solar panels on Bay Point Island have spurred questions as to whether the structures needed or received county permits The beach and marsh of Bay Point Island near Bay Point where the Atlantic Ocean meets the Port Royal Sound on Aug After plans for a ecotourism resort were denied by Beaufort County in 2020 a plan for limited residential development was announced in early 2024 Denied a permit to build an ecotourism resort several years ago a plan for residential development on the island was announced The presence of new yurtlike structures on the island is raising concerns and questions BAY POINT ISLAND — Under normal circumstances the discovery of four green yurt-like structures on an lightly visited island might garner little attention The island — a shifting spit of sand that’s constantly shaped and reshaped by the natural forces exerted where the Atlantic Ocean meets the Port Royal Sound — has been the focus of development efforts for the better part of a decade Plans for an ecotourism resort were denied by the county in 2020 and appeals dragged on until 2023 before they were abandoned new plans for residential development were announced earlier this year the presence of the structures on the island has drawn attention and county officials received inquiries about them some specifically questioning whether permits had been issued to allow their construction saying that what people are seeing are mobile “(They) are utilized by scientists and volunteers in support of the Bay Point Island Foundation’s mission to preserve the island,” wrote Kenneth Badgett senior vice president with Whitestone Resources County officials declined to state definitively whether permits were required a battle has seesawed back and forth with Bay Point Island at the center of the fray The 1,200-acre barrier island sits opposite Hilton Head’s north shore while conservationists and local residents pushed the other played a central role in the opposition to resort development on Bay Point Island The opposition she leads to development there continues which the Gullah/Geechee Sea Island Coalition posted in opposition to any resort being placed on Bay Point,” Goodwine said “That area is critically important to our traditional fisheries for native Gullah/Geechees of Beaufort County Our stance on this matter has not and will not change.” At issue earlier this decade was a plan for a 50-unit ecotourism resort that included restaurants an attorney with the South Carolina Environmental Law Project represented the Gullah/Geechee Fishing Association and opposed the Bay Point appeal “They were so doggedly pursuing it and were completely disinterested in working it out in any way And then they just walk out,” Lenhardt said Speaking in front of Beaufort County Council on March 13 then-County Administrator Eric Greenway announced that the appeal had been withdrawn while at the same taking umbrage with reports crediting organizations like the Coastal Conservation League and the South Carolina Environmental Law Project with stopping the project “It was strictly county legal and county administration that settled that particular item with the representatives of Bay Point and their legal counsel I just want to clarify the record,” Greenway said What Greenway didn’t mention to council was that while in his previous role as community development director he declined the special-use permit sought by the owners of the island in December 2019 stating that the project didn’t meet the standards of an ecotourism resort he gave the project the green light based on work completed in conjunction with the International Ecotourism Society and an individual named Jon Bruno The work that served as the basis for Greenway’s approval of the Bay Point project was largely discredited by the Global Ecotourism Network noted that the entire board of the International Ecotourism Society had resigned over concerns about a lack of transparency an absence of ethical guidance and “ongoing perceived anomalies in the supervision and management” of the organization Jampol stated he had strong concerns about the “presumptive ecotourism certification” proposed by Bruno according to the experience of the Global Ecotourism Network board Bruno was solely responsible for financial matters at the International Ecotourism Society “We do not believe that (Bruno) is knowledgeable nor an expert in ecotourism or certification,” Jampol wrote an attorney who represented the Coastal Conservation League opposing the Bay Point Island LLC appeal wrote to the county the day after Greenway’s announcement asking whether there was “anything beyond just the judge’s dismissal.” Beaufort County attorney Thomas Keaveny said counsel for Bay Point offered to drop the appeal if the county would allow parcels on the island that had been consolidated to be again be broken apart into individual parcels though Keaveny offered no documentation memorializing that agreement The silence was broken exactly one year after the order dismissing the appeal was filed A press release from IHG Hotel and Resorts appeared on Feb announcing a hotel management agreement signed by the Thailand-based Six Senses spa and residential community across three locations in Beaufort County: Hilton Head Island The release went on to say that a limited number of modular branded villas would be available for sale in 2024 The year-round homes would be “Category-5 hurricane resilient and feature state-of-the-art infrastructure and waste handling and helical piling to limit soil disruption and lighten their footprint.” Badgett was clear that the structures currently on Bay Point Island are not the branded villas referred to in the press release Current zoning for the island does allow a density of one single-family residences for every 3 acres the island’s changing shape has put some of its previously subdivided parcels under water or nearly under water evidence of the challenges of building on a barrier island “(Bay Point Island) is a dynamically shifting piece of sand and siting new development there is irresponsible,” wrote the Coastal Conservation League in a statement released the day after the IHG announcement it is questionable whether the plans described in IHG’s press release are even allowed under current zoning.” law enforcement revealed today that she was
