time.” The council acknowledged that the poplars are not the best option ecologically when compared to native species but it stated that the trees still had their advantages The bark of the tree provides a home for bats and the current poplars are a roosting site for populations of starlings and other birds A council spokesperson added: “Poplars draw up large amounts of water from the ground and release it into the atmosphere and makes the air more breathable during heatwaves and helping with flood alleviation during the wetter months the species works well as a windbreak and can withstand storms well “Lombardy poplars generally require very little maintenance as they do not have large sprawling branches which interfere with passing traffic nor low growing branches which may need to be lifted above head height to accommodate pedestrians.” The major downside of the poplar re-planting is that this process of felling the trees and finding a replacement will repeat itself in for around 60 years were cut down by tree surgeons earlier this year As previously reported by the Newbury Weekly News in the last three years four of the trees have come down in high winds — two across Racecourse Road and two falling across the green itself The most recent one came down on January 2 The trees were found to be showing signs of decay following an inspection at the beginning of the year and West Berkshire Council has now decided to fell the remaining 54 trees The council’s countryside manager Paul Hendry said: “We appreciate how significant the trees are in the area and we will be planting new trees to help recreate the appealing tree-lined avenue “Earlier this year we asked residents to informally submit their views on what tress we should plant to replace the Italian Poplars and had a great response with some good ideas “Our intention now is to carry out a formal consultation possibly in August/September that will help form our replanting plans.” The application form to cut down the trees which was submitted to the council by one of its own employees on June 14 states that all 54 trees — alongside two 5m tall poplar stacks remaining from trees that previously fell — will be cut down to ground level and their stumps will be ground out The form also states that new replacement trees are planned to replace the poplars it is not specified how many of these trees will be planted or what species they will be West Berkshire Council raised no objection to the proposed felling on June 21 but it is not known when the work will begin on the large-scale removal works even though they are expected to be completed by the end of the year The mature Italian poplars were planted in the late 1960s Poplars usually have a lifespan of 50-60 years the lower stems start to develop basal cavity formation with decay extending into the roots leading to a reduction in structural stability and an increase in stem hollowing After the council removed six earlier this year it confirmed that it expected to remove the remaining trees within the next 12 months Another Newbury pub is searching for a new manager is seeking a manager to operate under owner Marston’s one of these strategic authorities: our District Councils didn’t “join” Gloucestershire nor did our parishes “join” Stroud District. A strategic authority should cover a geographic area decided on by an independent body based on citizen consultation and the logic of transport and other geographic/economic factors.  The government has no right to impose such a radical course of action without consultation with the people of Gloucestershire.  If these changes are forced through without our consent decisions affecting our communities in Stroud District—on housing and planning and the environment—will be made in Gloucester or even further away Services that Stroud District Council has successfully preserved will come under threat as budgets are reallocated to cover the ever-increasing costs of adult and children’s social care—currently managed by the County Council the distinctive ways in which Stroud District Council has adapted to meet the needs of our unique communities will be lost within a large driven by Labour’s one-size-fits-all approach to “growth.” This reorganisation takes power away from local people and makes it harder to deliver the real change we need: building high-quality homes forced through without public consultation or any opportunity for proper scrutiny by the affected councils Stroud District Green Party firmly opposes it and defend our communities’ right to determine their own future The Green Party believes that decisions should be made as close as possible to those they affect with real devolution of powers and funding from Westminster to enable local councils to improve services for their communities public trust in politics will only erode further Stroud District Green Party is planning a public meeting to make sure in August 2020 some matters were reserved relating to layout and landscaping of the site and the scale The stadium is to have a footprint approximately 150m in length 128m in width and reaching a maximum height of 19.5m It will be situated to the north of the A419 The outline planning permission was given for a development including one full-sized grass pitch one full-sized all-weather pitch and a goal practice area The proposal included a car parking for cars and coaches and highway improvements to dual this part of the A419 consultees sought more information and clarity on design details including materials Revised plans to meet the area’s local plan were submitted in 2022 and the ruling has been handed down this week with further details given in Stroud District Council’s Development Control Committee meeting agenda The documents reveal that the roof will comprise a transparent structural membrane made of STFE 50 The walls will comprise horizontal timber slats spanning between structural frames insulated glazing unit (IGU) curtain wall and vertical timber posts National Highways had previously raised concerns about drainage which falls outside the reservations for this part of the planning approval but it noted that Forest Green Rovers has now submitted an outline drainage strategy and a sustainable drainage system (SuDS) strategy The stadium’s sustainability credentials have been improved by switching from the biomass boiler specified at outline stage to the use of air source heat pumps The design of the stadium also looks to use natural ventilation sustainable construction practices have been outlined for example unfinished natural materials that are allowed to weather rather than needing regular repainting which are relatively small and are located to the back of the site and the M5 boundary They provide function provision for plant and with vertical timber cladding do not detract from the design or layout of the wider site These will have flat roofs and can accommodate PV panels which was the main focus for this stage of the planning Stroud Borough Council’s report reads: “At outline stage design is not normally given weight in this case as the design of the stadium formed part of the planning justification and great emphasis was placed on the quality of the iconic design the delivery was controlled within the signed S106 legal agreement The reserved matters therefore had to be substantial in accordance with the illustrations provided “Officers are satisfied that the design and appearance of the stadium follows the indicative design put forward at outline stage The curved form with sweeping flowing corners and timber construction retains the potential to become an iconic symbol and landmark at one of the entry points to the district and generate local pride “The scale of the stadium is also within the limits set at outline and controlled via conditions The footprint of the stadium is within the limits set by the parameters plans and the maximum height is 19.50m above a ground level of 18.50m is in line with the outline which stated that the height of the stadium shall not exceed 19.54m above the existing ground level of 21m The proposal is a large structure but maintaining the quality of the design including landscaping is critical to reduce the impacts on the surrounding landscape “The capacity of the stadium is controlled by condition on the outline the design has been future proofed with the architects outlining that the bowl shell could see an increase This would require a
