A licensing application is in looking to turn a former Old Windsor dry cleaners into a restaurant – a plan which fetched some concerns when it was first floated
planning permission was granted for a change of use of Roseland dry cleaners on Wheatsheaf Parade
At the time it fetched 18 objection letters
Objectors felt the area is already oversubscribed for food options and objected to any intensification of this area
Wheatsheaf Parade has parking restrictions that prohibit parking for more than 20 minutes – which already causes some issues there
It becomes ‘heavily congested’ with visitors and delivery vehicles
Others felt the parade is already ‘very busy’ with plenty of food options
and neighbouring establishments expressed concerns on the impact on their own businesses
Old Windsor Parish Council echoed these concerns and the application was called in for a discussion at a development panel by ward councillor Lynne Jones (OWRA
the plans were approved and now a new restaurant called Damak is planned there – which is now seeking a licence to sell alcohol
drawings show eight four-seater tables planned for in the restaurant
It proposes to employ three full-time and two part-time employees
Damak is set to open from 11am to 11pm each day and it is looking for a licence to sell alcohol on the premises from Monday to Sunday
The applicant has asked for the application to start on Monday
Anyone wanting to make any comment on this application has to do so by that date

This year saw over 300 entries to the council run competition from across the borough
with the winners walking away with a £25 voucher for Braywick Heath Nurseries
The annual competition aims to encourage more people to become more interested in horticulture and use their skills to get creative in their garden - which also helps brighten up their neighbourhood
Gardens that are visible from a footpath or road were eligible for entry
with residents and passers-by encouraged to nominate their favourite garden in their own wards
Winning gardens and a display at the following locations were selected:
You can view the photographs from the winners of this competition on our Facebook page
said: “Well done to all who entered – and thank you to all the gardeners in the Royal Borough for your passion and dedication
“The Garden in Bloom competition is the council’s way of recognising the talent and effort put into gardening by residents to make their neighbourhoods beautiful
“I was particularly impressed with the residents of Datchet
came together to create crochet flowers as part of the competition.”
The council is grateful to Housing Solutions, Berkeley Group and Silva Homes for their sponsorship of the competition
And that’s what happened (spoiler) at The Loch & The Tyne
It was a rainy and grey day when we visited the gastropub with rooms opened by Adam Handling in 2021
Spells of a proper storm were interspersed with moments of spring blue sky
We saw all kinds of weather changes en route
considering the trip via public transport to Old Windsor can take some time
Once we arrived at the entrance of the establishment
anticipates a warmly rustic chic atmosphere inside
The interior design follows that of the other venues by the Scottish-born chef: contemporary edgy artwork
dried flowers as centrepieces and lining the walls
The armchairs upholstered in faded tartan and leather are a plus
is full to capacity with first-time visitors and regulars alike

The cuisine bears the signature of Handling
obviously recognisable in his classic dishes Mother and the moreish Cheese Doughnuts
the menu is permeated by the creativity and passion of co-proprietors Steven Kerr and Jonny McNeil
Handling’s cuisine focuses on the flavour profile of the ingredients as they are
carefully crafted but subjected to the least amount of elaboration
where portions are halved but a longer set selection of courses is on offer
the à la carte allows one to enjoy more generous servings and choose according to the appetite and mood
the wintry morning demanded a comforting and delicious soup of the day
The other pick from the small plates section was the Haggis Scotch Egg
with additional tanginess from the tartare sauce
This first round was anticipated by a few snacks
among which the aforementioned Cheese Doughnuts – with an overloaded dusting of grated parmesan
and the Black Pudding and Apple Bon Bons which consists of five small meaty bites – a must-try

The venison is a highlight from the large plates: tenderly cooked
laid on fermented turnip and topped by a few lingonberries
and fantastic with the pairing of a Nebbiolo
The corn-fed Chicken is another tasty option
although some more of the asparagus and wild garlic could have enriched the dish
any of the green sides can provide the necessary vegetable intake
dainty at first sight with a little purple tinge and flowers
there was a gratifying basil and blackberry jam to scoop up to the last drop
rooms available upstairs for a prolonged stay
and a food menu that branches off into elevated pub offerings
The Loch & The Tyne offers a complete experience that takes one back to a relaxed and relishing mode of eating out

A family-run hardware store in Old Windsor will close its doors this spring after 23 years in the community
Retiring owner Amarjit Dhendsa opened Leo’s Hardware on St Luke’s Road in 2002
having run a video store in Egham and a similar hardware store in Maidenhead
This was the first Windsor venture for the 68-year-old Maidenhead resident
who owned another Leo’s in Wootton Way between 1999 and 2013
“A traditional ironmongery store – where you could go in and get yourself out of trouble – plumbing
paint…anything,” he told the Express about the shop's purpose
“You don't have to go to a bigger store like BBQ or Homebase
“People who couldn't drive or didn't want to go out to Slough or Staines
“That was [why] we closed the Maidenhead shop because Homebase opened up in Maidenhead
and we could see our business going downhill.”
But the reason for closing his Windsor shop is simply 'age'
who has been working in the background with his wife
while shop manager Alex Matos was behind the till for around a decade
“I haven't had the heart to go in there to face customers because we've had customers well upset
People were crying because it was closing down
It’s only a small parish; people tend to know each other
Amarjit said the shop served as a community space where people would visit for a chat
even if they weren’t shopping for anything specific
He said the ‘faces’ and ‘meeting people’ are what he will miss most about the store when it closes for good
“It’s definitely harder because you feel you're letting people down because it's a small local community on that part
“But everything comes to an end at one time or another
So sad in that sense but pleased as well because retirement comes.”
The 'notion' to close the store began in November 2024
but an official closing date has yet to be confirmed
The premises will soon return to being a convenience store
similar to when Amarjit acquired the building in the early 2000s
had first inspired him to open the store in Old Windsor
"He was like a father to me," said Amarjit
"I went to Australia for a couple of years
and was looking to do something. He said this store’s come up
So I purchased that; it seemed like a good business."
The shop has remained unchanged since its early days
apart from changes during the COVID-19 years
“There are items that can sit there for years
"When somebody's trying to sort some paints out
make sure they’re doing it the right way if they’re doing it themselves
"That's the reason I think people kept coming back."

A Premier convenience store could soon replace Leo’s Hardware at 44 St Luke's Road after 23 years in the area
An application to license a new convenience store in Old Windsor is under council consideration following an objection by a nearby retailer
A Premier convenience store could soon replace Leo’s Hardware at 44 St Luke's Road after 23 years in the area
Applicant AV Retails Ltd has applied for a licence to sell alcohol
newspapers and magazines, a pay point and a pay zone
One written objection was received to the plans
which involve off-premises alcohol supply from Monday to Sunday
the premises previously operated as a local convenience store several years ago,” said the applicant at a licensing and public space protection order subcommittee on Wednesday
Councillors learned the applicant applied to join the Premier retailer network
and their application was recently approved
has five years of retail industry experience
“We have five Premier stores and two independent stores
so we have done all this in all other shops,” the applicant told Councillor Suzanne Cross after enquiring about their history of running similar businesses
Police licensing officer Debie Pearmain said Thames Valley Police wouldn’t object if the applicant agreed to conditions placed on the premises licence alongside those already offered
CCTV recordings would need to be kept securely for 31 days and made available to Thames Valley Police
and the DPS would be trained on the CCTV system
fair trading officer Rajinder Mann from the RBWM Trading Standards and Licensing Team said they were ‘happy with some of the conditions proposed’ but added a ‘Challenge 25' policy
training for proxy sales and logging sale refusals
No other authorities objected to the application
One written objector spoke of the ‘over-saturation of alcohol retailers’ in Old Windsor
Budget Supermarket and M&S Simply Food
“With four retailers already covering alcohol sales in a very close vicinity
there is absolutely no justification for another off-licence in such a small village,” they wrote
who owns Lyndwood Food and Wines at Lyndwood Parade in St Luke's Road
said granting this licence would be ‘detrimental’ to the local economy
it will put more pressure on local policing and enforcement resources while threatening the sustainability of existing independent businesses like mine and harming the progress made by nonprofits tackling alcohol-related harm in Old Windsor,” they added
Reporting officer Craig Hawkings informed panel members that Co-op Food recently amended its trading hours to 6am to 11pm
which reflects the same hours in this application
Jeskem Singh of Rehmat Enterprises said the application would ‘disrupt the balance of the local economy’
has operated in the area since December 2022
and a petition started by Mr Singh garnered 71 signatures opposing the application for St Luke's Road Premier
“The applicant really hasn’t demonstrated why this off-licence is needed when existing businesses are already meeting demand,” he added
Councillors in the licensing panel sub-committee
will deliberate the application and provide a response in five working days
A formerly all-boys school in Old Windsor founded in 1888 has reflected on the success of its move to co-ed education – which it hopes will help combat misogyny in society and foster equality
St John’s Beaumont is a prep school for children aged three to 13
having originally been asked by The Jesuit Trustees to review the school’s performance in 2022
A decision was made to transition St Johns Beaumont into a co-ed school
and shortly afterward a new headteacher joined
with the idea that later years will become co-ed as this cohort moves up through the school
15 per cent of the pupils from nursery to Year 4 are girls
Mr Barr says the transition has been ‘very positive’
using the example of one of the girls – now in Year 4 – who has ‘integrated wonderfully’ and has joined the A-teams for football and rugby
“I think it’s given the boys a really good sense that this isn’t a boys game
and boys and girls can be equally good,” he said
which was influenced by a growing number of parents who for practical reasons wanted their son and daughter to attend the same school
“Following all the reports about misogyny in some very high profile independent senior schools
we have the opportunity to make sure boys and girls grow up in an equal environment together,” Mr Barr said
“It’s hopefully helping the next generation going out into society to have less antagonistic views of one another
He added: “The biggest positive that I’ve seen is the way they’re interacting with each other
recognising that it’s a human being first.”
Mr Barr put the smoothness of the transition down to the Jesuit ethos and culture of the school – which Intellego Education has pledged to maintain
said the ‘tradition of excellent teaching and the instilling of strong moral values – both as relevant today as in the past – is the legacy we are proud to have been entrusted to build upon’
“Our students understand that in our heritage as a Jesuit school
visitors and guests are always made to feel very welcome
“That’s a big part of our tradition and heritage – the human being is important
Asked about how the girls are handling a majority male environment
Mr Barr said the school has seen ‘no negative impact on the girls whatsoever.’
“The parents have really embraced it,” he said
is absolutely thriving and has made really good friends
Her parents can’t believe the difference between where she came from [and here].”
Mr Barr said they have been ‘an absolute joy.’
“They’ve welcomed the girls just like any other new pupil starting
It’s just another friend on the playground,” he said
The school has made several changes to its facilities to support the transition; for example
it has just unveiled a new multi-purpose artificial sports pitch
designed to accommodate sports like hockey and netball

A licensing application has been submitted for a new Best-One convenience store on the site of a controversial Windsor corner shop which was caught selling alcohol and vapes to children
was previously the home of Castle News Food & Wine
the convenience store was the subject of scrutiny in July due to multiple incidents involving the sale of alcohol and vapes to underage teenagers
The council’s Trading Standards team also found 113 illegal vapes in Castle News in December 2022
It seized 873 illegal vapes and 520 illegal cigarettes from the store in August the following year
Thames Valley Police applied to review the store’s premises licence, citing a history of problems. Councillors were urged to ‘seriously consider’ revoking the licence.
the RBWM licensing subcommittee decided unanimously to revoke the premises licence
They agreed that the licensing objectives had been continuously undermined
The panel also agreed that the designated premises supervisor ‘seemingly had no regard for the rules’ and appeared unable to manage his staff responsibly
At the time of the licensing meeting discussing these problems in July
signs for the corner shop had already been changed to ‘Best-One’
a chain of off-licences/convenience stores
Now a new licensing application has been put in
The licence seeks permission to sell alcohol for consumption off the premises from 8am to 11pm
Sunday to Thursday and 8am to midnight on Friday and Saturday
The last day for representations (any public comments about the proposed licence) is Sunday

a new premises licence has also been put in for a Premier at 44 St Lukes Road in Old Windsor

A care home nurse is set to be banned from the profession after an investigation found her ‘lack of English’ had put patients at risk
The Manor Care Home in Old Windsor has been taken over by a new company since Dushka Tsekova was employed there
A care home nurse is set to be banned from the profession after an investigation found her ‘lack of English’ had put patients at risk
who worked at The Manor Care Home in Old Windsor
had been suspended for three years before the decision to ban her was made this month
A Nursing and Midwifery Council (NMC) panel found she had wrongly recorded patient notes and ‘did not have the necessary knowledge of English to practise safely’
‘the only sanction that would adequately protect the public and serve the public interest was a striking-off order’
The NMC regulates the industry and maintains a list of practising nurses in the UK
Tsekova worked at The Manor Care Home for six months in 2019
The home was operated by Windsor Care Limited during the period of Tsekova’s employment
The NMC investigation found Tsekova ‘failed to demonstrate the standards of knowledge
and judgement required to practise without supervision’
Tsekova incorrectly completed patient notes to record they had been given medication multiple times when they had not - and that patients were given medication when they had not
the NMC report found she was ‘unable’ to demonstrate good verbal and written English; and ‘knowledge around safe administration of medication’
‘your [Tsekova’s] fitness to practise is impaired by reason of your lack of knowledge of English’
She was suspended for a year over the offences
This order was renewed twice in the years since, but in its latest review
the NMC said there was ‘no evidence’ she had taken any of the advice it recommended
‘confirmation of successful completion of or progression towards
And ‘evidence that she has kept her nursing knowledge and skills up to date’
therefore Miss Tsekova remained liable to act in a way which could place patients at risk of harm,’ the report said
It said: “Nearly three years of suspension have now elapsed
yet there is no evidence of engagement or improvement."
‘Further suspension would serve no meaningful purpose’ and ‘the only sanction that would adequately protect the public and serve the public interest was a striking-off order’
Windsor Care Limited could not be reached for comment
A Greensleeves Care spokesperson said: “The events in this case took place before we acquired The Manor Care Home in 2021
The Manor has operated under new leadership and has had no association with Miss Tsekova
we support rigorous oversight and professional accountability within our sector
“We appreciate the Nursing and Midwifery Council’s thorough investigation and remain committed to upholding the highest standards of care and governance across all our homes.”
Tsekova’s ban comes into force from February 17

Rescue animals from Battersea Dogs and Cats Home took part in a festive photoshoot at the King and Queen’s country estate Highgrove
Percy, Darcie, Elspeth, Harper
who are all looking for new homes in time for Christmas
travelling from the charity’s Old Windsor Centre
They posed on a new range of bespoke footstools, crafted and upholstered using recycled curtains from Buckingham Palace and Windsor Castle by students and community groups working with Charles’s charity The King’s Foundation
who is patron of Battersea Dogs and Cats Home
recently said a sad farewell to one of her own beloved Battersea rescue dogs
Camilla adopted Beth in 2011 when she was a three-month-old unwanted puppy
in 2012 after she was found wandering alone in a London park with a painful skin condition
The King reportedly told TV presenters Alan Carr and Amanda Holden at the Royal Variety Show last week that he and the Queen would be looking at getting a new dog
Asked whether the Queen might be tempted by any of the visiting dogs
a royal source said: “While it’s a little too soon for Her Majesty to start deciding on a new friend for Bluebell
she remains a great supporter of all the work that Battersea Dogs and Cats home does in finding loving homes for all their rescue pets – not just for Christmas but forever.”
said: “It was a special day bringing some of our dogs from Battersea’s Old Windsor Centre to Highgrove Gardens
experiencing visiting a new place and getting into the festive spirit
“They also enjoyed testing out some of the unique footstools and have officially given them their approval.”
a sweet four-year-old white bichon cross; Darcie
a playful three-month-old black Labrador puppy; Elspeth
an energetic and sociable one-year-old brown cocker spaniel; Harper
an intelligent and gentle three-year-old jack russell terrier; Missy
an inquisitive three-year-old black English cocker spaniel; and Shadow – a shy three-legged
four-year-old grey deerhound lurcher who loves walks – are all hoping to be rehomed
Those interested should contact Battersea Dogs and Cats Home via battersea.org.uk for more information
The footstool project follows the success of the King’s Foundation’s luxury kimonos
which were made from old royal curtains last year at the suggestion of the King
which are believed to have dressed the windows in family and private rooms during the late Queen’s reign
were lying unused in storage after being collected during clear-outs over the decades
The material spanned more than 40 years of royal curtain design
dating as far back as the 1950s and up to the 1990s
with much of it inspired by nature with floral or large leaf patterns
and a number of pieces from the 1980s including some denim
and rich damask burnt orange fabric left over from the kimono project
were made for the stools and combined with Harris Tweed by the King’s Foundation’s Sewing Bee group at Dumfries House in Ayrshire
The fabrics were then sent to specialist education workshops at Highgrove Gardens
where students of the Metiers D’Art Fellowship – a collaborative course offered by foundation and Chanel in partnership with le19M – completed the upholstery and fitted it to eight handcrafted footstools
The wooden stools themselves were made by graduates at the Snowdon School of Furniture
The school’s 16-week Create programme trains a small cohort on the Highgrove estate on all aspects of the use of sustainable wood
executive director of education for The King’s Foundation
said: “The footstools are a very special project as it’s the first time we have created items that represent a collaboration between two of our educational sites
across three of our educational programmes.”
He added: “What has made it even more wonderful is being able to welcome some four-legged friends from Battersea Dogs and Cats Home to mark the start of another magical festive auction – we hope this will in turn help to find them new homes.”
The project highlights the foundation’s commitment to sustainability by using upcycled and natural materials
The eight pieces of furniture, with suggested starting prices of £250 per item, will be auctioned online to support The King’s Foundation at uk.givergy.com/KingsFoundationFootstoolAuction/ from November 29 until December 16.
The King’s Foundation is the custodian of Highgrove Gardens and runs education workshops onsite for traditional and endangered crafts such as millinery and embroidery.

MASKED raiders struck on the Windsor Castle estate as the Prince and Princess of Wales and their children slept in their home nearby
Two men scaled a 6ft fence at night to steal farm vehicles
A source said: “They must have been watching Windsor Castle for a while.”
The fleeing thieves used a stolen truck to smash their way through a security gate at the royal estate
Two masked men drove off in a pick-up and on a quad bike that were stored in a barn
King Charles and Queen Camilla were not in residence
It is five minutes away and the family are regularly seen using the wrecked gate — the nearest exit to their home
News of the break-in comes after The Sun on Sunday revealed armed police were removed from Windsor Castle’s two main public entrances, though gun cops are still thought to patrol the grounds.
The raiders struck at Shaw Farm, a working farm inside the castle’s security zone.
“So they must have been watching Windsor Castle for a while
“There are alarms at Windsor Castle but the first time anyone knew there was a break-in was when they crashed through the security barrier at Shaw Farm Gate exit
“The barrier has needed to be replaced as it was so badly damaged
“It was a Sunday night on a school week so the young princes and princess would have been tucked in bed at Adelaide Cottage
just around the corner but still in the grounds.”
William and Kate moved to the Cottage in the summer of 2022
During Queen Elizabeth’s funeral
the procession to Windsor Castle began from the Shaw Farm gate
The decision to remove armed police from it and the other main entrance for the public and tradespeople was said to be down to a shortage of qualified officers
It was also to soothe tourists nervous about gun-toting cops
Armed police now appear only at the front of the castle at the Changing of The Guard ceremonies
Last night a spokesman for Thames Valley Police confirmed: “At around 11.45pm on Sunday October 13
we received a report of burglary at a property on Crown Estate land near to the A308 in Windsor
“Offenders entered a farm building and made off with a black Isuzu pick-up and a red quad bike
They then made off towards the Old Windsor/Datchet area
“No arrests have been made at this stage and an investigation is ongoing.”
The King was in Scotland during the raid and it is believed Camilla was at a spa in India ahead of the couple’s tour of Australia and Samoa
A spokesman for the Prince and Princess of Wales declined to comment

masked men were breaking into the Windsor Estate
reportedly just five minutes from their home
Masked burglars have raided the Windsor Castle estate, smashing through a security gate while Prince William, Kate Middleton
and their children slept at home in Adelaide Cottage nearby
the two men broke into the Shaw Farm gate using a stolen truck
then stole agricultural machinery before escaping on the back of the estate’s quad bike
The destroyed gateway is the nearest entrance to the Wales family home
and the Prince and Princess of Wales are often seen using it to come and go from Windsor Great Park

Last night, a spokesperson for Thames Valley Police confirmed the timeline of events: ‘At around 11.45pm on Sunday October 13, we received a report of burglary at a property on Crown Estate land near to the A308 in Windsor
‘Offenders entered a farm building and made off with a black Isuzu pick-up and a red quad bike
‘No arrests have been made at this stage and an investigation is ongoing.’
The Wales family often attend events at Windsor Castle
including the Easter Mattins Service on 9 April
Shaw Farm gate became enshrined in public memory as the starting point for Queen Elizabeth II’s funeral procession to Windsor Castle
but has now reportedly been rebuilt after suffering devastating damage during the robbery
It comes after armed security was removed from the gate
reportedly to soothe tourists’ anxiety around gun-wielding officers
The Waleses moved to Adelaide Cottage in the summer of 2022, reportedly due to their desire to have George, Charlotte, and Louis attend school locally in Windsor. The children now study at Lambrook, and both Prince William and Kate Middleton have endeavoured to turn the Grade II-listed house into as ‘normal’ a family home as possible.
In October 2024, it was reported that armed police would be removed from the main entrances to Windsor Castle, in efforts to soothe the anxieties of tourists
With four bedrooms, it is perhaps less grand than people might imagine a royal residence, but Adelaide Cottage boasts no live-in staff, with aides instead commuting to the property. The Princess of Wales found private respite in the family home, seeking refuge at Adelaide as she recovered from her abdominal surgery and chemotherapy treatments this year.
As the Duchess of Edinburgh celebrates her 60th birthday today, it's likely one of her closest royal allies will be by her side
whilst Rosemary Townsend’s autobiography apparently calls the house one of the coldest in Britain
Grenadier Guards and other military personnel escort Queen Elizabeth II's coffin lying with the Imperial State Crown and the Sovereign's Orb and Sceptre on a procession from Shaw Farm Gate to St Georges Chapel
The house was built in 1831 for William IV’s wife, Queen Adelaide, by architect Sir Jeffry Wyatville. It was then taken on by Queen Victoria
who would visit the cottage for tea or breakfast
Fortunately, the cottage has since been renovated, with The Times reporting major overhauls in 2015. Decorative features were apparently maintained, including gilded dolphin motifs on the bedroom ceiling as well as rope motifs from a 19th century yacht and a Graeco-Egyptian fireplace
This break-in is not the first time the Crown Estate's private 655-acre royal park has been raided. On Christmas Day 2021, an intruder scaled a fence at Windsor Castle, claiming that he wanted to kill the Queen
The man was later jailed for nine years on treason charges
A 46-year-old Windsor man has been arrested and charged by Chatham-Kent Police
was found violating the curfew and weapons conditions (shotgun shells) of his release order
He was arrested in the early morning hours on Friday (Jan 17) and charged with two counts of failing to comply with the release order
The suspect was also found in possession of a small quantity of meth
He was also charged with possession for the purpose for trafficking and was held for bail

but a new licensing application submitted to the Royal Borough means the Southern Co-op company will soon take over
The Southern Co-op is an independent co-operative in the south of England and ‘Welcome’ is its convenience franchise business
and looks set to open at the One Maidenhead development in the town centre
There are currently 70 Welcome stores run by a number of franchisees across the country
A new 'Welcome' convenience store is looking to open at 12 High Street
The application states the shop will sell ‘all types of convenience products’ including fresh and frozen food
Customers will also be able to pay their bills and collect and send packages
A licensing application to sell alcohol has been submitted to the council by Ambemaa Ltd who will run the store under the retailer’s ‘Welcome’ brand
The business is seeking to sell alcohol from 6am to 11pm from Monday to Sunday
A CCTV system will operate at the premises and the store will also adopt a ‘Challenge 25’ policy
Alcohol is not the ‘intended focus’ of the business
and there is an expectation that alcohol sales will have a ‘limited impact’ on the area as people are expected to buy alcohol with other products

A multi-million pound overspend in the Royal Borough of Windsor and Maidenhead’s balance sheet has grown even bigger – almost £2.5million bigger
The meeting took place at York House in Windsor
A multi-million pound overspend in the Royal Borough of Windsor and Maidenhead’s balance sheet has grown even bigger – almost £2.5million bigger
The council is now on track to soar £12.4million over budget by April next year
a council cabinet meeting at York House in Windsor heard on Wednesday night
New costs include more eyewatering rises in adult social care and children’s services
as well as poor performance in car parking income
council cabinet member Mark Wilson (Lib Dem
Eton & Castle) said the Royal Borough had ‘finally crumpled to the ground’ and was on ‘life support’
A monitoring report in July said the council faced a near £10million overspend but a further update given on Wednesday put this figure at £12.4million
The report outlining the latest figures described increasing pressures with social care as ‘consistent’ with national trends but highlighted shortfalls in car parking income as a separate problem
The council upped its parking charges for this year’s budget in a bid to boost income
Lead councillor for finance Lynne Jones (OWRA
Old Windsor) said daily parking was expected to fall £800,000 short with season ticket income missing its target by £342,000
“Changing work patterns continue to affect season tickets and a detailed analysis of parking has been undertaken – the first in many years – so that we have a full understanding of our parking patterns,” she said
RBWM has also been hit by nearly £1.3million in stamp duty for buying out Maidenhead Golf Club’s lease – taking the total spend this year to £16.75million
Resident Andrew Hill asked how this stamp duty had been missed when the council’s budget was set
Cllr Jones replied a review was taking place to identify how the overspend was missed
“I would say that was a very damning communication
and I think that is the structure really which is being reviewed so that shouldn’t happen,” she said
Emergency financial support from government is being sought to plug the financial gap
The council is also expected to draw money from unspent contingency budgets to reduce the overspend from £12.4million to £8.8million
And there is a question mark over what little money is left
Cllr Jones said she believed figures of £10million in reserves for 2023 had been ‘overstated and was [actually] in deficit’
Pinkney’s Green) said auditor Grant Thornton’s reports proved independently ‘there have been a huge amount of errors and mistakes.’
Cllr Werner added: “So your comments Lynne about – what I would call – the fantasy reserves figure of £10million
Low council tax rates – a key manifesto promise by the borough’s former Tory leadership – also came under fire
Cllr Jones criticised historic decisions to keep council tax at an ‘unsustainable level’ while government funding had been reduced which
Cllr Wilson said the borough had taken council tax cuts ‘blow after blow for years’
He added: “Now with the added burden of the debt from the 2015-19 administration’s property-related decisions primarily
and the external market pressure of increases with social care forced upon us from the decisions of previous governments
we have finally crumpled to the ground; so we’re in intensive care – we’re on life support.”
Council and politics
Old Windsor Football Club are the 2024 East Berkshire Football League Premier Division champions
The Os have been a dominant force this season and the league title is one part of an historic treble for the team that also includes the League Cup and the Slough Town Premier Cup
this golden generation could make further history this Friday night if they can win the Ascot & Fielden District Charity Cup competition Final
Old Windsor would become the first-ever team to win the quadruple
The Os take on Singh Sabha in the Cup Final at The Racecourse Ground
The Os have won in16 of their 18 league matches to have an unassailable lead with two games remaining
The only blot in their copybook came at the hands of relegated
with a draw at Singh Sabha back in September the only other time points were dropped
Old Windsor are now on a 16-match winning streak in the league which continued with a 15-0 mauling of bottom side Sandhurst Reds to secure the title on Saturday
The victory included a second-half hat-trick from substitute Kingsley Etefia and even a goal from Club Secretary and former player
It is also the biggest win of any team in the League this season
The title race was over when the visitors to Sandhurst Memorial Park took a four goals lead into the break; both Lewis Corney and Sam George at the double
The champagne was popping as the goals kept on coming in the second half
all five substitutes came off the bench to find the back of the net
Wade with his effort that will be a contender for Moment of the Season
as well as further goals from Matteo Giacobbe
The defeat confirms relegation for bottom side
The Reds were promoted as runners-up in Division One last season but found it more difficult in the top flight
winning just four times in 19 league games
The availability of players has been an issue to contend with all campaign and
the fact Sandhurst has conceded 84 goals with the worst defensive record has contributed to their return to the second tier
A whopping 37 of those goals conceded came in the four matches against champions
South Reading moved to the top of the table in Division One with just two weeks remaining in the season following their 13-2 thrashing of third from bottom
The success means the Reading-based stars have a narrow one point lead over title rivals
and with the advantage of having a game in hand on the 2024 Presidents Cup winners
The two rivals are due to clash at the Old Windsor Recreation Ground on Saturday 25 May
Louie Soares was the chief destroyer for South Reading in the success over Eton Wick with his four goals
whilst both Phillip John and Jay Wiltshire also scored hat-tricks in the victory at Whitley Wood Recreation Ground
Liam Goddard came off the subs bench to hit the back of the net twice
with Harrison Evans also adding to the rout
KS Gryf made it six league wins on the spin to keep alive their chance of winning promotion back to the Premier Division when beating Berks Elite 4-3 at The Polish Association
Emmanuel Adjei was the star man for Gryf with a hat-trick while Bogdan Lopu also found a route to goal
The efforts from Berks Elite came from Inigo Urriza
The three points mean Gryf remain in fifth position but
with a chance of taking the last promotion place should they win both their final two league games away to Sandhurst Royals and Stoke Poges Reserves
and overturn a six goals difference with F.C
Baylis United who currently stand in fourth place
New Windsor MP Jack Rankin said he is ‘humbled’ to have been elected and will be focusing on a range of keyissues
New Windsor MP Jack Rankin said he is ‘humbled’ to have been elected and will be focusing on a range of key issues
Conservative MP Mr Rankin won the Windsor seat at last week’s General Election and replaces previous Windsor MP Adam Afriyie
“Voting for somebody to be your member of Parliament is putting a degree of trust in them
“It’s saying I want you to represent me in Parliament
“That’s thousands of people that have made that decision over the past week so it’s humbling and it’s obviously a great honour and I want to do them
as much justice as possible in the new role.”
With the Conservative Party losing 175 MPs across the country
Mr Rankin is now the only Conservative MP in Berkshire
He said: “Obviously it's disappointing for us but the electorate are always right
And the message they gave across the country
was different to what they gave in Windsor
but millions of people have turned away from the Conservative Party and that’s our fault
“We need to be honest about that and spend
some months talking about why that might be the case and talking about ideas about how we rebuild and refresh and rejuvenate the party
we have to learn the lessons of that and come back stronger.”
Mr Rankin added that ‘like a lot of people’
he has been ‘frustrated’ by the previous Conservative Government
the personal conduct of individuals within the Government and within the MPs
their personal conduct wasn’t at a standard that the public expect of them
I think from our core values as Conservatives.”
The Windsor election saw Labour candidate Pavitar K Mann
who is also a Slough Borough councillor and leader of the Slough Labour Group
He believes that ‘naturally’ this would have happened due to the redrawn boundaries
with the Windsor constituency now featuring other areas
“The message I’ve heard loud and clear on the doorsteps in Windsor was that people feel like they’ve missed an accessible and visible local Member of Parliament and so I intend to be just that
“I’ve said I’ll open an office in central Windsor
I obviously live down in Sunninghill with my wife and two boys.”
“[The different patches] all need individual focus
I intend to rotate surgeries around the towns and villages in order to be accessible in each and every one of them
Mr Rankin said he will also be doing things such as visiting community events and schools across the different patches of the constituency
Mr Rankin said he will be meeting Heathrow next week to discuss ‘more equitable distribution of flight paths’
He added that he will work constructively with Heathrow across a range of issues but added he will vote against the third runway proposals if they re-emerge
Mr Rankin said he also wants to understand the latest position regarding funding for Channel One of the River Thames Scheme
Colnbrook and Old Windsor ‘don’t have the same flood protections that Maidenhead
Windsor and Eton already enjoy’ and will be ‘fighting’ for that funding
Another key priority for residents has been accessibility to GP surgeries
and explained that he will be working on issues surrounding this
The latest public notices in the Maidenhead Advertiser include details of the planned introduction of a 30mph speed limit on a stretch of the A308 Windsor Road
Windsor and Maidenhead council has confirmed the introduction of a 30mph speed limit on a section of the A308 Windsor Road
The speed restriction is set to cover a stretch of road from a point 25 metres east of the junction with Monkey Island Lane to a point 26 metres northwest of the junction with Upper Bray Road
A 30mph limit will also be introduced in Upper Bray Road from its junction with A308 Windsor Road north-eastwards for a distance of 60 metres
Royal Borough councillors approved lowering the speed limit from 40mph to 30mph in September last year following calls from residents and Bray Parish Council
Thames Valley Police registered a formal objection to the move due to fears it could ‘unduly criminalise’ drivers with the force stating there is a high level of compliance with the current limit
Copies of the documents detailing the proposals can be inspected by visiting www.rbwm.gov.uk or by visiting Maidenhead Library in St Ives Road
Anyone wishing to question the validity of the traffic order can do so by making an application to the High Court
The deadline for responses is six weeks from August 13
Overnight closures are planned next week on a number of roads in central Maidenhead
Drivers will be unable to use the northbound part of the A308 King Street and A308 Grenfell Road
Shoppenhangers Road will also be closed westbound from its junction with Courtlands to its junction with the A308 Kings Road
The closures will be in place from 9pm until 5am from Tuesday
The alternative route for vehicles affected by the closures will be via the A308 Braywick Road
A4 Bad Godesberg Way and A308 Frascati Way
The closures have been authorised to allow for the renewal of pit frames
A footpath linking King Street and Stafferton Way will be closed for almost two weeks at the start of September
Pedestrians and cyclists will be unable to use the cut through which runs from King Street to the Stafferton Way multi-storey car park
The closure will be in place from 8am on Monday
The closure is taking place due to high voltage cable upgrade works nearby which could be dangerous for passing members of the public

A 16-year-old Windsor High School student was arrested Monday after authorities said she sent a Snapchat message threatening to “shoot up the school.”
School staff pulled the student from class that morning after Windsor police were alerted to the message, which Snapchat had flagged for its threatening language, the Windsor Unified School District said in a statement
It’s unclear whether the post was shared publicly or sent directly to specific recipients
it appears to have been seen by only two or three other students
the district’s coordinator of communications
“It’s just an unfortunate situation all the way around,” Bailey said Tuesday
The student was arrested on suspicion of making criminal threats and booked into the Sonoma County Juvenile Detention Facility
Bailey said the district is still reviewing how to discipline the student. Under district rules
threats or intimidation” carries a minimum consequence of detention
School administrators and student services staff will determine the final outcome
“We would like to remind students that some things are never funny, and will be taken very, very seriously,” the district said in a statement
“Please think twice before making jokes related to school shootings
and understand that such jokes can have very serious consequences.”

The Fight for a Fairer Hills Future campaign has secured its first major win
with both the Federal Government and Federal Opposition committing to critical road infrastructure upgrades in The Hills
Prime Minister Anthony Albanese has announced $220 million to widen and upgrade Windsor Road at Rouse Hill
An additional $20 million has been committed for a planning study to improve travel times on Old Windsor Road between Kellyville and Northmead
Federal Opposition Leader Peter Dutton has pledged $15 million to plan future upgrades along the Old Windsor Road–Windsor Road corridor
noting that both roads are vital arterial routes identified in Council's Fight for a Fairer Hills Future campaign
which outlines the urgent need for upgrades to 45 roads across the Shire
"These commitments are a positive step forward
but they only begin to address the growing infrastructure demands in our region," Mayor Byrne said
"Our community still urgently needs upgrades to our roads
and action to address the infrastructure deficit in Box Hill."
The Fight for a Fairer Hills Future campaign was officially launched by Mayor Byrne
and State Member for Kellyville Ray Williams on Monday at Kellyville Metro Station
The station borders the Bella Vista–Kellyville Transport Oriented Development precinct
which is set to accommodate more than 20,000 residents across 11,600 high-rise apartments within just one square kilometre
It's just one of the many areas under development in the Hills
without any infrastructure to match the housing and population growth
Council's campaign is also calling for investment to deliver 14 new schools
and address the $207 million infrastructure shortfall in Box Hill
An ePetition is now available for residents to sign on the NSW Parliament website in support of the campaign
"I want to thank everyone who has signed our petition so far—your support is making a real difference," Mayor Byrne said
We need 20,000 people to stand with us and demand the infrastructure The Hills deserves
our concerns will be raised and debated in Parliament
"We must ensure The Hills isn't left behind—we need the infrastructure
Residents are encouraged to support the campaign by signing the petition at fairerhillsfuture.com.au.

a notch on a belt of highlights during a stay at The Loch & The Tyne
pub and rooms in the countryside of Old Windsor
The venue is the latest venture and first outside of London from chef Adam Handling
a longtime advocate for sustainable practices in the culinary world
Each of his restaurants is underpinned by a commitment to minimising food waste and promoting cooking and eating sustainably — without sacrificing flavour
The menu features potato scones topped with Beauvale blue cheese and crispy onions Adam Handling’s restaurants are ‘dedicated to sustainable cooking and eating — without sacrificing flavour
refinement and enjoyment’ © Marco Kesseler (2)Beyond the M25 his ambitions are greater
Handling’s desire for The Loch & The Tyne is for it to be the most sustainable pub in the UK (with zero compromises on luxury) — a goal ingrained in the whole offering
from the food at the table to where guests lay their heads at night
the proposition is bolted above the door: “Sustainable British Luxury” is what you’re here for
Handling’s characterful country inn is located on a quiet road in Old Windsor
around three miles south of the hubbub surrounding Windsor Castle
its wooden interior and upcycled furniture are juxtaposed with some of the chef’s chosen modern art pieces
Following a dismal year for the hospitality industry
which included the closure of two of Handling’s restaurants
helmed by chefs Jonathan McNeil and Steven Kerr
who have both worked alongside the Scottish chef for more than a decade
The former first met Handling in St Andrews (hence “the Loch”)
Both regions are well represented in Berkshire: Scottish potato scones covered in a mild blue cheese
delectable haggis scotch eggs and Newcastle Brown Ale sourdough
the base for a host of different house-made butters
The Loch & The Tyne’s food offering includes haggis scotch eggs
and cod and mussels with caviar sauce © Tim Green (2)The chefs have also peppered their offering with a few signature dishes from the rest of Handling’s repertoire
which sit alongside their own creations that celebrate local ingredients
Most produce is sourced nearby or grown in the pub’s gardens and orchard
which are partially fuelled by composted waste from the kitchen — all efforts to minimise carbon footprints to tiptoes
just a few miles from where it is eventually pan-roasted
slathered with butter and served in the company of cauliflower and leek
A fillet of British cod swims with mussels in caviar sauce
punctuated by crunchy Old Windsor kohlrabi
Chef Jonathan McNeil in The Loch & The Tyne’s kitchen © Marco KesselerPrior to the embarrassing moment at our dinner, restaurant manager (and visionary) Freddie Scholtes suggested that we accompany our mains with one more to share: mac and cheese, a dish that originated at Handling’s one-Michelin-star outpost, Frog
This was not a matter of offsetting diminutive portion sizes — no serving here will leave you hungry — but one of greed
built with pasta that is stacked uniformly
filled and smothered with a Parmesan/Gruyère sauce that has been lightly aerated
and topped with a truly generous amount of Parmesan (with shavings of black truffle if you fancy it)
I deeply regretted wearing ultra high-waisted trousers
though the gastro-sartorial discomfort was quieted by delight
This dish encapsulates Handling’s culinary style: upscale and refined yet playful — and utterly delicious
heart conditions and tight trews be damned
Sleep easy: all of The Loch & The Tyne’s furniture is either upcycled or made with sustainable materials such as mango wood The covers for the rooms’ hot-water bottles were knitted by chef/owner Adam Handling’s mother © Bobbie Lee (2)Following scenes of biblical gluttony
visitors staying the night will be glad for the short stumble upstairs to one of just two rooms
both smart yet cosy and sprinkled with personal touches: a bottle of raspberry Negroni (made in house)
a jar of freshly baked shortbread (the best I’ve ever eaten) and hot-water bottles with covers knitted by Handling’s mum
One of The Loch & The Tyne’s guest bathrooms
Water from sinks throughout the venue is recycled © Bobbie LeeWe had checked in well before supper (a pre-prandial ramble in nearby Windsor Great Park was spoiled by an intense spring shower) and so I made the most of the room’s deep
freestanding bathtub — and the restaurant’s excellent wine list
which is English-heavy with fine wine offered at lower margins
Sipping a glass of cool Meursault in a hot bath sprinkled with pretty homemade lavender bath salts was a very welcome alternative indeed
the loch sparkles in Old Windsor: the cooked breakfast is decidedly and deliciously Scottish with tattie scones and haggis (made in house in an effort to use whole lambs)
we also ordered a fruit salad as a small form of atonement
a luxury sustainable skincare brand from Margate
Water from the sinks is recycled as toilet water to minimise waste
Solar panels were installed to reduce electricity consumption
and the beer garden offers solar-powered charging points and blankets made from recycled materials (and come summer
some cheffy magic conjured on a giant egg-shaped kamado grill)
But what’s also laudable is how easy it feels
There is no eco posturing or pontification
The philosophy of sustainable British luxury flows so seamlessly and subtly that I suspect some guests might not even notice the majority of the efforts made
even though the concept is signposted above the entrance
when the meatballs come out and the dining room fills with bemused faces
red cheeks and the sounds of satisfied guests
The Loch & The Tyne is about an 80-minute journey by public transport from Paddington or Waterloo
or less than an hour by car from central London
Boat: This part of the Thames is lovely to canoe: you can rent a boat in Windsor in the morning and make it up to Marlow for lunch. Those looking for something less strenuous can take to the water on a riverboat tour
Cycle: The Loch & the Tyne offers guests the use of Vélosophy bikes (made using recycled coffee capsules) for a spin round the local area
Drink: Siren, a craft brewery in Berkshire, does tours and tastings of its flavour-forward offerings, such as the bestselling White Tips session IPA

There are lots of hints that this semi-rural pub in the upmarket residential village of Old Windsor is part of Scottish-born chef Adam Handling’s mini empire
With its stylish tartan tub chairs and walls bedecked with dried heather and flowers
the decor has more than a hint of a modern Highland lodge about it
The menu includes signature Handling dishes such as the excellent sourdough served with chicken butter
chicken-skin scratchings and an intense but quaffable chicken jus for dunking
professional and smooth the whole operation is
This might be a pub (and a highly enjoyable one at that)
but high standards are maintained throughout – especially when it comes to the beautifully presented

You will also need to be strong willed to avoid bumping up your bill with some tempting snacks such as the intriguing octopus 'hot dog' in a brioche bun with mustard and harissa
but it’s an interesting and thoughtfully assembled list – particularly if you fancy splashing out at the higher end
a seat on the shaded front terrace overlooking open fields would be the ideal spot for a lazy repast

Testing is set to occur through April to ensure lights, gates and bells are operating correctly.
Engineers are testing the SMART rail line tracks, and cars will be heading into the new Windsor station this month, to ensure the rail line meets all safety checks before opening up to passengers as early as the end of May.
Initial testing this week includes checking switching equipment before the rail line’s first train rolls into town for testing this upcoming Saturday.
Should all systems check out during the month of testing, the rail line will begin running simulated service in May. It’s possible the rail line could be open to passengers by the end of that month.
“We don’t have a set date yet, but our plan is to open up for passengers before our grand [opening] party on June 13,” Gonzalez said.
In April, testing of train cars and switching equipment will occur on the rail line daily from 7 a.m. to 10 p.m., between the Sonoma County Airport Station and new Windsor Station, at 9001 Windsor Road.

Engineers will be checking to ensure that grade crossing warning systems
The testing will close the Airport station on weekends except for Saturday
when Petaluma hosts its annual Butter & Egg Days Festival and Parade
“This is the systems testing phase,” said Julia Gonzalez
communications and marketing manager with SMART Train
Gonzalez noted that during this April testing phase
trains will not be running on a particular schedule and may be focused on a single crossing for a prolonged period of time
“We don’t want the public to expect a pattern,” she said
Gonzalez said the train horn will be used at all crossings
Mitchell Lane and the Windsor Road Roundabout
Engineers will also sound the horn “if there’s any activity around the tracks,” Gonzalez added
