Jessica Binnquist has served as Alhambra’s City Manager since January 2018. Her initial contract was set for four years, expiring in 2022, and was subsequently extended for another five years, through 2027. Now, more than two and a half years before her current contract is set to end, she has requested an extension through 2031. (Source: Agenda Item #6) The proposed amended contract also includes a provision stating that the contract would automatically extend on an annual basis unless she is formally terminated The budget for the fiscal year 2024-2025 allocates $303,580 for the City Manager’s salary an increase from the $246,380 budgeted for her position in 2018-2019 Several members of the public voiced opposition to the proposed contract extension Former Planning Commissioner and long-time Alhambra resident Ron Sahu argued against such a lengthy extension Sahu warned that such a change to the City Manager’s contract is the most strategic decision that the council can make providing checks and balances and oversight to the CEO of the city to whom 686 employees report He argued if they approve extending her contract to 2031 they abdicate their key authority and neuter future councils Sahu proposed that they wait till November 2026 and then extend the contract for two years if warranted Lewis McCammon praised the City Manager’s performance but suggested the period of time for an extension was unusually long and suggested four years “Positions of such power have term limits for a reason.” She said it would be irresponsible reckless and unprecedented to lock in a city manager for 15 years “Please be prudent…as this role holds significant authority of our city,” she added such a contract extension “is not appropriate because we are the stakeholders.” Design Review Board Commissioner Jennifer Ng shared similar concerns when she saw the dates in the contract draft it “seemed like a long time” to her questioned the rationale behind extending the contract through 2031 when the city is not even halfway through 2025 “Why are you trying to extend her contract when it hasn’t even expired There’s no explanation or justification for it As a taxpayer that funds part of her salary Alhambra residents need to know about this.” the City Manager’s responsibilities include fostering a “diversified and sustained economic base” and “enhance quality of life through recreational opportunities and community events.” However she criticized the city for overdevelopment “It’s been a ghost town on Main Street Where’s our Old Town [Alhambra]?” she asked Councilman Jeff Maloney disagreed with the idea of extending contracts every two years “We’re not hiring a federal judge for a lifetime,” he said “We can fire a city employee with cause at any point It’s our responsibility that the staff executes the policies we adopt.” Binnquist for being responsive to the councilmembers and said “We are fortunate to have a city manager who likes working here.” noting that the City Manager responds to her when she contacts her Councilwoman Adele Andrade-Stadler addressed concerns raised by residents about the length of the proposed extension “We don’t know what’s going to happen in the future when it’s that far off,” she said “expanding the contract to another two years for a total of four,” instead of seven Councilman Ross Maza spoke in favor of the stability a long-term city manager provides “I don’t think it’s fair to attack our staff,” said Councilwoman Noya Wang She’s very receptive.” Wang added that she couldn’t fairly assess the performance of the City Manager as she had only been on the council for three months Maloney made the motion to move forward with the contract amendment Mayor Lee joined them in voting “yes.” Councilwoman Andrade-Stadler voted “no,” and Councilwoman Wong abstained City Manager Binnquist’s employment contract will run for an hours on the night of Monday and increased funding for the Alhambra Chamber of Commerce and historic preservation consultants Alhambra City Council meeting were devoted to public comment during which students and parents spoke in favor of keeping the current rules on fireworks sales in the City State fire code bans the sale and use of illegal fireworks “safe and sane” fireworks are sold between June 28 and July 6—and there are no restrictions on when during the year those fireworks can be set off Revenue from firework fundraising supports school extracurricular programs The City Council had planned to vote at the end of the meeting on whether to add the topic of firework sales to a future agenda Councilwoman Adele Andrade-Stadler had planned to propose banning “safe and sane” fireworks Mayor Katherine Lee had hoped to restrict fireworks use to July 4 only Councilwoman Noya Wang expressed that she didn’t want to make any changes to the current rules on “safe and sane” fireworks and the topic was not added to a future agenda The City Council unanimously approved several zoning code updates proposed by staff One change is the removal of definitions for “High Quality Transit Corridor” and “Major Transit Stop,” terms relevant to high-density housing development Staff also proposed creating a buffer zone for firearm sales gun shops would be limited to Alhambra’s industrial zone—home to businesses like Costco and Home Depot—provided they are not located within two blocks (or 600 feet) of another gun shop or certain sensitive properties such as schools Staff initially proposed a 1,000-foot buffer but that would leave no available sites in the industrial zone No council members proposed an alternative buffer distance the process for obtaining permits was formalized into city law food truck permits were managed informally through the City Manager provided the truck is located at least 300 feet from another food truck or a brick-and-mortar restaurant Several residents spoke in support of adding speed humps to Alhambra’s residential streets The council acknowledged the long-standing need for traffic calming measures residents will be able to apply for features like speed humps but must first obtain approval from their neighbors The Council suggested a 67% approval threshold and emphasized that tenants—not just property owners—should be included in the process The City Council approved an additional $40,860 for Historic Resources Group (HRG) to present the Historic Preservation Ordinance to the Planning Commission and City Council This brings the total payment for Phase 2 and 3—covering a windshield survey of properties and the ordinance—to $317,340 The City had previously paid HRG $48,175 for Phase 1 which involved creating the Historic Context Statement The Council also increased annual funding for the Alhambra Chamber of Commerce from $120,000 to $144,000 to help cover the Chamber’s expenses for hosting the Lunar New Year event vote was 4 in favor of giving the Chamber of Commerce an additional $12,000 per month through June 2027 and 1 opposed — with Mayor Katherine Lee casting the dissenting vote The video of the Alhambra Nearby may be a range of wellness businesses such as StretchLab where clients get help stretching to relieve muscle and joint pain There are infrared light-heated saunas, showers with vitamin-C infused water and cold plunges at Sweathouz Other wellness businesses include acupuncture red light therapy to reduce pain and inflammation and IV drips for hydration that include vitamins and minerals also known to ease hangovers “We’re also seeing a lot of skincare” businesses Another class of wellness provider perhaps coming to shopping centers revolves around semaglutide drugs such as Ozempic Wegovy and Mounjaro that can help people drop pounds “I think there’s a whole new category coming that started in the last two years and it all stems around weight loss,” said Colin Shaughnessy executive vice president of leasing in the U.S for shopping center owner Unibail-Rodamco-Westfield “The economic impact of something like Ozempic is going to be felt for the next decade.” Shopping centers may someday include weight-loss clinics with specialized doctors and perhaps life coaches to help people maintain their achievements a lot of people lose a lot of weight then put it back on” in part because they haven’t created new habits for a more healthy lifestyle and need guidance “I think it’s the next wave of where healthcare within retail could go.” People who have experienced weight loss become more likely to join fit people who patronize wellness businesses, he said, and malls will be there for them. He envisions people, for example, visiting a gym, followed by a cold plunge or massage and then finishing up with a healthy meal all in walking distance. Good health is its own reward, but for some people with the means, “wellness is kind of entertainment,” Shaughnessy said. Business The recent growth in experiential retail combines the changing attitudes of shoppers with landlords’ need to fill space Malls have been struggling for decades as department stores consolidated and fell out of favor At his company’s Westfield Century City shopping center there is a UCLA medical clinic with immediate care Concierge provider Next Health offers a wide range of services including NAD therapy intended to increase energy and mental clarity ozone therapy to reduce inflammation and boost immunity microneedling and hormone replacement therapy to raise testosterone or estrogen levels People often visit wellness tenants including gyms three to five times a week which may lead them to patronize other mall businesses as well The addition of wellness tenants also helps more traditional mall merchants by not being competitors in such typical mall businesses as clothing boutiques a very miniature golf course where every hole is intended to be Instagramable on the Third Street Promenade in Santa Monica (Genaro Molina / Los Angeles Times) Medtail joins another category of tenants intended to attract visitors known as experiential retail which has also surged in popularity since the pandemic as people eager to amuse themselves among friends sought out group activities bowling and ax-throwing are being offered in spaces that once held conventional stores Also trending up as mall tenants are purveyors of comforting treats such as warm cookies, elaborate sodas and cupcakes, according to a report by neighborhood shopping center landlord Phillips Edison & Co. “Ironically, the increase in health and wellness goods and services coincides with the increase in specialty sweets and treats,” the report said, with dessert shop openings going up 50% in a recent one-year period as consumers looked for affordable indulgences. Even prior to the pandemic, mall operators were having trouble keeping their properties occupied as shopping habits changed, Scardina said, so “it’s been terrific to bring in new concepts to these locations.” Roger Vincent covers commercial real estate for the Los Angeles Times. The 2025 float design was chosen through the City of Alhambra annual art contest. The contest invited elementary school students across the Alhambra Unified School District who are Alhambra residents to submit their creative ideas for the city’s float. Chelsea’s illustration, featuring a joyful dog, captured the essence of this year’s theme “Best Day Ever!” and serves as the centerpiece of this year’s float. The float’s colorful design is not only a celebration of happiness but also a nod to the City’s exciting future permanent Dog Park. The future dog park installation is set to be located next to the Alhambra Golf Course, with an opening date in late 2025. For those interested in helping bring Alhambra’s float to life, volunteer opportunities for float decoration will begin December 7th. Volunteers are essential to the float’s success, and the city encourages community members to participate in this exciting tradition. Sign up opportunities are available now on the City’s website. The term applies to apartment buildings built decades ago where the bottom floor has room for a carport, garage or retail shop. In these buildings, the ground floor can be held up by flimsy, skinny poles that can collapse when shaken side-to-side in an earthquake. Amid Southern California’s most seismically active year in decades some cities have yet to require retrofits of many apartment buildings deemed most at risk of collapse with a population of around 82,000; and Monterey Park said earlier this year their cities haven’t imposed mandatory retrofit ordinances for soft-story apartment buildings Officials there said they’re closely monitoring neighboring cities and evaluating whether similar measures might be necessary building officials said earlier this year the city has no plans to create an inventory of soft-story apartment buildings or consider mandatory retrofits there were plans to create an inventory of seismically vulnerable apartment buildings in South Pasadena but city officials eventually determined it couldn’t devote the necessary resources Burbank just passed a seismic retrofit law for soft-story apartment buildings last week Rong-Gong Lin II is a Metro reporter based in San Francisco who specializes in covering statewide earthquake safety issues and the COVID-19 pandemic. would have to match high reasonable offers longtime Alhambra residents and small families Finding the right nonprofit and financing may be a challenge I would need the cooperation of Alhambra’s City response to the incoming presidential administration’s harmful speech about immigration and its stated goal of mass deportations With the uncertainty of the new administration the city affirms the
