A PEMBROKE Dock man has been handed a jail sentence for fraud and theft that was carried out over two years ago, being ordered to pay out substantial compensation.
Alfie Ashley, of Market Street, appeared before Haverfordwest Magistrates’ Court on Tuesday, April 29 when three historical offences cost him over £3,000 and will result in him having to spend one year in prison.
The court heard that between July 31 and October 25, 2022 Ashley had dishonestly committed fraud by false representation, exposing another person to loss or a risk of loss. This is an offence contrary to sections 1 and 2 of the Fraud Act 2006,
The 26-year-old also pleaded guilty to two charges of theft from the person of another that dated back to 2023. At Laws Street on September 2 and again on September 12, he had stolen a bank card and £9.50 and £12 respectively.
In each of the three incidents, the victim was the same person, described as ‘vulnerable’ in the hearing. The victim personal statement was read by the prosecutor, Linda Baker, on behalf of Dyfed-Powys Police. Tom Lloyd provided counsel for the defence.
Taking the guilty pleas into account, the defendant was sentenced to four weeks’ imprisonment (concurrent) for each theft. The custodial sentence was imposed on account of a vulnerable victim and aggravated with other offences.
For the fraud, Ashley was sentenced to 52 weeks in prison. Again, the offence was judged to be so serious that only a custodial sentence could be justified, as the victim was vulnerable and it had serious detrimental impact, with multiple transactions.
The total compensation set was £3,502, and £85 of costs to Crown Prosecution Service were added.

Previously refused plans to convert an upstairs storage area for a gym on the site of a former Pembrokeshire town centre church, to a flat, have been given the go-ahead.
In an application to Pembrokeshire County Council, Gethin Beynon sought permission for a change of use of a second-floor storage area associated with the Synergy Health and Fitness Centre, Trinity Building, Meyrick Street, Pembroke Dock to residential accommodation.
The site was formerly the Bethel Baptist Church, in the town’s conservation area.
A previous 2021 application was refused on the grounds a balcony and roof lights would impact on the character and appearance of the building, and the conservation area, “and would also result in the perceived overlooking of the private amenity areas of the dwellings immediately to the north and east of the site”.
The resubmitted application sought to address those reasons, with changes including a removal of the balcony to the north, a reduction in the number of velux windows, and amended designs.
A supporting statement said: “This amended design is not considered to result in a significant harmful overlooking impact and would reduce any overlooking perception to an acceptable level.
“With regard to amenity provision, this is limited, however given the proposal only forming a two-bedroom unit and having a sustainable location being in the Pembroke Dock settlement, with open space amenity provision and facilities being nearby the proposal would be acceptable.”
An officer report, recommending approval, said: “The development would provide new open market housing within the settlement boundary of the Hub Town of Pembroke Dock, resulting in positive environmental and social impacts through the appropriate reuse of the building and the increase in availability of varied accommodation in the local area and positive economic benefits through expenditure on building materials and on labour during constriction.”
The application was conditionally approved.

A sapling of Pembroke Dock’s famous Gingko tree, linked to the Japanese Imperial Navy, has been planted at the Heritage Centre to celebrate the town’s longstanding ties with Japan.
The little tree has a huge history: propagated from the famous Gingko tree which towers above the Royal Dockyard, it will now grow in the grounds of the town’s Heritage Centre, formerly the Dockyard Chapel.
In a ceremony on Thursday, April 17, Japanese diplomat Mr Masaki Ikegami, Envoy Extraordinary and Minister Plenipotentiary of Japan to the United Kingdom, planted the sapling before invited guests, heritage trustees and centre volunteers. He was joined for the visit by Captain Shuzo Homma, Naval Attache at the Japanese Embassy.
The original Gingko tree, in the garden of the nearby Master Shipwright’s House, was gifted to the town 148 years ago. It marked the launch in 1877 of one of the first modern warships for the Imperial Japanese Navy - which was modelled on the Royal Navy. The armoured corvette Hiei was built at a private shipyard at Jacob’s Pill, Pennar, and its launch was a major event in Pembroke Dock, attended by the then Japanese Ambassador to the UK.
In recent years, several offspring from the Ginkgo have been nurtured at the National Botanic Garden of Wales, Carmarthenshire, and some have since been returned to Japan, where they have been planted at naval bases and at the shrine to naval hero Admiral Heichahiro Togo who, as a young lieutenant, lodged in Pembroke Dock during the construction of the Hiei.
Mrs Margaret James, widow of the well-remembered maritime historian and author David James, was also welcomed, accompanied by her son Adrian. Mr James’ research and writings over many years encompassed both the naval links between Japan and Pembroke Dock and the commemoration of Japanese sailors, casualties in the Great War, who are buried in Pembrokeshire.
There was a special link to Japan through Mrs Yoriko Omae, originally from Hiroshima, who had helped David James with the commemoration of Japanese sailors at Angle and who recently retired as a staff member at the town library.
Following the planting ceremony, guests visited the garden of the Master Shipwright’s House, courtesy of owners Stewart and Angela Walton, to view the original Ginkgo tree.

JOIN the Pembroke Dock community in a Fun in the Park event to celebrate the 100th Anniversary of the town’s Memorial Park.
The event at the Memorial Park in Bush Street is on Saturday, May 3, 12 noon-7pm. It will include live music from the Western Shires and classic songs from across the decades by The DooVayz. There will also be free fair rides and inflatables, food stalls and a licensed bar, with a stage hosted by Vision Arts.

A PEMBROKE Dock man was sentenced for multiple offences at Haverfordwest Magistrates’ Court on Monday, April 7
Appearing before magistrates, Ashley Mardon, of the Inbetween Guest House, admitted breaching a community order made on February 10 by failing to attend planned DDAS and office appointments on February 18 and 27.
The community order made by Ceredigion and Pembrokeshire Magistrates’ Court was revoked and the 36-year-old was dealt with for the original offences, for which the order had been made, namely:
Assaulting a woman by beating at Pembroke Dock on July 28, 2024, and a further assault on September 8 which was accompanied with threats of damage to her address.
Using violence for the purpose of securing entry into a premises knowing that there was someone present on those premises who was opposed to the entry.
No separate penalties were issued for the other offences: a series of thefts from local shops including Home Bargains (Pembroke Dock), Monkton Spar, Pembroke Londis and Haverfordwest Iceland, as well as being found drunk in a public place in charge of a child under 7.
The 36-year-old was committed to prison for two consecutive terms of 10 weeks for each assault, and eight weeks’ concurrent for the unlawful entry with violence. His crimes ‘crossed the custody threshold’ on account of his ‘flagrant disregard for orders’ - numerous breaches and multiple offences whilst on order.
The sentence was suspended for 18 months, however, as Mardon was ‘engaging with probation since last breach’. The suspension requires involvement in an accredited programme for 26 days; complying with any instructions of the responsible officer to attend appointments, or to participate in any activity as required by the responsible officer up to a maximum of 20 days, and carrying out supervised unpaid work for 200 hours within the next 12 months.
