Tunnel Society and various cycling and environmental groups advocating for its restoration Their vision includes transforming the tunnel into a greenway linking Bradford and Halifax National Highways is contemplating abandoning the structure due to concerns regarding its deteriorating condition which might necessitate infilling certain sections A 2019 analysis estimated that reopening the tunnel for active travel would cost approximately £16M with an additional £7M needed for 30 years of maintenance the benefits were projected to be substantial Bradford Council engaged Sustrans to explore possibilities for using the tunnel in a wider active travel network The study considered over 150 potential routes between Halifax leading to six viable options that incorporated both the use and non-use of the tunnel These proposed routes were evaluated on various factors integration with existing travel strategies the report noted that the cost estimates for restoring the tunnel would likely be significantly higher than previous assessments owing to inflation and increased development costs complicating further inspections and heightening concerns about its integrity While the council remains supportive of the tunnel’s rehabilitation in principle the report indicates that immediate efforts will be concentrated on advancing a broader active travel network in the area Plans are in place to enhance existing routes including those connected to the Thornton Road Cycle Superhighway and the proposed Great North Rail Trail Bradford Council aims to develop a District Transport Strategy that aligns with the West Yorkshire Local Transport Plan seeking public input to prioritise major projects in the region Bradford Council executive member for regeneration planning and transport Alex Ross-Shaw said: “We know Queensbury Tunnel really captured people’s imagination on what might be possible and we successfully secured funding from the last government to explore what it might cost to restore the tunnel as part of a wider active travel network it’s not proved possible to access all parts of the tunnel as parts of it are still flooded we know the costs as they stand would be prohibitive We’re still supportive in principle but we have to focus on what we can affordably and realistically deliver and we’re already making great strides on the wider active travel network between Bradford “We’re currently delivering a cycleway from the city centre toward Thornton and are looking at ways we can extend the Great Northern Railway Trail from Cullingworth down toward Thornton which would be the biggest expansion of the trail in a generation “I’d like to thank everyone who campaigned to reopen the tunnel even though this is not the news we were hoping for I’d also like to thank Sustrans for all their work Their report provides a great platform for expanding our active travel network and does the best it can on the tunnel with the information available It will be used as part of how we assess schemes for the potential for further funding but we have to be realistic about how difficult it will be for the tunnel to be part of any future project.” Campaigners express understanding but direct ire to National Highways Campaigners for the greenway expressed disappointment but understanding for Bradford Council’s decision they criticised National Highways’ management of the asset Queensbury Tunnel Society leader Norah McWilliam said: “We’re disappointed but not surprised that the repurposing of Queensbury Tunnel has been put on the back burner and of course we get it that Bradford Council is cautious about taking on its liabilities in spite of the report’s very favourable analysis of its potential benefits We have always maintained that the capital costs of repairing the tunnel should come from central government “We do however have a number of serious criticisms regarding the costing for repairs to the tunnel The stubborn lack of will on the part of National Highways to engage with the landowner at the Holmfield end when he repeatedly and generously offered to enable dewatering of the tunnel meant that an up-to-date inspection could not be carried out The estimates in the report therefore can be said “National Highways (formerly Highways England) should be held to account for the colossal waste of public money - £7M+ - preparing the tunnel for abandonment in spite of more than 8,000 objections to their planning application and their failure to comply with planning law in undertaking some of the infilling They are an unfit organisation to have charge of this tunnel and other valuable heritage railway structures in the UK “We urge Bradford Council to ask the Secretary of State for Transport to protect our tunnel and other heritage assets from National Highways’ sledgehammer and to look afresh at their active travel potential in the light of climate change and the social and economic benefits they offer but with the right attitude our fabulous Victorian tunnel can quietly wait its turn to be of benefit to future generations.” Queensbury Tunnel Society engineering coordinator Graeme Bickerdike said: “We commend Sustrans for its detailed and insightful feasibility study demonstrating that Queensbury Tunnel offers the only practical and attractive way of connecting Bradford District and Calderdale for active travel purposes with a high Benefit:Cost Ratio of more than 3:1 when tourism is included “The Council’s reported prioritisation of the so-called Alpine option - which is severely compromised from a gradient safety and user-experience perspective - is indicative of the malaise that’s now embedded within public bodies whereby taxpayers’ money is sacrificed on the altar of cheap “National Highways’ technical study introduces an excessive repair costing for the tunnel The foundations of a refurbishment scheme are already in place through the £7.2M spent unnecessarily by NH between 2018 and 2021 there is already good evidence as to what is needed to complete it and any uncertainties can be resolved through appropriate engagement with the landowner at the south end of the tunnel to secure a new agreement under which the longstanding flooding problem could be dealt with “The study eloquently makes the case for pursuing the Queensbury Tunnel Greenway by demonstrating the clear
