A young woman claims that an Albany Police officer tased her when she was walking in a crosswalk one week ago
The woman claims it happened on April 25 just before midnight
Two young women are in the crosswalk and three police officers are on the sidewalk
a scream and then a woman collapsing on the pavement
We did pull footage from the other businesses that were within the proximity,” said attorney Daniel Smalls
“We believe that the taser actually hit my client.”
The three officers are then seen walking on as if nothing had happened
The police department said that the taser seen in the video did not have a cartridge in it and no probes were fired
Albany Police are investigating the incident
An Albany Police spokesman said that police responded to the area of North Pearl Street and Pine Street around 11:30 p.m
on April 25 for reports of a large fight in the area
No probes were ejected from a taser during the incident

BU closes regular season with program-record setting win percentage of 73.3

the Binghamton softball team concluded its best regular season in program history with a doubleheader sweep over America East powerhouse Albany on Friday
earned BU its 15th and 16th wins of the AE slate
“We were happy to get the two wins at Albany,” wrote Binghamton head coach Jess Bump
so I was happy with how we had to grind out some wins.”

Junior pitcher Brianna Roberts kept the Great Danes from reaching home through the first four innings

While Roberts got rattled by a series of singles that brought the score to 4-3
she settled in for the dagger punchout to secure the 18th win of the year
“Both [Roberts] and [junior pitcher Olivia Kennedy] have been solid for us all year,” Bump wrote
“The two of them along with the rest of our pitching staff has kept us in every ball game we have played all year.”

A 150-home subdivision called The Courtyards at Haines Creek by Epcon Communities is coming to a nearly 64-acre site in New Albany

Crews have started engineering work on the site, New Albany spokesperson Josh Poland wrote in an email to The Dispatch. The subdivision is set to open in the fall, the Epcon Communities' website shows
The neighborhood is specifically for adults aged 55 and older and offers ranch homes with first-floor owner suites
The development's website also states residents will have a "low-maintenance lifestyle," as they'll handle all the lawn maintenance
The subdivision will also feature numerous amenities for residents

Prices for the Haines Creek homes are not listed on the development's website

An armed suspect who refused to comply with law enforcement was taken into custody at an Albany-area rest stop off Interstate 5 late afternoon Friday
Oregon State Police responded to the Santiam Rest Area on a report of a man who pointed a firearm in the direction of others
the suspect was not compliant and went into a trailer
Kennedy said troopers were working toward a resolution about an hour into the incident
radio scanner traffic indicated the man had been arrested and may have been bitten by a K-9
Kennedy confirmed via email that the suspect was in custody
but his identity has not yet been made public
Kennedy said the man faces probable charges of menacing and disorderly conduct
Scanner traffic also indicated the man was armed with a handgun and may have had other weapons
Witnesses on social media said an armored vehicle was deployed to the scene
The rest area was closed for the public's safety and a detour was set up
Traffic was reportedly backed up for miles on southbound I-5

As powerful and fast electric bikes become more common
Albany and other towns may have to decide just what “motorized” means
The Periwinkle Bikepath is Albany’s premier bicycling route away from motor traffic
the paved bikeway measures eight feet across
wide enough for bike riders and walkers to get past each other

I ride past the lot when someone from Carson sprayed the weeds there
He told me the idea was to keep the property from becoming a fire hazard

the rails of a local railroad from a century ago have been preserved as historical artifacts on this street in Jacksonville

In the more than one month that the state budget has been overdue
it’s not uncommon to hear "at least it’s not August" around Albany — a reminder of the chronically late budgets of the early 2000s
but Friday the state budget process took a step closer
with 2025 being the latest since 2010 — "the bad old days" as some around the Capitol call them
it’s not looking like it’ll come close to that
Deputy state Senate Majority Leader Mike Gianaris told Spectrum News 1 Friday that the end is near
and the hope was for "pencils down" by end of day Friday
as sources say a debate over loosening substantial equivalency requirements in public schools has threatened that goal
Monday is a realistic target to pass bills,” he said
Gianaris pointed out though that the date the budget is adopted will be well beyond May 2
“It takes about a week or so to get everything mechanically done in the legislative process
so if we don’t get it done today we’re going to be rolling into late next week which we’re trying to avoid,” he said
Asked if today could be ‘pencils down’ on deliberations over unresolved aspects of the state budget, Deputy Sen. Majority Leader @SenGianaris said “that’s the hope” because if conversations go any further it will “jeopardize being able to pass the bills next week” pic.twitter.com/5H3C5RBGco
Chaotic late budgets faded when former Gov
Andrew Cuomo took office in 2011 and made an on-time budget a priority
said the past several budgets under Hochul should inspire a renewed appreciation for the April 1 deadline
It’s already a big setback because of its secretiveness and because of the expansive number of policy items that were stuffed in by the governor.”
Kaehny is particularly disturbed by Hochul’s media tour promoting handshake deals on her top-line items while budget talks continue in Albany
“It’s stunning that the governor is taking a victory lap because she got the policy proposals that she wants,” he said
Hochul has done a masterful job manipulating the political narrative here and the press.”
He isn’t letting the Legislature off the hook either
slamming lawmakers for spending the week while Hochul has been taking her victory lap pushing further policy changes with no public process
Those discussions include changes to campaign finance rules
a push to pay off the state’s unemployment debt despite Hochul ruling it out
and the discussion over loosening substantial equivalency requirements for non-public schools
many policy proposals that are getting fought off by the governor’s office,” he said
Kaehny also pointed to the likely use of a "message of necessity" to speed up the process
circumventing the three-day aging process for bills
and seen as a way to provide adequate time for review
as well as the lack of meaningful preparation for impending federal cuts as further blemishes on the process
In response, Hochul’s team pointed to a Siena College poll which found that while New Yorkers were concerned that the budget is late, they supported her holding it up for most of her priorities.
“Everyday New Yorkers aren't worried about a bureaucratic deadline
They're worried about public safety and the cost of living,” said Hochul’s press secretary
Hochul held out for a budget deal that makes major improvements to our discovery laws
bans cell phones in schools and reforms our mental health laws
New Yorkers overwhelmingly support the Governor's priorities -- and they support her strategy of using the budget to make these much-needed changes.”
Hochul herself has framed the Monday announcement of a "general agreement" and "we got it done" branding as specifically focused on her top policy initiatives
“What I want to focus on today is my priorities in my State of the State address and when I presented the budget
I’m really proud to say that we got it done,” she told reporters earlier this week
“Yes with a budget this complicated there are members who want to weight in on their issues
but on the big ticket items…I’m here to say it’s accomplished.”
Gianaris said if Hochul wants to “prematurely parade around the state and talk about what’s been done
that’s her right,” but the continued conversations among lawmakers back in Albany that are of such concern to Kaehny are in part a matter of navigating the realities of New York’s executive driven budget process
“Once the tactic is implemented to start talking about non budgetary items
we almost have to do the same in order for the conversations to be had the way they’re supposed to be had,” he said
“If we sit here and say we’re not going to suggest any policy
but the Governor gets to suggest all of the policy
that becomes a very one sided conversation
so we’re almost compelled to put some of our ideas on the table.”
He pointed out that while not ideal from a transparency standpoint
given that Hochul’s holdup has eaten into the regular legislative session
it does make sense that lawmakers would try to use the delay to their advantage
the less time there is in the session to deal with non-budget items
so people try to lump these non-budget items in because it’s so late,” he said
It's worth noting that the Siena poll referenced by Hochul's team was specific to one year and one specific set of policy proposals
Horner said voters may not put up with Albany shenanigans forever
"It’s a disservice to New Yorkers that the budget is not done by April 1,” he said
“They’re supposed to do it by April 1 so all of these games are about various members of the Albany political elite trying to work to their advantage.”
Both Horner and Kaehny said that reigning in Albany's late budgets will be difficult
and while other states have implemented things like later fiscal years and completely eliminating pay for lawmakers when the budget is late rather than simply delaying it and a constitutional ammendment has been proposed
there's no clear cut solution in New York.

ALBANY, NY (WRGB) — The 27th annual "Cares for Kids" Radiothon raised $281,310 to support the Bernard and Millie Duker Children's Hospital at Albany Medical Center
The Bernard and Millie Duker Hospital is the only area children's hospital
Listeners tuned into Capital Region radio stations could hear the stories of children and families and their experiences with the hospital
and pledge their support for hospital programming
All the funds raised will remain local and go directly to the hospital's programs
NY — The Capital District Reptile Expo is set to return to the Albany Capital Center on Sunday
promising its largest selection of exotic animals and supplies to date
has consistently drawn nearly 5,000 attendees to the Capital Region each spring and fall
The expo will feature over 180 vendor tables across more than 80,000 square feet
Darrin Palmateer who owns Adirondack Exotics, that was affected by the Gloversville fire
told CBS6 he and his exotic pets were set to be a part of this with his animals
The event will also highlight its signature Education Room
providing hands-on learning opportunities with over a dozen zoologists
offering close encounters and educational presentations on these fascinating creatures
General admission is available from 10 a.m
with VIP ticket holders gaining early access at 9 a.m
General admission tickets are priced at $12 for adults and $6 for children ages 6 to 13
The expo offers a 10% discount to military personnel

The expo's mission emphasizes promoting the exotic pet trade responsibly
focusing on education and proper husbandry
A portion of the profits is donated to wildlife conservation efforts
including habitat preservation and protecting endangered species

The man who punched the co-owner of the Shogun restaurant multiple times
after he tried to stop him from skipping out on a bill of over $400 was set to be sentenced on Friday
the matter was postponed until later this month
because the Attorney General’s Office has to weigh in a motion by Lucas Healey’s attorney challenging the constitutionality of the law that allows offenders to be designated as persistent felons
Healey had tried to pay the tab with a credit card
but the card only approved about $50 worth of food
and a fight broke out between Healey and Shogun employees that tried to stop him
Zheng fell to the ground and was knocked unconscious
He was in a coma for weeks and was left fighting for his life
Healey rejected a plea deal on Aug. 16, 2024 and was found guilty by a jury on Jan
Prosecutors had submitted a motion that they were going to seek Healey to be sentenced as a discretionary persistent felon
which could lead to a sentence longer than 25 years
Albany County Public Defender Jonathan Stroble made the appeal
Judge Roger McDonough said he cannot legally proceed with sentencing until there is a response from the Attorney General’s Office
“The attorney general is entitled to weigh in on Mr
Strobel’s assertion of behalf of his client as to the constitutionality of the statute,” McDonough said
McDonough rescheduled sentencing for May 30 at 10 a.m
The judge decided to let the victim’s wife read a victim impact statement
After a brief attempt from a Mandarin translator to make her statement
Assistant District Attorney Ryan Carty read a written version
The victim’s wife said the attack has robbed her husband of his ability to speak
and he will bang his head against the wall

Her husband has fallen three times at home and suffered two seizures
“My husband’s previous way of life is gone
now he is trapped in silence and suffering,” she wrote

The forensic audit concluded that Zumbehl used the company’s vehicles and staff to carry out operations on behalf of his personal business
He then allegedly submitted requests for payment covering hauling services
misrepresenting the expenses as those of the company he was managing
The report further states that Zumbehl knowingly billed the employer for services rendered by his own company
leading to a total loss of more than $113,000
the court set Zumbehl’s bond at $125,000 cash only
a motion filed by Zumbehl was granted on May 1
reducing the bond to $50,000 with a 10% deposit option

The 45th annual walk raised over $69,000 to support those throughout Albany County who suffer from food scarcity
CROP stands for Community Respond to Overcoming Poverty
These walks raise money to fight hunger and support sustainable solutions to poverty
displacement and disasters both locally and nationally
the Albany event included walkers from churches and congregations across Albany County
Organizers said once all donations are counted
the total amount raised could top $100,000
the annual walk has raised over $2.8 million to fight hunger in Albany County
