AN OLDHAM-BASED solicitor believes significant changes to protective awards claims in the Employment Bill will be a ‘great benefit’ to those facing redundancy
a partner at Pearson Solicitors and Financial Advisers and a specialist employment law solicitor
has long championed the rights of employees and helped thousands secure protective awards after being made redundant
He has welcomed the recent significant change in the maximum compensation employment tribunals can award in protective award claims
the Government announced plans to increase the maximum protective award from 90 days to 180 days
Mr Lewis stated: “This potential doubling of the award is a great benefit to those facing redundancy where 20 or more employees are being made redundant at the same establishment
“It will also act as a greater deterrent to those unscrupulous employers who deliberately flout the rules on collective redundancies.”
the Government announced it would shelve a separate proposal to strengthen workers’ rights in collective redundancy situations
the proposed legislation aimed to make it easier for employees affected by a multi-site redundancy exercise to claim a protective award
Many businesses have made mass redundancies across different locations
but most affected employees have been unable to pursue claims due to the 20-employee threshold applying only to individual sites
The scrapped proposal would have removed this obstacle
Employers had raised concerns that this legislative change could inadvertently expose them to breaches if small numbers of redundancies occurred across different sites in a 90-day period
Mr Lewis continued: “It seems to me that the Government has thrown the baby out with the bathwater
“There are many cases where an employer will be planning large-scale redundancies across multiple sites
and they will be fully aware of the total numbers from day one
“This is a far greater concern for thousands of employees than the relatively small risk of an employer accidentally exceeding the 20-employee threshold
have HR and data systems that should easily identify and manage this risk.”
Reports suggest the Government may introduce further legislation allowing employees to aggregate redundancies across different locations in certain circumstances

Milnrow play like angels to repel demon rivals to claim Scottish Open title in Perth
Despite the challenges of a vicious winter squall that saw a heavy fall of snow greet the bands traveling to the Scottish Open in Perth on the weekend
there was still a welcoming atmosphere once they found musical refuge in its warmly heated concert hall
SBBA took the decision to delay the start to help as many of the early draw bands
although a number did take to the stage with a few absentees
the 16 Scottish Open competitors from Scotland
England and the USA also provided a wide range of own-choice test-pieces for judges Christopher Bond and Owen Farr
After an engaging battle of varying consistency
it proved to be a clear three-way battle for the honours and £1000 first prize between Milnrow
Whitburn and overseas visitors Atlantic Brass from the USA
In the end it was the band from Greater Manchester rather than West Lothian or New Jersey that was able to contemplate their slippery journey home with the axle of someone's car helpfully weighed down by the Scottish Open Trophy
Milnrow's thrilling rendition of Peter Graham's 'Angels & Demons'
played with energy and drama also came with the outstanding 'Best Euphonium' prize contribution of Max Johnson
Reflecting on their success the band posted on their Facebook page that they were "absolutely delighted" and thanked their "amazing" MD Chris Binns as well as adding their own congratulations to Max Johnson on his individual award
saying that he was going to celebrate with a Chinese meal after what he said was "a fabulous weekend in Perth!"and that his band had "worked their socks off… especially on such a demanding piece."
He added: "The Scottish Open is such a great contest; top class facilities
I've played and conducted here seven times and it's always been an enjoyable experience."
It was the first time the trophy had headed south of Hadrian's Wall since 2005 as the Senior Cup contender deservedly gained a two-point margin of victory over nine-time champion Whitburn
The 2021 winner couldn't make it a tenth title success with an uneven reprise of the British Open set-work 'The Lost Circle' led by Prof Nicholas Childs
Atlantic Brass couldn't quite emulate Fountain City in 2009 in taking the title back to the USA
despite an engaging account led by Salvatore Scarpa of the 'Crazy Twenties' by Thierry Deleruyelle
Adjudicator Owen Farr told his audience that although it had been
due to the stresses brought by the bad weather
"The variety of music on display had been excellent
He did however point out that the judges felt that some bands had
"chosen to select a piece that was challenging for them to have a go at"
And whilst he said that was "very admirable"and "you may not be happy with the result you got,"he also added that he felt it also had to mean that "the journey to this contest had been well worthwhile — that you picked a piece you really loved."
One that certainly did was another Senior Cup competitor
as Dalmellington found reward for their ambitious choice of 'Extreme Make-Over' under Andrew Duncan
to end ahead of another long distance contender in East London Brass who selected 'Vienna Nights'
There was disappointment though for defending champion
as led by Michael Fowles an error strewn reprise of the recent Royal Albert Hall set-work
'Harrison's Dream' failed to find a title winning rhythm
Elsewhere there was some extra silverware for Camborne Town to take home on their marathon return to Cornwall as their 'Best Basses' added to their performance of 'Metropolis 1927'
whilst the remaining top ten spots went to Kirkintilloch Kelvin ('As if a voice were in them…')
Woodfalls ('Rococo Variations') and Kingdom Brass ('HorrorShow')
Scottish Brass Band Association President Carrie Boax gave her own heartfelt thanks to the bands
volunteers and traders for making it through to Perth in the challenging conditions
Besson and Band Supplies were thanked alongside Ev-entz percussion
Euan Miekle from main sponsor Besson added that they were proud to support the event and hoped to continue in 2025

A CGI of how converted Milnrow Chapel could look
A Grade II-listed building in neighbouring Middleton could soon be converted into a high-tech engineering facility for the local college – complete with a virtual reality suite
The historic Milnrow Chapel sits within the campus of Hopwood Hall College
who are hoping to convert the building into classrooms.
Planning papers suggest this would provide teaching space for their engineering and manufacturing T-Levels curriculum
If plans are approved by Rochdale Council’s planning team
the inside of the chapel will be converted into four new classrooms/computer labs; a virtual reality suite; two staff offices; as well as server rooms and toilet accommodation
Repair and maintenance works would also take place on the exterior of the building to bring it back to its former glory.
Milnrow Chapel was originally designed as a place of worship but was deconsecrated in the 1990s
It was previously converted by the college for use as a fitness centre and for other sports use.
It is currently used as a storage facility
Planning papers read: “The Chapel is considered as an important local landmark
but it has been underutilised for many years due to the issues of accessibility
presence of asbestos to the roof soffit and the need for significant investment to bring the building back into meaningful use
“The college wishes to undertake works to convert the former Chapel into a dedicated T-level Engineering and Virtual Reality (VR) learning centre.
“This project will generate funding for the repair and restoration of the historic fabric
bringing the building back into long-term use as a central part of the college and safeguarding the future of this important heritage asset.”
Milnrow Chapel was originally designed as a Place of Worship for the De La Salle College in the 1960’s to support the college community as the site continued to grow
It was constructed during an important period of reform for the Catholic Church following the introduction of the Liturgical Movement in the UK in the 1950s.
The site is located towards the North-West of the College grounds and elevated on a grassed bank with trees surrounding the site
An existing path leads from the North of the site towards the Grade II listed Hopwood Hall

GMFRS statement following collision in Didsbury
40th anniversary of Woolworths fire in Manchester
Crews from five Greater Manchester Fire & Rescue Service (GMFRS) fire stations have been battling a house fire on Dale Street in Milnrow which began just after 7.45pm this evening (30 October)
Firefighters were called to reports of a blaze affecting the first floor of a three storey end-terrace house and fire engines from Chadderton
Oldham and two from Rochdale were quickly on the scene
Acting swiftly eight firefighters entered the property wearing breathing apparatus and using hoses to fight the flames
while more firefighting took place from street level using a 9m ladder
added: “The fire was discovered by the homeowner when she returned from work
opened her bedroom door and found the room full of smoke
She quickly exited the building and called GMFRS
“I want to praise the swift actions of firefighters who have extinguished the blaze and limited the damage to two bedrooms
a bathroom and a corridor on the first floor
Without crews’ swift and decisive action the situation would have developed quickly and become much worse
“Nobody has been harmed in this incident but sadly I do have to report that two pets – a dog and a parrot – have both passed away
It’s very sad – firefighters are professionals but this sort of thing is obviously upsetting
A fire investigation is currently taking place to establish the cause – it may now conclude in the morning
GMFRS would also like to thank the support of emergency service colleagues at the scene representing both Greater Manchester Police and North West Ambulance Service
as well as representatives from the local authority

Toddler taken by ambulance to hospital where he was pronounced dead
Several dogs have been seized by police after a three-year-old boy died on a farm in Rochdale following a suspected dog attack
Officers were called at about 1.15pm on Sunday by the North West Ambulance Service after reports a child had been injured at Carr Lane in the town of Milnrow. He was taken by ambulance to hospital where he was pronounced dead.
Several dogs have been seized and one was humanley destroyed, Greater Manchester Police (GMP) said in an update on Monday.
A criminal investigation has been launched into the boy’s death, but no arrests have been made. The force added that it was looking at “previous incidents involving dogs” at the location.
Officers have also received a number of enquiries about a previous incident on Carr Lane. On Friday 9 April this year a girl was bitten by a dog at around 6pm. A 48-year-old man was arrested and released facing no further action.
GMP Assistant Chief Constable Scott Green said: “Our thoughts, of course, remain with the loved ones of the young boy who so sadly died following yesterday’s incident. Specially trained officers have been deployed to support them.
“A thorough investigation is ongoing to establish the full circumstances surrounding this incident and review other incidents of note. Due to previous contact, GMP’s Professional Standards Branch is making a referral to the Independent Office for Police Conduct.
“It goes without saying that this news will have had an impact on the community. I can reassure members of the public that any criminal offences identified by our enquiries in relation to this incident will be dealt with accordingly by ourselves and our criminal justice partners.
“We are aware of speculation on social media and ask that members of the public and the media refrain from engaging in speculation at this time until our investigation is complete and any subsequent criminal proceedings have concluded.”

This is the horrifying moment a driver swerves on to the wrong side of the road causing a head-on crash with an oncoming car
The shocking CCTV footage shows the sickening collision between the two vehicles on Dale Street
A white BMW is seen apparently travelling at high speed
before veering into the path of a blue Ford Fiesta – which has no time to take evasive action before the inevitable smash
suffered only relatively minor injuries despite clearly being lucky to escape with his life
He was taken by ambulance to Manchester Royal Infirmary but was given the all clear to return home to Milnrow after being checked over for internal injuries
The 55-year-old IT engineer had been driving home after popping out to the local Aldi supermarket to get some food for a planned day out
He has now spoken of his experience of the crash
“I had spotted him when he was still on his side of the road,” said Mr Healey
“ I thought he was really moving but he was very close to me by the time he comes across the roundabout and comes over to my side
I didn’t have time to think about anything.”
David says the incident was something of a blur
but he remembers the airbags being released and the car spinning after the impact
“It was probably really quick but it did seem to go on for a long time as the car was spinning,” he said
“There was no real opportunity to get out of the way.”
He also points out that as well as having no time to react
the proximity of the traffic island left him with ‘nowhere to go’
David was able to get out of the car once it stopped moving
but was in ‘a lot of pain’ as well as being ‘shocked and dazed’
He was left with cuts and severe bruising – mostly to his chest and abdomen – but fortunately did not sustain any serious injuries
He believes the driver of the BMW was left unconscious at first
but was then taken away from the scene in another car by people he understood to be his family
Speeding and reckless driving has become a serious worry in the area – and David agrees more needs to be done – possibly in the form of more policing patrols
And that is also the view of Milnrow councillor and Rochdale Lib Dem leader Andy Kelly
who wrote to GMP’s new chief constable urging him to take action
“It’s turning into Brands Hatch some nights along Huddersfield Rd in Newhey.” said Coun Kelly
“It’s similar with Dale Street
Isaac Newton Way and Rochdale Road in Firgrove too
“We are talking about high performance cars with loud exhausts and sports tyres that are causing the issue and if they are uninsured
untaxed or illegally registered then no number of speed guns or letter writing will deter people who don’t care about those things
arresting and prosecuting these people before deaths occur.”
Local councillors have committed to fund a new ‘speed watch group’
PCSOs and police officers to operate speed watch sessions
issue cautionary letters and in some cases
It is also hoped the scheme will also assist GMP in building up a knowledge base of repeat offenders and higher level crime
Coun Kelly added: “Residents in the local community are doing their bit to combat drivers going over the limit
GMP need to step up and arrest the criminals who are risking lives by doing what they do.”
Conservative Councillor John Taylor also recently wrote to the chief constable stressing the ‘level of anxiety across Rochdale’ over road safety
The former chief inspector added: “The matter of road safety will only improve with interventions at your level within your respective areas of service provision.”
Rochdale’s Superintendent Niall Hayden-Pawson said that GMP took road safety ‘extremely seriously’
he said: “We are aware of an increase of incidents of speeding in the Rochdale area and share local residents view that this is unacceptable
“Not only do excessive speeds increase the chances of driver error and time it takes for the vehicle to stop
but higher speeds also increase the fatality rate for pedestrians who may be involved in a collision with that vehicle.”
Sup Hayden-Pawson added that there were ‘several tactics’ in place to combat the issue and keep people safe – with GMP’s Our Safer Road Targeting Team carrying out ‘regular patrols’ in the Rochdale area
“In addition to this we have trained local neighbourhood officers in using speed enforcement equipment and these officers are being deployed to hot spot locations,” he said
“We will continue to take appropriate action against those who drive above the speed limit or dangerously
we also continue to work with the local authority and partners on road safety to keep residents of Rochdale safe
“I would like to thank you the majority of responsible road users who do abide by the speed limit
that speeding can have devastating consequences.”
GMP did not confirm whether any arrests have been made in connection with the crash on Dale Street
An investigation is understood to be ongoing
Anyone who has information or dash cam footage of anti-social driving is encouraged to contact the police online through the GMP website
Milnrow Cricket Club is hoping to raise the money from at least 100 individuals to secure the ‘long-term’ future of the club and acts as a hub for the local community
By Joseph Richards · 5 May 2022
A cricket club has launched a £20,000 crowdfunding campaign to install solar panels on their clubhouse roof
Milnrow Cricket Club is hoping to raise the money from at least 100 individuals to secure the ‘long-term’ future of the club
the club has raised more than £4,000 and the money will first be used to repair the clubhouse’s leaking roof - before solar panels are installed
Club treasurer Garreth Brown said the installation of solar panels will mean the club can avoid paying high energy bills
as well as being environmentally sustainable
He said: “It will set the club up to be more sustainable in the long term so more funds can be used for running our activities rather than paying for high energy bills
“Once we get the panels on they’ll last 25-30 years so it's not just a short-term project
It’s going to put the club in good standing
“It’s on everyone's agenda - the effect on the environment and the cost of everyone’s energy bills going up
The club are also offering rewards for anyone that donates including a memorial plaque and bench at the cricket ground
10-year club membership and a sponsorship board around the perimeter of the ground for two years
Local businesses have also got involved to offer rewards
Farmers Choice butchers are offering a meat hamper and Sam's CakeBox are offering a chocolate hamper while 'Mens Room' Barber Shop are offering a gent’s haircut
“It’s to encourage people to donate a bit more than what they initially intended,” he said
Sport England have said they will match fund £8,000 if the club can raise £12,000 form 100 different donors
Garreth added that during lockdown the club spent money refurbishing the clubhouse
so the repaired roof and solar panels will complete the project
As well as being home to the cricket club since 1857
the ground is also used by many other clubs in Milnrow and Garreth added that he hopes the repaired clubhouse will mean the club is seen as a community hub
He said: “It’s not just cricket that it’s going to help
We do have lots of other organisations that use the ground
such as the tennis club and petanque club and our new secret garden which is a community allotment
During lockdown we lost the soccer village in Milnrow and now the land is being used for housing so really there’s not many amenities that people can make use of in the area
“It’s really only ourselves and the golf club
So we’re trying to become a community hub.”

The allotment garden run by Stella and Rob Coyle is situated behind the pavilion at Milnrow Cricket Club and is currently growing tomatoes
By Joseph Richards · 17 May 2022
A secret garden allotment which is being used as a community hub has been described as a ‘little piece of paradise’
situated behind the pavilion at Milnrow Cricket Club
It is being run by Stella Coyle and her husband Rob who have so far handed out pea plants and rhubarb from their first harvest
The pea plants were given to the local cubs group to go towards their gardening badge
while the rhubarb was donated to the attendees at the cricket club’s regular quiz night
said: “The plan was really not to have it for ourselves but to have it as a community hub - growing things that children can get involved in
probably far too many but it's looking pretty good at the moment
it's really tranquil and I'm hoping we can make something of it this year.”
Stella added that veg grown in the garden will also be used to help people who are struggling with the current cost of living crisis
“If we do have excess things then we can give it to people who are struggling at the moment with the cost of living,” she said
“We’ll get people to nominate people who are struggling
There's a lot of people out there who don’t raise their hands.”
The secret garden has also become a family affair with Stella’s 13-year-old son Isaac lending a helping hand with the gardening
“He’s been helping us weed it and doping all the dirty jobs really that we didn't want to do
He said ‘it's brilliant mum because it keeps me off my phone'.”
The cricket club also plays an important role in Stella's family as her grandad Fred Duxbury was captain of the club in the 1920s
So she said being involved with the ‘secret garden’ at the club ‘meant a lot’ as it was part of her roots
Stella said: "Anything we can do for the club we most definitely will
Getting the younger children in is really important to us
“We’ve got lots of ideas mulling around to get people involved such as a pumpkin carving competition at Halloween
“The gates are always open so please come in and say hello
If anybody can give us any advice and top tips
