restoration of passenger rail services to a region that has been without them for 60 years is re-setting the connectivity and social landscape of the north-east of England while tackling the engineering challenges posed by the legacy of its industrial past A long-term goal to bring train connections to the north-east’s former mining communities is set to be fully realised this year following last December’s return of passenger rail services to the 29km-long Northumberland Line which now offers train services from two of its six proposed stations will have a significant impact on mobility for local people It halves the travel time from Ashington into the centre of Newcastle and benefits from a fare structure that is integrated into the Tyne and Wear Metro system Journeys that previously took more than an hour by bus can now be achieved in 35 minutes on train services that run twice an hour in each direction from Ashington station at the northern end via the new Seaton Delaval station to Newcastle’s city centre Newsham and Northumberland Park – will open over the course of the year providing fast and reliable access to employment and further education opportunities given the handicaps that people in this part of Northumberland have to overcome “These former mining communities suffer high levels of deprivation and unemployment and low levels of car ownership The region has a job density of around 0.5 meaning there are half as many jobs as there are people of working age so people have to travel to access employment,” he explains While McNaughton says there has been an aspiration to restore passenger services “almost since the day they were axed” in the Beeching cuts of the 1960s the project only really got traction in 2011 after a proper evidence case was made to justify the investment “Up to that point no-one had really answered that question – why do we need to reopen the railway line it has taken a long time to get the project to this point and his team has had to hold firm on what he refers to as “red line” items - the number of stations the service level of two trains per hour in each direction While some of the stations might be physically close the main challenges were accessing sufficient funding and agreeing an achievable programme Network Rail conventionally leads on rail infrastructure projects but in this case a new integrated delivery model intended to get rail projects built more rapidly was selected – with Northumberland County Council as the lead delivery organisation supported by consultant Aecom Programme delivery director Neil Blagburn says Aecom was appointed at the outset to help establish the business case for funding and has subsequently provided multi-disciplinary services for stakeholder management Initial funding came from the Department for Transport’s (DfT’s) Rail Network Enhancement Pipeline alongside significant investment from Northumberland County Council to move the scheme forward The 2020 launch of the DfT’s £500M Restoring Your Railway Fund was particularly timely; the business case for the line was proven and its delivery was expected to be relatively straightforward A strong point was the presence of an operational railway line albeit used by just a handful of freight trains each week serving Lynemouth Power Station and the Port of Blyth “The new stations are largely where they were historically,” explains McNaughton “but we reviewed them considering the availability of land the rail engineering constraints and where existing and emerging population centres were located.” so part of the engineering challenge was to do all this work with trains running Restore Your Railway funds covered the cost of building new stations – three with single platforms and three with twin platforms – as well as the necessary infrastructure such as footbridges and car parks converting manual signalling to a remotely controlled digital system and upgrading or replacing level crossings and to provide the level of service that was required a 1km twin track extension south of Newsham and a 2.4km-long passing loop for freight trains have been built as part of the works All the pre-1976 rail track was renewed – a total length of 26km At Newsham the decision was taken to replace the level crossing on the A1061 with a 67.5m-long This connection to Blyth is one of the county’s two busiest roads and the impact of level crossing closures four times an hour rather than a couple of times a day was not something that the council was willing to accept The other main structures are a 4m-wide underpass at Palmersville Dairy and a 49m-long pedestrian and cycle bridge over the A189 dual carriageway that will improve access to Blyth Bebside station The plan to bring all six stations on stream simultaneously had to be revised after ground investigations indicated that conditions along the line made this impossible Many of the engineering challenges have arisen from the fact that the railway runs through former mining territory – in the case of Northumberland Park station the presence of two coal seams between 10m and 30m below ground had led to extensive voids below the surface clay had been extracted from pits on the site The operation to remove hazardous and contaminated material from the land on which the stations and car parks are built was “colossal” they might have found ways to remediate and reuse some of it Ash was also used to build the original rail embankments “We wanted to widen the embankments to build two tracks on them and run more frequent trains so we had to excavate a lot of the embankment and encapsulate the poor material with engineered fill,” Blagburn says Finding a solution that would minimise the impact on time and budget was the key “We had to think really hard about how we could keep the costs down so that it didn’t spiral into something that would be unaffordable potentially losing some of those golden deliverables,” Blagburn emphasises The most efficient scenario would have been to close the line and replace the whole embankment from one end to the other but this was impossible because of the need to supply biomass fuel to the power station – unlike coal it cannot be stockpiled for an extended closure “We had to really negotiate for blockades,” says Blagburn so part of the engineering challenge was to do all this work with trains running.” The embankment was split into short lengths of around 20-30m and the encapsulation carried out one section at a time ground conditions were again the main challenge for the construction of the three-span highway bridge The presence of fractured bedrock demanded 1.5m-long rock sockets on the 750mm-diameter continuous flight auger (CFA) piles that were embankments would be to build in a six-month “hold” period before starting pavement construction But dissipation of the pore pressure was predicted to be enhanced by the thin laminations of silt and sand that were present between clay beds A network of piezometers and extensometers was installed to confirm that consolidation was proceeding as predicted with settlement trends reviewed on a weekly basis by Aecom geotechnical engineers and main contractor Morgan Sindall Infrastructure “Using that instrumentation enabled us to reduce the settlement time by about three months,” Blagburn confirms Morgan Sindall Infrastructure joined the team in 2020 during the early contractor engagement process subsequently being awarded the contract for construction of all six stations and the structures Operations director of its rail division Pieter Esbach agrees construction of the structures and platforms was largely straightforward but groundworks was the main headache “The biggest challenge was getting out of the ground,” he says At Northumberland Park station it took the best part of a year to complete stabilisation of the old mine workings before any construction could begin Grouting injection points were on a 6m grid reducing to 3m where the volume of grout required was higher than predicted “We weren’t able to predict how long it would take,” explains Esbach “You only get to know what the uptake of grout will be once you start.” says Blagburn; boreholes might strike mine columns rather than voids and give a misleading account of the below-ground situation Soil Engineering Group was the subcontractor for the mine stabilisation work A further challenge at Northumberland Park was the proximity of housing with people living and sleeping just a few metres from piling works for the new station “We made a 3D model showing the sequence of work and shared it with residents,” Esbach says “We have a six-weekly ‘town hall’ event where we meet with them and explain what we are doing and how we are doing it.” All parties agree that keeping people informed has significantly reduced complaints The next challenge is presented by the station lifts which have to be installed with all the cladding in place due to the limited space Esbach says he hopes to have that done by Easter the original at-grade footpath was planned to become a footbridge but it was on the North Tyneside cycle network and there was no room to add the necessary ramps so an underpass was designed for the location the 46 precast cross-sections were stitched together to form three units and brought to the site on self-propelled modular transporters (SPMTs) the three units jacked into position and the railway reinstated rider numbers have been in line with business case predictions adding the caveat that figures might be influenced by the novelty factor but also the fact that only two stations are open Newsham Station’s opening is the next milestone and was due to take place as NCE went to press
