Plans to refurbish the Riverside Centre in Todmorden will no longer progress as part of the Town Deal investment programme
The proposed Riverside Centre improvement scheme
led by Upper Calder Valley Renaissance (UCVR)
was one of eight projects making up the £17.5 million UK Government-funded Todmorden Town Deal programme
The Town Deal provides investment to drive long-term economic and productivity growth
The project was originally approved by Todmorden Town Deal Board to promote economic growth by supporting the visitor economy
and to deliver an all-ability cycling track alongside plans to refurbish and modernise the pavilion building.
In line with similar projects across the country
the Riverside project faced significant cost pressures
so UCVR submitted an alternative proposal to Todmorden Town Deal Board
The Board considered that key parts of the original project that would have enhanced the visitor economy
and therefore the economic benefits to the town
The Board concluded that the Riverside project could no longer go ahead as part of the Todmorden Town Deal programme
The funding that would have been used for the Riverside Centre will be reallocated to other projects in the Town Deal programme
to ensure no economic benefits from the original project will be lost
The overall investment programme is progressing well
Work has started on the refurbishment of the Hippodrome Theatre
the Town Hall and the bandstand and bowling pavilion at Centre Vale Park
where the tennis courts have been completed
Construction of the Enterprise Centre is underway
and summer will see the start of work on improvements to the public spaces at Bramsche Square

we have an agreed process in place to ensure all our projects meet the aims of the Todmorden Investment Plan within the funds available
the project as resubmitted by UCVR did not meet these aims.”

Plans to refurbish the Riverside Centre in Todmorden will no longer progress as part of the community’s Town Deal investment programme
The proposed Riverside Centre improvement scheme at Walsden
was one of eight projects making up the UK Government-funded Todmorden Town Deal programme
and to deliver an all-ability cycling track alongside plans to refurbish and modernise the pavilion building
with this element facing significant cost pressures
UCVR submitted an alternative proposal to Todmorden Town Deal Board
But the Board considered key parts of the original project that would have enhanced the visitor economy
had been withdrawn and concluded that the Riverside project could no longer go ahead as part of the programme
Funding that would have been used will be reallocated to other projects in the Town Deal programme
But other Town Deal Board-approved elements are progressing
with work starting on refurbishment of the Hippodrome Theatre – Steve Clarkson of the theatre recently updating Todmorden ward forum on progress
Todmorden Town Hall and the bandstand and bowling pavilion at Centre Vale Park
where the tennis courts have been also been completed
Construction of the Enterprise Centre at Ferney Lee is underway
and the Board says summer will see the start of work improving public spaces at Bramsche Square
Sponsor for the park projects including the Grade II-listed bandstand and bowling pavilion
is Todmorden Town Council and a major milestone recently reached by appointing Rosslee Construction Ltd as contractors for both projects

the Edwardian Bandstand is one of only five surviving open fronted ‘theatre’ style bandstands
It was hit by an arson attack in the late 1990s and after refurbishment also suffered vandalism
fenced off for safety reasons and in need of repair
The restoration work has been made possible following a successful grant application for £250,000 made by Todmorden Town Council to the National Heritage Lottery Fund

The pavilion will use natural charred timber
As part of the £17.5m investment taking place in the West Yorkshire town
work has started on the grade two-listed bandstand and a new bowling pavilion in Centre Vale Park
the work is in partnership with the Town Deal Board
Rosslee Construction has been appointed as the contractor for the job and Booth King as structural design engineer
The bowling pavilion will be located nearby and will aesthetically aim to reference the original building in a modern way
by keeping the same footprint and over-hanging roof
In addition to the restoration works on the bandstand and the new design of the pavilion
Buttress is also the appointed architects practice leading on Todmorden’s new market canopy
The town is revamping its town square and town hall

Todmorden-based artist David Chatton Barker will be unveiling a new folkloric map and series of beer mats
which explore and celebrate the lore and legends of sites in the surrounding area
The launch event will be from 6-8pm on 9th May at the Folklore Centre in Todmorden
where David has spent the last six weeks as the artist in residence as part of Everybody Arts’ Calderdale Year of Culture Artist Residency Programme
The map will be on permanent display at the centre
but a limited edition of smaller paper versions of the map will be available
in addition to a series of collectable beer mats featuring David’s artistic interpretations of the nine sites
The beer mats will be distributed in venues across the borough
Anyone successful in collecting all nine will be able to find GPS coordinates that may lead them to some buried treasure
The project features sites which are steeped in local history and folklore
Catholes Stone and a huge stone monolith on the moors
some of which many people may never have heard of or could even walk past regularly without realising it

connected four Calderdale artists with some of the most iconic venues in the valley and their surrounding communities
Sally Barker was the artist in residence at Ogden Water Nature Reserve; Rachael Elwell at The Smith Art Gallery; Nikta Mohammadi at King Cross Library and David Chatton Barker at the Folklore Centre
Local people are invited to have their say on the Todmorden Neighbourhood Plan
which would set out planning policies for future development in the area
The Todmorden Neighbourhood Plan had been prepared by Todmorden Town Council with ongoing engagement with the local community and Calderdale Council
aspirations and policies for the growth of Todmorden up to the year 2032
The document has been developed by the Town Council over the last 10 years
and throughout the thorough engagement and consultation there has been a focus on identifying and to addressing key issues which are important to the town
The Plan has moved through various stages of development and approval over the last few years
which are necessary before it can be adopted
the Plan could now progress to local referendum
people will be able to have their say on whether the Neighbourhood Plan should be adopted
“Do you want Calderdale Metropolitan Borough Council to use the neighbourhood plan for Todmorden to help it decide planning applications in the neighbourhood area?”
Calderdale Council will receive a report in April 2025 to formally adopt the Neighbourhood Plan as part of the Statutory Development Plan

with its steeply sloping landscape influencing growth and development around the area’s waterways
distinctive architecture and a wide range of small and independent shops

Local people are now being asked to consider the final document and have their say as part of a local referendum on the plan’s adoption.”
Todmorden Library users are advised to prepare for upcoming temporary changes to library services
whilst work takes place to replace part of the building’s roof
Parts of the extension to the original Todmorden library building contain reinforced autoclaved aerated concrete (RAAC)
Regular monitoring has taken place at the library for some time
This includes carrying out scans of the relevant areas to check for movement
While these scans have not identified any issues with the structure
as a precaution and to give complete assurance to staff and the public
the Council is removing the RAAC from the roof
the library will be fully closed from Monday 17 February 2025
The library will reopen on Saturday 22 February
with a smaller than usual selection of book stock and a limited amount of study space
There will also be reduced heating and some of the works could be noisy
The works are scheduled to be complete in summer 2025
The library computers will still be available
and customers can access stock from other libraries
can also be accessed on the Council’s website
The accessible entrance to the library will be out of use from Friday 14 February and throughout the works period
a click and collect service will be available from inside Todmorden Market Hall
which will allow those who can’t access the library to reserve and collect items from a more accessible location
The opening hours here will be Wednesday and Friday from 10am to 3pm and Saturday from 10am to 1pm

“Although our regular monitoring has not identified any safety concerns with the material
it’s important that we remove the RAAC to prevent any issues in future
“Careful planning has taken place to minimise the impact on customers and ensure that we can continue to offer a service despite the works
there will be some disruption for library users

opens an Invitation to Tender for contractors to deliver work on the Bandstand and Bowling Pavilion
The re-development of the bowling pavilion and renovation of the bandstand are key elements of a package of improvements to Centre Vale Park funded through Todmorden Town Deal’s £17.5M investment programme
including upgrading of the existing tennis courts and the creation of a Multi-Use Games Area
The Centre Vale Park project aims to develop opportunities for local residents and visitors to improve their health and wellbeing and benefit from higher quality sports
leisure and recreation facilities in the park
The Grade II listed Edwardian bandstand in Centre Vale Park is one of only five surviving open fronted ‘theatre’ style bandstands in the UK
remaining a highly visible and historic local landmark in the town for over a century
The project will see a full restoration of the unique structure
securing its future for community use for performance
The redevelopment of the bowling pavilion will provide a brand new
flexible and accessible base for the various community groups who are active in the park

Progress to this significant stage in the project follows the granting of planning permissions earlier this year and the execution of leases from Calderdale Council
enabling Todmorden Town Council to take on ownership of both the bandstand and the bowling pavilion
our approach is to foster and support local partnerships that can deliver the robust processes and due diligence required to achieve our ambitions across a range of priorities
We are delighted that through this collaborative approach another milestone has been reached for our Centre Vale Park project.

The Invitation to Tender has also been enabled through the securing of just under £500K additional funding by Todmorden Town Council to match the Town Deal investment
including £250k Community Ownership Fund award for the Bandstand and £200k from the National Lottery Heritage Fund towards the Bowling Pavilion
it is hoped to appoint a contractor in the new year and the aim is for completion of the works in Autumn 2025
The Friends of Todmorden Town Hall are organising a series of celebratory events to mark 150 years since the opening of the flagship building
Todmorden Town Hall opened on 3 April 1875 amidst a day of extraordinary festivities.Triumphal arches were set up across the streets
A procession numbering 4000 people marched for four hours in foul weather accompanied by nine brass bands and people from as far afield as Bolton and Bradford
A statue of John Fielden was unveiled and a nine-course banquet laid on for 400 special guests
but Todmorden’s Grade I listed Town Hall remains at the heart of the community and is owned and managed by Calderdale Council
we want to involve the whole town in what we hope is going to be a memorable celebration
From classical music to disco; heritage exhibition and tours; theatrical performances and feasts
the Heritage Lottery and our local wind farm community benefit funds has also enabled us to put on these events for free or a donation

Celebrations will run from 22 March to 6 April
starting with a heritage concert by Todmorden Orchestra

The building will be open to the public for several hours every day with a specially curated exhibition
will be a projection-mapped film using the frontage of the building to tell the story of the town and its people past and present
A heritage themed Iftar (to break the Ramadan fast) and a Community Banquet celebrating the contributions of volunteers to the town will reflect the feast in 1875.
‘Tod Life’ will feature snippets of life in the Town Hall played in the actual rooms they originally took place
Another tradition of children’s discos is being revived and open to everyone with a theme of ‘Disco for the Young of All Ages’.
Todmorden Hippodrome has re-established its popular script-writing competition
‘Town Hall Voices’ – the winners of which will be performed in a special auditorium within the Town Hall ballroom
Events will culminate on Saturday 5 April with a festival of music-making featuring Todmorden Community Brass Band
Music for the Many; 3 Valleys Gospel Choir and the Todmorden Choral Society
who have also been performing in the Town Hall since it opened
The anniversary celebrations will end with an opportunity to take a heritage tour with the Friends of Todmorden Town Hall
A £3.2 million project to make it easier and more pleasant to walk
wheel and cycle around Todmorden is set to move forward
Calderdale Council has listened to feedback from local people on what they want the ‘Active Todmorden’ project to look like
Active Todmorden aims to create healthier communities by enabling everyone to walk
wheel or cycle for everyday journeys and improving access to the town’s attractions
whilst maintaining a welcoming and attractive area
This is just one part of the £17.5 million Todmorden Town Deal regeneration programme
which is funded by the UK Government and is being delivered in partnership with the Todmorden Town Deal Board
The Council proposed options for how the Active Todmorden project could work
Taking on board the local community’s concerns about some of the plans
the Council refined the proposals and added a further option focusing more on improving walking and wheeling in the town
The Council engaged with the community on the updated proposals in November 2024
Feedback from that engagement has informed the approval of the walking and wheeling improvements as the preferred option
and it will now move to the next stage of design
This option still includes improvements for cycling
based on local feedback and to ensure the proposals can be delivered on time
the Council has removed the dedicated cycle lane element on Burnley Road
This is no longer being considered and there will be no removal of parking through Patmos Gardens at this time
“Todmorden is set to transform thanks to the multi-million-pound Town Deal
which supports our priority for thriving towns and places
we want people to have even more ways to travel actively for their health and wellbeing and the environment
and to have better access to the town’s distinctive natural landscape

making it safer and easier for people to get around town

with construction due to complete in spring 2026

Credit: ITV NewsA key commuter route between two West Yorkshire towns will close again just weeks after a collapsed sewer caused weeks of disruption to residents and businesses
The A646 Halifax Road between Hebden Bridge and Todmorden will close for 10 days
14 February through to the morning of 24 February
Residents and businesses voiced frustrations at the length of time previous work took following a sewer collapse on 13 December
Yorkshire Water said it needed to carry out work at Charlestown village to strengthen a different section of sewer 65 metres upstream from the previous damage
The first phase of repairs will last three days and take place 24 hours a day
Contractors will then revert to working between 8am and 5pm for another week
In a statement Yorkshire Water said: "The work will be to repair a section of sewer and improve the resilience of the wider section of sewer that runs under the road by reinforcing it with a structural liner
Yorkshire Water's head of customer services James Harrison said: "We absolutely understand the impact this closure will have following the closure of the same road in recent months but we want to make sure our sewer is as resilient as possible to reduce the likelihood of this happening again in future
"We will be working hard throughout the work to support the local residents and businesses
which includes arranging a shuttle bus for the duration of the work."
One of the businesses affected by previous work is Valley Fuels
it said: "As most of you will already know the road is closing (again) on Friday at 8 pm
"I'm advising my customers to come down before then if possible to collect your fuel as I don't know what kind of access they are going to leave me."
Calderdale councillor Sarah Courtney said: "We want to reassure everyone affected that we’re working with Yorkshire Water to ensure the road is reopened as soon as possible."
Diversion routes will be in place to attempt to manage traffic in the area

Plans are progressing to create a vibrant new public space in the heart of Todmorden
Calderdale Council is investing around £3.5 million to transform Bramsche Square in the town centre
The ‘Public Places in the heart of Todmorden’ project is just one part of the Todmorden Town Deal’s £17.5 million regeneration of the town
funded by the UK Government and led by Todmorden Town Deal Board
The Council has released new design images showing how the Bramsche Square area could look
the Council has refined the scheme and developed the latest designs with the needs of residents
businesses and visitors taken into account
with the bays increased in size to make parking easier and meet new standards
The three new disabled bays will have hatching to all sides to better meet people’s needs
The Council is talking to potential contractors to gather interest in the project
with a view to seeking contract tenders and planning permission in 2025
“We want as many people as possible to enjoy all that Todmorden has to offer
from its markets and shops to its events and heritage
and we want the town and its businesses to continue to thrive
“By creating a vibrant new multipurpose space through the Todmorden Town Deal

The Council continues to liaise with Yorkshire Water and is requesting regular updates on the work and its potential timescales
“We absolutely understand how disruptive this emergency road closure is
and as a local resident I know that people living and working in the area are concerned about the timing and duration of the closure
“We’re doing all we can to advise people that businesses are still open as normal and would appreciate people’s support
Our towns can still be accessed up to the closure point and trains are running as normal
“We have also increased signage advising of diversion routes and specific locations of the closure
going well beyond national guidelines to give people as much information as possible and to try and minimise the impacts on local communities
“Please follow the official diversions and do not attempt to drive beyond the closure point
The road is closed for people’s safety and barriers are in place to make sure that everyone remains safe.”

There are always lots of things going on for kids
which is perfect for me and the young ones
We love to go and see the shows that they perform at the Hippodrome
as well as the coffee mornings they hold there
The park also puts on some great events that we often go to
There’s been a big influx of new people into Todmorden in the last 20 years
We’ve got lots of interesting little shops which really showcase the creativity of the town
the bakers and cafes — there’s such a varied number of things that you can come and see here
there are great things for outdoorsy types
but also people who just want a really nice piece of cake and coffee
The Hebden Bridge Arts Festival is this coming weekend
which is great for going around the different studios and seeing all the amazing creations
The Folk Festival is also brilliant because even if you don’t attend any of the music events
you can see the Morris dancers on the street having a wonderful time
which is great; lots of people come because of that
Many people come up from Hebden because they find it too touristy—I like it better here because it’s much quieter
The burlesque festival is amazing; it’s held every year at the Hippodrome
I also go to the orchestra at the Town Hall and the Lamplighter festival
and the housing is far more affordable than down South
There are huge numbers of people moving in from Manchester because there’s just so much to do — Incredible Edible
It’s definitely the Handmade Parade; it’s not to be missed because it’s just so fantastic
and there’s always good music going on somewhere
People will always say hello and chat about dogs
It’s a very welcoming and down-to-earth place to live

plumbers and other small and medium sized enterprises attended the event and heard about training opportunities to support more sustainable practices and advice about how to bid and win contracts to deliver projects and services
Those attending were able to find out more about the many opportunities associated with the £17.5 million Todmorden Town Deal, funded by the UK Government and led by Todmorden Town Deal Board
Local suppliers and contractors will be needed to deliver the major regeneration projects as part of the Town Deal
including improvements at Centre Vale Park
as well as a brand-new Enterprise Centre.
The Business Breakfast was an opportunity to find out more about the projects and how to be involved in the procurement process or as part of the supply chain
Businesses could also register for free support from the Council’s partner
which can help traders become suppliers or sub-contractors and tap into opportunities to work with the public sector
The event also offered the chance to network with other businesses and to meet and talk to representatives from the Council
Yorkshire Purchasing Organisation (YPO) and the School of Natural Building
Attendees shared some great feedback about the event

Todmorden residents are invited to have their say on updated plans for walking and cycling routes through the town
The Active Todmorden project is one of the eight projects which make up the £17.5 million Todmorden Town Deal programme
which is funded by the UK Government and overseen by Todmorden Town Board
Calderdale Council is the project lead for the Active Todmorden scheme
The project will enable more people to walk or cycle as part of their everyday journeys and improve access for everyone to Todmorden
Cabinet Member for Regeneration and Transport said:

“So we’re very committed to improving opportunities within the town for walking and cycling

The Town Deal programme aims to regenerate towns and deliver long-term economic and productivity growth
The UK Government has offered Town Deals to 101 places that submitted proposals
committing over £2.35bn of investment across around 700 projects nationwide.
A recent review of the Minerals Division Europe
