A FRAUDSTER has been committed to the crown court for sentencing
Julian Cooper admitted dishonestly gaining more than £135,000 of goods when he appeared in the dock at Reading magistrates’ Court on Wednesday
he confessed to dishonestly claiming he was entitled to buy £110,902.04 worth of goods on his Jewson card
He further admitted fraudulently claiming he had permission to sell goods
intending to dishonestly make a gain of £24,776.09 for himself
Both offences were committed in Thatcham between July 1
Magistrates deemed their own powers of punishment could be insufficient and declined further jurisdiction
They therefore ordered pre-sentence reports before committing both matters to be sentenced by a judge sitting at Reading Crown Court on a date to be fixed
Cooper was meanwhile released on unconditional bail

A BID to make a village pub an Asset of Community Value (ACV) has been rejected
The application was made by Great Shefford Parish Council in respect of the eponymous watering hole
Once listed as ACVs with the local authority
the local community would be informed if premises are listed for sale within the five year listing period
The community can then enact the Community Right to Bid
which gives them a moratorium period of six months to determine if they can raise the finance to purchase the asset
in the successful purchase of The Tally Ho community pub in Hungerford Newtown by a villagers’ consortium in 2013
West Berkshire Council ACV listing panel conceded that “the application highlights a number of community events
which were verified by looking at the social media accounts for the pub.”
“there is no supporting evidence to demonstrate that these events furthered the social wellbeing or social interest of the local community
“There are no letters of support from local residents or community groups
and no indication of community attendance at these events.”
the panel does not feel that enough evidence has been provided with this nomination to warrant an ACV listing.”
Although the decision cannot be appealed by the parish council
providing it contains additional information not provided in the original nomination
whose registered office is listed as The Great Shefford
was brought by creditors HM Revenue and Customs last year and the pub has remained closed ever since
The Great Shefford freehold is currently still being advertised at £650,000
THE family of man who died of a drug overdose has told a coroner: “We believe there’s something fishy going on.”
All three people involved in the tragedy at the home in Great Shefford refused to engage with the victim’s family
an inquest held in Reading Town Hall on Monday
It was the second death of a man in his 30s at the premises within weeks
But Berkshire coroner Heidi Connor warned the family of the deceased
against making “unsubstantiated allegations” and pointed out that police had concluded there were no suspicious circumstances in either case
The inquest heard that 30-year-old Mr Creed had traveled from Olney
Following the service at Thatcham Crematorium
the funeral party went to The Swan pub in Thatcham
where Mr Creed was acting strangely and dozing off
he was helped to bed while Ms Few and her friend
had arranged to check in on the dogs and on Mr Creed
She said in a statement that Mr Creed was snoring but that his airway was not obstructed
she was unable to rouse him and called Ms Few who
Ms Howard tried to resuscitate Mr Creed but he remained unresponsive and medics later pronounced him dead at the scene
Post mortem tests revealed a potentially lethal amount of morphine in his system along with metabolites of cocaine and cannabis
various prescription drugs plus the prescribed sedative pregabalin and the benzodiazepene diazepam
Ms Connor said: “I know the family is concerned as to how he came to have [some of] these drugs in his system and whether he was held down or forced to take drugs
“But there’s no evidence to back that suggestion.”
told Ms Connor: “There are a number of anomalies here we don’t understand
“We were told there was some sort of fighting that went on.”
The family was also concerned about purple marks around Mr Creed’s neck
Mr Creed senior added: “We think death happened on the 13th
“None of the people involved will talk to us and this is strange to us
He said a bottle or liquid morphine had been found at the scene and queried where it had come from
Mr Creed senior also said he found it strange that two relatively young men – Ms Few’s partner
Charles – had died in the home within weeks of each other
Ms Connor acknowledged the family’s frustration but said the death of Ms Few’s partner had been deemed unsuspicious and said of Mr Creed: “There are no injuries and no accounts from anyone that he has been forced to take any drugs
“Be careful of making unsubstantiated allegations.”
Mr Creed said the family had made a formal complaint about the Thames Valley Police probe and added: “We believe there’s something fishy going on
Ms Connor said: “It seems to me the family’s concerns come from a place of love for Charlie
“It perhaps started when they felt the communication [from police] wasn’t good at the start
“This was compounded by those who were there not wanting to speak to them or answering questions and by the background of some of those present.”
she did not share them and concluded that Mr Creed’s death was accidental
The officer made the sexual remarks to a colleague in The Brass Pig on Clifton Triangle(Image: Google Maps)An “arrogant and cocky” police officer who made crude sexual remarks to a female colleague while drunk at a work Christmas party in Bristol committed gross misconduct
PC Connor Shefford also kissed a 5ft female bouncer on the cheek as he was being ejected from a venue
He placed his hands on her arms and told her: “I could pick you up and throw you,” although this was deemed as not in an aggressive way and resulted in the lesser finding of misconduct
He will also be placed on a police barred list preventing him from working in law enforcement again
The panel found that his behaviour was sexually motivated, “persistent and unwanted”. Former PC Shefford denied the allegations but did not attend the hearing
Mr Ley-Morgan said the female bouncer asked him leave the first venue because of his behaviour He told the panel: “What is a troubling feature in this part of the case is not just his behaviour in relation to the door supervisor but also that he identified himself as a police officer and sought to persuade her not to throw him out.”
The barrister said she felt he was trying to intimidate her using his status
Mr Ley-Morgan said: “He was arrogant and cocky as if he had some sort of power over her

When he eventually gave up trying he kissed her on the cheek and he kissed her male colleague as well
She was disappointed and she refers to all the adverse publicity that the police have received over the last four or five years and she expresses disappointment that she’s now witnessed poor behaviour by a police officer first hand
“It’s clearly behaviour that undermines confidence in the police service and shows the police in a bad light.” He said PC Shefford made his way to Yia Mass bar in Park Street where there were a lot of other officers on their Christmas nights out and that he was asked to leave there too because he was being “annoying and over-familiar with people he did not know”
Mr Ley-Morgan said: “He was getting an ex-boxer in a headlock
He’s effectively thrown out of a second venue.”
The barrister said the officer’s colleagues went to the Brass Pig and on their way saw people standing around a man lying face down on the ground
Mr Ley-Morgan said he managed to make his way there to join them where he kissed a female constable which the lawyer said was not consensual or reciprocal
He said the colleague said in a statement: “The officer was not with it
She said he told her crudely that he wanted to have sex with her
The female said: “I didn’t feel upset but I felt uncomfortable.”
She said he repeatedly took her arm to try to lead her somewhere but she refused
“It was persistent and unwanted,” the constable said
“He wasn’t getting the hint that I wasn’t interested
My colleagues stepped in to move me away from Connor about three times.”
Avon & Somerset Police Federation rep PC Marc Flavell
said the female constable did engage in sexual conversation with colleagues on the night out throughout the evening
He said: “She was quite explicit in her wishes.”
PC Flavell said she nibbled the ear of one of her colleagues on the dancefloor
He said the female was being flirtatious and using highly sexual language and she was reciprocal
PC Flavell said there was no evidence that he identified himself as an officer at The Mount Without or that he used that to exercise power
He said PC Shefford had ADHD which could impair his understanding of social encounters

PC Flavell said that when the woman told him no in the Brass Pig
"His behaviour towards the female door supervisor was not inappropriate and this is corroborated by witness accounts,” he added
said the panel found PC Shefford did make sexual remarks to his colleague as alleged and that he took hold of her or attempted to on more than one occasion
He said: “His behaviour was unwanted and inappropriate
“It does not excuse his behaviour but it took place in the context of a shift night out where all had consumed alcohol to some level of intoxication where there was some degree of flirtatious behaviour and sexual commentary within the group as a whole.” Mr Cowx said the female officer admitted there was flirtatious banter between the pair
He said the panel ruled that PC Shefford was drunk and identified himself to the bouncer as a police officer
The LQC said: ‘He remonstrated with her about being allowed back into the licensed premises
“He placed his hands on the top of both her arms and said he could pick her up and throw her
Upon leaving those premises former PC Shefford kissed her and her male colleague each on the cheek
“The panel was not satisfied that former PC Shefford acted in an aggressive manner but due to his size relative to [the bouncer]
We decided that a final written warning was not sufficient in a case of persistent
sexually motivated advances towards a female
even when that female was a friend and a work colleague and when both were intoxicated.”
The panel found the officer breached the standards of professional behaviour relating to authority
respect and courtesy and discreditable conduct.”

The project is a result of a series of competitions
that constitutes a turning point in Quebec’s educational landscape
and way of building primary education centers in the Canadian province
This school – a work of the firm Pelletier de Fontenay
in collaboration with Leclerc Architects – is shaped by an interplay of volumes and roofs
allowing the expression of both the individuality of each academic cycle and the broader school community
the architecture aims to make the boundary between inside and outside as porous as possible
thus connecting the architecture with the natural surroundings
The overhanging roofs interconnect to form a continuous covered footbridge around the inner courtyard
The low volumes and their sloping roofs offer archetypal forms of vernacular architecture
The large triangular chimneys perforating the volumes let light in from overhead and serves as a bioclimatic device by directing warm air towards these shafts and out
This school is simple in expression and organization
the clasrooms use the roof slope to obtain a generous ceiling height
The slopes extend and meet above the collaboration areas
the collaboration zone partly unfolds in the double-height space and partly in a mezzanine accessible by stairs
