“Building a fault-tolerant quantum computer with superconducting qubits is comparable to constructing a mega-science facility such as CERN or the Laser Interferometer Gravitational-Wave Observatory (LIGO), with millions of components and complex cryogenic systems,” the researchers write. “Many of these components — from high-density wiring to control electronics — require years of dedicated development before reaching commercial production.” Superconducting qubits, unlike naturally identical atoms, are man-made and show considerable variation in performance. This means each qubit needs to be individually tuned. The researchers write: “Superconducting qubits can be thought of as artificial atoms, the properties of which — including transition frequencies and coupling strengths — can be engineered and tuned. This reconfigurable nature has been critical to achieving high performance, especially in integrated systems.” While this flexibility allows engineers to avoid errors like crosstalk between qubits, it complicates scaling — requiring more control hardware and software, and raising costs. Adding to the complexity are defects called two-level systems, tiny flaws in the materials used to build qubits. These defects can cause a qubit’s frequency to drift, lowering fidelity and introducing errors. Despite being known for decades, the physical origins of these defects remain poorly understood, making them hard to eliminate. Google’s researchers say understanding and mitigating these defects will require collaborative work across physics, chemistry, materials science, and engineering. Materials Research and Fabrication Overhaul Two-level systems are believed to arise from imperfections or contamination during chip fabrication, according to the study. Eliminating these will require changes in how quantum chips are made. Current techniques use organic materials that can leave behind impurities. New materials — such as improved superconductors — and better cleanroom processes could help, but need rigorous testing. According to the researchers, one problem is current tools for characterizing materials defects are inefficient. Qubits themselves are used as sensors, which is time-consuming and yields sparse data. The study calls for developing faster, specialized tools that can analyze qubit materials during manufacturing and link surface features to performance issues. Standardized sensors, like modified transmon qubits designed to measure environmental interference, could also help create a shared testing framework for the quantum industry. Initiatives like the Boulder Cryogenic Quantum Testbed aim to fill this gap by offering standardized measurement services to hardware developers. Mitigation Strategies Exist — But Don’t Scale Easily In the meantime, researchers use mitigation techniques to reduce the impact of defects. One common method is frequency optimization, where software algorithms search for the best operating frequency for each qubit and coupler. While effective in small systems, the method requires complex modeling and computation, which may not scale well. Other methods include tuning frequencies with microwave fields or electric fields. But these require extra hardware or have limited flexibility, again posing challenges for large-scale systems. A fault-tolerant quantum computer will need to match the scale of modern supercomputers, with millions of components operating at temperatures near absolute zero. Building such systems means rethinking their architecture. Because current cryogenic systems can only host a few thousand qubits and take days to cycle between hot and cold states, Google proposes a modular design. Instead of one giant machine, smaller, self-contained modules would each house a portion of the total system. This approach would reduce maintenance time and cost, and allow individual modules to be tested and replaced without needing to shut down the entire system. However, this modularity will only work if performance requirements can be translated from system-wide goals down to individual modules. Testing such large numbers of components will require new high-throughput tools. Today’s test infrastructure, borrowed from classical chipmaking, isn’t yet adapted for quantum hardware — particularly for testing at millikelvin temperatures. Even as the field grows, new challenges are emerging. As systems scale, previously negligible issues — such as parasitic couplings and control signal interference — begin to affect overall system behavior. Experiments with large processors like Sycamore and its successor, Willow, have revealed new types of errors that affect groups of qubits simultaneously. For example, leakage errors, which is where a qubit’s state escapes the defined computational space, can spread and cause correlated errors across the system, undermining error correction methods. Although not always listed as a source of noise, even cosmic rays have emerged as a threat. These high-energy particles can disrupt qubits in large-scale systems, setting a limit on performance. Research teams are now developing techniques such as junction gap engineering and leakage removal circuits to mitigate these new error sources. Fundamental Research and Industry Need Each Other Much of the progress in superconducting qubits has come from collaboration. Academic researchers invented the transmon qubit, improved materials, and tested mitigation strategies long before industry picked them up. Google’s Sycamore processor used academic research on tunable couplers to build a high-fidelity, large-qubit array. Its successor, Willow, benefits from university-led improvements in qubit coherence and fabrication. Looking forward, Megrant and Chen argue that building a fault-tolerant quantum computer will take a similar path to other mega-science projects. Both fundamental science and scalable engineering must advance together. Industry has the resources to build and integrate, while academia drives discovery. at a homeless camp at Deer Creek Park in Roseburg where the majority of camps previously existed Two recent hearings at Roseburg City Hall focused on needle exchange in relation to managing the city’s unhoused population The topic was first raised in an April 21 city council work study session then discussed further at the homeless commission meeting the following Monday The subject brought a major stakeholder to the table as the HIV Alliance shared its mission and procedures with the homeless commission The HIV Alliance spoke at the meeting and submitted a written proposal which may prevent the city council’s need to address the issue with amendments to the city’s ordinances City officials cite syringe risks in homeless camp sweeps The public discussion began in the work study session April 21 when Chief Gary Klopfenstein and his homeless liaison officer gave a presentation to the council in the form of an update on the statistics and ongoing challenges of enforcing the ordinance against prohibited camping Klopfenstein described the city’s requirement to temporarily seize and safeguard campsites when their owners do not comply with a posted moving date and how that procedure is endangered by the presence of syringes in the camps Klopfenstein has created a new policy by preventing the cleaners from having to crawl into the tents being inventoried for seizure: if there are syringes visible personnel are no longer required to rummage through an inventory and instead are bundling the tent or bedroll as one large package for disposal the Roseburg Police Department’s public information officer said those bundled camps with syringes are taken by a county work crew to the landfill where the department believes there is a specific location or procedure The police presentation confirmed that the scheduled clean-ups after camps have been posted with at least three days notice require teams of at least one police officer the city’s public works department and a work crew assigned from community corrections has arisen with the criminalization of the third offense of the prohibited camping ordinance: If a person is arrested their camp needs to be seized for safekeeping which requires multiple police officers at each scene officers often have to issue criminal citations in lieu of making arrests the Community Delopment Director Stuart Cowie announced that the city was drafting an ordinance which would prohibit syringe exchange from occurring on public property City Manager Nikki Messenger clarified that such an amendment would be at the direction of the council which did not take a vote but generally communicated in agreement with a universal nodding of their heads “There’s more going out than they’re getting back,” Messenger said in regards to syringe exchange programs Klopfenstein generally agreed with such an amendment stating The presentation led to questions from the council about providing syringe containers in the field (the police will if asked) and whether an ordinance could require a return of used syringes in exchange for distribution of new syringes Messenger said it is possible but is difficult to enforce The HIV Alliance spoke at the commission meeting and provided the commission with a written proposal in addition to their service statistics and mission parameters The alliance also confirmed it’s the sole entity providing syringe services locally and listed additional services they are providing in their outreach to the unsheltered community “Last year we identified 750 unsheltered people with the majority being here in Roseburg,” said Dane Zahner “I am here today because some of the comments last week in the council meeting broke my heart,” he continued They pinpointed specific services that are proven strategies to reduce HIV Zahner concluded his testimony with a written proposal he provided the commission and said he didn’t think an ordinance was necessary in light of the HIV Alliance’s willingness to cooperate with the city “We’d really like our proposal to be looked at,” he said The News-Review obtained a copy of the written proposal from the HIV Alliance and confirmed it contains an agreement to discontinue syringe exchange in the park The document contains additional commitments such as collecting used syringes while conducting outreach in the park working with community partners on options and counseling their clients on proper disposal of used syringes describing how many of their unhoused clients have difficulty getting to the alliance’s office both in transportation and in leaving their unsecured belongings behind Carlson also described the difficulty in getting their clients into housing due to a lack of availability Carlson described their outreach programs and said the alliance is only providing packs of 10 syringes and are only out in the field a few hours at a time over 1,200 people access our syringe exchange yearly,” she concluded unclear what specific values and interests are at stake Only a more detailed definition of these would make it possible to assess the extent to which they are compatible It is striking that the values mentioned in the coalition agreement hardly make any prominent mention of the classic humanitarian goals of development policy such as global justice and the creation of decent material living conditions through the elimination of extreme poverty and hunger All that is formulated is a lip-service commitment to combating poverty hunger and inequality and the intention to work towards an ‘ambitious post-Agenda 2030 framework’ Given the glaring shortcomings in achieving the targets – such as the Sustainable Development Goal ‘Zero Hunger’ by 2030 – this seems rather unambitious the focus is clearly on political human rights: democracy sexual and reproductive self-determination and the strengthening of civil society are particularly emphasised One could say that today‘s canon of values is more about the global spread of freedom and participation than about liberation from material hardship Since the beginnings of German development aid the country’s own national interests have always played a role The words of SPD Minister Hans-Jürgen Wischnewski from the 1966-1969 grand coalition still ring true today: ‘With our development aid we are creating jobs in Germany.’ An explicit tie to exports was intended to benefit the German export industry development policy was also shaped by the Hallstein Doctrine which aimed to prevent international recognition of the GDR securing raw materials had become a priority — even though Minister Erhard Eppler sought to pursue a more value-oriented policy the concept of ‘enlightened self-interest’ became established: the focus was not on short-term export gains but on long-term increases in prosperity in partner countries — understood as ‘tomorrow’s markets’ global environmental protection and combating the causes of also emphasised that the long-standing argument that development policy also pursues long-term self-interests in solving global challenges is no longer explicitly mentioned Although contributions to international climate finance and biodiversity protection are still planned the underlying rationale appears to be much more pragmatic This development raises the fundamental question of how sustainable the postulated balance of values and interests actually is justice and sustainability be compatible with national interests — or are they inevitably at odds with each other self-interest is legitimate as long as it does not contradict declared values and goals values only have a real chance if they do not jeopardise fundamental self-interests different values and interests can compete with each other both individually and in relation to one another The choice of partner countries is a good example of this: Should preference be given to countries that stand out for their effective poverty reduction good governance and social inclusion — even if they are ruled by authoritarian regimes Or is it preferable to work with formally democratic countries where clientelist elites dominate politics and structural poverty is hardly tackled The international community has declared the eradication of extreme poverty and hunger to be priority goals This makes it necessary to give priority to the realisation of material human rights — even if this means cooperating with authoritarian regimes the argument of global responsibility for poverty and climate change also argues in favour of aligning development policy measures more closely with existential needs than with political ideals Conflicts can also arise between short-term and long-term self-interests those who focus on promoting exports today may hinder the development of a productive local economy in Africa — and thus destroy tomorrow’s markets themselves German companies that invest in labour-intensive sectors but tend to replace rather than create jobs there are promoting migration instead of combating its causes There is no such thing as one German (or European) interest it is the political negotiation process that determines whose interests are enforced What is striking in this context is the absence of any discussion in the coalition agreement of a key policy area: the interaction between trade and development policy Although the African Free Trade Area is mentioned there is no mention of European trade agreements with countries in the Global South There is no mention of developing these agreements in a way that is conducive to development for example through asymmetries or environmental standards This reveals a glaring gap in the relationship between self-interest and global responsibility it can be problematic when democratic values conflict with geostrategic interests Those who take an overly moral stance towards non-democratic partners risk political destabilisation and diplomatic failure Friendships are difficult to build when moral finger-pointing dominates there is one area in which our self-interest can be reconciled with humanist values This is particularly evident in the link between development policy goals such as poverty and hunger reduction and our long-term interests in world peace political stability – especially in neighbouring regions of the world – combating the causes of migration (insofar as this relates to prospects for life in the regions of origin) Only a development policy that succeeds in providing stable employment for the large number of underemployed people who struggle daily for their material existence can counteract the urge to resolve conflicts by force This is the only way to undermine the growing militancy warlords and war-based economic structures A development policy that specifically creates jobs is in the interests of Germany as a whole Securing food and income for all creates the conditions for political stability and prevents people from resorting to inhumane forms of earning a living due to a lack of alternatives People who are given the opportunity to process the fruits of economic growth in their own home region rather than being forced to take the dangerous route across the Mediterranean And only where industrial value chains emerge will there be long-term demand for German machinery trusting relationships with partner countries can also be built more sustainably if we do not relentlessly demand free access to their domestic markets but work together to provide productive employment for dissatisfied sections of the population a development policy that does not make serious efforts to eliminate poverty and hunger (Sustainability Goals 1 and 2) not only damages the credibility of our
