A £6.7m contract to build 24 affordable homes for the over-55s at the “eyesore” site of the former Motor World building in Milford Haven has been backed by senior councillors.
W B Griffiths & Sons Ltd, on behalf of Pembrokeshire County Council, was given approval in November for the construction of a new residential redevelopment of 24 affordable apartments for over-55s at 70A-80A Charles Street.
The former Motor World site, previously described as an “eyesore,” was cleared in 2018 to enable redevelopment, with planning permission granted on the site for the development of 15 affordable apartments for over-55s in 2020 but the previous contractor was put into administration under what was described as, ‘significant financial stress’.
The 2024 application, submitted through agent DPP Planning, followed a public consultation last year.
A report presented, and moved at the April 28 meeting of Pembrokeshire County Council’s Cabinet, by Cabinet Member for Housing Cllr Michelle Bateman sought approval for a fixed price contract with WB Griffiths & Son Ltd for £6,713,084.29 for the works.
The report for members said: “Having reviewed the final design and contract sum bid, the portfolio budget holders and lead project officers are satisfied and wish to commence the construction stage.
“Delegated authority to Director of Social Care & Housing for the award was previously obtained, however due to the change of procurement route, in design and increase in construction costs and the time elapsed since the prior approval, it has been deemed that for transparency and general awareness, a decision is brought back to Cabinet to award.”
The project is supported by Welsh Government’s Social Housing Grant, which provides up to 70 per cent funding.
The move of approval was backed by local councillor Cllr Guy Woodham, who said: “It’s taken an awful long time to resolve what was happening at that site, to have affordable housing there seems to me to be an ideal opportunity.”
Deputy Leader Cllr Paul Miller said he was pleased there was “a light at the end of the tunnel” after long delays, adding: “Let’s get on with it.”
Cllr Rhys Sinnett, another Milford councillor, said of the delays and the ‘eyesore’ nature of what was left: “It’s a good result but it’s taken a heck of a lot of time; it’s upset a lot of people in Milford Haven,” adding: “The whole setting of Charles Street has been a bit of an eyesore with it.”
Members unanimously backed the recommendation.

Transport for Wales (TfW) is thrilled to announce the opening of a new Men’s Shed at Milford Haven Station
providing a new base for community support
‘Men’s Shed’ Newydd yng Ngorsaf Aberdaugleddau
Men’s Sheds are community spaces where individuals come together to make
all while supporting projects in their local communities
These spaces host mainly ‘grassroots’ community activities that respond to shared needs within the local area
including improved wellbeing by providing communities with a way to stay social
Members (or Shedders as they're known) reported a 96% reduction in loneliness after joining a Shed
showing just how beneficial the spaces can be and the difference they make to communities up and down the country
While traditionally associated with older men
Men’s Sheds are inclusive environments welcoming people of all genders and backgrounds.
The new Men’s shed at Milford Haven Station will provide a place for the local community to connect and build friendships
and Shedders can decide how they feel the space should be used
the Station Manager for Milford Haven said:
"I am pleased that we are able to accommodate the Men’s shed within the station at Milford Haven and support this invaluable community group and the work they do.”
Milford Haven Men’s Shed committee thanked TfW for the opportunity to provide the older community with their own ‘haven’ to create friendship and support well-being in a safe environment
“The Shed hope in the future that they will be able to give back to the community some of the help that they have received from TfW
we would like to thank the National Lottery for funding which has made this project possible.”
“Whether it’s to do crafts or make projects or even for just dropping in for a cuppa and a chat the Men’s Shed is here for the people of the town
and we look forward to welcoming everyone.”

The Milford Haven CO2 Project, a groundbreaking carbon capture and shipping initiative, has been officially launched at an event held at The Senedd.
The event, hosted by Samuel Kurtz MS, brought together more than 85 Welsh Senedd Members and business leaders, and aimed to showcase Wales' leadership in achieving net-zero carbon emissions.
The project, a collaboration between RWE and Dragon LNG, supported by Acorn, aims to capture up to 5 million tonnes of CO2 per year from the early 2030s. It aims to significantly contribute to the UK and Wales' net-zero targets while generating jobs and delivering £8 billion to the national economy.
The initiative highlights Milford Haven’s strategic importance in decarbonising energy generation and ensuring sustainable industry practices, said RWE.
“The Milford Haven CO₂ Project is a beacon of innovation, proving that Wales is not only ready to embrace the transition to a low-carbon future but to lead the charge. This project will safeguard local jobs in the industries that have long supported our county’s economy, power millions of homes, and secure a sustainable future for generations to come.”
Richard Little, Director of RWE’s Pembroke Net Zero Centre and Simon Ames, Managing Director Dragon LNG and Dragon Energy jointly commented on the launch of the initiative, saying:
“The Milford Haven CO2 Project represents a transformative step in Wales' energy journey. By combining our expertise, we aim to capture and safely store CO2, reducing emissions while ensuring Pembroke Power Station continues to provide reliable, low-carbon power to the grid. Our partnership exemplifies what can be achieved when industry leaders unite behind a shared vision for sustainability.”
Rebecca Evans MS, Cabinet Secretary for the Economy, Energy, and Planning, also addressed the attendees, emphasising the importance of innovation and collaboration in achieving climate goals.
The Milford Haven CO2 Project integrates carbon capture at RWE’s Pembroke Power Station, liquefaction at Dragon LNG, and transportation to the North Sea for permanent storage, making CO2 shipping a reality for Wales. The initiative is expected to create thousands of jobs during construction, protect skilled roles during operation, and drive economic prosperity.
As part of the Milford Haven Future Energy Cluster, an industrial hub within the South Wales Industrial Cluster, the project will play a critical role in preserving South Wales' £6 billion industrial sector by providing a non-pipeline CO2 transportation solution. In doing so, it paves the way for decarbonising major industries across the UK while supporting the nation’s ambitions for a net-zero power generation by 2035.
