has agreed the sale of the housing site for an undisclosed sum
Completion of the deal is subject to reserved matters consent being granted
The homes will be made available through affordable rent and shared ownership
Outline permission was granted by Wyre Council in July 2023, at the third time of asking
An initial version of the scheme was deferred in November 2022
before finding favour with committee after being reworked as a fully affordable development

The scheme will deliver a new link road into the Hillhouse enterprise zone

Council asks Angela Rayner to intervene on PFOA case, Fareham Borough Council acts on coastal landfill erosion, Corby pollution case rears its head again in a Netflix series as Wiltshire Council’s Public Protection team dismisses evidence from objectors over alleged contamination
Wyre Council leader Michael Vincent has written to deputy prime minister – Angela Rayner asking for the authority to defer decisions on all planning applications for new properties within a 1km radius of the AGC Chemicals Europe Limited plant at the Hillhouse Technology Enterprise Zone – in Thornton Cleveleys.
There is an ongoing investigation into the release of perfluorooctanoic acid (PFOA) linked to what was previously an ICI factory. The Environment Agency carried out tests on 22 areas around plant and found PFOA in the soil at all of them – and these included council-run allotments. It says further work and testing is necessary.
Erosion of coastal landfills has raised its head again – this time in Fareham, Dorset, where residents are concerned that material from three landfills is falling into the sea.
Between 1932 and 1993, the sites were used for tipping domestic and commercial waste.
Fareham Borough Council has drawn up a comprehensive risk assessment and action plan of the site, while longer term plans are being worked on with Coastal Partners, a collaboration between five councils, working to address coastal erosion across the Solent coast. There will be regular inspections and removal and clearance of hazardous waste along with litter picking from the council’s street scene team, coastal partnership, and environmental health.
The next step is to find funding to protect the creek from coastal erosion and Fareham Borough Council is working with Coastal Partnership to do this.
Talking of historic contamination raising its head, a Netflix series on the litigation between 19 families and Corby Borough Council called Toxic Town, starring Jodie Whitaker and Robert Carlyle, will debut on 27 February, along with a BBC Sounds podcast on the case called the Toxic Waste Scandal and will feature as a part of the In Detail series.
The podcast will be narrated by one of the affected parties – George Taylor, who was born in Corby, but has his hand amputated due to tumours. He also helped with the scripting of the Netflix series.
Solicitor Des Collins represented the families and gained compensation, in a case lasting over 11 years.
Wiltshire Council has dismissed claims from residents and objectors in Chippenham that land allocated for eight new homes, a former brickwork, is contaminated.
Wiltshire Council’s Public Protection team found that there was "inadequate" evidence to back up the residents’ concerns.
A council report states: "Comments have been raised on several occasions, predominately by two parties, in relation to the application site being contaminated land. The applicants contracted a specialist company who surveyed the site.
"Commentators have disputed the findings and sent several documents to be considered in regard to this issue and photographs allegedly from on the application site holding what appear to be asbestos tiles."
It adds that the evidence provided by objectors was found to be "contradictory," "incomplete," and possibly referring to "an alternative location".
An investigation organised by the applicants in the summer of 2024 found that there was a "low to moderate risk" from an old sandpit but the contamination is "highly localised to a small area of shallow made ground" and that excavating and removing this from the site during the development would "sufficiently break the identified contaminant linkage, through removal of the contamination source."

Fleetwood Town’s Academy can confirm they have partnered with another local grassroots team Thornton Cleveleys (TCFC)
who recently had graduate James Hill called up to England Under-20s
will add Thornton to a growing network of local teams
with both Bispham Juniors and Fleetwood Town Juniors already partnered
The Club will look to support the youth team throughout the partnership by helping them grow their existing coaching and player development programmes with Town’s qualified coaches

Wyre Council launched an investigation into possible contamination of on land at the site of AGC Chemicals
after concerns were raised by local residents
The council said in some cases the levels exceed those acceptable for growing vegetables for private consumption
and more detailed tests will be carried out on 22 areas of land by the Environment Agency in the coming weeks
While elevated concentrations of the potentially hazardous substance are not necessarily a concern
the results highlight the need for more detailed testing to enable a thorough
scientific risk assessment to be carried out
A factual report has been published which confirms the presence of the chemical PFOA on 22 parcels of land tested as part of an investigation into potential airborne pollutants from AGC Chemicals Europe Ltd at Hillhouse Technology Enterprise Zone (the former ICI site) in Thornton-Cleveleys
Wyre Council launched an investigation into the historic use of a chemical called Perfluorooctanoic Acid (PFOA) between the 1950s and 2012
The investigation is being carried out by the Environment Agency and supported by partners
The initial sampling exercise – which forms the first part of a large and complex investigation – was designed to provide a snapshot of information to confirm whether or not the chemical been deposited onto surrounding land after it was released into the air by AGC Chemicals Europe Ltd
The inspection involved shallow soil sampling from land parcels located near to the Hillhouse site
Results from the Environment Agency confirm the presence of PFOA
the PFOA levels found exceed interim screening levels for certain types of land use – specifically where vegetables are grown for private consumption
These screening levels vary between land use types because people use land differently
affecting their exposure to soil contamination
While elevated concentrations of PFOA are not necessarily a concern
the results do highlight the need for more detailed testing to enable a thorough
More work is now required to provide the level of data needed for this risk assessment to take place
planning is underway for Phase II of the investigation which will commence in the coming weeks
The Environment Agency said: “This preliminary inspection has confirmed the presence of PFOA in shallow soils around the facility
“These preliminary findings indicate further work and risk assessment is necessary
These inspections are complex and need to be conducted in a phased and methodical way
It is important to note that it can take time
before clear and robust conclusions regarding risk can be delivered.”
