BELEN—Less than a month after the former Belen police chief resigned his position
the mayor has decided to suspend the search to replace him until after the November election
Jose Natividad resigned as police chief on March 12
10 months after he was appointed to the position
According to a Inspection of Public Records request from the News-Bulletin for the police chief applications
the city responded by sending the newspaper a total of 14 resumes they received
The applicants ranged from retired police chiefs and high-ranking law enforcement officers from New York to New Mexico
Noblin told the News-Bulletin he was suspending the search
my priority is ensuring stability and continuity within the Belen Police Department
I have decided not to make an immediate appointment for a permanent police chief,” Noblin said
“Making such a decision now could lead to further disruptions if there is a change in administration.”
Noblin said if he chooses not to run for reelection or if the election results in a new mayor
the new mayor will have the opportunity to appoint a police chief of their choosing
the interim chief will continue leading the department
ensuring that our officers have the support they need to serve and protect our community effectively,” the mayor said
“My focus remains on maintaining strong leadership within the department while allowing for a smooth transition in the future.”
Noblin also said Keck will help with the ongoing process of moving the department to its new home on Castillo Avenue once the renovations are completed
As for those who have already applied to be the next chief of police in Belen
Noblin encourages them to reapply when the application process is open again
“Anyone who has applied can certainly reapply when the position is reopen,” he said
“The normal process will begin at that point
along with several in person interviews to find the right candidate
before it is brought to the council for a final vote.”
• Law enforcement certification and executive level certification are required
• Previous experience in a senior law enforcement leadership role required
• Extensive knowledge of criminal justice laws
enforcement procedures and judicial processes
• Strong understanding of modern policing methods
crime prevention strategies and community-oriented policing

The 115-year-old roof on the historic Belen Harvey House will soon be replaced
causing the museum and Whistle Stop Cafe to close for about two months
The roof on the portico was replaced in July 2021
has been a cornerstone of the Hub City’s identity
representing both the town’s rich history and its current significance
and the building’s roof has undergone significant damage
the historic building will be closed to local customers and visiting tourists as construction crews restore and replace the tiled roof on the 115-year old building
The Harvey House Museum on First Street will be closed beginning Monday
“It’s a good thing,” said Harvey House manager Frances Zeller about the upcoming repairs
we’re getting our much-needed roof replaced
We had the roof on the portico replaced several years ago.”
Invested in restoring and keeping the Harvey House a viable and important asset
the Belen City Council recently approved a GRT Improvement Revenue Bond worth $891,000 for the roof improvements
has been showing signs of wear for at least a decade
with leaks causing serious interior damage
Broken roof tiles and ceiling damage are just a few of the issues threatening to erode the building’s legacy
Belen Harvey House and library director Kathleen Pickering said because of the condition of the roof
the interior of the Harvey House has also been compromised with water leaking into different rooms of the building
there are several places where the ceiling has been damaged due to the leaks,” Pickering said
Zeller pointed to another water-stained and bubbled ceiling above one of the rooms of the Whistle Stop Cafe
and said there are several others on the second story of the historic building
The Belen Harvey House was placed on the National Register of Historic Places in October 1983
meaning the city has to restore the roof to the building’s original state as much as possible
the city had to find tiles as similar to what was originally installed more than a century ago
“There was a small patch that was repaired (several years ago) but not restored
nothing has been done to the tile portion,” said Pickering
Zeller said crews with the National Roofing Company
estimates the project to be completed nine weeks from the start of construction
but we’ll make sure we’ll let everyone know when to expect our re-grandopening.”
Both Pickering and Zeller said the decision to close the Belen Harvey House Museum and Whistle Stop Cafe during construction was easy
saying they wanted to ensure the company could focus on the roof and not have to maneuver around parking and people
let them do it so they can get done faster,” Pickering said
“It’s the same company that replaced the tiled roof at Albuquerque Academy.”
so to try to navigate pallets of Ludowici tiles
they have to be very delicate,” Zeller said
but we want to make sure everyone is safe and the project moves along quickly.”
The tiles that are broken will be replaced with Ludowici tiles
is then manufactured in Ohio — at the same company that made the original tiles for the Belen Harvey House more than 100 years ago
“They were able to come up with the batch numbers,” Pickering said
We want to make sure it’s very authentic.”
Zeller said it’s nice to know the quality of original construction of the building was so good that it’s lasted more than a century
“That patch part will have to be replaced with the clay tiles
but everything else — they thought maybe two-thirds of the roof might be salvageable,” Pickering said
“They won’t know fore sure until they actually start the work.”
those who frequent the Whistle Stop Cafe in the Belen Harvey House will have to get their lunch-time fix somewhere else for the time being
The local eatery has been a busy scene since its opening in July 2023
“We want people to get excited for the re-grandopening,” Zeller said
“We’ll be posting updates and the progress of the work
We’re going to continue to communicate because I don’t want to be forgotten about
We’ve worked too hard to gain a good reputation.”
Pickering said if there is any money left over from the GRT GO Bond
it will be used for upgrades to Belen City Hall
The city had been searching for funding to replace the aging roof for many years
“It’s become a challenge to find funding to restore historic properties,” Pickering said
where we have this embarrassment of riches
the competition of restoration projects is really tight
“We feel the Harvey House is finally being recognized by the city council
the city manager and the community,” Zeller said
“It’s not just a sleepy little museum anymore; it’s a busy
It feels good to have the city believe in us.”
While there isn’t a date set for the re-grandopening of the Belen Harvey House Museum and Whistle Stop Cafe
Zeller said they are planning to have a bake sale
the volunteers will dress up in their Harvey Girls uniforms and they might sell the broken clay tiles as a fundraiser
Zeller and other volunteers will be working on a couple of new displays when the building reopens
One of the new displays will be an exhibit of antique 1920’s Flapper dresses donated by Reggie Chavez and Darlene Aragon
The collection comes from Chavez’s grandmother
and also includes other family heirlooms such as different beaded and silk dresses
The second exhibit is a tribute to Buckland Pharmacy
such as antique bottles and other display items to recreate the original pharmacy from the early 1900s
“We’re really excited about it because the cafe has been so busy
we haven’t had time to do specialty exhibits,” Zeller said
“This will be another opportunity to get back to museuming
“People have been so loyal ...,” she added
“It’s so amazing how much people love coming here to this little restaurant
BELEN — The outdoor pool at Belen High School has seen better days
and while it’s not in imminent danger of closure
if the Belen Consolidated Schools Board of Education can’t find a healthy chunk of funding for repairs
the continued use of the facility could be limited
“This meeting is not for the closure of any pool,” board of education President Jim Danner told the people packing the board room during a budget workshop on March 10
“This is to review the assessment of the pool and determine what is the community need
We are here to get input from the community
The overwhelming message from the more than three dozen people at the workshop was the pool is an integral part of Valencia County
the 10-lane outdoor pool is about 7,830 square feet
There is also the 4,500 square foot pool house
“We don’t want to apply Band-Aids,” said BCS Superintendent Lawrence Sanchez
“It’s not just the pool but the entire facility
performed in December by Equiterra Regenerative Design
laid out two different possibilities for repairs to extend the life of the outdoor pool and pool house — one coming in at about $1.9 million and the other around $2.4 million
with the more expensive option hopefully keeping the facility going for another 20 years
The less expensive course would extend life by about 10-plus years
Sanchez said those estimates are based on just a visual inspection and assessment by Equiterra
when we start digging many times we find more problems
it’s more than $1 million just for the pool,” the superintendent said
every day the cost of materials and construction are going up.”
Pool manager Barbara Rodriguez said she felt the pool could last another year with minor repairs
“We have just started draining the outdoor pool and haven’t looked at the bottom yet
but we haven’t had any leaking from the pool itself to the outside,” Rodriguez said
Sanchez has had some conversations with officials with the city of Belen about getting help with the cost of repairs
but while it was willing to help look for grant funding
city leadership said they couldn’t help with financial assistance right now
The district has been maintaining the facility “with $10,000 here and there” to address wear and tear
We have been to the city for probably 50 years ..
and have fought with many a mayor over the pool.”
The city fills the outdoor pool at no cost in exchange for using the pool for its summer recreation program
when we’re spending close to $3 million it puts a huge damper on future and current projects
and will effect our ability to do other things
Our funding is likely to go down or remain the same
and the majority of (increased expenses) we don’t have a choice in
like teacher and staff salaries,” the superintendent said
“Not all of the raises are covered by state funding
We also have (the rebuild of Dennis Chavez Elementary) in process and we want to rebuild Belen High School
The board members acknowledged Sanchez’s point
saying they understood the various priorities in play
this is something we should do,” said board member Aubrey Tucker
I cannot and will not go into this blindly
Numerous members of the public addressed the board
recounting how they and their children and
Other users in the senior citizen era of life spoke about the positive impact the pool has had in their lives
Belen City Councilor Rudy Espinoza said there are several large corporations in the county “that have money
I have reached out and I’m hoping they will help subsidize this
“(The city) is finally getting the Little League fields together because we have some corporate sponsors and I’m not sure you’ve tapped into that
but if there’s anything we can do you have one vote.”

BELEN—Hub City taxpayers will now have to foot the bill for a local program that helps senior citizens become more involved in the community
and was once partially subsidized by federal funding
The Retired Senior Volunteer Program helps people ages 55 and older get into the community and volunteer at more than two dozen locations across Valencia County
the federal agency that manages grants and programs to support volunteers and vulnerable populations
was recently slashed as part of President Donald Trump’s agenda against diversity
went before the council earlier this month asking for a $42,500 budget adjustment to keep the program running
He informed the governing body the funding for the RSVP program had been revoked by the Trump administration
and the city could transfer the funding for the program from the city’s general fund to cover the cost for the rest of the fiscal year
“There is no federal funding source we’re waiting on; it was cut specifically for DEI (Diversity
“Senior citizens are considered as DEI and it was cut from the federal budget.”
Carbajal said he’s expecting the federal government will probably not fund the program going forward
“We’re able to fund it for the rest of this year,” he said
“We might have to fund it in the next fiscal year and for the next four years
but we’ll need to talk about it during our budget meetings.”
Belen City Manager Roseann Peralta said the RSVP program is funded through federal
She said the city has applied for a grant for federal funds but didn’t receive it
“In order to keep that program going and those employees paid
we need to cover that funding,” Peralta explained
Belen City Councilor Frank Ortega asked what would happen if the federal government didn’t authorize the funding next year
He inquired if Valencia County is contributing to the cost of the program as well
Peralta said the city is looking into that possibility
• Partners with AARP for tax preparation services for seniors
• Provides information and guidance to seniors and families in need with free food distribution
• Hosts an annual luncheon for all its volunteers
• Provides support for events at the Belen Senior Center
• Adopted a Belen city park on Ross and 10th Street by adding landscaping
• Removal of graffiti from structures in the community
• Keeping volunteers informed with a quarterly newsletter
RSVP volunteers serve from a few hours to 40 hours a week
They have committed to volunteering and different organizations
Secundino Baldonado American Legion Post No
Vincent de Paul Thrift Store and Valencia County Animal Shelter
Peralta said the city could also suffer other federal funding cuts
such as money to maintain the runway the U.S
Air Force uses at the Belen Regional Airport
She also said some of the people at federal agencies the city deals with on a regular basis have been fired
BELEN — Former Belen assistant Vianca Chaparro has been hired as head coach of the Eagles girls’ soccer team
who was an assistant in the program for two seasons
Chaparro wasn’t involved with soccer in 2024
instead she helped BHS girls’ basketball with a goal in mind
“I moved up from C team to junior varsity to prepare to eventually become the head coach of the girls’ soccer team.”
with a first round appearance in the 4A state playoffs
starting with sophomore-to-be Addison Carter
who led New Mexico with 61 goals and was a first team All-State selection
“I’m excited to help her continue her growth,” said Chaparro
and veteran midfielder Danilynn Bob are also back
The bad news is that Belen loses eight seniors
who Chaparro calls “a very great goalkeeper.” Kendra Sims
is expected to take over the position full-time after being a field player during her freshman campaign
“I’m a very vocal coach,” Chaparro acknowledged
adding that she will “reinforce all the good things that they are doing.”
she plans to be the Eagles biggest cheerleader
“You can best believe I’m going to be jumping up and down
running as much as I am allowed in my area.”

Mikel and Janae Martinez celebrate being a family
The couple thanked the birth parents for their gift
promising they are providing their son a safe and loving home
Christopher Martinez is a proud father of now 1-year-old Mikel
who was placed in the Safe Haven Baby Box in February 2024
Martinez says his son will hopefully grow up to the a firefighter just like him
adopted him in Judge Allen Smith's courtroom in the 13th Judicial District Courthouse in Los Lunas
at a press conference on Monday at the fire station in Belen
he enjoys making people laugh and he’s mastered making “fishy” faces
The only two words he can say is “mama” and “dada” — which is appropriate for the 1-year-old boy
who was formally adopted Monday by Belen Fire Department Lt
Mikel and his parents were joined by Chris’ coworkers
family and friends at Belen’s main fire station to celebrate his adoption in the same building where he was surrendered 13 months earlier in the Safe Haven Baby Box
Mikel was the first baby surrendered in the Baby Box on Feb
The city installed the device in October 2023
“I’ve been (at the Belen Fire Department) for 15 years
and to have a baby placed here in this box
and to be able to be his dad means the world to us,” Chris said
and I are so blessed and so thankful to the parents
We’ll give him the best life that we possibly can.”
The Martinez’s journey to forming a family had been a dream for many years
Janae said after dealing with infertility issues
they decided to become foster parents in the summer of 2023
“Having a family is something we’ve always wanted
and to be able to say today that we’re officially a family means so much to us,” Janae said
“I wasn’t sure if I’d ever become a mother
The Martinezes began the process with CYFD to become foster parents
Call it being at the right place at the right time
but they became certified foster parents one week before Mikel was placed in the box
That day wasn’t your typical day for the BFD lieutenant
He and his crew had responded to a fully-engulfed structure fire early that morning
and we tried to make entry into the residents
We were unable to save the resident,” Chris said
“We were there all night into the next day until about 1 o’clock
When Chris had tried to enter the house to save the woman
suffering burns to both wrists and both ears
As he and his crew were pulling up to the station
called out that there was a baby in the box
there’s a baby.’ Luckily the lieutenant and our paramedic chief
were there and took care of him right away.”
Chris says he’s grateful to everyone who has helped their family
and they all feel apart of it because they’re going to help raise him,” Chris said
“He’ll be looking up to them throughout his whole life
“He’s such a good dad,” Janae said of Chris
“We are absolutely going to be able to give this kiddo the best life he deserves
We’re just so happy to finally become a family.”
He’s the happiest little boy ever,” Chris said
“I’m just blessed that he’s my son and to carry on the Martinez name because I’m the last — and now he is.”
Kelsey said when the box was installed in the Hub City
we stood right here and talked about a baby boy who was surrendered ..
by parents that wanted something more for him,” Kelsey said
who cherishes him and will always be his safe place to call home
legally and anonymously surrendered by a parent who loved him unconditionally
“We celebrate him because it’s a good day ..
I have been on this journey with you guys since the beginning
“I’ve been invested in this little guy since the beginning
and I’m so proud to be here today to celebrate with you guys
I’m pretty sure he’s going to be a firefighter one day right here in Belen.”

baby Mikel Martinez has been at the center of two battles over the last two years without knowing it
have been fighting in court and at the New Mexico Legislature
someone placed Mikel in the Belen Fire Department’s baby box
Chris Martinez is a lieutenant and was one of the first firefighters to help him
Mikel was just “Baby Boy Doe.” He spent weeks in the NICU and the Martinez couple stayed by his side
“We just had to learn how to be parents
The couple always knew they wanted to be parents
They tried for years for a child of their own
“I just remember the feeling of not knowing if we’ll ever become parents
or not knowing if I would ever become a mom
is just being parents and being a mom,” Janae said
they became foster parents for the State of New Mexico
because maybe there was a bigger plan for us at the time
And I think just the timing of it all was just
They went through months of court hearings with uncertainty hanging over them about whether his birth parents would come forward
“It was scary every day to wake up and just not knowing if he was gonna be placed somewhere else or what could happen,” Janae said
that’s just the most incredible feeling to finally be a mom and fight
That’s what we’ve always wanted

Many New Mexicans rely on our state for resources and services
Some are even court-ordered to state programs
a 31-year-old man died at a state-operated facility in Belen
Questions surrounding his death could impact every single person putting trust in our state systems
The Estancia ICF/IID facility in Belen looks impenetrable
It’s surrounded by large fencing with security systems locking from the inside out
People who live at that facility are not free to leave
It’s the only house of its kind operated by NMHealth in the state
these are individuals who have been determined to be at risk in terms of being a danger to themselves or to others
All are court-appointed commitments,” according to a Department of Health spokesman
There were just three people in the facility last Memorial Day
Residents and staff were out fishing when 31-year-old resident Jacob Lopez told workers a car drove by and threw out a bag of meth
living with numerous health conditions and a criminal past
he collapsed at the facility and stopped breathing
but never told them about apartment meth use
according to body camera footage released by first responders
Valencia County Sheriff’s Office.Employees at that home are part of a much larger group of 170 direct care staff working at NMHealth’s group homes
according to Robert Nott a communications director with the New Mexico Department of Health
But supervision at the Estancia home is more intense
Training documents we obtained require one-on-one staffing for clients like Lopez
They also require line-of-sight supervision.Lopez’s death might have seemed like an accident to deputies
but Department of Health policy requires an internal review.State investigators gave Valencia County Sheriff’s deputies a warning.“No story lined up exactly the same
there’s obviously something else going on,” said one of the state investigators in a meeting with Valencia County Sheriff’s Deputies.Jacob Lopez’s assigned staffer that day said other state employees used corporal punishment as a consequence for lying about taking meth while he was fishing.“…had called back hysterical
they forced him to do this,’” said a state investigator to Valencia County Sheriff’s Deputies. The staffer said state caregivers made Lopez clean
move furniture and run outside in the heat for hours
Investigators even took reports that Lopez collapsed outside
and workers carried him inside before calling 911.“It kind of lined up with something one of the individuals said
When we were talking to him he said that staff had
he’d actually seen staff carry him in from outside and put him in his room and he appeared to be already dead,” said a state investigator to Valencia County Sheriff’s Deputies.Lopez did overdose on meth
according to an OMI report obtained by KOB 4.But state investigators said records showed no recent visitors and or calls
There was no mention of where else that meth could have come from
Lopez’s grandmother wasn’t told any of that about his final hours
Just that Lopez had a good day.NMDOH refused to sit down with us
citing privacy concerns and protected health information
Protections the department claims extend to DOH staff and really anything related to care at that facility
“A death occurred at the Department of Health’s intermediate care facility in Los Lunas earlier this year
The Department and local law enforcement conducted investigations at the time
the Department received a death certificate for the individual and has referred the matter to New Mexico State Police for further investigation
Our agency will not comment on the investigation
and we are referring all calls on the matter to New Mexico State Police.”
While the Estancia house is the state’s only intermediate care facility right now
DOH is looking to open another six-bed center in Los Lunas if they can get the funding for it
— Authorities took a 16-year-old suspect into custody after a quadruple homicide Saturday at a home on Camino Escondido in Belen
The Valencia County Sheriff’s Office learned Diego Leyva reportedly called 911 around 3:30 a.m.
When sheriff’s deputies arrived on scene
they reportedly found Leyva intoxicated but took him into custody without incident
Deputies then entered the home and found four victims
That prompted the sheriff’s office to call New Mexico State Police in to investigate
New Mexico State Police identified the victims as the suspect’s parents – 42-year-old Leonardo Leyva and 35-year-old Adriana Bencomo – and siblings – 17-year-old Adrian Leyva and 14-year-old Alexander Leyva
Leyva faces four counts of first-degree murder
and is now in the Juvenile Justice Center in Albuquerque
the superintendent at Belen Consolidated Schools
issued a statement to families in the wake of the shooting
Sanchez expressed his condolences for loved ones and shared what they’re doing to help affected students
He also confirmed the suspect is a student at Belen High School
“We are deeply saddened and shocked by the tragic event involving the killing of his family by a BHS student this past Saturday
their loved ones and everyone impacted by this devastating loss
No words can adequately convey the profound sorrow we feel for this unimaginable tragedy,” Sanchez stated
Sanchez added the school district is working closely with law enforcement
school officials and community leaders to make sense of how this happened and how to prevent something like this from happening in the future
The district will have additional counseling services for students at Belen Middle School and Belen High School
Belen Consolidated Schools Administration Building
BELEN — Three out of the 10 schools in the Belen Consolidated Schools district have achieved spotlight status
according to the state’s school performance reporting system
Dennis Chavez and Gil Sanchez elementary schools all received the spotlight designation
Belen Family School was a spotlight school in the 2022-23 school year
while Gil Sanchez moved up from an ATSI designation due to low proficiency in the special education sub group
A spotlight school is among the top 25 percent of schools in the state
Belen Middle School also left the ATSI category and moved up to traditional in the most recent Vistas reporting
The remainder of BCS elementary schools — Central
La Promesa and Rio Grande — are traditional schools
Infinity High School remains at a designation of MRI — more rigorous interventions — due to its graduation rate
The Vistas data was presented to the Belen Board of Education at its Dec
Superintendent Lawrence Sanchez said schools with a traditional designation are in the top 26 to 74 percent of schools
and lower designations are due to graduation rates or other sub groups such as English Learners or special education
“We still have Infinity at MRI but we’ll see what happens when they release the graduation data
Designations are done on a points system which has changed from this year to last
Proficiency has changed from 20 to 25 (points)
they are looking at growth in math and reading,” Sanchez said
“We are also graded on progress for English Learner proficiency
we definitely need to look at post secondary readiness
developed by the New Mexico Public Education Department
is a public data reporting website that showcases school performance based on state accountability and other required criteria from the Every Student Succeeds Act
Now that the Vistas data has been released
Sanchez said the district “needs to take care of things we can control,” noting that metrics like graduation rates are based on students who may no longer be enrolled in the district
If a student is on campus for any one of those days
A student can count for 16 quarters,” the superintendent explained
“So if you spent your first two years here
Sanchez touched on highlights from many of the schools
which has been “staying steady” in terms of college and career readiness
Belen Middle School has been excelling in reading proficiency — earning 12.29 out of 20 points — the superintendent said
Belen Family School has been a high performing school for many years
and student proficiency in math and reading increased there
Science proficiency increased at Central Elementary
but there has been high staff turnover at the site
“We are working with them on the instructional model to fill gaps,” he said
“One thing these report cards are showing is a weakness all over in our English Learner sub group

What is your current area of research – and why are you passionate about it
My current area of research is called point-free topology
This area of mathematics is regarded as an algebraic (more specifically
lattice theoretical) counterpart of classical topology
the objects of study of point-free topology
are a generalized version of topological spaces where one focuses on their lattices of open sets
I am passionate about this area of mathematics because it combines algebra and topology; you can work with spaces in a geometric way using algebraic machinery
What is the best advice that you have received in your science career
The best advice I’ve received in my career was from my supervisor at the end of my bachelor’s degree
He said: “You should always try and aim higher; even if you are afraid and things don’t work out
always believe in yourself and trust in the knowledge and skills you’ve learned so far.” Whenever I feel discouraged
What are you most looking forward to about GCI
I am looking forward to meeting and working with people from different scientific backgrounds
I am very excited about the community built between the staff members and the students in this program
the GCI postdoc program is committed to building a sense of community
What would you be doing if you weren’t a scientist
I hope one day I can invest more time in reading and studying philosophy
but an americano will do the job if I have to work long hours
