considered properly the Minister of State for Local Government and English Devolution also received on 16 December 2024 further details were provided on how this Local Government Review would be achieved “My intention is to formally invite unitary proposals in January 2025 from all councils in two-tier areas I will set out further detail on the criteria I will consider when taking decisions on the proposals that are submitted to Government I intend to ask for interim plans by March 2025.” Whilst we as Leaders of four District and Boroughs from across Warwickshire collectively welcome the opportunities that devolution may bring to our communities we are concerned about the haste in relation to Local Government Review which is being taken by Warwickshire County Council The County Council informed the Warwickshire District and Borough Councils at a meeting on Thursday 19 December 2024 (just three days after the publication of the White Paper) that a submission will be made from the County Council to Government by 10 January 2025 This submission will not only be seeking the deferral of the scheduled May 2025 elections but will also propose without any debate with the District and Borough Councils that a single Warwickshire Unitary Authority be formed as soon as possible and that when formed this authority would then become a member of the West Midlands Combined Authority The White Paper suggests that Government will consider postponing Local Elections scheduled in May 2025 (such as the Warwickshire County Council elections) where this would either help “unlock devolution arrangements” or if the area is included in the “Devolution Priority Programme.” We do not believe that either of the situations are relevant to Warwickshire it is far from clear as to whether a Warwickshire Unitary Authority would be allowed to join the West Midlands Combined Authority On this point Richard Parker in a recent BBC interview is reported to have stated: “I think the Warwickshire issue was dealt with at that time and is now in another place So I do not envisage the boundaries of this combined authority being extended." In response to the stated position from the County Council we have written to Councillor Isobel Seccombe “We urge you withhold from requesting the deferral of the May 2025 elections we would all wish to urgently enter meaningful and constructive discussions with the existing principal authorities within the County of Warwickshire to help properly consider the options that exist.” We therefore look forward to a positive response from the County Council on this matter If the County Council do proceed with their planned submission then we will be making it clear to the Minister of State for Local Government and English Devolution that we do not support the proposal from the County Council Leader of North Warwickshire Borough Council: Cllr David Wright Leader of Nuneaton and Bedworth Borough Council: Cllr Chris Watkins Leader of Stratford-on-Avon District Council: Cllr Susan Juned Leader of Warwick District Council: Cllr Ian Davison Warwickshire County Council is reminding residents which closes at midnight on Sunday 22 December seeks input on plans designed to complement the Transforming Nuneaton programme Find out more and have your say now: https://ask.warwickshire.gov.uk/bi/nuneaton-access-and-movement-survey   the plans offer easier access to Grayson Place and the town’s central shopping area The proposals include measures to benefit local businesses said: "We are excited to share these proposals The public engagement will run until 22 December. Celebrating 200 years since the birth of the modern railway network Warwickshire County Council is joining the wider rail sector in its celebrations to mark the 200th anniversary since passengers were carried for the first time on the Stockton and Darlington Railway and the modern railway was born.   January 2025 also marks nine years since the opening of Bermuda Park station on the Nuneaton to Coventry rail line one of five stations which the Council has been involved in opening in the privatised rail era – the others being Warwick Parkway Stratford Parkway and Kenilworth.   Bermuda Park station opened on 18 January 2016 after a 15 month build as part of wider improvements to the Nuneaton to Coventry line which also saw the opening of Coventry Arena station and improvements to Bedworth station By the end of its first full year of operation (2017/18) passenger numbers had grown to around 28,000 which increased further to just over 38,000 in 2019/20.   While a combination of the COVID pandemic and wider challenges within the rail industry have since stalled that growth Warwickshire remains committed to building its rail offer The County Council is working with partners to develop and grow the rail market served by the Elephant & Bear Line which operates between Leamington Spa The station at Bermuda Park is part of that line and is vital in serving the surrounding employment in the Griff area of Nuneaton allowing people to access jobs and training using a sustainable mode of transport for their journeys.   The station has recently benefitted from improved bus service connectivity to the town centre and across the borough following the opening of Bermuda Bridge and work is underway to further improve cycle access to the station from parts of East Nuneaton.   Warwickshire County Council and Nuneaton and Bedworth Borough Council also have aspirations to improve Nuneaton Station as part of the wider Transforming Nuneaton programme car parking and access for pedestrians and cyclists from the north of the town.   A new parkway station between Nuneaton and Hinckley near the A5 is also in the early stages of planning as is a potential station in the Galley Common/Stockingford area.   Details of these and other rail improvements can be found in the County Council’s Rail Strategy which forms part of the adopted Local Transport Plan for Warwickshire.  Further celebrations are planned through the year by the Council and the Heart of England Community Rail Partnership as part of the Railway 200 milestone.  Portfolio Holder for Transport & Planning said “This Council has a proven track-record of delivery in new and improved rail facilities and services across Warwickshire working with partners including the Department for Transport The 200 year anniversary is a great chance to take stock of that.   “Developing the rail network of Warwickshire is vital to supporting economic growth and housing delivery whilst helping the County move towards a low carbon transport system that complements our net zero commitments.  “I’m also delighted to see that as well as all of the work that has happened at Bermuda Station rail travel in and around Nuneaton is set to receive a major boost This sits perfectly with the ambitious Transforming Nuneaton programme where rail access to and around the developing town centre will bring people in with less traffic and further stimulate the local economy.”  More information about the Railway 200 celebrations can be found at: https://railway200.co.uk/.  Several other stations across the County have also been improved during that time with better facilities for passengers cycle parking and enhanced interchange with bus services.  Nuneaton and Bedworth Borough Council is aware of rumours circulating on social media alleging that the new Hampton-by-Hilton Hotel is being used to accommodate illegal migrants The Council would like to make it clear that these claims are entirely false The Hampton-by-Hilton Hotel, which is part of the first phase of the Abbey Street development in Nuneaton is a commercial venture designed to support local businesses and visitors and is the initial part of the regeneration of Nuneaton town centre The Council understands that misinformation can be worrying and encourages the community to rely on verified sources for accurate updates on developments within the borough Hate crimes can be reported to Warwickshire Police through their website or by calling 101 Equip runs Report a Hate Crime - Warwickshire Hate Crime Partnership where Hate incidents can be reported and shared with Warwickshire Police if the option is chosen Homes were evacuated by firefighters in a town after a boiler reportedly exploded in a while she was asleep and the Hong Kong community came together to organise and host the Lunar New Year Festival 2025.  This was the second year for the event which brought together Hong Kongers and the wider local community for a day of cultural celebration Building on the success of last year’s event this year’s festival welcomed over 100 attendees where they enjoyed traditional performances and opportunities to engage with local services.    The event served as an official welcome for newly arrived families from Hong Kong and a chance for Warwickshire residents to learn more about Hong Kong’s rich traditions The event was also an opportunity for local service providers to connect with the Hong Kong community and share valuable resources.    where Warwickshire County Council’s Portfolio Holder for Children and young People, Sue Markham spoke about the importance of inclusivity and the contributions of Hong Kongers to Warwickshire This was followed by a series of performances including traditional Chinese music and piano renditions of Lunar New Year songs.    attended the event and engaged with both the organisers and the Hong Konger guests he praised the organisers and the community for their dedication and hard work in making the event a success.  Attendees had the chance to participate in a variety of interactive games all designed to engage participants in Hong Kong traditions making it a fun experience for families and children.    An important feature of the event was the service provider area where local organisations shared information on ESOL classes The event also included a cultural exhibition showcasing presentations on Lunar New Year traditions in Hong Kong.    The celebration concluded with a bring and share food session where guests enjoyed a variety of traditional dishes fostering conversation and connections across cultures.    A key message from the event was Warwickshire’s ongoing commitment to welcoming and supporting new communities "Warwickshire is a county that celebrates and welcomes diversity This festival is a testament to our community’s commitment to building strong ensuring that those who have made Warwickshire their home feel supported and valued and we are proud to celebrate with them today."    Nuneaton and Bedworth Mayor Cllr Bill Hancox said: “It was a great honour for me to attend the Lunar New Year Festival Celebration at Nuneaton Methodist Church The event was also a good opportunity for our residents to learn about Hong Kong’s many traditions It was fantastic to meet families from Hong Kong who had just arrived in our county and I would like to wish them all the best on behalf of our Nuneaton and Bedworth residents.’’  The festival was made possible through the collaboration of Warwickshire County Council and dedicated community volunteers.    For more information on support and services available for Hong Kongers in Warwickshire, visit A normal timetable has been restored on the West Coast Main Line between Tamworth and Nuneaton after successfully installing a prop to an overhead line structure Engineers have completed work to temporarily restore the railway near Polesworth after damage to an overhead line structure was discovered during a routine track inspection on 6 December engineers installed a temporary support within one of the four tracks so that trains could continue running safely on the remaining three lines The partial closure meant that southbound train services between Tamworth Atherstone and Nuneaton were replaced by buses which caused increased journey times for some passengers Extensive work has now been completed to allow the railway to fully reopen from today (Thursday 6 February) This has involved modifying the railway embankment realigning the affected section of track and relocating a metal prop to keep the overhead line structure safe trains will run at a reduced speed to allow the ground underneath the track to settle and adjust to the weight of passing trains This will help our engineers monitor the area before safely increasing speeds for smoother journeys said: “This is a complicated piece of engineering and our repairs have kept as many trains moving as possible for passengers while ensuring the safety of the railway is maintained and I would like to thank passengers for their patience "Our teams have worked around the clock to temporarily fix a damaged structure and fully reopen the railway I am pleased to confirm that services can now operate as normal and we appreciate everyone’s understanding during this time The residents of Polesworth will have also noticed our presence and their patience is appreciated” customer experience director at London Northwestern Railway said: “We are grateful to passengers in Atherstone for their patience while Network Rail completed vital repairs to the overhead cables We are pleased that the line is now open again and our normal timetable is back in operation Our timetables are available to view on journey planners said: “We’re pleased the railway between Tamworth and Nuneaton is now fully open and would like to thank our customers for their patience while Network Rail carried out vital repairs to the infrastructure.” The design of a replacement overhead line structure at this location is ongoing and will be installed at a later date To minimise further disruption to passengers this will be installed at the same time as other planned improvements on the West Coast Main Line later in the year to grow and expand the nation's railway network to respond to the tremendous growth and demand the railway has experienced - a doubling of passenger journeys over the past 20 years People travelling on the West Coast Main Line are being urged to continue to check their journeys following damage to overhead line equipment in Warwickshire.  Following a routine track inspection on the railway through Polesworth on 6 December rail engineers discovered damage to an overhead line structure which carries the wires that provide power to electric trains engineers have successfully installed a temporary prop which has allowed passenger and freight trains to continue running safely London Northwestern Railway services travelling southbound are unable to call at Atherstone station Bus replacement services will be in place between Tamworth Atherstone and Nuneaton in the southbound direction only for customers travelling to/from Atherstone said: “We’re working hard to keep passengers and freight services moving through Polesworth while we complete urgent repairs to a damaged overhead line structure we’ve been able to safely increase the speed trains can run through the area however journeys are still being affected and passengers should continue to check before they travel.“I’m sorry for the ongoing disruption and want to assure passengers that we’re working on a plan to fully reopen the railway as soon as possible.” said: “We apologise for the disruption caused to customers in Atherstone while Network Rail complete vital repairs to the overhead cables Rail replacement services will be in operation until southbound services are able to call at the station once again with timetables available to view on journey planners.” said: “We’d like to thank customers for their patience while Network Rail carry out vital repairs to the infrastructure near Tamworth we’d encourage those making journeys on the West Coast Main Line to check before they travel.” Engineers are working around the clock to prepare the railway embankment for work to replace the damaged structure A full repair plan is being developed which will see a four-track railway returned as soon as possible Work has taken place aimed at easing flooding problems at two borough cemeteries Contractors have completed works along Skey Drive to help clear gulleys and roots that have caused a blockage for water drainage and will help to combat pooling water at Bucks Hill Cemetery Land drains are also being installed within the cemetery to support the flooding issues Trees have been removed in Attleborough Cemetery to prepare for piping work that will be installed by Network Rail to try and prevent water backing up in the cemetery "The Council is determined to tackle these issues at our cemeteries and following extensive work last year we had already prevented the graves from flooding at Bucks Hill Cemetery “We now need to complete drainage works to prevent the lower road from retaining water after significant rain we have also carried out work along Skey Drive to prevent water pooling which was a potential risk for road users “Lack of attention had allowed trees and reeds to grow along Skey Drive and the roots from these had blocked all the drainage points from the road causing significant flooding and creating a dangerous situation for motorists water from the railway embankment after heavy rainfall was causing extensive flooding there too “Network Rail has agreed to carry out work to rectify this at their expense but we have had to remove two trees to enable access for them to install the new drainage pipes "Once all this work has been completed hopefully these cemeteries will be free from flooding and we will ensure to put in place a regular check that all drainage systems are running freely."
