Thurrock Council and Southend-on-Sea City Council have agreed to work together to seek momentous change in the way local government operates in Essex
This follows a series of formal council meetings that took place this week.
Participation in the devolution priority programme would also commit authorities to local government reorganisation

“Devolution and reorganisation is the best chance we have to rethink our system and bring more power into the hands of local people
It also gives us the best chance of offering decent public services at a price taxpayers can afford.

Suez recycling and recovery UK has commenced its £144 million waste and recycling contract with Southend-on-Sea city council
The contract – which is worth £18 million a year – was announced last October and will last eight years
Suez officially took over the contract on 5 April 2025 from waste management company Veolia which has held the contract for the past 9.5 years
The new contractor will be responsible for all recycling and waste collections
along with street cleansing services and the operation of the council’s two household waste recycling centres (HWRC’s)
collections for both recycling and waste are made weekly in sacks
the council said that collections will continue as usual
however a note on the council’s website said that collection times may be later while the new waste collection team “get used to the roads and routes”
collections will move to a wheelie bin system with the delivery of the new bins expected to start in August 2025
Suez is currently in the process of surveying properties across the city to ensure they are suitable for wheelie bins
residents can expect to see new Suez-branded refuse vehicles on the streets in the coming months

Southend-on-Sea City Council has announced the opening of eight new digital cycle hubs across the city
funded through the Department for Transport’s (DfT) Active Travel Fund
aims to improve the security and convenience of cycling for both residents and visitors
The introduction of the cycle hubs is a response to a six-week consultation held in 2021
where participants expressed that they would cycle more if they felt their bikes were less likely to be damaged or stolen
The hubs provide secure bike storage and are equipped with charging points for e-bikes
while access to the cycle hubs is managed through an app
ensuring that only registered users can gain entry

Users can take advantage of a trial period
to experience the full benefits before committing to a regular subscription
After the trial period cyclists can continue to enjoy the hubs for just £1 per day or £10 per month
granting unlimited access to all the cycle hubs in the city

The Government has today (5 February 2025) confirmed that Essex County Council
Southend-on-Sea City Council and Thurrock Council have had their request to be part of the Devolution Priority Programme confirmed.
This follows the councils writing to the Government on Friday 10 January requesting inclusion on the programme and committing to local government reorganisation.
The Government has also confirmed that the elections scheduled for May this year for Essex County Council and Thurrock Council will be suspended.

“We welcome the government’s acceptance of our request and eagerly await next steps.

A contractor is being sought for a £200M highways maintenance and improvement job in Southend-on-Sea
The city council is seeking expressions of interest from organisations to maintain
manage and improve its highway network and associated assets
It is looking for a single supplier to for the contract
which is initially for 84 months (seven years)
Tasks expected to be carried out under the contract terms include immediate and emergency services
programmed carriageway and footway resurfacing
coastal protection as well as public realm and highway improvements
The contract further calls for winter maintenance works and highway verge maintenance
Documents released by Southend-on-Sea City Council also call for professional services to be conducted for the contract
constructions supervision and post construction services
The scope noted under the contract terms involves undertaking the role of the principal contractor for all projects under the contract
plant and materials and other resources and maintaining a supply chain of specialist contractors for implementation of specialist products on an ad-hoc basis
Southend-on-Sea City Council is also looking for the contracted organisation to be able to provide timely and accurate data to inform
support and justify the contract performance measurements
The contract notice further requests those wishing to bid to have the capacity to confirm the presence of utilities plant and apparatus on site
Key objectives as outlined in the contract notice are:
The contract is initially to last seven years
but holds the option to extend by a period up to a further seven years
if all extensions were taken the full contract duration would be 14 years
Those looking to respond to the contract notice have until 12pm 10 March
Invitations to tender will be dispatched on 2 April

Staff details were accidentally released in FOI request
Southend-on-Sea City council has been given a formal reprimand by the ICO after accidentally releasing 2,000 people's personal information
Including salary and health information, the details were included within a spreadsheet and contained a list of personal details relating to Council employees and former employees. According to media reports
the details were released accidentally as part of a Freedom of Information request.
Southend-On-Sea City Council were made aware of the data breach in October 2023 - five months after the response to the FOI request was delivered on a public-facing and accessible website
The Commissioner said there was "no evidence of the hidden data being used" but "the possibility that malicious actors may access and exploit the data remains"
A reprimand notice from the ICO said: "Overall
this case has shown a failure to comply with data protection legislation by the disclosure of special category data
This is due to the failures in training and awareness of the packages that the Council uses
This has given cause for concern given the large amount of data subjects
and the potential for a significant amount of damage to be caused to the data subjects impacted."

Luton has gained yet another major airline – Jet2 – and now looks like the most competitive airport in the UK, if not Europe. The Bedfordshire airport is home to easyJet; the main British base for Wizz Air; an important Ryanair base; and now the fourth big player
Gatwick gets a trio of Arabian destinations: Jeddah and Neom Bay in Saudi Arabia
It also has the first UK scheduled link to the Cape Verde Islands

the Essex airport desperately needs some diversity: Air Algerie will fly to Algiers and Transavia to Rotterdam
But the most dramatic changes are further south in Essex: at Southend-on-Sea
Southend becomes part of the mix only when slots are scarce elsewhere
While it has an excellent three-trains-per-hour railway station a couple of minutes’ walk from the terminal
Southend shares the catchment problem common to coastal airports: draw a circle with the airport at the centre

One big advantage of accessing Southend is that the gardens begin where the airport ends, and you can breeze into town in about half an hour – or spend seven minutes on the train. I have walked from Gatwick into Crawley, from Luton airport into the town and even from Stansted to Bishop’s Stortford: a stroll to the seaside in Southend is far more pleasurable.
Besides Adventure Island – not an actual island, but a theme park – a real highlight are the murals that now decorate every spare wall in the centre. Street art can help transform a location – as can a small and friendly airport.

Rochford District Council and Southend-on-Sea City Council officers submitted a joint expression of interest in December 2024
following the New Towns Taskforce call for evidence regarding potential opportunities of larger scale housing and economic growth
The cross-border development is an area to the north of Southend and south of Rochford that is already being considered as part of the Local Plan process
which could eventually provide around 10,000 homes
spilt evenly between the two authorities as well as jobs and community facilities
Significant investment in infrastructure would also be needed if development in this location was to go ahead
This follows a similar submission by Rochford
Southend and Essex County Councils for the area to be considered a new Garden Community in 2018
Proposals for growth in this area are currently being considered by both authorities as the work on the preparation of Local Plans continues
Southend’s housing need has consistently been very high
and this scheme would be needed to contribute to meeting that need
under both the new and old methods of calculating housing requirements
Any development here would not be additional to those figures but part of meeting our authorities housing need
said: “Rochford now has a requirement from Central Government to build more homes a year than it ever has
It is therefore incumbent on the Council to explore all options to meet this requirement to ensure the best outcome for residents and businesses in the district
including through working with our colleagues in Southend to consider this cross-border growth location
That is why officers proposed this potential development site to the New Towns Taskforce but it is important to be clear that no decisions have yet been made and this was just an expression of interest at this stage
It does not commit the Council to proceed with a New Town in this location and if the Government decide to shortlist the bid for further investigation
then a report will be brought to the appropriate council committee for review
“Whatever growth options and sites we include within our Local Plan will need to bring improvements to our services
including roads and schools and have a range of house sizes
The draft Local Plan will be published for public engagement this year
“Any development of this site would contribute to meeting the Government’s housing target
and therefore if the site can do this and might be a better outcome for residents and businesses than providing housing in other areas
then I believe it is important that we ensure it is fully explored.”

The Government confirmed earlier this month they had received 100 proposals from every region in England

To celebrate their brand-new store, B&M colleagues were asked to nominate a charity who they think deserves the spotlight for the hard work that they do in the community. They chose the team from HARP Southend to step into the spotlight and officially unveil the new store in all its glory
HARP is a homeless charity that has pledged to reduce the need for rough sleeping in Southend
as well as developing and delivering services that support long-term recovery from homelessness
They want to contribute to the development of Southend’s community
They currently offer 264 units of accommodation and are working to increase this to meet the needs of the homeless in the area
They have an outreach team that works to bring these people into the accommodations and provide safe shelter
but they also work to help solve issues that could interfere with independent living
as well as work through the side effects of rough sleeping
B&M’s store manager also remarked: “HARP really stood out for us
so we wanted to give them some VIP treatment as a thank you for all the hard work that they have done
We hope that our donation can help them to continue the great work they do.”
