E G Carter and Co Ltd. has been appointed to design and build 60 affordable apartments for older people on the site of the council's old library building in Melksham.
Subject to planning permission, the new site will provide 60 high quality one and two-bedroom self-contained apartments which will be operated by Wiltshire Council.
The accommodation will be accessible in design with level access and care staff onsite to support residents' care needs.
The old library building was demolished last year and had been empty since the library became part of Melksham Community Campus in the summer of 2022. Two other buildings on the site - one adjacent (previously used as a Chinese restaurant) and a former education centre have also been taken down.
The site location is a prominent area in the heart of Melksham making it ideal for older people who live there to access local shops, restaurants and cafes.
E G Carter and Co were awarded the contract on their experience in this type of development following a competitive procurement process. They have been appointed at an early design stage to coordinate the design up to the submission of planning permission, and then to build the development if planning permission is granted.
Sam Carter, Manager Director at E G Carter and Co, said: "'We are delighted to have been appointed on this exciting project and are really looking forward to working with Wiltshire Council, Kendall Kingscott, and the wider stakeholders and design team members. This project provides an opportunity to work dynamically and collaboratively among organisations all striving for the best product, which is to provide the best quality affordable apartments for the community within Melksham."
Cllr Phil Alford, Wiltshire Council Cabinet Member for Housing, said: "This site is in the heart of Melksham and has huge potential as affordable homes for older people. The development would provide 60 high quality one and two-bedroom self-contained apartments operated by Wiltshire Council, with care staff on site and amenities nearby.
"We have a strong track record of delivering affordable homes and had already delivered 200 affordable homes in the five years prior to setting our ambition for an additional 1,000 affordable homes."

A man has been jailed for four years for the knifepoint robbery of a pharmacy in Melksham
32 year old Thomas Noonan from Lower Bristol Road in Bath
appeared at Salisbury Crown Court on Friday (25th April)
He admitted robbery and possession of a bladed article in a public place
Noonan entered Gompels Pharmacy in Bank Street one morning in September last year with a knife and told staff not to move
He was connected with the offence and officers from CID and County Local Policing Tasking Team travelled to Bath to arrest him
Searches of the flat revealed clothes which Noonan had worn during the offence
Investigating officer Temporary Detective Constable Dan Chaventre said: “There can be no justification for Noonan’s actions
which understandably left the staff members present
feeling incredibly upset and shaken by what happened
“Nobody should have to deal with these kinds of incidents while at work
nobody was hurt and following excellent policing work
we were able to link Noonan to the offence and arrest him shortly after
“He has now been jailed for his crimes where he can hopefully reflect on his actions and the distress he caused.”

Rayogreatest hitssalisburynewsMelksham drink driver avoids jail after three offences in four months49 year old Sarah Shott has also been banned from driving for 40 months
who was caught drink driving three times in four months
49 year old Sarah Shott frpm Trent Crescent in Melksham
appeared at Swindon Magistrates' Court yesterday (Tuesday 20th April)
She pleaded guilty to two charges of failing to provide a specimen for analysis and an additional charge of drink driving
Shott has been given a six week prison sentence
suspended for 12 months; and disqualified from driving for 40 months
She's also required to attend six months of alcohol treatment
The first offence in Shott's series of drink driving incidents occurred on November 13th 2024
when a 999 call informed us that a green Vauxhall Mokka was swerving into opposite lanes
mounting the curb and had several near misses with oncoming traffic
another person called to report that the same car had crashed into a lamppost on Bath Road
Shott was confirmed to be the driver and failed a roadside breath test at the scene
she made no effort to try and provide a specimen of breath
Shott was seen staggering out of a primary school and stalling her car numerous times while trying to pull away
Officers attended and Shott also failed a roadside breath test on this occasion
She was given several chances to provide a specimen of breath in custody but failed to do so
was then stopped in Trent Crescent on March 20th
where she admitted to having consumed alcohol before getting into the car
Shott failed a roadside breath test for the third time and was arrested on suspicion of drink driving
PC Luke Hosken said: "Shott persistently drove after drinking alcohol and it is clear from her continued offending that she had no regard for the safety of herself
"The impact even a small amount of alcohol has on your ability to drive competently and safely can be fatal
Shott crashed her car during school pickup hours and the risk she posed to the public was enormous
It's a relief that no one was injured by her reckless actions
"This lengthy disqualification and real threat of imprisonment should serve as a strong deterrent to any consideration of further drink driving from Shott."

The brainchild of founder Paul Sinton-Hewitt
It is now grown internationally with over nine million registered parkrunners (and counting)
Melksham parkrun takes place every Saturday
This time of year we are always seeking volunteers who are willing to give up a bit of their time on a Saturday morning to clap and cheer others taking part
If you are not a runner or walker but would like to volunteer message us on our Facebook site or send us an email via melksham@parkrun.com It is really rewarding and you will be most welcome as part of the parkrun family
Of course we must recognise and thank our landowners
Forest Community Centre and Cooper Tires who give us permission to run the event over their land
We look forward to seeing you soon as we move into our 8th year
This week we had within the 115 participants 7 first timers and 8 PB's

New Member of Parliament for Melksham and Devizes Brian Mathew visited the University on Friday 21 February to learn more about our activities locally and regionally
and to hear more from our researchers working across sustainability and development projects
With a keen interest in agricultural engineering, he also toured our chemical engineering labs with Prof Marianne Ellis and Dr Alice Esperenza who briefed him on the work of the Cellular Agriculture Manufacturing Hub (CARMA) and spin-out company ‘Cellular Agriculture’ which is based at the Corsham Science Park
Prof Taylor said: “It was great to welcome local MP for Melksham and Devizes Brian Mathew to the University
Across a whole range of projects - from our outreach programmes with schools in his constituency

Going forwards we are keen to work with Brian and other MPs to ensure the University plays an active role in contributing to debates taking place nationally in Westminster.”
