Stephen was stabbed and killed purely because of the colour of his skin. Following his death
his family and supporters have successfully campaigned for changes to the law so that hate crimes for specific protected characteristics have been introduced.

Today’s event was an opportunity to honour Stephen’s life and reaffirm our commitment to tackling hate crime and supporting the Black community
We take reports of hate crime very seriously and this is why we have dedicated officers like me who are on hand to provide specialist support to victims
We hope that victims will report hate crimes to police however we understand that some may not feel comfortable doing this
we encourage you to use the council’s third party reporting centre and they will make the report on your behalf
To report a hate crime to WHBC, you can come to our office in Welwyn Garden City during opening hours and ask to speak to a Hate Crime Champion. Hate crimes can also be reported to police via the non-emergency number 101. In an emergency, where there is an immediate threat to life or property, always dial 999. Malaysian property developer IJM and London-based developer Treble Eight Group are also planning a 180-room aparthotel

silos are set to be repurposed to create a sky bar and restaurant
alongside competitive leisure space on the ground floor with potential uses including a climbing wall
A food and beverage area is planned for the boiler house and grain store
incorporating a tap room and retail facilties
with surrounding public realm designated for community and pop-up events

Planning permisison for Wheat Quarter was originally granted to joint venture partners ZM Land & Capital and Metropolitan Thames Valley in late 2018
The pair was set to deliver a mixed-use scheme with 1,440 flats
but nearly four years of no progress caused the site to fall into receivership
A spokesman from IJM Land said: “When we showed our proposals at the public consultation in October [2024]
hundreds of residents came to meet us and we received a clear message:
We are extremely excited with our proposed scheme and look forward to starting construction works and delivering for Welwyn Garden City community”
IJM employs 4,000 people across nine countries
it acquired a 50% stake in construction firm JRL Group for £50m to further its expansion into the UK.

Remembrance Sunday will be commemorated by special services held in Hatfield
Welwyn Garden City and Welwyn Village on Sunday 10 November
Councillor Jane Quinton and Welwyn Hatfield Borough Council Executive Director (Resident Services and Climate Change)
will be attending a service at the War Memorial
Welwyn Garden City at 10.50am after the parade from The Campus
The parade to the War Memorial will start from The Campus roundabout at 10.30am
ex-servicemen and women and youth organisations will be in attendance and the Welwyn Garden City Band will play at the service
a service will be held at the Memorial Garden next to the Hatfield House gates (opposite Hatfield train station)
Councillor Shirley Asare will be attending along with the Leader of Welwyn Hatfield Borough Council
and Welwyn Hatfield Borough Council's Chief Eexecutive
please proceed to either the George’s Gate Car Park or Station Gate entrances of Hatfield Park
The parade begins at 10:30am and concludes at the Memorial Gardens
where the service will commence at 10:45am
ex-servicemen and women and youth organisations will be present
the wreath laying will take place at the war memorial at 10.50am
the parade will commence to St Mary’s Church for a short Service of Remembrance
There will also be a service at Hatfield Hyde
The procession leaves St Mary Magdalene Church at 2.50pm
with the Service commencing at the Memorial at 3pm
This will be attended by Welwyn Hatfield Borough Mayor
