A couple who owned a “grossly overcrowded” flat in Shadwell where one resident died in a fire last year have been fined £90,000
The flat, in Maddocks House estate on Cornwall Street, Shadwell, caught fire in March 2023
pleaded guilty at Snaresbrook Crown Court to nine housing offences
told the court: “It is clear that the property was
Begum, whose name was on the licence, pleaded guilty to six offences
including knowingly permitting unlicensed occupation
four counts of failing to comply with licence conditions
and failing to comply with the requirements of a licence notice
who collected the rent and was responsible for the property
pleaded guilty to one count of each of these three offences
Judge Emma Smith stated that the defendants’ only concern was “financial gain,” emphasizing that they showed “blatant disregard for the welfare of the occupants.”
Rahman told a liaison officer that he had rented the flat to two individuals and was unaware of the other residents
another resident informed liaison officers that he had paid rent directly to Rahman
admitted that they were aware more people were living in the flat than permitted
they had no knowledge of the exact number of occupants
He said: “They have since become aware that some residents were effectively renting out their space
“There were things happening and people staying in the property that they did not know about.”
Begum was ordered to pay a confiscation order of £78,049
She was also required to contribute £2,000 towards prosecution costs
He also received a confiscation order of £40,275 but is only required to pay £1.01
The fire was reportedly caused by a faulty lithium-ion e-bike battery that was charging in the flat. Mizanaur Rahman, 41, was caught in the blaze and later died in hospital
An inquest earlier this year determined that the father of two died from smoke inhalation
The property has since been repossessed by the bank
said: “We are pleased that the landlords who exploited us and kept us in an unsafe
“We lost property as a result of their negligence
“We ask Tower Hamlets Council to explain what they will do with the money confiscated from the landlords
Will this be made available to help us secure justice?”
Shahadat previously told EastLondonLines that the flat was infested in bedbugs
He added: “Every other person in Shadwell knew about that house
It’s obvious the council knew about it themselves”
said: “It is completely unacceptable that some landlords continue to exploit tenants by allowing overcrowding
“We are clamping down on rogue landlords who operate in our borough
and the court’s decision sends a clear message: we will not tolerate criminal landlords who endanger lives for profit.”

He will have an opportunity to improve that record with Tolerance, who lines up in the 7f handicap (3.45)
the son of Starspangledbanner has yet to win in six starts but he recorded his highest Racing Post Rating on his penultimate outing at Newcastle and a similar effort could see him go close under Billy Loughnane

were euthanized due to the infirmities of old age
Intidab was euthanized at the age of 32 on Jan
23 while Kayrawan was euthanized at the age of 33 on Jan
The stallions came to Old Friends following the death of Shadwell Farm's founder

“Our Old Friends family is saddened to lose these two Shadwell stallions,” said Old Friends CEO and President John Nicholson
“So many of us had grown exceedingly fond of Intidab and Kayrawan
both of whom led accomplished and well-traveled lives
they were friendly and engaging ambassadors for Old Friends as well as for Shadwell Farm
Their last years were shining examples of responsible Thoroughbred ownership and aftercare.”

state-of-the-art learning spaces have been officially opened at Idea Store Watney Market.
The new ‘learning labs,’ which will be used for adult learning courses
come fully equipped with hi-tech measures including noise minimising measures
smart boards for hybrid conferencing and full internet access.
They will also be used by WorkPath service staff and clients and will also be available for regular activities such as book groups
prime time activities for those age 50 and over
The largest of the three learning labs has a hi-res projector for film showings and can hold up to 50 people
while the other two labs can hold up to 20 people each.

An investigation has been launched after a woman was found dead in the street in North Leeds
who's been identified as being from the area and in her 50s
was discovered in Darkwood Close at around 12:40am yesterday (April 6)
Her death is currently being treated as unexplained

Survivors of a fatal fire that tore through an east London flat are taking landmark legal action against the landlords who housed them there in cramped conditions and the battery’s manufacturer
died in the fire that broke out at the two-bedroom flat in Maddocks House
He was reportedly one of around 20 young Bangladeshi men living there at the time
who paid £100 in cash per week to sleep in “bug-infested” bunkbeds without hot water or access to a washing machine
The other residents managed to escape but lost their worldly possessions in the blaze and remain “devastated” by the experience
12 of the survivors are suing the landlords of the property
for damages in negligence and under the Occupier’s Liability Act 1957
The landlords were convicted of numerous housing offences following the fire
The survivors are also bringing legal action against Leon Cycle Ltd, the company that produced the e-bike battery
for damages in negligence and under the Consumer Protection Act 1987
Two of the survivors have told The Standard what it was like living in the flat
and of the “horror” they experienced on the night of the fire
Survivor Nazmush Shahadat says the property had just one loo and one washroom. He said the tenants slept in bunkbeds
spread across the flat’s two bedrooms and living room
and instead had to fill a bucket before standing in the bathtub
using a cup to scoop up the cold water and wash themselves
It was dirty in every sense you could think of,” Nazmush
When it was too crowded some people would even sleep in the kitchen

“Our landlord didn't let us turn on the heater
Nazmush ended up living in the house after accommodation he had arranged before flying to the UK from Bangladesh fell through at the last minute
moved there after hearing about the accommodation through fellow Bangladeshis he met when he had just arrived arrived in London
He said he was initially led to believe he would only be sharing with three or four people
Nazmush woke around 2am to a sound coming from beneath his bunkbed
“I leaned to check what was happening and there were sparks coming from the electric,” he recalled
An e-bike battery charging under the bed had caught fire
Its owner tried in vain to turn off the mains and to extinguish the fire but it quickly grew out of control
“There was white smoke then it started gushing out black
and it started to spray fire,” said Nazmush
“We went into the hallway…then the smoke engulfed the whole flat and started to come out from the main entrance
We got scared and ran outside to the road.”
The men fled into the cold without even shoes on their feet
and watched helplessly from the road as fire engulfed the flat and their possessions
“Every one of us lost everything in that fire,” said Sojibe
I had just started working and I got salary for one week but I lost this money as well.”
Nazmush said the men are still “devastated” by the tragedy
“We still feel the horrors of that night,” he told The Standard
“We don't want someone else to feel the same way.”
They say they are taking legal action to help get justice for Mizanur and for themselves
and manufacturers of e-bikes and e-bike parts to account before more lives are lost
“You can find [accommodation like this with] bunkbeds everywhere…and e-bike batteries
more people are going to suffer if things don't change
“This is the only option we have we have to make [the landlords and e-bike company] accountable.”
The fire sparked an investigation by Tower Hamlets Council into landlords Sofina Begum
who owned the fourth-floor flat in Maddocks House
The husband and wife pleaded guilty to nine offences under the Housing Act 2004 at Thames Magistrates Court on November 28
including allowing the premises to be overcrowded
failures to comply with licence conditions
carry out inspections and have a valid gas safety certificate
and failure to provide the Council with requested documentation
Rahman pleaded guilty to three charges including
failure to comply with licence conditions and for failing to provide the council with requested documentation
They are due to appear at Snaresbrook Crown Court for sentencing on December 4

The Shadwell-owned New Bay colt overcame a slow start and a penalty to bolt up by six and a half lengths in the 7½f novice stakes
The success was the second for the George Boughey-trained runner after victory in May at Yarmouth and he could be set for bigger targets
Shadwell's racing manager Angus Gold said: "He took a bit of time to get into his stride but won well
Jim has always thought he'll stay further next year and he does look like a horse for the future

Call me ‘Jack’: former Dermot Weld-trained Jassaar in show jumping action with Erin Enefer Harrison in the saddle

but it isn’t a problem because he’s among his own people
and those blue and white ties still bind now that he has left the racecourse behind and moved into a new role
The ten-year-old is now based just up the road from Shadwell’s main office at the Nunnery Stud in Thetford
and is thriving in the care of Shadwell pre-training secretary Faye Enefer Harrison
Her ostensibly unflattering description of him is laced with all the affection and understanding that is the privilege of any much-loved family member
he doesn’t like any fuss,” says Enefer Harrison
“I liken him to a grumpy old man – but if you know how to handle him he is fine
and he is very much part of the family.”
Jassaar joined the Enefer Harrison household in February 2022
a case of right place right time for both parties
The gelding was earmarked for a move to Dubai
but when that plan was scrapped he became the ideal candidate for another plan
that of acquiring a horse for Enefer Harrison’s daughter Erin
“Jack – that’s his name now – failed the pre-vetting for Dubai owing to ulcers
so he didn’t go and was considered for rehoming instead,” she says
“Shadwell used to have a rehoming programme whereby a horse was taken by a rehomer
and if for any reason the rehomer no longer wanted the horse then it was to be returned to Shadwell
since the death of Sheikh Hamdan that is no longer a possibility – now horses are rehomed by New Beginnings [a British retraining and rehoming organisation] or sold to permanent homes of people Shadwell employees know personally
All the horses that were in the previous rehoming scheme were gifted to the original rehomers
Erin was 14 at the time and looking for a horse – after competing very successfully on ponies at national level she wanted a horse to reschool – and he seemed the perfect match
“He was Erin’s first horse and she was not used to dealing with Thoroughbreds
so it was a sharp learning process for her as well as for him
They bonded very quickly despite his grumpiness and the occasional bite
and he is easy to deal with now that we know the correct way to manage him.”
It took a while for Jassaar to make any impact on the racecourse for all-time-great Curragh trainer Dermot Weld
whose unending stream of big-race success includes pioneering victories in the Belmont Stakes (1990
Jassaar was not of that calibre; he was unraced at two
didn’t make his debut until the August of his sophomore campaign
and didn’t break his maiden until the following April
the patient approach began to pay off and on his next start he won a €100,000 handicap
Three months later Jassaar peaked with victory in the prestigious Irish Cambridgeshire Handicap over a mile at his home track
That swift ascent on the learning curve has been mirrored in his latest incarnation
“Jack was a very fast learner – he takes life very much in his stride and nothing seems to bother him at all,” says Enefer Harrison
“He adapted to pony club life very well
and he and Erin were winning rosettes over jumps very quickly
“One of his main strengths is the ability to cope with any situation – he doesn’t get wound up and isn’t at all clingy to other horses
which I feel helps immensely in regard to retraining a racehorse because they are happy to go out alone
“He has his pony/riding club activities
Erin is happy to take him out on her own and has been known to disappear into the forest on him for hours
I have ridden him on occasion and he is very easy to ride
he loves a mooch up the woods or a swim in the river.”
Enefer Harrison’s position within the racing industry gives her a stake in and an insight into the landscape of rehabilitation
rehoming and reinvention of former racehorses
She is swift with praise for the British programme (Retraining of Racehorses; RoR) while pointing out certain aspects of the process that may pose problems for both horse and rehomer
“These schemes are a vital part of the racing world,” she says
“I think that knowledge is key to reschooling a racehorse – it’s easy to see how they might fall into the wrong ownership
as the Thoroughbred breed as a whole is a world away from a normal riding horse
“I feel it is important that people taking on racehorses have a better understanding of how they are trained – having that knowledge is vital to successfully reschooling a racehorse
along with knowing the correct way to feed them
although Jack is not eligible for a lot of the championships as he only ran in Ireland
as it would have been lovely to be able to do a few more of the qualifiers.”
This restriction has not held Jack and Erin back too much
and there have been plenty of enduring memories to go along with the rosettes on the wall
“The best moment we all had as a family was at Aston Le Walls British Riding Clubs arena eventing championships,” says Enefer Harrison
“Erin was in a team of four other girls her own age and Jack was the only horse
“He went clear in the show jumping and headed out to the cross-country
which meant Erin and Jack were held on course – not an easy task for a Thoroughbred when his blood is up
“Eventually they got going again to finish fifth individually and help the Worlington club to a national win as a team
Jack was also Eastern region champion in the club league run by British Showjumping
“Once Erin has finished her college course they’ll be competing again
he is happy to take a step back when Erin is busy but it takes him no effort to come back into work – a lot of that is the grounding that Erin gave him to start with.”

Falakeyah is the second foal out of the unraced dam Alaflaak
whose first was the useful mile handicapper Rowayeh (Ire) (Dubawi {Ire}) and whose yearling colt is a full-brother to that runner
was champion grass mare in 2007 courtesy of her exploits at the Breeders' Cup and in the GI Flower Bowl Invitational and she has produced the G2 Auckland Cup winner Mahrajaan (Kitten's Joy) but more importantly the operation's listed-winning prize broodmare Aghareed (Kingmambo)
Aghareed looked to have done Shadwell proud with the aforementioned Hukum
who was a smart middle-distance stalwart before her next son of Sea The Stars hit the track
Before Owen Burrows's stalwart peaked when capturing the G1 King George VI and Queen Elizabeth QIPCO Stakes
Baaeed had ripped through the 2021 and 2022 seasons with a series of top-flight wins to establish himself as one of the recent greats
Both Baaeed and Hukum and even Lahudood took time to fully mature and reach their zenith
so the portents are strong that Falakeyah could be set for an exciting Classic campaign showing such dash on her juvenile debut

Two women have been arrested on suspicion of causing death by dangerous driving after the car continued on driving after the crash
The cyclist was hit near to the junction of Cable Street and Cannon Street Road around Shadwell
Police and Ambulance crews - including the air ambulance - attended the scene to try and save the man but sadly he was pronounced dead at the scene
A police spokesperson said: "Officers were called at 00:33hrs on Saturday
"Police attended alongside the London Ambulance Service and London's Air Ambulance
"Any witnesses, or those who have dash cam footage of the incident or moments leading up to it, are asked to call 101 quoting reference 230/06 July. You can call the SCIU directly on 0208 285 1574."

The police have packed up their cordon and all aspects of the accident have been cleared according to traffic and travel site Inrix
The road was closed from Cornwall Street to A1203 The Highway right onto Cable street
Pictures from earlier today showed that a cordon remained in place after the hit-and-run accident around 12.30 this morning

Nazmul Hasan Chowdhury is making me a cup of tea
I politely declined – but I get the impression the ritual is less to make me feel at home than for him
“I used to think that in London there would be no homeless people because it’s [in] a developed country,” he tells me
“We dreamed about London […] Buckingham Palace

Chowdhury shares the room with five other men; one of them naps as we talk
The six men are among the 19 survivors – all of them Bangladeshi Muslim men – of a house fire that broke out in a council-run flat in east London in early March. Their housemate, 41-year-old Mizanur Rahman, died in hospital from his injuries

the survivors of a near-Grenfell repeat have been all but forgotten
Two left immediately after the fire broke out
Five others the council had a legal duty to accommodate
including four with EU citizenship and one with a British parent; they’ve been put up in hotels in Ilford and Barking
As for the rest – most of them on one-year student visas
so with no recourse to public funds – getting support from the council
Chowdhury says that virtually none of the council assistance he and the other survivors have received – which Tower Hamlets estimates is worth £107,000 – has been freely given
but instead forcibly extracted by local campaigners
The men were initially taken to the Overground station to shelter
They were then told they would be accommodated in a nearby hotel for just one night; inside the council
officers were adamant they would be accommodated for a week at most
The council did eventually extend the men’s hotel stay for a week
until eventually – after a last-minute plea from groups including the London Renters Union (LRU) – Tower Hamlets committed to house the men until 28 April
Over the 56 days the men were bounced between emergency hotels
a representative from the council visited them just once
As 28 April approached, the survivors warned that they would be made homeless unless the council intervened
they were; the only reason the six men aren’t currently sleeping rough is thanks to a group of anarchist squatters who took them in
is both angered and unsurprised by the council’s treatment of the survivors
“It infuriates me in the sense that we don’t get paid for any of this
we are not to doing this to gain [points],” she says
because we know we need help and others need help […] and we know as anarchists that the state would never do anything for us.” Indeed
while the council has been relatively tight-fisted in its support
a patchwork of local groups have welcomed the men with open arms
members of the local Tarling West Tenants & Residents Association (TRA) met to discuss how to help the survivors
a member of IWGB’s couriers’ branch had begun working with a local resident to set up a crowdfunder that
thanks to publicity from groups like Nijjor Manush and Tower Hamlets Solidarity
raised around £11,000 for the survivors and the relatives of Mizanur Rahman
the 13 Rivers Trust and the Muslim Burial Fund ensured Rahman’s body was repatriated
LRU experts worked with Tarling West TRA to enable the survivors to retrieve their belongings from the burned-out flat
which the landlord was attempting to charge them to do
If “the council has done much less than desired,” says Tarling West TRA member Anthony
“the community in Shadwell and in Tower Hamlets stepped up to give the survivors of the fire the dignity
Chowdhury says that while he’s grateful for the community’s support
such support shouldn’t be their responsibility
it is the council that owns the freehold on the flat where one man died
issued a house of multiple occupancy (HMO) license to his landlords
“The council has a duty to do something,” Chowdhury insists
the squat isn’t a long-term solution: though the squatters are happy to continue hosting them
and it will take a while before enough private rooms become available; even if they were to
it’s clear the men feel uncomfortable with the prospect of settling there
the group has turned to an unexpected place for help: the church
The survivors are currently in talks with the nearby St George-in-the-East to house the six men for around three months in flats owned by the 18th-century Anglican church
“Hostels” like the one at Maddocks House constitute a form of black-market accommodation that has proliferated in Tower Hamlets in recent years, thanks to its extraordinarily acute housing crisis: there are around 20,000 households on the council housing waiting list in Tower Hamlets, a borough with more vacant houses than any in London
the Maddocks House survivors don’t stand a chance – and from the survivors’ perspective
the council’s interventions haven’t improved their chances
also survived the Maddocks House fire and lives in the squat with Chowdhury
He says that the council’s £107,000 would have been better spent on deposits or advance rent than on expensive
“Why are you spending that money?” he asks
“It’s not meeting our human needs.” Anthony agrees: “With £107,000
So they’ve just wasted their money on a fancy hotel.”
a spokesperson stressed the difficulties of disbursing council funds directly to residents
and of justifying doing so in a borough with one of the most severe housing crises in the country
They added that while there is a lot the council has done for the Maddocks House survivors
the fire was the result of intersecting injustices
some of which – among them landlordism
the gig economy and overcrowding – Tower Hamlets cannot solve single-handedly
This will hardly comfort a group of men who not a year ago were dreaming of British palaces but found themselves living in a state-sanctioned slum

A 15 year-old boy has been taken into emergency care after he was stabbed in Shadwell this morning
Police officers responded to reports of the stabbing outside Newton House
at 8:32am on Thursday 5 October and found the teenager with knife injuries
Metropolitan Police detectives are appealing for witnesses and anyone with information about the incident to come forward
An officer on the scene told ELL that the boys injuries are unlikely to be life threatening
An eyewitness told ELL what they saw of the incident: “I could hear a lot of noise going on
I saw a boy being attacked by about four older boys
he said he thinks he might have been stabbed in his leg
On the back of his leg there was a rip and I could see the blood.”
The eyewitness told ELL that the boy was “terrified” and ran away from them as they tried to offer help
The London Ambulance Service and London’s Air Ambulance also attended the scene and moved the boy to a hospital in East London
Neighbourhoods Superintendent Jai Singh of the Met’s Central East Command said: “I know that the community will be shocked by this incident.
“Please be assured that we share your concerns and we are investigating a number of lines of enquiry to establish the circumstances of the incident and identify those responsible.”
Singh said that local officers remain at the crime scene and enhanced patrols will take place with the aim of reassuring the community. He encouraged people to approach officers with their concerns.

and members of the East London and Darul Ummah Mosques
all of whom have given vital support to the campaign as it has progressed
Local residents shared testimony of the struggles they face in securing affordable housing
and a prayer was offered by Bishop Sarah in commemoration of the campaign’s progress
Deputy Mayor Copley committed to actively working with the community to support their ambition to have a planning application submitted by the end of 2024 and aim for construction to be well underway by the next Mayoral elections in 2028
All parties expressed their desire for renewed momentum and to get the homes built
The event ended with local residents coming together to sing the famous Madness song ‘Our House’
while a model home was erected in the middle of the site as a sign of what is to come
Bishop Sarah noted that she will continue to watch this space and hopes to not wait another 5 years before the homes are built
