Deputies of the Logan County Sheriff’s Office are investigating a two-vehicle serious injury crash that occurred Saturday evening on Township Road 200 just east of County Road 18 and a teenage passenger traveling in her 2000 Toyota Camry sustained suspected serious and minor injuries Each was transported by Bellefontaine Fire and EMS to Mary Rutan Hospital Information on the conditions of the injury victims was not immediately available McCullough was driving her car eastbound about 7:15 p.m 200 when her vehicle was stuck head on by a westbound 1996 Ford minivan that reportedly went left of center at a curved area of the road Sparks “slammed” on his brakes when he encountered stopped westbound traffic prior to the crash according to a crash statement he provided to deputies His vehicle then lost traction and traveled left of center He was cited for a left-of-center violation The injured passenger was reportedly not wearing a seat belt Damage to the vehicles was disabling and investigating an incident in which a 19-month-old female apparently drowned in a pond in the 19000 block of Paver-Barnes Road Sunday evening Union County deputies report that they were dispatched to the Paver-Barnes address at about 7:23 p.m Sunday after receiving a 911 call reporting the incident Deputies arrived on the scene approximately eight minutes following the call and began CPR medics from the Marysville Fire Department arrived continued with the CPR and transported the toddler to Memorial Hospital in Marysville where the child was pronounced dead at 9:03 p.m The child was transported to the Montgomery County Crime Lab for an autopsy and the incident remains under investigation by the both the UCSO and the Union County Coroner’s Office The name of the victim has not yet his clothing and officers observed what appeared to be a pill bottle and other bulges in his pants and a pill bottle that contained a dime-sized bag of a white substance and 15 white pills identified as Tramadol Police later confirmed the white powder tested positive for cocaine Skaggs told officers that the driver handed him the items He was given a warning for the traffic violations and released tug-of-war over the establishment of solar generating facilities in the city made its way before the Bellefontaine City Council again at Tuesday’s regular meeting as an ordinance that would approve new planning and zoning regulations regarding solar energy systems was introduced for a first reading The planning and zoning regulations regarding solar energy facilities was tabled by the council several months ago with the city’s plan to annex property on Bellefontaine’s north side for the purpose of installing a solar generating facility an ordinance must be passed to set definitions between small solar facilities and community solar facilities clear-fall zones and decommissioning plans which will then be presented to the planning commission for further study The first reading of the solar ordinance passed Tuesday by the narrowest of margins the final vote being 4-3 in favor of advancing the ordinance and Kyle Springs all voting against the measure The ordinance will be up again for its second reading at the May 13 meeting Members passed two ordinances at Tuesday’s meeting one vacating an east-west alley along West Street and the second approving the Maris Park Phase IV subdivision dedication plat which is an approximately 10-acre parcel in Jefferson Township The Maris Park subdivision ordinance was introduced at the meeting on is first reading with council waiving the three-reading rule so it may take effect immediately The emergency ordinance passed both the suspension of the three-reading rule and the adoption of the ordinance with no  further comment and by unanimous votes Up for second readings Tuesday were five ordinances — all of which will seek proposals for bids and contracts on various infrastructure projects throughout the city The five projects Passersby saw the toddler and stayed with the child until police arrived on scene about 2:34 p.m Officers were able to locate the child’s residence along Oakland Square He told officers he asked a friend to watch the child Officers noted they received the call about the child about 15 minutes prior to when Smith said he left the home Another child — an infant — was also reportedly in the home at the time of the incident The suspect was arrested and became combative slamming his head and legs against the walls of the patrol vehicle en route to the Logan County Jail A juvenile wanted for a probation violation related to a felony warrant out of Shelby County was apprehended Wednesday Bellefontaine police officers received a tip from an area law enforcement agency and located the 17-year-old male suspect operating a vehicle in the parking lot of an apartment complex along Gunntown Road As the suspect vehicle turned west out of the complex officers activated lights and sirens to initiate a traffic stop The suspect did not immediately comply and continued westbound traveling through a busy intersection before stopping in a business parking lot in the 2100 block of South Main Street The suspect was ordered out the vehicle and was arrested without further incident He was lodged in the Central Ohio Youth Center in Marysville at his residence surrounded by his daughter the son of the late Lowell Francis and Identa Romaine (Branson) Brown He was also preceded in death by his brother Robert Brown Andrea (Rodney) Wrocklage; two stepsons Ben (Cortney) Hooley and Bradley
