The developers of the Stag Brewery site on the riverside at Mortlake have been granted permission to build a new neighbourhood with 1,075 homes
The development on the south bank of the River Thames was subject to a Planning Inquiry in November last year
Developers Reselton Properties appealed against LB Richmond Upon Thames’ non-determination of their application
The Council approved the applications in July 2023
but then new fire regulations post Grenfell were introduced requiring second staircases in buildings above 18 metres and the developers revised their plans
The Mayor of London raised a number of strategic issues – that the overall level of affordable housing was too low and should be increased
and the tenure mix revised and weighted in favour of social rent
At the Inquiry Richmond Council supported Reselton Properties’ application
Mortlake Brewery Community Group (MBCG) and West London River Group (WLRG) opposed it
There were more than 1,000 objections to the £1.3 billion scheme
Image: Stag Brewery development CGI; Reselton Properties
Planning inspector Glen Rollings has approved both applications – one for the new homes
a 1,200 place secondary school with a sixth form
The buildings rise in height to nine storeys
Only 65 of the planned homes will be ‘affordable’
The developers argue this is regeneration of a brownfield site
bringing full time jobs as well as temporary construction jobs
and much needed homes as well as meeting Richmond Council’s identified education needs
They say it will open up a section of the riverbank to public access which has been closed to the public for decades
There has been a brewery on the site in Mortlake since 1487
bought the Mortlake Brewery in 1889 and built the Maltings building in 1903
It suffered several direct hits during the Blitz
Anheuser Busch InBev began operating on the site in 1995 and they began brewing Budweiser there
The company announced their intention to leave in 2009 and ceased brewing in 2015
set up in 2017 to enable the local community to respond to the planned redevelopment of the old Mortlake Stag Brewery site
thought the developer’s plans gave little compensatory gain to the local community
It pointed out the scheme did not comply with the borough’s stated policies of securing 50% affordable housing or the GLA ‘s target of 35% and said the school was neither required nor fit for purpose and was opposed by the three local secondary schools
The West London River Group’s key concern was the impact of the scheme on the River Thames and the towpath
and insufficient ecological considerations.’
They say there has always been flooding along this stretch of the River
Spring tides and in recent years exceptional rainfall combined with an increasing volume of water coming off the land and flowing downstream
there has been an increase in the frequency of Thames Water releasing water into the Thames.’
This should ring alarm bells for anyone considering constructing new homes beside the river
Also: ‘the extra foot and cycle usage that will be generated by the number of residents and people working within the proposed development is not sustainable given the varying width of the Towpath along this stretch of the River.’
Planning inspector Glen Rollings said in his report that the design of the development would benefit the area overall and have a positive effect on the local housing supply
providing the maximum amount possible for the site
He added the scheme ‘would not have a significantly harmful effect on transport’ and accepted Richmond Council’s argument that the new school was needed
“The provision of an extended community that adds to the existing character of Mortlake and provides a focus for the area with new streets
spaces and improved access to the riverside
designed and built to a generally high standard

Shocked residents of Lower Mortlake Road have described their relief that nobody was killed after two buildings undergoing renovation collapsed
Emergency services rushed to the scene this Tuesday afternoon (10 September) as two terraced homes crumbled
Neighbours told the Local Democracy Reporting Service (LDRS) of their concern at learning the homes had collapsed so close to where they lived
said she was ‘outraged’ and that it looked like a ‘shoddy building site’ before the collapse
“It could have fallen on someone and killed them… I think it was really bad
It didn’t affect me because I’m far enough away
but there was a suspected gas leak and some poor people had to stay out of their houses
“There was one woman with a baby who had to wait in a café… because it wasn’t safe to go back to the houses until they’d actually cleared it
it’s so close to all the houses.”
Ms Maddison told the LDRS she wanted to see the developers held accountable for what had happened at the site
“It’s been a site for ages and ages with nothing much happening
and then suddenly they started doing something,” she added
The London Fire Brigade confirmed there were no injuries reported
while emergency services are investigating the cause of the collapse and potential gas leaks
Developers were planning to build 14 co-living units at the site
claimed residents had not been informed of the works and what was happening at the site
“Given the extent of what we know now was the building works
it probably would have been useful to know a little bit more about what was going on… it would be good to consult people who live near.”
“The other day I could see that they were digging below
and then pre-mixed concrete was coming… when people dig below it’s always like what’s happening here because you do hear horror stories of basements collapsing the whole house and things like that
I don’t know whether that was the case here or not.”
The resident said she was at work when the roof collapsed and only found out when she saw ‘shocking’ photos on the local Whatsapp group
“I was at work so I was worried about the rest of my family who were here
who possibly didn’t even know what was going on.”
“The collapsing was shocking especially because there could have been a gas leak as well… it’s really close and we’re all terraced here – it could have been a knock-on effect
those two houses were separate from the rest of the terrace
but it could have been a bit of a disaster.”
described seeing a cloud of dust when the roof collapsed
He said scaffolding was put up to cover one of the walls that was ‘wobblier’ than the others
Old photos of the two terraced homes show they had three floors each
Richmond Council approved plans to build 14 co-living units on an empty yard next to the homes in November 2022
Planning documents said land under 47 and 49 Lower Mortlake Road
would be turned into amenity space for the development and parts of the ground floors would be rearranged to allow access to this lower ground level

Sadiq Khan has challenged a property developer over a lack of affordable housing in a proposed £1.1billion development in south west London
The Greater London Authority (GLA) said that the 1,075-home development at the Stag Brewery site
may not be signed off by the Mayor due to a lack of sub-market value homes
Developer Reselton Properties had proposed the scheme on the site of the former Stag Brewery site in Mortlake
Richmond Council approved the plans last summer subject to Mr Khan’s approval
In the Mayor’s latest submission, he said that making just 15 per cent of housing units at the development affordable was “unacceptable”. This was later reduced to 7.5 per cent, according to the Architects Journal
Reselton lodged an appeal against the council’s non-determination of the applications after the GLA said it would oppose the scheme
In a submission to the planning inspectorate written in February
Reselton said the 158,000m2 scheme would deliver “significant
compelling public benefits” including a secondary school
The site would include 65 affordable homes and 1,010 new homes in total
Reselton said that the scheme would replace a “redundant set of brownfield industrial buildings”
An inquiry held by the planning inspectorate will decide the fate of the proposals
But a hearing due to start last week has been indefinitely postponed
Local residents had previously raised concerns over the number of affordable homes in the scheme
with Mortlake Community Group claiming in a submission that the number of sub-market value homes proposed was “woefully low”
Guy Duckworth of Reselton Properties told the BBC that more affordable homes could be considered at a later date
The Standard has contacted Mr Khan’s office and Reselton for comment

Two houses undergoing a refurbishment have collapsed by a main road in west London
The semi-detached homes on the A316 Lower Mortlake Road in Richmond crumbled on Tuesday afternoon
The cause of the collapse has not yet been confirmed
but it is understood the Health Safety Executive (HSE) is investigating
A neighbour told local news outlet Richmond Nub News they heard a loud “bang” on Tuesday afternoon
and then saw what appeared to be “lots of smoke” outside their window
A London Fire Brigade spokesperson said it was called to the scene shortly before 3pm
where firefighters found “most of two terraced houses under renovation collapsed”
“There are currently no reports of any injuries,” said a spokesperson on Wednesday
The fire brigade sent three vehicles to the scene
Photos showed the entire roof of the properties and the majority of the walls had crumbled to a pile of rubble
with just the side exterior walls and a small part of the facade remaining intact

Australian utility Origin Energy has started constructing its 300MW/650MW Mortlake battery energy storage system (BESS) in Victoria
Victoria’s largest gas-fired generator with a generating capacity of 566MW
the BESS is located adjacent to the Moorabool to Heywood 500kv transmission line
enabling it to connect to the National Electricity Market (NEM)
The BESS’ location will allow it to leverage new clean energy generation facilities being developed in Victoria’s state-designated South-West Renewable Energy Zone (REZ) V4 region
That will be one of six REZ developments planned in the state
Battery storage is expected to enable REZ developments to maximise their usable energy output
Origin Energy confirmed its intention to go through with the project in early 2024 when it committed to investing AU$400 million (US$263.7 million) into it and announced the appointment of Fluence as BESS technology supplier
Fluence’s Nispera asset management software will optimise its market participation
The Mortlake BESS is expected to be commissioned late in 2026
It will support further renewable energy project developments by charging during the day when renewable energy sources like wind and solar generation are plentiful and discharging into the grid during peak periods
Earlier this year, the Australian Renewable Energy Agency (ARENA) said it would allocate up to AU$24 million towards the total cost of the Mortlake BESS via its Large Scale Battery Storage Funding Round
Origin Energy has been busy in the Australian BESS market in recent months. In July, the organisation confirmed that it had approved the second stage of the Eraring battery energy storage project in New South Wales, which would see an additional 240MW/1030MWh grid-forming BESS built
Adding this to the site’s existing 460MW/1073MWh 2-hour duration BESS currently under construction would bring the project’s cumulative capacity to over 2GWh
Stage 1 of the Eraring project is expected to cost around AU$600 million and be delivered by the BESS arm of Finnish marine and energy technology company Wärtsilä
via an engineering equipment delivery (EED) contract with Origin
It is expected to come online at the end of 2025
Origin has already signed equipment supply and construction agreements for Stage 2 of the project
Wärtsilä has again been employed to deliver the battery equipment
with Enerven Energy Infrastructure providing design and construction services
Construction will begin in early 2025 and be completed in Q1 of 2027

A mausoleum in the shape of a Bedouin tent
is to be restored if the local heritage group can complete their fundraising campaign
The unusual mausoleum is in Mortlake and contains the earthly remains of the Victorian explorer
who was famed for his explorations and was said to be able to speak 29 languages
The mausoleum was designed by his wife in the shape of the tent they had spent so much time in while travelling around the Middle East
and apart from its obviously unusual shape
it even features a ladder at the back to climb up and a glass window to peer into the tomb itself
The mausoleum also used to have a door
but that was blocked off about 50 years ago
but it’s obvious in hindsight — it’s where the stone plaques are on the front of the tomb
That used to be a door—and the intention is to reopen it so that on special days, the public can go inside and admire the deathly tent’s interior. Habitats & Heritage, the organisation behind the restoration, already opens the nearby Kilmorey Mausoleum a few times a year
so they are well-versed in how to manage it
supported by the National Lottery Heritage Fund
will restore the mausoleum and its surroundings and deliver an educational programme during the works
There’s also a fundraiser to complete the works, details are here
You can visit the mausoleum most days as it’s in the churchyard of St Mary Magdalen Roman Catholic Church, Mortlake – generally open 9am to 3pm
but check with the church if making a long journey in case the grounds are closed

Dame Maggie Smith’s life was celebrated at an intimate funeral in south west London
The two-time Oscar winning actress died in a London hospital on September 27.
The service took place on November 4 at Mortlake Crematorium in Richmond
where mourners “belted out hymns” and listened to “brilliant eulogies”
“Such a beautiful goodbye to Maggie Smith today,” one guest told the MailOnline
“It was warm and funny and full of love and brilliant eulogies
with the best hymns bringing belted out by all
It was poignant but not sad because hers was a life so richly lived
The publication shared a picture of the order of service
which featured a childhood photo of the Harry Potter and Downton Abbey star on the front along with the words: “In loving memory of Dame Margaret Natalie Smith”
The back showed a smiling picture of her taken in later life.”
They added: “Maggie was as funny and sharp as it gets
Dame Maggie’s sons Chris Larkin and Toby Stephens confirmed her death in a statement via their publicist
It read: “It is with great sadness we have to announce the death of Dame Maggie Smith
“She passed away peacefully in hospital early this morning
she was with friends and family at the end
She leaves two sons and five loving grandchildren who are devastated by the loss of their extraordinary mother and grandmother
“We would like to take this opportunity to thank the wonderful staff at the Chelsea and Westminster Hospital for their care and unstinting kindness during her final days.
“We thank you for all your kind messages and support and ask that you respect our privacy at this time.”
Dame Maggie was regarded as the preeminent British actress of a generation, which included her fellow dames Vanessa Redgrave and Judi Dench.
Her passing saw a number of heartfelt tributes from King Charles, Prime Minister Keir Starmer and many of her long-time co-stars.
The King described her as “a national treasure,” adding: “My wife and I were deeply saddened to learn of her passing.
“As the curtain falls on this national treasure, we join people around the world in remembering with the fondest admiration and affection her many remarkable performances, as well as the warmth and wit she shared both on and off the stage.”

Prime Minister Keir Stammer honoured “national treasure” Dame Maggie also, calling her a "beloved" and "cherished" actor.
“Dame Maggie Smith introduced us to new worlds with the countless stories she acted over her long career,” he shared on X.
“She was beloved by so many for her great talent, becoming a true national treasure whose work will be cherished for generations to come. Our thoughts are with her family and loved ones. May she rest in peace.”
Hugh Bonneville, who starred alongside Dame Maggie in Downton Abbey, called her a “true legend of her generation”.

The 28-hectare site at 42 Woodhams Lane is used for pasture and is located on the outskirts of town, on the southern side of the Hamilton Highway.
The subdivision isn't planned as a staged development. It aims to create a new neighbourhood, with each lot averaging one hectare in size.
Planning documents note the site is located within the settlement boundary, in an area designated for residential development.
It notes Mortlake has low-to-moderate growth capacity and the site provides an opportunity to boost both the town's residential land supply and housing diversity.
Residents have until May 7, 2025 to make a submission on the proposal.

Origin has announced that construction of the 300MW large-scale battery at Mortlake Power Station has officially commenced
with works expected to be completed in late 2026
The milestone was celebrated with a Welcome to Country and smoking ceremony to cleanse and ward off bad spirits from the site
led by Shane Harrison from the Eastern Maar Aboriginal Corporation
and attended by Origin’s project team and key project partners and contractors
Origin Head of Development and Construction
“Mortlake Power Station is an ideal site for a large-scale battery being adjacent to the Moorabool to Heywood 500kV transmission line and sitting within Victoria’s South-West Renewable Energy Zone (REZ)
“This means the Mortlake battery can utilise existing transmission infrastructure
and support both existing and new renewable energy generation in the area over the coming years
the Mortlake battery will soak up and store excess renewable energy generated during the day and dispatch this energy into the grid during peak demand periods
which typically occur during the early evening when renewable supply tends to decrease
“It also has the potential help stabilise the electricity grid as the existing fleet of large coal generators retires
“As we get set to kick off construction works on the battery within days
this marks a significant milestone for Origin
our contractor partners and the local community
The increase in workforce numbers and the supply of goods and services by local firms like McKinnons and Waremac will help provide an important boost to the local economy,” Mr McCollough said
The commencement of construction also marks the beginning of a dedicated community investment fund that has been established to support initiatives that might deliver an enduring benefit to communities surrounding the battery project
Origin announced the approval of construction of the large-scale battery at the Mortlake Power Station in January 2024
committing to an investment of approximately $400 million
The Mortlake Power Station battery will have a capacity of 300MW
a dispatch duration of just over two hours (650MWh) and is expected to be commissioned late in 2026
The project has been awarded conditional grant support from the Australian Renewable Energy Agency (ARENA) as part of its Large Scale Battery Storage Funding Round
Mortlake Power Station is the largest gas-fired power station in Victoria with a generation capacity of 566MW

The Mortlake Energy Hub in Victoria has received a state government’s green light to proceed with construction after five months in process under a development facilitation program pathway
United States-headquartered renewables developer BrightNight’s $700 million (USD 480.9 million) Mortlake Energy Hub
located 216 kilometres west of Melbourne has received the Victorian government’s green light to proceed with construction via a development facilitation program (DFP) pathway
360 MW solar array using approximately 795,762 solar modules
the Hub’s approval process began in May 2024
two months after the DFP was extended in March 2024
Having previously been reserved only for significant works like the state’s Big Housing Build program
the government extended it to fast track renewable energy projects
the government said $90 billion worth of investment value in renewable projects were in the pipeline
Victorian Minister for Energy and Resources Lily D’Ambrosio said streamlining planning approvals for the cheapest form of new build power generation is important
“The Mortlake Energy Hub will soak up locally generated renewable energy and pump it back into the grid when it’s needed most to support Victorian homes and businesses with cheaper energy,” D’Ambrosio said
The Mortlake Energy Hub will produce enough enrgy to power 140,000 homes.DFP applications are subject to the same referral and public notice requirements as standard
can be located in regional or metropolitan centres with a threshold of 1 MW installed capacity
BrightNight estimates the Mortlake Energy Hub will be capable of powering 140,000 homes and cutting emissions by 41.4 million tonnes annually
The project will leverage the existing Mortlake Terminal Station to store energy and solar power and release it into the grid when needed
Victoria’s renewable energy targets of 65% by 2030 and 95% by 2035 are supported by energy storage targets of at least 2.6 GW by 2030 and 6.3 GW by 2035
aiming to reach net zero emissions by 2045

Does the Government and the farmers who have agreed to have this Mortlake Energy Hub know that the cattle and sheep or other livestock grazing on that land will not be able to be sold for slaughter because of the toxic elements that will fall on the ground
wind turbines and battery storages all leak or disperse toxicity into and on the soil and vegetation
Refer to the declaration that farmers have to sign when selling livestock

I began rowing when I was sixteen at the Marin Rowing Association in California
but being 5’3 I was ultimately told that if I wanted to carry on rowing at a competitive level I would be better off switching to coxing for men
stuck at home alone and bored during the 2021 Christmas lockdown
I came across an announcement for an open call for television drama scripts at the BBC
Despite having never written a television script in my life
having spent a significant portion of my life rowing
the sport seemed like a good place to start with my writing.
It wouldn’t matter which team I chose to write about, every season at every club revolved around the same common mission: to win. Berkeley and Cambridge were unique in that there was only one team we cared about beating. Readers of The Boys in the Boat will know that Berkeley’s rival is the University of Washington
and Oxford is famously the nemesis of Cambridge
As tempting as it was to write a show in response to The Boys in the Boat where Berkeley beats Washington and goes on to win gold at the Olympics
it seemed wise in writing a show for a submission to the BBC that I would feature the one rowing race they show annually
the concept for Putney to Mortlake was born.
Anyone who has ever been on a rowing team will know that one thing the sport does not lack is drama
and anyone who has ever watched a rowing race will know that it’s hardly a spectator sport
A show about the rowing itself would get quite tedious
it is after all a sport where the athletes do the exact same thing over and over again
rowing is quite possibly the most difficult sport to teach someone quickly
Not to mention that the Boat Race isn’t your typical race
Teaching a crew to row and a coxswain to steer well on the calmest of water is enough of a mission
but what also makes the Boat Race so unique is that the tideway where it takes place is notoriously one of the most difficult racecourses in the world.
This isn’t even taking into consideration the logistics of filming
When the Social Network was filmed at the Henley Royal Regatta in 2010 they had one lunch hour on the Thursday to capture the ninety-second clip that made the final cut
There were several murmurs of a film needing rowers and coxswains for the scene around the time
and the film ultimately utilised some of Henley’s best athletes from Leander and Henley Rowing Club to fill the seats at the last minute
After being knocked out of the regatta the day before
I watched from the shore as the crews rushed back and forth to capture the footage
Most of the scene was ultimately captured on Dorney Lake
but it was clear from several first-hand accounts that the process was slightly shambolic
it was clear that whatever I wrote for television would benefit greatly from taking place mostly on land.
there was no lack of interesting characters or scenarios from my years in the driver’s seat
the BBC’s outline as to how the selection process worked largely informed how I wrote the pilot
Every script would have the first ten pages read by a professional script reader
then if the script proceeded to the next stage someone else would read the first thirty pages
and the final stage was a full read of the entire script.
Only having ten pages to grab someone’s attention
the logical opening to the show was the starting line of the Boat Race. The script then flashes back to the beginning of the season and follows the Cambridge crew back up to that moment throughout the rowing season
Because I was trying to make this one script as gripping as possible
I condensed the entire rowing (and television) season into sixty pages
as eleven months and one interview later I was accepted onto the BBC Voices Programme
which was a six-month crash course in screenwriting and the business of television.
Throughout the six months we had masterclasses on screenwriting
as well as practical discussions on becoming a television writer
The programme was divided into groups based on location
Each group was paired with a development executive
which in our case was the amazing Simon Nelson
who would offer one on one feedback on our scripts.
The point of the programme was to develop a new concept for a drama series
but I was fortunate enough to also have Simon work with me on developing a series outline for Putney to Mortlake
I realised that the biggest problem with writing something vaguely autobiographical is trying to answer the question
“Why did this character do this?” as often the answer is
it is a comedic drama loosely based on real events that sometimes features what an idiot I was
Think Ted Lasso meets Fleabag.
getting a television show made is not easy
I cannot emphasise how fortunate I have been to have the support of the BBC in writing this script
but that is the first step in many to getting the show to screen
Once a script is written the next stage is getting a production company involved
and then ultimately selling it to a channel or streaming service that will hopefully make the show
which is helpful as it gives everyone finding out right now that I’ve written a show about them ample time to prepare themselves for it.
Making a show about an event that in recent history has been protested for being a symbol of elitism in the UK is also difficult
Getting people to care about characters they want to hate is not easy
Television shows and films such as Anatomy of a Scandal and The Riot Club depict the darkest sides of the universities and the worst possible kind of student
so it’s no wonder people think Oxbridge is full of toff villains.
The aim of Putney to Mortlake is to show normal students who happen to be extraordinary athletes competing in one of the oldest consecutive running sporting events in history
Since 1829 rowers have been going through the same rigorous selection process
and since then they have all juggled this whilst trying to complete their degrees and navigate the stress of entering early adulthood at two of the most difficult universities in the world
Everyone can see eighteen minutes of this story annually on television
but now it feels like time to also see what the athletes go through in the six months leading up to race day.
The Planning Committee of the London Borough of Richmond-Upon-Thames (LBRuT) resolved to grant planning consent for the revised major mixed-use scheme on the former 22-acre Stag Brewery site in Mortlake
designed by award-winning architects Squire & Partners
incorporating the new fire safety rules announced by Housing Secretary Michael Gove last Summer
Eight blocks out of 21 residential apartment buildings in the scheme taller than 18 metres will now incorporate second staircases
requiring changes to the layout in some flats
The development includes 7.5 per cent of affordable housing
even though the agreed viability test with Richmond Council provides only four per cent
to accommodate this and to incorporate the fire regulation changes
the developer has dispensed with offices above the proposed cinema
replacing them with additional housing accommodation
amongst the largest mixed-use schemes in South West London
is undertaken by Dartmouth Capital Advisors on behalf of Reselton Properties
a wholly-owned subsidiary of Singapore-listed City Developments Limited (CDL)
the Dartmouth director responsible for the Stag Brewery site
“We are delighted that the London Borough of Richmond has backed our development proposals again
and we will immediately refer them to GLA Mayor Khan for his review.”
The revised application follows from an earlier scheme that LBRuT approved in January 2020
but following referral to the Greater London Authority (GLA)
was turned down by Mayor Sadiq Khan in July 2021 despite his own planning officer’s recommendation to approve
The scheme approved by the London Borough of Richmond Upon Thames last year includes:
•A new secondary school Academy for 1,200 pupils
a full-sized football pitch (also available for community use)
to be constructed by the Central Government
•1068 new homes to be built across the site
These are a mix of private and affordable 1
The affordable housing content is approximately 7.5 per cent of the residential content by area and is 80 per cent social rent tenure optimised for family occupation
•Over 10 acres of publicly accessible open space providing multiple access routes for pedestrians and cyclists to reach the river bank
The affordable housing content is approximately 7.5% of the residential content by area and is 80 per cent social rent tenure and optimised for family occupation
•A mix of uses creates a traditional commercial high street for the benefit of the surrounding Mortlake community that comprises some 20 to 30 units of shops
•Nine acres of green space with numerous squares
provide the focus for the residential accommodation surrounding them
A new green link connects the existing Mortlake Green with the River Thames
•2500 sq m of offices providing space for existing and new local small businesses
• Employing 300 people in the commercial spaces
•An extensive package of road junction improvements at Chalkers Corner designed to mitigate the proposed development’s additional trip generation
improve air quality for existing residents
•The scheme has adopted a net gain biodiversity approach
including ecological enhancements such as providing bat and bird nesting boxes and using native tree species and biodiversity roofs
•This latest approved scheme has a positive Air Quality rating
Guy Duckworth said: “This is the largest development in the London Borough of Richmond
and we have worked hard to create a scheme that the Borough will be proud of
designing both a multiple range of residential homes from our award-winning architects Squire & Partners and a mix of uses that will bring life to this part of Mortlake that has been cut-off from the Thames riverside for several centuries.”
Duckworth highlights the revisions made to the original scheme that address concerns shown by Richmond Council and the GLA
The scheme contributes to Richmond’s affordable housing stock
approximately 7.5 per cent of its total residential floor space
This level reflects that the developer has unilaterally offered to double the “maximum reasonable quantum” that the scheme should deliver as assessed formally by the Council’s valuers and viability analysts
Richmond Council’s desire for larger family-sized units and a tenure ratio of 80% social rent units within the residential content has also been met by the developer within this latest approved scheme
The scheme’s architectural townscape has been reduced from the earlier scheme
which was recommended by GLA officers but turned down by Mayor Khan because it was too tall in parts
That scheme included 1250 residential units
whereas the latest design approved by Richmond has a total residential content of 1068 units
The scheme has been assessed by Townscape design expert Chris Miele of Montagu Evans and is regarded as being of the highest architectural standard in both design terms and in its ability to meet the Richmond Adopted Planning Design Brief
The latest scheme has been redesigned to prevent the need for fossil fuel consumption to produce hot water or heating
All traditional gas- or oil-burning boiler systems have been replaced within all parts of the proposed development with emission-free air-source electric heat pumps
Photovoltaic roof panels adorn the green rooftops in the whole proposed development
40 per cent of the car spaces in the basement carpark are designed for use by rechargeable electric vehicles
and there is a provision to extend this percentage to 100 per cent as future demand dictates
This latest scheme provides a new flood protection barrier for Mortlake
which meets the Environment Agency forecast water levels
It also provides an elevated public walkway beside the River Thames
which can be used when the existing towpath is flooded at high tide
The design was developed with input from the adopted 2011 London Borough of Richmond Upon Thames development brief for the site
along with national planning policy guidance

The 360MW Mortlake solar-plus-storage project in Victoria
is the latest large-scale renewable energy project to be fast-tracked for development by the state government
The AU$700 million (US$480 million) Mortlake Energy Hub is being developed by US independent power producer (IPP) BrightNight, and recently secured a connection to the National Electricity Market (NEM) from the Australian Energy Market Operator (AEMO) in July
The project is BrightNight’s first hybrid renewable energy project in Australia
It consists of a 360MW solar PV power plant and a 300MW co-located battery energy storage system (BESS)
accounting for more than 1% of the state’s total electricity consumption
The company plans to begin construction on the project in 2025
A statement released by the Victoria government today (3 October) revealed that the Mortlake project became eligible for the Labor government’s Development Facilitation Program pathway
an initiative to speed up the development of critical infrastructure projects in Victoria
The Mortlake Energy Hub becomes another large-scale energy project to have been fast-tracked through the Victoria government’s new scheme. As covered by our sister site Energy-Storage.news in late August, ACEnergy saw its 350MW/700MWh Joel Joel project fast-tracked
in what will be the state’s “largest” BESS project
whereas the project’s site estimated it would take around 18 months
Florida, US-headquartered BrightNight specialises in hybrid renewables-plus-storage and standalone battery storage projects. It secured a US$440 million investment commitment from Goldman Sachs Alternatives earlier this year
Victoria is making great progress towards its renewable energy generation targets
The state aims for renewable energy to make up 40% of its electricity generation share by 2025
the share of renewable energy in the state’s energy mix has grown from 12.2% in 2013-14 to 37.8% in 2022-23
Victoria already has over 1GW of utility-scale solar PV capacity in operation
with over 5.3GW of capacity approved and an additional 190MW of capacity currently under construction
The Mortlake project will contribute to the state’s energy storage goals. The government aims to install 6.3GW of energy storage capacity by 2035
and according to the planning documents submitted by BrightNight to the Victorian government
the Mortlake project will meet up to 11% of the state’s 2030 storage capacity target and up to 5% of the state’s 2035 storage capacity target
Victoria’s minister for energy and resources
emphasised the Mortlake project’s potential to provide grid stability while promoting renewable energy in the state’s electricity mix
“The Mortlake Energy Hub will soak up locally generated renewable energy and pump it back into the grid when it’s needed most to support Victorian homes and businesses with cheaper energy,” D’Ambrosio said

A Victoria Police spokesman said the vehicle stolen in the Ballarat suburb of Canadian on March 28 was located burnt out at 7.20am on Wednesday at Mount Clay
about 20 kilometres north-east of Portland
He said the same vehicle was involved in multiple incidents of evading police last weekend with Portland police
That offending is believed to be linked to a series of burglaries across the south-west early Sunday morning
including the theft of cash and cigarettes at the Port Fairy and Koroit supermarkets
an attempted burglary at the Mortlake BP service station and the Terang newsagency
That offending is alleged to have involved a white Toyota RAV4
which was seen in Camperdown by a police officer early on Sunday morning and later found dumped in Ballarat
Police allege that offenders were then involved in an aggravated burglary at Mount Helen property in north Ballarat
It's alleged offenders stole a Suzuki Vitara
which was located at the Mercure Hotel on Main Road in Ballarat about 4pm near tourist attraction Sovereign Hill
It was in the car park that former Portland man Mason Quarrell
Both appeared in the Ballarat Magistrates Court on Tuesday where they did not apply for bail and were remanded in custody until April 28
Picture supplied.A young Portland man was on multiple sets of bail when he committed an alleged crime spree that netted cash and smokes across the south-west
The man appeared briefly in Ballarat Magistrates Court on April 8

She said he was already on three or four counts of bail
The man was remanded in custody to appear in the same court on April 28 for a mention hearing
Two men have been arrested by police detectives in Ballarat while committing more offences after a crime spree across south-west Victoria
charged and remanded in custody to appear in the Ballarat Magistrates Court on Tuesday for bail/remand hearings
The offending started in Portland where up to three offenders were involved in an aggravated burglary - stealing two dirt bikes from a Clifton Court property between midnight and 3am on Sunday
The offenders have then gone to a Cavendish Street address nearby
but they couldn't start that car and fled when disturbed by a member of the public
Picture supplied. The trio then attended the northern edge of Portland at a Henty Highway address where a white 2011 Toyota Corolla sedan was stolen with registration plates BYO-141
was identified through CCTV footage as being at Portland
Cigarettes and cash were stolen from the Port Fairy and the Mortlake Roadhouse
while there was an attempted burglary at the Mortlake BP service station
The offenders were disturbed by a Mortlake man on his regular 5am walk
He called Triple Zero and the thieves jumped in the RAV4 and tried to run him down
The offenders then went to Terang where there was an attempted burglary
but they were disturbed by the newsagent doing book work and fled
A police officer then saw the RAV4 at Camperdown on Sunday morning
The RAV4 was found in Ballarat and it will be alleged that two of the offenders were caught while committing further offences in that city
It's understood two men were arrested - one of them a young Portland man
Mortlake Roadhouse owner Dion Symons is thankful his brother-in-law was able to survive an attempt by thieves to run him down
File picture.Thieves have tried to run down an early morning Mortlake walker who raised the alarm about commercial burglaries in the town
Mortlake Roadhouse owner/operator Dion Symons said his brother-in-law was going for his regular 5am stroll when he came across thieves trying to break into the Mortlake BP service station
along with the Port Fairy and Koroit IGA supermarkets
where cigarettes and cash were stolen early Sunday morning
Mr Symons said his roadhouse would recover
but being the target of thieves was a price business operators had to pay
It's one of those things when you own a business and have floats and things like that on hand," he said
it's one of those things that's going to happen every now and then these days
this is an easy way for low-lives to make an easy bit of money
The guys from our ATM company have been on to it
they've been really good and they'll bring in a new one and get that all fixed up
"Obviously the thieves smashed up the smoke stand
Mr Symons said there was no glass smashed "so we were OK that way"
He was able to confirm that it's believed the thieves were disturbed while trying to break into the BP service station and the Mortlake IGA supermarket
"That was my brother-in-law who did that," he said
He was on the other side of the road and he could hear some banging down by the BP
They yell out 'none of your business' when he yelled out 'what are you doing?'
so he picked up his phone and rang Triple Zero (000) straight away
got onto Triple Zero and the thieves all jumped back in their car and tried to line him up and tried to hit him."
The roadhouse operator said he understood the white RAV4 being driven by the thieves had been recovered in Ballarat
There was still a fair bit going on last night (Monday)
but police maintain they are on the trail of the thieves and just have to catch up with them," Mr Symons said
Picture by Tim AuldSecurity camera footage has tied offenders to crimes in Portland before a series of commercial premises burglaries across the south-west on Sunday morning
On Sunday Warrnambool criminal investigation unit Detective Sergeant Andy Raven said thieves targeted three towns in the region
supermarkets in Port Fairy and Koroit and a roadhouse in Mortlake
"We are investigating a series of burglaries that have occurred in Port Fairy
Detective Sergeant Raven said the IGA supermarket in Port Fairy
Daly's IGA Koroit and the Mortlake Roadhouse were broken into by unknown offenders
Portland police Detective Senior Constable Kyra McInnes said it was understood a white Toyota RAV4 involved in the commercial burglaries was also involved in crimes at Portland
"Prior to those burglaries at the supermarkets and the roadhouse
there were offences committed in Portland believed to be linked to the same offenders," she said
"There was an aggravated burglary involving a shed attached to a house
One is red and white and the other is black
"They were stolen during the early hours of Sunday
"The offenders have then gone to a Cavendish Street nearby
but they couldn't start that car and fled when disturbed by a member of the public."
Detective Senior Constable McInnes said offenders then attended the northern edge of Portland at a Henty Highway address where a white 2011 Toyota Corolla sedan was stolen with registration plates BYO-141
The white 2011 Toyota Corolla sedan is still missing and police have requested anyone with information about that vehicle to immediately call their local police or Crime Stoppers on 1800 333 000

Warrnambool criminal investigation unit Detective Sergeant Andy Raven said thieves targeted three towns in the region
Detectove Sergeant Raven said the IGA supermarket in Port Fairy
He said the investigation into the burglaries was in its early stages
A sign outside Port Fairy's IGA supermarket said it would be opening later than usual at 10am due to "unforeseen circumstances"
A Victoria Police spokeswoman said Warrnambool's Crime Investigation Unit detectives were investigating following the series of commercial burglaries
"The offenders first came to police attention when they tried to steal a vehicle from a property in Portland," the spokeswoman said
when they were disturbed by the owner of the vehicle
"It is believed the same three men then forced their way into various stores in the early hours of the morning over a four-hour period
travelling in a white SUV bearing false plates
made off with quantities of cash and cigarettes."
which were not trading at the time of the incidents
"Detectives are investigating whether the same men were also involved in a petrol drive off at a service station on Jamieson Street in Warrnambool," the spokeswoman said
"Anyone with information or who may have witnessed the incidents is urged to call Crime Stoppers on 1800 333 000."

Buck's efforts included a mark-of-the-year attempt in the opening term when he soared above Bombers ruckman Matthew Clarke
He didn't reel in the grab but it emphasised his game-changing skillset
"He has been in our best players the first few weeks
"He was playing wing but he came in (this season) and said 'I'd like to play a bit more forward' and we've done that for him in the pre-season and it's paying off at the moment
Charlie Kenna's classy burst through the middle in the second term and debutant Sam Wareham were others to impress as the Bloods broke through for their first win of the season after back-to-back losses to start their campaign

GWV Rebels-listed teenager Archie Taylor was nursing a calf complaint and Josh Hickey felt unwell
"We didn't have a bench in the end," Cobden coach Brody Mahoney said
Mahoney described the loss to the Bloods as "pretty deflating" and said the Bombers would need to re-group to avoid slipping to 0-4
"It was a pretty even contest early but we failed to respond when they had a go," he said
"It is something we need to work out and probably a bit of inexperience is part of the blame but it shouldn't be

You're not going to win games if you're bombing the ball."
