of out-of-town shopping available at Parc Trostre
locals welcomed the news that a part of St Elli was going to be transformed into a late-night food court.

said the addition to Boyes to the town was a positive step
He said: "In the last two years we’ve welcomed distinctive new businesses to the town centre
a record shop and a gaming store in The Tinhouse
We’re delighted to the see the arrival of Boyes to take a large retail unit
For smaller units we understand that there has been a significant demand for the units at the former YMCA building which bodes well for the upcoming units on the Alitalia site and the eight new units to be created on the upper floor of the St Elli centre
we understand there are two applications for new units as part of Carmarthenshire Council's sponsored pop-up initiative that should also open next year."
He added: "This is an innovative way of bring empty properties into use
Together with the proposed new food court at the St Elli Centre
the recent opening of The Red Cow pub and the letting of the residential flats above the former YMCA building
2025 should see a significant increase in footfall in the town centre
The completion of the street scene works in Spring Gardens and Cowell Street will also help."
Mr Timbrell-Hill said there are a couple of common themes behind all these initiatives which the chamber believes should help to retain existing and attract new businesses to the town centre
In particular he said shops and businesses that can offer something extra for shoppers will be a boost
for example live music sessions at the record shop
He added: "Successful town centre businesses will likely deliver service and experiences as well as products and use all channels (social media etc) to market themselves
rather than relying wholly on passing trade
we want to encourage other shops and businesses to think about what they can do in terms of giving shoppers more."
Making the best use of space in the town is also key he said
along with how to use empty shops and units
He added: "We need a variety of spaces suitable for all businesses
turning large units into smaller units and exploring new ways to fund social and community focused developments
every empty unit reduces footfall and damages our perception of the town
We need to bring all units into some use almost irrespective of the immediate financial return
Adding: "If a unit is used in any way it deteriorates less and is more marketable
The pop-up concept fills empty properties at low cost which brings footfall for the town centre as a whole
This may mean persuading landlords to forego rent and it must mean reducing rates which is a significant barrier for new occupants."
Summing up the way forward for the town over coming months and years
Mr Timbrell-Hill said: "Given the number of recent and upcoming developments
the chamber believes that 2025 must mark the start of a new era for Llanelli town centre
It’s up to us all to support these new businesses and bring ideas that will eventually fill every empty unit in town"
Despite the positive outlook he said that traders have given feedback to the chamber that more police presence is needed in the town centre
He said: "There is still a significant concern around antisocial behaviour in the town and we are challenging the lack of a police presence in the centre of town which would help improve the perception of safety by visitors
Of course the increased footfall in next year will also contribute to shoppers feeling safe."

Details of next month’s Remembrance Day parade in Llanelli have been revealed
the town will honour those who have fallen in service over the decades
These will be shut for the parade between 8.30am and noon
pedestrian access for those wishing to reach individual properties in those streetswill be maintained where possible throughout the duration of the closure
Traffic will be diverted to Robinson Street
organisations and others not marching in the parade will take up their respective positions in front of the cenotaph in the town hall grounds
All wreath layers are requested to arrive by 10.15am at the very latest
The civic party will assemble inside the town hall and at 10.15am the parade leaves Drill Hall for the town hall
the civic party will proceed to the cenotaphwhere the Lord Lieutenant will lay a wreath
This will be followed by the chair of Carmarthenshire Council laying a wreath on the Royal Welch War Memorial and then on the cenotaph
More wreaths will be laid by dignitaries and politicians and ex-service personnel
a two-minute silence will then be observed at 11am

Opposition councillors argue the rise is tough on residents already struggling

Labour councillors on Llanelli Rural Council have voted to increase the council tax precept for residents by more than 30%
This vote to raise the tax by 32.3% at its last monthly meeting came despite serious concerns voiced by Plaid and Independent councillors on the council over the ongoing cost-of-living crisis and the inability for residents to afford such a hike in tax
Both Plaid and Independent councillors argued that the vote was frustrating for residents given that Labour held no public consultation ahead of the vote
A vote was also carried for members to receive an attendance allowance of £15 to attend council meetings
A notice of motion was proposed by Independent Cllr Sharen Davies and seconded by Plaid Cllr Alex Evans to scrap the attendance allowance
The motion read: "Given the ongoing cost-of-living crisis
it is essential that this council exercises responsible financial management by prioritising core services and reducing non-essential spending
The Independent Remuneration Panel for Wales did not mandate or recommend that community councils introduce attendance payments; it simply allowed them the discretion to do so
While the administration chose a £15 per meeting payment rather than the £30 adopted by Llanelli Town Council the current financial pressures make it necessary to identify savings and limit any further increases in the precept
the role of a Llanelli Rural councillor was understood to be voluntary
In recognition of the financial difficulties facing our community
this motion proposes a return to this principle by removing the £15 per meeting attendance payment.”
The motion was blocked by the ruling Labour group and the final budget for the 2025/26 financial year includes of a budget of £15,000 for various payments to members of the council
Plaid and Independent said in a statement: "Labour’s main reasoning for the eye-watering tax hike of 32.3% was that they have not increased the precept enough in previous years
it is shocking that they have not first looked to reduce costs – starting with these attendance payments and a budget of £1,000 to redecorate the council chamber
To increase the precept by over 30% whilst voting to continue to pay themselves £15 per meeting is absolutely disgraceful
some meetings have lasted only two or three minutes but members attending still qualify for the £15 payment
They added: "We firmly believe that residents deserve transparency
accountability and a say in how their money is spent
It is time for this Labour administration to provide answers for their decisions and explain why they have placed this unacceptable pressure on the very people they were elected to represent."
Labour said: "The council has been faced with difficult financial spending decisions in looking to set its budget for the year ahead
For some time the council has mitigated the impact of its spending decisions on the council precept by using a combination of earmarked reserves
general reserves and grants to offset expenditure costs to the precept
Despite being frugal with setting the precept over the previous five years
where the council raised the precept by 3.7% for 2024/25
2% for 2023/24 and no increase prior to this following a three year freeze we can no longer sustain this approach for the year ahead
This is mainly attributable to the following factors - staffing costs have risen to accommodate additional staffing resources to maintain services associated with the council’s asset transfer programme from Carmarthenshire Council
This has been ongoing since 2017 but given the increased size of the council’s property portfolio we can no longer put off recruiting three new staff posts to help manage council services sustainably
On top of this the council has to pay more national insurance contributions from April for its staff because it is not exempt from paying these extra costs."
The Labour group added: "Furthermore the council also has to cater for the staff annual pay award to keep pace with inflation
Extra costs have also been encountered to fully complete the capital project at Gwili Fields and the reconfiguration of Llwynhendy branch library
An additional £107,018 is needed to provide for this because the council has had to meet an extra £103,000 to deal with ground drainage works on the fields to remove groundwater to make the fields usable for recreational and leisure pursuits
This cost was unforeseen when setting budgets last year but it is essential for the project to succeed
the council needs to replace a vehicle from its grounds maintenance fleet as one of its exiting vehicles is beyond economic repair
All of these factors has led the council to increase its budget for the year ahead because its earmarked reserves and general reserve pot has decreased as a result of supporting previous budgets
While the headline increase represents a 32.3% increase; in real terms this represents an increase of £44.39 per Band D property household per year; the equivalent of 85 pence per week."
Labour added: "Turning to the point on member allowances
the Independent Remuneration Panel for Wales has set modest allowances for the town and community council sector
The attendance allowance available to all members is a discretionary payment which any member may forego if they so wish
Members don’t have to claim it and just to give context to what is being asserted
every county councillor receives a basic salary of £19,771 per year in comparison to the council’s entire budget of just £15,000 apportioned between its 21 councillors
These payments are set by the Remuneration Panel because it recognises the role of a town and community councillor is no longer considered to be a voluntary role and more importantly no member should be out of pocket when performing the role."
