Fairfax County police are investigating a shooting outside a nightclub in Bailey’s Crossroads that sent a man to the hospital early this morning (Wednesday)
Officers responded to the Black Rose Lounge at 5815 Seminary Road at 1:02 a.m
officers in the neighborhood heard “what we believe is a lot of gunfire” and sent someone to “check it out” before the official dispatch came in
officers found an adult man “with gunshot wounds to the upper body,” according to the Fairfax County Police Department
“He was transported to a local hospital and is currently in stable condition,” the FCPD said
Scanner traffic indicates that additional officers and assistance from the Fairfax County Fire and Rescue Department were needed to manage a “large crowd” at the Black Rose Lounge following the shooting
police believe the man was shot by another person during “an argument” outside the business
“Detectives remain on scene this morning continuing the investigation,” the FCPD said in a statement
Barriers were erected near the Black Rose Lounge’s patio when FFXnow visited this morning
though it’s unclear whether they were placed by police or the business
including Ethiopian cuisine and sandwiches
and live music and entertainment are regularly offered
FFXnow reached out to the club for comment via an online form after a phone call went straight to voicemail

Here is what’s going on today in Alexandria, from our event calendar
Fairfax County police arrested a man earlier this week who allegedly pointed a gun at another person while at the county’s homeless shelter in Bailey’s Crossroads
“The victim reported that a man pointed a firearm at him,” the FCPD said in a press release today (Friday)
The FCPD says a search of the area led officers to a 26-year-old man with no fixed address
who matched the description that the victim provided and had a “loaded Taurus pistol” on hand
the man was convicted of a felony in the past
though the department says it doesn’t have any information on where the crime and conviction occurred
A search of Fairfax County’s circuit and general district court online databases didn’t turn up any prior records
the man has been charged with carrying a concealed weapon
being a felon in possession of a firearm and possession of a stolen credit card
Held in custody at the Fairfax County Adult Detention Center after an arraignment yesterday (Thursday)
the man is scheduled to next appear in court for a preliminary hearing at 2 p.m
Operated by New Hope Housing, the Bailey’s Shelter and Supportive Housing opened in 2019 at 5914 Seminary Road with emergency beds for 52 single adults experiencing homelessness and 18 permanent supportive housing units
It replaced an existing Bailey’s Crossroads shelter at 3525 Moncure Avenue
A man from Bailey’s Crossroads has been convicted of hate crimes for plotting a potential mass shooting at a church in Prince William County
a federal jury in Alexandria found Rui Jiang guilty yesterday (Thursday) of attempting to obstruct congregants of Park Valley Church in Haymarket from exercising their religious beliefs
using a firearm in connection to a violent crime
police in Anne Arundel County in Maryland began investigating Jiang after getting a tip on Sept
2023 reporting “concerning” posts on his Instagram account
which began appearing the previous evening
and a handgun pointed at a church on a TV screen
The Anne Arundel Police Department alerted the Fairfax County Police Department
which sent officers to Jiang’s apartment in Bailey’s Crossroads for a welfare check
they contacted the Prince William County Police Department “to report a possible threat of active violence at Park Valley Church,” an FBI special agent said in an affidavit
A Prince William officer handling traffic at the church found Jiang’s vehicle in the parking lot around 10:17 a.m
The officer then met with the church’s security team
who had already detained Jiang after volunteers raised concerns about his behavior and asked him to leave
Police arrested Jiang after searching him and finding that he was armed with a handgun and a knife
He had ammunition both on his person and in his car
“During a search of Jiang’s apartment
‘To the families of those men about to be slain – I am sorry for what I have done and about to do (sic),'” the Justice Department said in a press release
A grand jury indicted Jiang on federal hate crime charges on March 27, 2024, finding that he had “intentionally selected” victims based on their religious beliefs. A judge subsequently determined that Jiang was competent to stand trial
Since prosecutors opted not to seek the death penalty
Jiang now faces a minimum of five years in prison with a potential life sentence on the table
He’s scheduled for a sentencing hearing on June 18

Capital Bikeshare’s familiar red stations might soon start popping up in another section of Fairfax County
The Fairfax County Department of Transportation (FCDOT) will host a virtual community meeting on Thursday (Aug
to share its plans for expanding the rental bicycle program into the Mason and Braddock Districts
said the proposed expansion will bring the program into the Annandale
Seven Corners and Bailey’s Crossroads neighborhoods
“These areas were chosen to improve access to affordable and convenient mobility options for these communities,” Serrano said
“The proposed locations in Seven Corners and Bailey’s Crossroads will provide residents with connections to the existing Capital Bikeshare networks in the City of Falls Church and Arlington County
Serrano says the new stations will be funded by federal earmarks that the department received for this purpose
Mason District Supervisor Andres Jimenez said he jumped at the opportunity to bring Capital Bikeshare to his district in January and has shepherded it to this point
“The expansion into Mason District will go a long way in helping residents get around without adding to vehicle traffic
carbon emissions and parking,” Jimenez said
“It’s also crucial we roll out this expansion in an equitable way
and I think we’ve achieved that here with cheap membership options for folks who receive government assistance and by placing these stations in communities where there are gaps in public transit.”
Jimenez’s office said residents who qualify for state and federal assistance through SNAP
Medicaid and other programs are eligible for a $5 annual membership
Braddock District Supervisor James Walkinshaw also expressed excitement for the potential expansion
“[I] look forward to the feedback we receive on the proposed locations,” he said. “Expanding opportunities for bicycling is key to our Active Fairfax multimodal transportation vision.”
Residents can join the meeting via Microsoft Teams or can dial-in. Comments on the proposed stations will be accepted through an online survey until Sept
or by leaving a message for the FCDOT team
This isn’t the county’s only planned Capital Bikeshare expansion. Earlier this year, FCDOT got public feedback and received two federal grants for 12 possible stations in the Mount Vernon District
Serrano said stations near the Huntington Metro Station, which are funded by a Transportation Alternatives Program grant
will be installed later this year or early in 2025
including ones along the Mount Vernon Trail and around Fort Hunt Park
Fairfax County has two pieces of land that it hopes will eventually host affordable housing
it needs to find developers who can turn that vision into a reality
Earlier this month, the Fairfax County Redevelopment and Housing Authority began advertising a 2.93-acre parcel at 5827 Columbia Pike in Bailey’s Crossroads and a 9.6-acre parcel at 13500 Dulles Greene Drive just north of the Innovation Center Metro Station in Herndon as opportunities for affordable multifamily housing
Using a process laid out by the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) that resulted in the recently completed One University project
the housing authority hopes to partner with private developers that can plan
Dubbed the East County property, the Bailey’s Crossroads site was proposed as an option for residential development last year by then-Mason District supervisor Penny Gross
who requested that the parcel be transferred to the FCRHA along with one at 2859 Annandale Road in West Falls Church
Located near the intersection of Columbia Pike and Leesburg Pike, the property is mostly vacant after an existing office building known as Bailey’s International Center got demolished in December 2018, though a portion along Columbia Pike was turned into Crossroads Interim Park in 2019
The county’s pitch envisions a 180,000-square-foot
90-foot-tall residential building with approximately 160 units that would be reserved for households with low to moderate incomes
The ground floor must include non-residential space that will benefit the future residents
In October, the county held a community meeting to get ideas for possible amenities that it now says the developer should consider incorporating into its project
“These priorities include the integration of recreational and shared community spaces
and/or a childcare facility,” the RFP says
“Developer should consider amenities that promote pedestrian safety and traffic management
The result should be a high-quality development in terms of site design
and appropriately sited open space.”
FCRHA will offer an optional virtual conference on the RFP on Jan
setting a deadline for submissions of March 28
While mostly undeveloped, the Dulles Greene site is home to a regulation-sized cricket field maintained by the Capital Cricket Premier League. The Fairfax County Board of Supervisors approved the property’s transfer to the FCRHA in November 2023
but the authority says it will allow the cricket field to be used until financing is closed for the future housing development
The prospective development should “deliver a minimum of 250 rental units for low- to moderate-income households,” FCRHA said in a press release
Unlike with the Bailey’s Crossroads site
the Dulles Greene RFP doesn’t specify a desired square footage or height for the building
but it does say the height “should minimize adverse visual impacts to the adjacent low-density residential neighborhoods.”
The developer will be expected to construct the pedestrian and bicycle improvements on Dulles Greene Drive included in the county’s multimodal system plan for the Innovation Center Transit Station Area
They’re also advised to coordinate “early” with the Fairfax County Department of Transportation to find locations for “a potential east-west connection on the site” to Centreville Road
“The project shall be integrated into the surrounding neighborhood
complementing its existing character while enhancing community connectivity,” the RFP says
“Priority will be given to improving mobility
including pedestrian-friendly streetscapes and sidewalks that support active transportation options such as walking and biking.”
Though the county isn’t requiring non-residential space to be included in this project
the RFP says “opportunities for unique features
the proposal solicitation period will close on April 11
FCRHA will hold an optional virtual conference on Feb

Local law enforcement is still on the lookout for one suspected serial burglar
despite arresting two others in recent days
The Fairfax County Police Department is seeking help from the community to identify a man believed to have perpetrated two burglaries and two larcenies in nine days
Police first began investigating a commercial burglary reported at 8:48 a.m
1 in the 6300 block of Leesburg Pike in Seven Corners
“A witness reported seeing a man break into the business and leave with a cash drawer,” the FCPD said in a press release published yesterday (Thursday)
“The suspect then fled the area in a red Toyota Corolla
Another burglary was reported the following day (Jan. 2) in 3500 block of Carlin Springs Road in Bailey’s Crossroads. Police believe the same man then committed two different larcenies in Tysons on Jan. 9: one in the 8200 block of Watson Street and the other in the Tysons West shopping center (1500 Cornerside Blvd)
detectives determined that the incidents are connected by the same suspect via security footage that showed a recurring red Toyota Corolla with three missing hubcaps
The FCPD has also taken two suspects into custody in recent days due to their suspected involvement in two other strings of burglaries
A 49-year-old man from Springfield was arrested by the Metropolitan Police Department on Jan

A Fairfax resident who served in the U.S. Army and was recently let go by the Federal Aviation Administration job as part of the current White House’s push to drastically downsize the federal government will attend President Donald Trump’s joint address to Congress
Virginia Sen. Tim Kaine announced yesterday that he has invited Jason King as his guest for Trump’s first speech to Congress since the president returned to office for a second term on Jan
King had been working for the FAA for about eight months when he got a letter on Feb. 10 stating that he would be terminated, even though his status as a disabled veteran would typically exempt him from layoffs, WUSA9 reported last month
About 400 FAA employees were laid off in February
mechanics and other workers whose jobs are critical to airplane safety and operations
according to the Professional Aviation Specialists Association
“The tragic midair collision that occurred near DCA serves as a strong reminder that safety can’t be taken for granted,” King said in a statement
and expertise of those who work tirelessly to uphold these values
I’m glad to be joining Senator Kaine at the State of the Union to help send an important message: cutting costs should never come at the expense of safety
especially when it comes to the American people.”
Mark Warner’s guest for Trump’s address will be Ashley Ranalli
who was a ranger at Fredericksburg and Spotsylvania National Military Park until she became one of estimated 1,000-plus laid-off National Park Service employees
Kaine said he chose King as his guest to highlight how the mass layoffs have “disproportionately” affected veterans
“Jason’s story is a powerful example of how indiscriminately firing federal employees disproportionately hurts our veterans and also threatens the safety of the American people who rely on agencies like the FAA,” Kaine said
“I remain committed to protecting Virginia’s federal workers
and the safety of our communities from the Trump Administration’s actions.”
While the full extent of the firings remains unclear, the Fairfax County Board of Supervisors have blasted the Trump administration’s gutting of the federal workforce as “reckless” and harmful to the economy
where many residents work for the federal government or private contractors
The county recently launched an online hub with resources for affected workers, and Virginia Gov. Glenn Youngkin unveiled a jobs portal last week
though he has continued to express support for the downsizing of the federal government as a way to reduce “waste.”
The press release from Kaine’s office announcing King as his guest is below
Senator Tim Kaine (D-VA) announced that he will be joined at President Donald Trump’s joint address to Congress by Jason King
a disabled veteran from Fairfax who was fired from his position in the Federal Aviation Administration’s safety division as a result of the Trump Administration’s attacks on the federal workforce
“I’m grateful that Fairfax resident and veteran Jason King will join me at this year’s joint address
Jason has served our country for years—first in the military and then at the Federal Aviation Administration where he worked to ensure air safety for millions of passengers
he is one of many federal employees who were recently fired by the Trump Administration,” Kaine said
“Jason’s story is a powerful example of how indiscriminately firing federal employees disproportionately hurts our veterans and also threatens the safety of the American people who rely on agencies like the FAA
I remain committed to protecting Virginia’s federal workers
and the safety of our communities from the Trump Administration’s actions.”
“I served in the United States Army as a transportation coordinator
where I ensured the safest mode of transport of personnel
I was given the opportunity to continue serving my country with the FAA as the Executive Assistant to the Director of Safety,” said King
“The tragic midair collision that occurred near DCA serves as a strong reminder that safety can’t be taken for granted
our Administration decided to move forward with the firing of hundreds of FAA employees
I’m glad to be joining Senator Kaine at the joint address to help send an important message: cutting costs should never come at the expense of safety
especially when it comes to the American people.”
Senator Richard Blumenthal (D-CT) demanded the Trump Administration immediately reinstate all of the estimated 6,000 veterans who were fired during the mass terminations of federal employees and demanded veterans receive their full benefits and back pay
Veterans make up 30% of the federal workforce
Kaine was briefed by the NTSB regarding the investigation
and continues to follow the situation closely
