Rabbi Lipskar also founded the Aleph Institute
a national Jewish education and humanitarian organization dedicated to improving the quality of life for the incarcerated and the military and their families
Rabbi Lipskar was the official endorser of chaplains for the Department of Defense and the Educational Academy for the Elderly
where he was responsible for the development of pilot programs which restructure the educational priorities of elderly citizens
He also founded the Miami International Conferences on Torah and Science

The destruction caused by Hurricanes Helene and Milton has put that vital mission at a crossroad. The hurricanes destroyed the pier at Egmont Key and heavily damaged or destroyed the cottages and other facilities used by the harbor pilots. They are operating temporarily from a commercial marina in Tierra Verde, which is not a safe or sustainable long-term solution.
To protect our security and our economy, the harbor pilots need a new permanent facility along the north side of the Sunshine Skyway. I am asking the Legislature for a modest $5 million in state money to ensure the harbor pilots get the new headquarters they need to continue their essential work.
As a military veteran who also worked in law enforcement, I understand the necessity of providing resilient facilities for performing essential jobs around the clock. Federal and state law require harbor pilots to steer ships from southwest of the Sunshine Skyway about 40 miles to Port Tampa Bay. At other Florida ports, harbor pilots typically steer ships just several miles.
The 22 Tampa Bay harbor pilots work two-week shifts and are on call to steer ships to Port Tampa Bay and Port Manatee. The largest container ships can fill roughly half the width of the channel, and the hull may only clear the channel bottom by three feet. There is little margin for error, and we depend on the cargo these pilots deliver into port day after day, night after night.
Port Tampa Bay continues to grow its container ship business and is close to the Interstate 4 corridor, which has hundreds of distribution centers that send goods throughout Tampa Bay and central Florida. And while other states receive fuel through pipelines, Florida does not have any pipelines that bring in gasoline, diesel or aviation fuel.

The bottom line: The region’s fuel for our vehicles and aviation fuel for airports in Tampa Bay and Orlando arrive at Port Tampa Bay. If harbor pilots cannot bring in ships carrying fuel, gas stations and airports shut down. We all grind to a halt.
Even before the hurricanes, the harbor pilots had planned to move some operations to a new facility along the Sunshine Skyway. Tariffs approved by a state board and paid by ship operators will cover up to $8 million of the cost. The $5 million in state money would cover the added cost of expanding the project to accommodate all operations because of the hurricane damage on Egmont Key — and mitigation and reclamation of the Egmont Key site.
The new building will meet stringent building requirements for coastal construction, enabling a quicker return to service after major storms. It’s adjacent to I-275, ensuring faster recovery time. The fueling station also will be used by first responders in an emergency, including the Coast Guard, fire departments and law enforcement.
The Tampa Bay harbor pilots provide a critical service essential to Tampa Bay’s economy and security. This vital project will enable them to continue to efficiently provide that service that benefits us all.

a woman hired Hernandez through the Nextdoor app to clean her home on Feb
They said the two women met at North Beach Physical Therapy in Miami Beach
police said she and Hernandez drove to her home near the 10100 block of West Bay Harbor Drive
investigators said Hernandez asked the victim to drop her off near 96th Street and West Bay Harbor Drive
she discovered several pieces of her jewelry were missing
Police said the woman attempted to call Hernandez
detectives reached out to Hernandez through text message and requested a call back
police said Hernandez responded and admitted to cleaning the victim’s home but denied knowing anything about the missing jewelry
Hernandez went to a pawn shop called Easy Cash on Normandy Drive in Miami Beach
where police said she sold three gold rings for $1,000
Hernandez returned to the same shop and sold 12 more gold rings for $2,400
bringing the total amount she received to $3,400
Detectives later showed the 15 pawned rings to the victim and her daughter
Police said Hernandez also attempted to pawn a sterling silver ring
Hernandez invoked her Miranda rights after being taken into custody on Tuesday
Jail records show she is facing one count of theft from an elderly person between $10,000 and $50,000
Hernandez is being held at the Turner Guilford Knight Correctional Center

“The unidentified male body was recovered from the water with the assistance of the United States Coast Guard and the Depoe Bay Fire District,” the LCSO states in a release
“The remains appear to have been exposed to the water for a prolonged period of time.”
The LCSO conducted a death investigation with the Lincoln County Medical Examiner’s Office
The remains have not been identified and will be sent to the Oregon State Medical Examiner’s Office
“No suspicious circumstances have been determined and there is no concern for community safety,” the release states

Castro, 41, was the sole person killed aboard a Clearwater ferry that was plowed from behind by another boater
No one has been arrested in the wake of the crash, described as a maritime hit-and-run in early accounts by police. Castro’s family doesn’t understand why.
“I want this guy to pay for what he did, for what we’re going through right now,” said Castro’s sister, Sandy Todd. “My family is destroyed.”
Investigators search the wreckage of the Clearwater Ferry in Clearwater Harbor, near the Clearwater Memorial Causeway Bridge, on Sunday after a crash that caused multiple injuries and one death. [ DOUGLAS R. CLIFFORD | Times ]Todd said she and her brother emigrated from Peru about 20 years ago, when Castro was 18. As his older sister, she was protective of him.
Family was important to Castro even back then. After the births of his two daughters, they became his entire life, Todd said.
Telling the girls — Ivory, 8, and Jolene, 3 — that their father was gone devastated them, said their mother, Jenny Hernandez.
Jolene is too young to understand what’s happening, she said, but her older sister is distraught.
“She’s just crying for her dad,” Hernandez, 27, said. “She was just in shock. She couldn’t believe that there was an accident and that he was the only one that didn’t survive.”
Castro took his daughters everywhere, the family said. After school each day, he would bring them to the YMCA, where he would work out and they would play with the other kids. He often took the girls to a nearby park, the public pool and Chuck E. Cheese.
At home, Castro would dance and sing to salsa music with the girls.
“He dedicated his life to just being the best father to them,” Hernandez said.
Castro didn’t like the beach, the water or the hot Florida sun. So family members were surprised to learn he had been aboard the ferry, touted as a safer alternative to busy roads and highways.
The family’s grief mixed with outrage as more details about the collision surfaced this week. Todd said it was difficult to watch video of the crash, which circulated on social media before Clearwater police released an edited version Monday.
The time-stamped video recorded by a city web camera at Coachman Park shows the boat crashing into the back of the ferry at 8:40 p.m. It then pulled away from the ferry and remained in the area as the ferry appeared to drift.

“If it was another person nearby … they’re heroes," Leogrande said
at least that shows you that they thought about it a minute before they took off.”

State Attorney Bruce Bartlett declined to comment on the case

In 2012, Knight was on his yacht, Pure Knight Life, in the waters off the Renaissance Vinoy Resort with a group of friends after a night of partying, police said, when one of them fell off the boat. The man hit his head on the way down and drowned
The Medical Examiner’s Office found the man had alcohol and cocaine in his system
Knight’s prior record aroused the family’s suspicions
“This is a rich businessman that seems like he could do whatever he wants,” said Castro’s brother-in-law
Knight’s attorney, J. Kevin Hayslett, sent a letter to investigators on Tuesday that says Knight did not commit a hit-and-run
The letter states that Knight had someone on board call 911 after the crash and that he stayed on scene and offered help until first responders arrived
The letter says Knight left the scene because his boat was taking on water and he feared it might sink
The letter also suggests that the ferry was not properly lit and that the crew and passengers were distracted by dolphins just before the crash
A statement posted to social media by Jannus Live on Tuesday referred to the crash as an “accident” and asked that “judgment be reserved” until the investigation is completed
“Our thoughts and prayers are with the victims
their families and all those impacted during this incredibly difficult time,” the statement said
worked as a clerk at its Tampa distribution center
“The Postal Service is deeply saddened by the loss of our postal family member
Our sincere condolences and thoughts go out to his family
friends and co-workers,” a spokesperson wrote in an emailed statement
“If we could raise a lot of money, we’d like to pay for the girls’ college,” Rodriguez said. “They’ve lost the only breadwinner in their family. Who’s going to take care of those kids for the rest of their lives?”

The Town grows out the seedlings at its Shellfish Hatchery until they mature enough to be transferred into FLUPSY locations and grow-out areas where they can fully mature

NEWS: Long-Delayed USCG Polar Icebreaker Moves Into Full Production
Army Corps of Engineers (USACE) Mobile District recently provided an update on its Mobile Harbor project
a significant infrastructure upgrade aimed at enhancing navigational efficiency and accommodating larger vessels in Mobile
The project involves deepening the channel from 45’-50’
extending from the Gulf of Mexico through Mobile Bay and into Mobile Harbor
the southern portion of the Bay channel will be widened by 100’ for a three-mile stretch to allow for two-way vessel traffic
Two navigation bends are also being eased to facilitate safer and more efficient passage into Mobile Bay
The Mobile Harbor Project is divided into seven phases
and the final phase was awarded in late summer 2024
The project remains on schedule and within budget
expecting the project to be completed by summer 2025
To address the environmental impact of dredging operations
USACE said it’s working in close cooperation with federal agencies
including the National Oceanic and Atmospheric Administration and the U.S
USACE also noted project contractors monitor turbidity levels daily
as stipulated by the Alabama Department of Environmental Management's 401 Water Quality Certification

BAY HARBOR ISLANDS, Fla. – Newly-obtained surveillance video shows the driver of a construction truck slam into and seriously injure a senior couple crossing the street in Bay Harbor Islands last Friday
which happened while the pair were crossing in a crosswalk off 96th Street and Bay Harbor Terrace
The footage shows the driver of the construction truck making a left turn onto Bay Harbor Terrace and mowing down both seniors
The force of the impact sent them careening off the hood and flying into the air
The driver remained at the scene and people arrived to try to help the couple
The couple’s attorney said DiSpirito is fighting for his life and required multiple surgeries
He said despite not having yet received the crash report as of this Friday
it was his understanding that police cited the driver
Local 10 News has requested a copy of the crash report from the Bay Harbor Islands Police Department
Reporter Rosh Lowe has been covering news for nearly two decades in South Florida
members of the United States Coast Guard in Depoe Bay reported to the Lincoln County Sheriff’s Office that they saw a body floating in the area of the Depoe Bay harbor
The unidentified male body was recovered from the water with the assistance of the Coast Guard and the Depoe Bay Fire District
The remains appear to have been exposed to the water for a prolonged period of time
The Lincoln County Sheriff’s Office conducted a death investigation
alongside the Lincoln County Medical Examiner’s Office
Jason Spano said the body is believed to have been someone who fell into the water near the harbor area
The remains have not been identified and will be sent to the Oregon State Medical Examiner’s Office
No suspicious circumstances have been determined and there is no concern for community safety
