Cloudy with occasional showers late at night
we announce the passing of Michael Nixon Burnside on April 22
Mike was born into a long line of farmers on August 31
he grew up farming rice and running cows with his father near Baytown
where he took time out from working on friends’ cars to attend class
where Connie was allowed to enroll because she was married to an Aggie
worked briefly for the new owner of the farm he grew up on
where he farmed rice and raised three children: Mitzi
Mike farmed rice and several row crops for 53 years
regularly producing the outstanding crop yields that earned him the nickname “Magic.” He bought a tract of land near Jourdanton
in 2010 and turned it into a treasured ranch
He retired from farming and became a rancher for the remainder of his life (in spite of having told his family to “shoot him” if he ever bought a cow)
and community member—Mike brought unparalleled dedication
The things Mike loved most in his life were his family
early morning breakfast & coffee with friends
a provider and protector for all who knew him
He was the “Go-To Problem Solver” for fellow farmers
but his words carried weight and had great significance
His integrity was an inspiration for everyone who knew him
Brandy and Bianca; and his Chihuahua soul mate
A Celebration of Mike’s life was held at Stone’s Market
keeping with Mike’s lifelong dedication to agriculture and investing in future generations
the family requests memorial contributions be made to either The Matagorda County Fair and Livestock Association and mail to P.O

Marley Jane with her Little Library at Matagorda School
MATAGORDA COUNTY — a Girl Scout has turned her love for books into a gift for the entire community
a dedicated member of her local Girl Scouts troop
has completed a heartwarming project — a Little Free Library stationed on Matagorda School property — making books accessible to everyone while spreading the joy of reading
part of Marley’s “Take Action!” journey through the Girl Scouts program
began when she identified a major problem in her community: the closure of the public library
“The library closed for safety reasons since it was inside our school,” Marley said
“I wanted to create something that inspired reading and brought the community together.”
Marley started by designing a slideshow presentation
he used it to pitch her idea to her troop and the school board
explaining the need for a Free Little Library
and securing permission to place it on school grounds
described the journey as one filled with pride and unforgettable memories
“Being able to watch her complete this project from beginning to end has been a memory I’ll cherish and share for years,” she said
“She really showed that she can accomplish anything she sets her mind to.”
Marley worked closely with her father to build it
and her brother helped install it in its permanent location
Girls from her troop added the finishing touches
and Marley filled the shelves with books from home and from troop donations
The project wasn’t just about books—it was also about learning and growth
Marley reflected on the experience: “It gave me new opportunities and skills to grow in my community
I even learned about woodworking,” she said
“I hope the library brings adventure and knowledge to everyone
just like books have brought to my life.”
“I want it to be a blessing to the community and give others the chance to enjoy the joy a book can bring.”
she hopes that younger girls in her troop will take inspiration from her project and keep the library going for years to come
The new Little Free Library now stands proudly on school grounds

BAY CITY — In a major move toward securing safe and sustainable drinking water for residents
the Bay City Council approved a series of contracts last Tuesday aimed at rehabilitating two of the city’s key water treatment facilities — the 6th and I Water Treatment Plant and the Mockingbird Water Treatment Plant
funded through the Texas Water Development Board’s 2023 Drinking Water State Revolving Fund
represent a significant step forward in the city’s efforts to modernize aging water infrastructure and address longstanding treatment and electrical issues
The centerpiece of the evening’s meeting was the item in which the council approved a contract with LEM Construction for the rehabilitation of the two critical water treatment facilities
funded through the Texas Water Development Board’s Drinking Water State Revolving Fund
including arsenic treatment at the 6th and I facility and significant electrical improvements at Mockingbird
Bay City was awarded $12 million in TWDB 2023-series funding to implement essential upgrades to its water systems
This funding was allocated for arsenic treatment enhancements at the 6th and I Water Treatment Plant and electrical and structural improvements at the Mockingbird Water Treatment Plant
City staff evaluated multiple bids submitted through a Competitive Sealed Proposal process that concluded on March 27
LEM Construction was selected as the best value proposer during the evaluation conducted on April 2
This selection was officially endorsed by the council in its April 8 work session
and engineering consultants Garver resulted in cost optimization through value engineering
the parties identified a potential savings of $46,000 by modifying or excluding specific project components
such as the removal of certain heat tracing and insulation
an additional $315,000 in contingency allowances was added to the project scope to incorporate elements such as windstorm-certified canopies
These enhancements provide flexibility and resilience to the final construction
The total construction cost for the combined projects was finalized at $5,517,800
This expenditure is part of a larger capital improvement budget for the facilities
with $6,750,000 budgeted under accounts 68-680-4655 (6th & Ave I) and 68-680-4660 (Mockingbird)
the council also approved a contract amendment with engineering firm Garver
This amendment reflects a net reduction of $10,288 in the existing contract for design and bid services related to the Mockingbird Water Treatment Plant rehabilitation
Garver’s scope of work did not include services related to securing external funding
The Mockingbird project was temporarily shelved until new funding became available in the 2023 TWDB series
ation adjusts Garver’s role to include additional design modifications and necessary coordination with TWDB
allowing for the integration of the Mockingbird WTP improvements with the 6th and I WTP project under a single bid package
Construction services originally included in the prior agreement will now be managed under a new work authorization
Item 19 had council approve $754K in Engineering & Inspection Services
To ensure effective oversight and integration of the projects
the council approved Work Authorizations No
13 and 14 under the city’s ongoing contract with Garver
These authorizations cover construction engineering
and application engineering services for both the 6th and I and Mockingbird WTPs
Garver will provide critical services throughout the construction phase
responding to contractor requests for information (RFIs)
Garver will also be responsible for construction documentation
will fund Garver’s Application Engineering Services (AES)
This work involves the development of programmable logic controller (PLC) systems and human-machine interface (HMI) components necessary for the SCADA (Supervisory Control and Data Acquisition) system
These upgrades are vital for ensuring the fully automated operation of the rehabilitated facilities
these services were intentionally excluded from LEM Construction’s scope in favor of maintaining continuity and standardization across the city’s water and wastewater systems
these projects are expected to address longstanding issues at two vital water treatment plants
The 6th and I Water Treatment Plant has struggled for years with elevated arsenic levels in the water supply
the Mockingbird Water Treatment Plant has required significant electrical system upgrades to ensure operational reliability and safety
these improvements will not only bring the facilities into compliance with federal drinking water standards but also enhance the long-term sustainability of Bay City’s water infrastructure
that the city manager reside within Bay City limits
provided the individual lives within Matagorda County
this change could incur executive recruitment costs between $30,000 and $50,000
and relocation expenses of $10,000 to $20,000
depending on the circumstances of future hires

Bay City- Observed annually on the first Thursday of May
the National Day of Prayer is a time when Americans of all faiths are encouraged to come together in prayer and reflection for the nation
joining together to find common ground through blessings
The tradition started back to 1775 when the Continental Congress called for a day of prayer in forming the new nation
it wasn’t formally established as an annual event until 1952
President Ronald Reagan designated the first Thursday of May as its permanent date
With its ties to politics and the country itself
it is no surprise that the group prayer celebration outside of Matagorda County Courthouse Thursday evening balanced celebrating faith in religion and faith in the country
Flags of all kinds waved in the setting sun
with even the Israel flag flying as a sign of support for Israelis affected by the ongoing war with Hamas
Prayers were focused towards honoring the sacrifices of elected officials
In the lead up to the event organizer Rhonda Westbrook highlighted the need for unity and positivity during the prayer session
“Please wear uplifting T-shirts with scriptures and/or positive messages,” said Westbrook when promoting the event
“Signs may also be carried that are positive and non-political
Those who desired to lead a prayer were allowed to take turns and do so
with the beginning prayer focused on those who are currently in office
“Let’s say a prayer for all of Matagorda’s elected officials
and let’s pray for our president,” said one speaker leading their prayer
Much of the prayers focused on the president
desires for improved conditions for children
hope for religion to play a bigger role in schools
and for many of the large scale global conflicts and economic uncertainties to cease
attendance sharply increased as passersby noticed the group and joined them
Two cars stopped in the road and more pulled over to listen in on the prayers
Local Carrey Lopez decided to pull over on her way home and join the group from her car
“I didn’t even know something was going on but I had to stop my car so I could say a prayer with them,” Lopez said
