Bellaire High School was placed on a secure hold Tuesday after the school was made aware of a threat
School principal Michael Niggli alerted Bellaire parents to the incident shortly before 11 a.m
and Houston ISD Police were investigating the source of the incident
The school was placed on a secure hold as a precautionary measure
but it continued with the school day as planned
KPRC 2’s Bryce Newberry was at the scene of the school
He said there was no visible law enforcement presence at the campus
Parents weren’t lining up to pick up their children
and students were casually walking outside during their lunch period
Principal Niggli sent parents another update
saying that the investigation into the text message revealed that there was “no threat to student or staff safety.” He added that the lift has been cleared
“Please know that we take all threats very seriously
and the safety of our students and staff remains our highest priority
Thank you for your continued support in keeping our school and community safe,” a portion of Principal Niggli’s second letter to parents read

Ohio — The state fire marshal has been called in to investigate the cause of a fire Friday afternoon that affected multiple structures on Washington Street in Bellaire
most of the multiple fire crews that responded had left the scene
There is no word if there were any injuries
A portion of 26th Street is closed as crews worked to extinguish the fire
Belmont County prosecutors filed a formal charge against the commander of the Bellaire Salvation Army after receiving a complaint from a female worker at the center
The prosecutor’s office charged Major Louis Patrick with one count of sexual battery
the Bellaire Police Department confirmed in published reports
Those reports also state a woman contacted the police to report an incident of sexual misconduct involving Patrick on April 7
The Bellaire Police department launched an investigation and interviewed multiple individuals connected to the complaint
After the police department completed its investigation
the case was referred to the Belmont County Prosecutor’s Office
which reviewed the findings and filed a formal charge
Patrick was charged directly through the Belmont County courts
and the police department did not arrest Patrick
Published reports indicate a protection order has also been issued for the alleged victim
The Salvation Army Northeast Ohio Division reported it is aware of the situation
“The Salvation Army can confirm that Major Louis Patrick of our Bellaire
Corps Community Center has been charged with sexual battery following a complaint lodged by an adult female worker at the Community Center,” it said in a released statement
“Major Patrick has been removed from his position pending the result of his trial
The Salvation Army is doing everything we can to support the person who made these allegations and other staff and volunteers at the Bellaire Corps Community Center who this incident may impact.”

following an investigation by the Bellaire Police Department
Ohio — Major Louis Patrick of the Bellaire Salvation Army has been charged with one count of sexual battery
The investigation was initiated after a woman contacted the police to file a sexual misconduct complaint against Patrick
Several individuals were interviewed during the investigation
and the findings were forwarded to the Belmont County Prosecutor's Office for review
he was not arrested by the Bellaire Police Department
The charges were filed through the Belmont County Courts
the victim has been granted a protection order by the courts
Major Patrick has been removed from his position within the Salvation Army

spread awareness and educate about mental health for Mental Health Matters Spirit Week
The BHS Sources of Strength peer-led intervention group is promoting the observance from May 12-16
the group will educate and promote healthy habits and sources of strength that aim to improve awareness about mental health issues many teens face
The Sources of Strength mission is to use its voices to break the silence when someone is struggling and to connect them to the help they need
Members of the group chose the theme of “Stronger Together” for the week of activities because personal support and bonds are one of the keys to improving mental health
“Their goal throughout the week is to provide students and staff with meaningful and impactful activities,” she said

BRIDGEPORT — A Bridgeport man was arrested over the weekend on several charges
CLAIRSVILLE — Bellaire resident Robert Linde was ordered to spend 10-14 years in prison Monday for setting a fire in his apartment that caused extensive damage but did not result in any injuries
Linde was arrested and charged with first-degree felony aggravated arson causing substantial risk of physical harm to a person
second-degree felony aggravated arson involving an occupied structure
misdemeanor aggravated menacing and misdemeanor domestic violence
Following a two-day jury trial in Belmont Common Pleas Court
Linde was convicted on all counts except for the domestic violence charge
the situation came to the attention of law enforcement when a 911 call was received reporting smoke at 3624 Noble St.
A neighbor apparently spotted smoke coming from the house that had been partitioned to create three apartments
The neighbor reportedly responded and attempted to get people out of the structure
Flanagan said Linde and his girlfriend had been arguing for most of that day and
Linde lit a blanket on fire and the flames quickly engulfed most of their room
The girlfriend then ran to the other apartments in the building to alert people while the neighbor who saw smoke ran into the house and up the stairs to Linde’s apartment and yelled for him
Flanagan said Linde came out of the apartment
He was not spotted again until his arrest in the early evening of July 26
was reluctant to testify and did not want to pursue charges
Flanagan said the crime was “far too serious not to pursue despite what the victim requested” because of the potential “harm posed to other tenants in the building.”
Judge John Vavra cited Linde’s extensive criminal history before handing down his sentence
He said Linde has been convicted of operating a vehicle while intoxicated eight times
four convictions for driving under suspicion
carrying dangerous weapons and criminal damaging
“You have been committing crimes in this area for 36 years
according to your record,” Vavra told Linde
“You have not responded favorably to prior sanctions
“In this case … in further proof of that anti-societal conduct
you very cavalierly set fire to your residence
It was a residence in a multi-apartment building
and the other occupants of the house — she went door-to-door trying to warn them that you had started that fire so that they could escape
actual physical injuries to a person …”
Vavra said Linde did cause harm to the residence as well as psychological harm to his victim
He said Linde has displayed a pattern of alcohol abuse that began at age 14
which the judge believes is directly related to Linde’s conduct in this case
He added that Linde has shown no remorse for his actions
Although the arson charges are Linde’s first felony offenses
Vavra said his past record and evaluations that were done prior to sentencing indicate that recidivism is likely in Linde’s case
he chose to impose the most severe sentence allowed under the law in order to protect the public from further actions by Linde
While the defense sought to have the arson charges merged for a reduced overall sentence
Vavra ruled that case law and the specifics of this case indicted they should not be merged
He explained to Linde that he would serve at least 10 years in prison with the six-month jail sentence for the misdemeanor menacing charge to run concurrent with his felony sentences
He also told Linde that he could potentially have his sentence reduced by 5-15% for good behavior in prison; conversely
prison officials could opt to hold him for up to 14 years if he displays bad behavior while incarcerated
Liinde received credit for 278 days served in the Belmont County Jail and
will be required to register as an arson offender for the remainder of his life

The fire started at a house on Washington Street and spread to another house and

one woman was transported to a local hospital for treatment for smoke inhalation

The two people who escaped the blaze are now safe and well

BELLAIRE — Bellaire Village Council is considering a levy that would help keep the Bellaire Volunteer Fire Department operating and bring in more personal protective equipment
The only resolution council discussed Thursday
requests that the Belmont County auditor certify the village’s total current tax valuation and the amount of revenue that would be generated by a 2–mill levy
The levy would be intended to maintain fire apparatus
appliances and maintenance of the lines of fire alarm systems and other related costs
Solicitor Paul Stecker explained the village will send the request to the auditor
who will determine how much money the village would generate through a 2–mill levy based on its current tax valuation
When the village gets that information back
then council members will vote on another resolution asking the Belmont County Board of Elections to put the additional levy on the ballot in November
John Richards told council the details of the levy
Its purpose would be to help the village further support the fire department with spending on fire gear
personal protective equipment and to keep the department operating
“It’s just to give us more of a cushion
It’s not like we’re trying to take more money from our taxpayers
but it’s more to protect and serve and help us better do that,” Bell said
Estimates indicate the levy would generate $90,000 annually

Council also talked about a parking lot in the village where people have been getting ticketed and complaining about it
Bellaire residents have been bringing concerns to council about receiving parking tickets at a lot near Union and 32nd streets
the village didn’t enforce the paid parking
so residents got used to parking there for free
the parking lot never had free spaces available
The village changed its layout to now allow at least 25 free spaces on the side of the lot closest to Ohio 7 to help with the need for additional parking in Bellaire
and the village is waiting for a date from the mayor about when the line and number painting for each permitted parking space will take place
Richardson added the issues happened when the village didn’t appropriately notify the public
the village will provide a detailed announcement about the updates and management changes for the parking lot,” she said
Watson said the police department started enforcing parking tickets at the lot March 1
residents have been complaining they were not notified of the enforcement
Watson said council had plenty of time to put the notice out on the village’s Facebook page and to let people know
and Doyle said the police department has been doing its job
Watson then discussed his department report
stating the police department had two gun calls in March: the first
a replica gun taken from an 11–year–old child
and the second a 12–gauge shotgun taken from a 16–year–old from Indian Run Learning School
The police department is also receiving a new cruiser
with Watson saying the 2024 Dodge Durango was ordered through Statewide
Village Administrator Jay Binger told council he is waiting on bids for the Jefferson Street project
where there is a vacant lot that residents would like to see paved
Council then discussed the problem of drivers in the village continually making U–turns
Dugmore emphasized no U–turns are allowed anywhere in the village
Watson said police cruisers are always out
people do and will get pulled over and cited if caught doing a U–turn
Council also emphasized there is a burn ban right now in Ohio
This law is in place during the spring because there usually is an abundance of dry grass
weeds and leaves on the ground with low humidity at this time of year
If someone causes a fire in the village from burning
they can be criminally charged with a fine of up to $1,000 and up to 60 days in jail
The Bellaire Business Alliance Group asked the village to look into diagonal parking on Belmont Street
Richardson said the BBA wants the parking from Crescent Street in the next block north of Belmont Street and 34th and 35th streets
Richardson said she and her team went to Chadan Engineering in St
Clairsville to get an estimate of what it would cost and made calculations and design drawings for the diagonal parking and appropriate siting of Americans with Disabilities Act handicapped parking
Richardson said Olack suggested the village remove diagonal parking for 34th and 35th streets and to just do Belmont Street
Richardson wanted people to know what the quote came in at and that the village is working on it
“Because we always get this notion that we’re not working on anything,” she said
Council discussed whether the village should stick to just Belmont Street or add the others for the diagonal parking
Many members thought it was best to keep the diagonal parking limited to Belmont Street

Balog hopped on board to make everything from scratch from her family recipes
Giovanni’s Bakery is looking to have different menu items every day
such as having lasagna one day and soup another
Gianangeli plans to put a menu up at the store and on its Facebook page once it’s up and running
Tuesday through Friday and Saturday from 7 a.m
The business is closed on Sundays and Mondays
A cake decorator and cashier who puts out baked goods also work at the bakery
with pepperoni rolls that go for $2 or hard crust Italian bread that goes for $5
Gianangeli said prices vary every day depending on what the business is making
Gianangeli said the name Giovanni’s Bakery comes from the first name of his grandfather
He said Giovanni translates to John in English
Gianangeli worked in a home improvement business but was ready to get more into the bakery business after he retired
so he wanted to open his bakery business for that community
“I retired at 72 and then when my wife passed away
‘I’m sitting around the house.’ I redid my whole house
you know what I’m going to do now?’ I wanted to do something
He also wanted to keep the business in Bellaire since Unique Treats by Jacquie just closed
so happy that we kept the bakery here.”
Gianangeli is looking forward to meeting people in Bellaire and coming back to his hometown and helping people pick out food they might like

BELLAIRE – Bellaire Volunteer Fire Department officials deemed a home on Jefferson Street a total loss after a fire started on the home’s second floor and tore through the structure
One person was in the building when the fire began around 11 a.m
According to BVFD Assistant Chief Timothy Bell Jr.
The cause of the fire is still under investigation
Bell said the BVFD was in contact with the Ohio State Fire Marshal to determine the cause of the fire
Fire responders at the scene of the fire included the BVFD
the Martins Ferry Volunteer Fire Department
Neffs Emergency Medical Services and the Bellaire Police Department
The fire was completely extinguished by 1:15 p.m
Bell said the first responders conducted “some overhaul” to ensure everything was out of the building
Bell said the fire crews battled the blaze by stretching a ladder from the top of the firetruck to the second floor of the building and using a hose to extinguish the flames
Bell said the cold temperatures on Monday afternoon “most definitely” made the fire more difficult to extinguish
He said the intake valve on their firetruck
which controls the flow of water into the pump
froze and had to be thawed before it could be used

Bellaire High School’s Belmont County Student Services’s second room will transform into a health clinic for Bellaire students and community members to visit for health care needs
A new health clinic staffed with professionals is on its way to Bellaire High School and is scheduled to be finished by May
Superintendent Derrick McAfee described this facility as a stand-alone clinic that will operate inside the high school and will be run by Barnesville-based Ohio Hills Health Centers
Medical professionals will be able to do regular visits
while the community and students use it as a primary care and urgent care option
Staff will be able to draw labs and take more medical action
It will be accessible to all students K-12 and members of the community
It will be staffed with a physician assistant
medical assistant and medical receptionist
Development of the clinic is a conversation the school has been having for years
the school has been able to communicate with Ohio Hills Health Centers
which has access to a $500,000 grant from the Ohio Department of Health
The school worked with OHHC to obtain the grant
This health clinic does not replace the school nurse but rather provides an additional service to the school
If a student doesn’t feel well during the day
Students’ parents will also be notified every time one of them is seen through the clinic
he saw students have barriers to health care — sometimes as simple as not having a ride to a clinic or being able to afford a visit
The school found real structural barriers to the students receiving health care they need
so it’s looking to increase student attendance and remove health care barriers for students
The clinic is moving to the room previously occupied by Belmont County Student Services
which operated out of the high school for the past 20 years but recently moved
That opened up a lot of space in the high school
McAfee wanted to make sure there was a secure passageway into the clinic without patients having access to the entire school
the company will rework part of the foyer for the clinic to have its own entryway
McAfee emphasized that safety is paramount in everything the school does
The clinic is expected to see its first patients this month as staff operate out of a temporary space until the construction is completed
McAfee said one thing the school district learned during COVID-19 is that schools are more than just a place to come sit down and learn
McAfee described the school as “the glue.”
He said schools are moving into spaces now that are beyond the traditional role
such as providing lunch and food services that students rely on
“Us building those bridges to different services and
“By building that bridge with the community
it’s showing the community that we’re more than just a place for kids to come and learn
We are a place for the community to get involved
and we’re a place for the community to get services that they need as well.”
McAfee said the key to making the clinic a success is to publicize it and make sure people know it’s there
“You hear about something inside of a school
but this is something that can benefit the entire community.”
McAfee described the clinic as a new opportunity
making it easier for students to stay in school
or shadow professionals in a clinical setting
“It’s an awesome opportunity … ,” McAfee said

BELLAIRE — A new recreation and entertainment complex
after Bellaire received a $1.4 million grant for the project
Councilwoman Janet Richardson informed council Thursday that the Ohio Department of Natural Resources Division of Mining Resources awarded the village a $1,468,912 grant to build the recreation and entertainment complex that has been in the works for months
The Abandoned Mine Land Economic Revitalization
grant funds that the village received focus specifically on redeveloping previously mined regions and promoting economic growth
The complex at the village’s Commerce Park along Ohio 149 will include a performance stage
an eight-court tournament ready pickleball facility
parking and a walking trail that will surround the perimeter of the facility
Richardson read in her letter about the grant that the facility will provide an entertainment venue and healthy recreational facility for residents of all ages
as well as become a source for economic growth through pickleball tournaments and memberships
She added that the performance stage will allow Bellaire to have concerts and performances that will provide entertainment for residents of the village and surrounding area
Richardson thanked the whole Ohio Mid-Eastern Governments Association

Phylliss Barnhart and Finance Director Marla Krupnik for assisting with the project
“That same team effort will be needed to build this project successfully,” Richardson said
Watson shared that the police department is receiving a camera to put up in the village to help catch illegal drug activity
Watson told council the price of the best camera is $13,525 after shipping fees and will come out of the law enforcement trust for drug equipment
The camera will be mounted on a utility pole at a location Watson deems appropriate
The camera can be moved to different locations
but an extra fee would be charged to move and mount it
The camera will also have to be connected to wifi and cell service

Mike Doyle and Jerry Olack approved the ordinance
establishes permanent appropriations for Fiscal Year 2025 and declared an emergency
Council unanimously approved the ordinance
Village resident Doug Connors came with his frustrations to council that 3507 Clinton St
is “getting ridiculous” as there’s no room for cars to fit through the area because of parking problems at the end of the street
He added that ambulances and fire trucks can barely get by and said something needs to be done about it
He also said that trash is getting thrown out
across the guard rail and onto his street and down the hill there because of a couple dumps nearby
Connors has also had trouble with the post office because it wants him to move his mailbox because postal service workers cannot get through with their car
Postal Service said it is eliminating its mail route to his house
Mayor Edward Marling tried to resolve the issues and told Connors the problem will be looked at and fixed
Marling also wants everyone to know the village will no longer be taking unbagged trash from people’s garbage cans
He said if the trash is just dumped in the cans

but the Martins Ferry Purple Riders looked to be in mid-season form on Monday
putting up runs aplenty at home against the rival Bellaire Big Reds and finishing the game ahead of schedule
Martins Ferry led 10-1 going into the bottom half of the fifth
and a sacrifice fly from Eli Smith ended the game
Smith finished with three RBI by way of his game-winning sac fly and a two-run double he laced into the left field corner in the bottom of the third inning
The third was the start of the Purple Riders’ scoring spree
Colby Kropka also came through with two RBI in that inning
dumping a two-out single to shallow center
“They’re a true definition of a team,” Martins Ferry head coach Anthony Reasbeck said after the game
“Everybody kind of needs each other on this team and it shows
we’re a true team right now and it’s kind of fun to be around.”
Martins Ferry picked up the pace even more in the fourth inning

BELLAIRE — Bellaire Volunteer Fire Department will host a breakfast for the public
where attendees can connect with firefighters while enjoying a meal cooked by them
The fire department’s breakfast is from 9 a.m
Fire Chief Tim Bell said the breakfast is for anyone
Not only will attendees enjoy a meal with the firefighters
but it will help remind people that the department is still there and what it’s all about
“That gives everybody an opportunity to come in and meet the guys that are coming
and it gives them an opportunity to come in to see their local fire department,” he said
Proceeds from the breakfast will go toward replenishing what the department uses for the breakfast and to buy more items to keep it going
The firefighters at the station will be cooking the food
After this month’s breakfast fundraiser and community get-together
Bellaire VFD’s fish fry fundraisers for Lent will begin next month
Customers will be able to call ahead and order to pick up or dine in
The fish frys are the big money-maker for the fire department every year
All of the money it makes from the dinners will go back into the department for equipment and upkeep
Bell said the fish fry fundraiser is important in helping the fire department raise money
but it’s also a way for the community to come together to meet the firefighters
