Family of Bellevue high grad who died in California want to find the man they believe was last seen with her
BY DEBORAH HORNE, KIRO 7 NEWS
A local 18-year-old was found unconscious after plunging from a California university dorm room
Revelations were announced by private investigators Wednesday night
Liz Hamel seemed to have the promise of a bright future when she graduated from Bellevue High School in 2024
No one has been able to find the last person with whom she was seen
that she was kind and everything,” Alain Hamel said
Hamel still struggles to talk about his daughter
The last time Liz was seen alive was on Valentine’s Day
students at the University of California Santa Barbara
Liz left with a young man her friends did not know
she had fallen several feet from a breezeway on campus
“Third-story breezeway that then landed on concrete,” explained her father
she was in cardiac arrest due to an obstructed airway and
She lived six agonizing days before she died
The man she was last seen with hasn’t been seen since
Hamel held a news conference in Santa Barbara to do what he says the police did not: release the last known photographs of the young man to be with his vibrant young daughter
“He is the last person that we know of that had contact with Liz,” he said
“And just if he has information with respect to her last moments
Hamel’s heart is broken over his daughter’s death
and he and his wife want any help they can get to find this young man
There is enough evidence for an 18-year-old Bellevue man charged with first-degree murder in connection to a January shooting death to stand trial

unlawful discharge of a firearm and unlawful possession of a firearm by a prohibited juvenile offender
Police were called to a house just west of Omaha Gross High School about 8 p.m

Bellevue Fire Department personnel continued CPR while transporting Palma to the Nebraska Medical Center

community members must have lived in Bellevue for at least a year prior to the election and be a registered voter
The deadline to file for candidacy with King County Elections for the November election is May 9
Bellevue operates under a council-manager form of government

Behind a buckling defense and just enough big-play offense, Team FSP took care of Team Heir
on Saturday in the matchup of the premier in-state club programs at Liberty High School
Team FSP now has won all four meetings in the series
and he Team FSP picked off Team Heir quarterbacks three times in posting a shutout
"I knew that was gong to be our strength was our defense," said Tracy Ford

We knew if we could keep them off the field
"I am really proud of the way our defense played as a whole."
and it was the Smith-to-Tytan-McNeal combination that led the way
They hooked up on a 46-yard pass on the second play of the game
NcNeal stretched wide in the end zone to haul in a 16-yard touchdown strike for a 7-0 Team FSP lead just 4:24 into the game
Team FSP has one of the most active defensive linemen in the state in David Schwerzel
picked off a screen pass and ran it back 75 yards to Team Heir's 10-yard line
The turnover set up Smith's nifty 10-yard touchdown pass to Jayden Martemianov

8.3Seastar Restaurant & Raw BarSeafood
Bellevue
If you need to convince someone that you have your sh*t together, take them to a dinner at Seastar. It’s the kind of upscale seafood spot that would be the perfect setting for that token classy restaurant date scene in a rom-com
It’s also a solid place for a business dinner
particularly one covered by a corporate card
and then you can’t go wrong with a fish entree (like king salmon or mahi mahi)
Just try not to laugh hysterically when you see the bill

Indian
7.9Tendon Kohaku233 106th Ave NE Bellevue
Japanese
This signature dish is drizzled in the restaurant’s dashi-heavy kohaku sauce (much thicker than traditional tempura sauce) and situated on a bed of warm fluffy rice
Save room for dessert too—the sweet potato crème brûlée is something that we now lovingly dream about eating
How to get into Tendon Kohaku.css-a52oel{min-height:auto;margin-top:var(--chakra-space-4);}.css-orc1vi{font-family:var(--chakra-fonts-standard);font-weight:400;margin:var(--chakra-space-0);padding:var(--chakra-space-0);font-size:0.9375rem;line-height:1.6;font-style:normal;margin-bottom:var(--chakra-space-6);}Really
the bottom line when it comes to getting into this tempura kingdom is to arrive at least an hour before they open for lunch or dinner
They do take reservations for more than five people
so if you have a bigger group you may just get lucky without needing to brave the line—that is
if they answer the phone amid dining room chaos
7.9Araya's PlaceThai
Bright green plants hang from every available ceiling space and a bustling kitchen churns out dishes with flavorful seitan
The creamy avocado curry is comforting and the vegetable satay is deeply marinated in yellow curry with a tangy peanut sauce for dunking
the drunken mushroom dish has four different kinds of fungi swimming in a sticky basil sauce that we can't stop thinking about
Best WokChinese
Some of the best Chinese food in the area can be found at Best Wok
Our favorite things here are the potstickers
and delicately crackly and spicy salt-and-pepper wings that are worth a drive from Seattle to seek out
the staff has been known to give out free Jell-O for dessert
8.3Broiler Bay BurgersBurgers
Broiler Bay is not the kind of burger spot where you’ll find cloth napkins
order a charbroiled double bacon cheeseburger on a sesame seed bun with onion rings and a large Oreo shake
eat it lovingly with copious amounts of fry sauce at a table with a very wobbly leg
Monsoon EastVietnamese
7.9Señor TacoMexican
Señor Taco is our favorite Mexican spot in Bellevue
and that's in part thanks to their incredible baja fish tacos
which come with practically an entire filet of crispy-puffy cod drenched in tangy chipotle crema
We're also massive fans of the al pastor and spicy barbacoa
Grab a cold bottle of beer along with those tacos or a french fry-stuffed California burrito for a pretty perfect lunch
Ramen Nori13112 NE 20th St Bellevue
Lazy lunches that happen to involve Japanese food don’t get much better than Ramen Nori
This spot specializes in both sushi and ramen
and their showing is so good that it’s hard to decide between the two
Pesto swirls and parmesan melt together to elevate a bowl of creamy tonkotsu broth
Crackly pan-seared gyoza don’t even need a sauce dunk
8.6Takai By Kashiba180 Bellevue Way NE Bellevue

8.0Dosa HouseDaeho Kalbijjim3703 150th Ave SE Bellevue
Korean
This wildly popular San Francisco Korean chain opened a Bellevue outpost and has even locals waiting on long lines at prime dinner hours
The giant $79 skillet (which could feed five people) is overflowing with tender short rib meat that falls apart like it just watched A Walk To Remember
and softened potatoes in a rich gochugaru sauce
and even better when ordered with rice cakes and a mountain of melty cheese on top that gets blowtorched tableside
8.0BurgermasterSandwich House Tres1502 145th Pl SE Bellevue
The only thing worse than showing up to a work potluck with a mystery casserole is showing up empty-handed. Instead, arrive with a box full of Japanese milk bread sandwiches from Sandwich House Tres
While these crustless triangles look almost too perfect to eat
don’t let that stop you from attempting to buy the place out

7.9K-BBQ WooblingKorean BBQ spot is perfect for a special occasion or date night that calls for lots of pork belly and slivers of kimchi pancake
The proteins arrive curled in the shape of roses and served on fancy wooden display boards

Dough Zone Dumpling House14625 NE 24th St Ste 4B Bellevue
The Eastside is where Dough Zone's dumpling reign began
and nothing warms us up much better on a chilly gray day than steamy dan dan noodles
We even love the plain broccoli dunked in seafood sauce
For those getting lunch with coworkers or who just feel like popping a dozen xiao long bao in your mouth like you’re playing a game of Hungry Hungry Hippos
Garlic CrushMediterranean
Garlic Crush is the Middle Eastern restaurant version of that best friend you can count on no matter what your mood is. If you’re feeling takeout, kabob plates travel really well. If you want something vegetarian
If you forgot snacks for your cocktail party
a large order of homemade hummus will have your back
If the weather’s nice and you line up a few outdoor tables
Supreme Dumplings14603 NE 20th St Bellevue
No matter where you stand in the Dough Zone vs. Din Tai Fung dumpling debate
Supreme Dumplings swoops in and makes you second-guess everything
Between fried rice topped with a massive pork chop and green beans stir-fried with shitakes
and enough garlic to keep the entire Cullen coven away
this Chinese spot nails all of the classics
And while we still ultimately prefer Dough Zone
Supreme has some standouts—like chewy tan tan noodles in sesame sauce and truffle xiao long bao with a perfect soup-to-meat ratio
Resonate Brewery & PizzeriaPizza
Resonate is a great morale-boosting dinner spot, and we're not just saying that because it’s a taproom filled with beer kegs. Keep this lively brewery in your back pocket for when you want big picnic tables
Order yours with fresh mozzarella and some Zoe’s meats
and dunk your crust ends in a pecorino-loaded spinach-artichoke dip
Istanbul CuisineTurkish
Right next to the Macy’s entrance at Bellevue Square Mall is a food stand that’ll save you when you can’t handle another mediocre salad from Earl’s
Istanbul Cuisine serves Turkish pide and gözleme made to-order on a griddle
and these flatbreads make for one of the best quick lunches in Bellevue
There are meat-based options like curry-rubbed chicken or ground lamb
but the spinach and feta gözleme is a standout
stuffed with lots of caramelized onions and melty mozzarella
Dip it in some minty yogurt sauce to cut through the richness

Firefighters in Bellevue's Newcastle neighborhood saved a home from going up in flames after a brush fire broke out on a steep slope
BY TOM BROCK
It’s reminder that we are on the verge of what could be a busy brush fire season
A fire spread across a steep slope behind a home in Bellevue’s Newcastle area Friday evening and ignited the back deck of the house
The fire left one person hurt with serious burns
Fire crews from the Bellevue Fire Department quickly arrived and knocked down the flames shortly after they got there
Firefighters from the Renton Regional Fire Authority also helped put the fire out
This brush fire in Newcastle burned a multi-level deck behind a home on Friday
Crews acted fast to keep the flames from spreading to the rest of the house
But the fire did significant damage to the two-level deck that overlooks Lake Washington
A brush fire in Newcastle burned a deck and injured a neighbor who tried to extinguish the flames
Firefighters say the person injured was a neighbor who they found trying to put the fire out as they arrived
Medics transported that person to a local hospital to be treated for burns

Great Neighborhoods update and Arts Commission appointment
The City Council on Tuesday honored outgoing Councilmember John Stokes with both a reception and commendation acknowledging his 14 years of service on the council
Stokes announced his retirement earlier this month
The council received an update on the Neighborhood Enhancement Program
this program gives residents the opportunity to recommend and select small city-funded capital improvements that typically would not qualify for support against larger or higher-priority projects
Funds are allocated to NEP neighborhood areas based upon the number of households in each
The program rotates through 14 neighborhood areas in the city on a seven-year cycle
12 projects were completed and an additional nine are slated for completion in 2025
residents are in the process of selecting projects for the $445,000 that is available for Bridle Trails and the $380,000 for Northwest Bellevue
the program comes to the Downtown NEP area with $975,000 and the Lake Hills area with $622,000
Details are available in the meeting materials
The council discussed the master plan for Ashwood Park
The park is located next to the Bellevue Library downtown
The community weighed in via surveys on several master plan alternatives and ultimately preferred one that features a large open lawn with amphitheater-style seating, a plaza, an off-leash dog area, playground, parking, a restroom and picnic shelter. The plan is represented as Alternative F in the meeting materials
The community also preferred keeping the name Ashwood Park
with 92% of survey respondents choosing that name.
The Parks & Community Services Board recommendations concurred with the community input
and the council agreed to continue the required steps to develop the park
Next steps include completion of environmental review prior to formal council adoption of the preferred master plan
Updates on Great Neighborhoods planning efforts
The council also received an update on progress made on the 2024-2025 Comprehensive Plan amendments to the Crossroads and Newport neighborhood area plans
These plans – part of the city’s overarching Comprehensive Plan – are an important
community-driven tool for addressing changing needs and conditions for each of the city's 16 neighborhood areas
Updates to the Crossroads and Newport plans through “Great Neighborhoods” outreach began in 2024 and will return to the council for review later this year
Staff have worked to identify core values and individual neighborhood identities
discovered priorities and conducted robust public engagement to inform the Crossroads and Newport area plans
Community input included a desire for increased access to green public spaces
more opportunities for improved walking and biking connections and a wish to see vacant or underutilized sites repurposed
Details are available in the council materials

City manager names Deputy Chief Dave Tait as interim
who has served as Bellevue’s chief since 2018
announced Friday he has accepted a position as fire chief with the City of Kalispell
His last day with the Bellevue Fire Department will be April 25
City Manager Diane Carlson also announced Deputy Chief Dave Tait as interim fire chief upon Hagen’s departure
“Jay will be very much missed in Bellevue for his engagement in the community
his continued dedication to the high quality of our fire service and his commitment to innovation and collaboration in supporting the best solutions for the Bellevue community
including our Bellevue Fire CARES team and the Community Crisis Assistance Team
which is a cooperative program with Bellevue Police,” said Carlson
“I am thankful we have such impressive bench strength in the department as well
which makes me confident to name Dave as our interim fire chief
I know he will serve the Bellevue Fire staff and the Bellevue community with professionalism
Deputy Chief Tait has been with the department for 28 years
battalion chief and deputy chief for the bureau of operations since 2023
He is a University of Washington graduate and has a master’s degree from Arizona State University in public safety leadership and executive fire administration
He is also heavily involved in public safety training
serving as an instructor for a variety of emergency medical and community response courses

he was successful in implementing enhanced public safety measures
creating a Data and Systems division within the fire department to move the needle on data-informed decisions and spearheading the creation of the Bellevue Fire Foundation
“During my almost 7-year tenure in Bellevue
I really appreciated hearing from the community about how much they value the department members and their work,” said Hagen
“I am so proud of the team at Bellevue Fire and what we were able to accomplish together
the support from the council and the unmatched dedication of the staff made this a very special and rewarding time for me
I will sincerely miss the team at Bellevue Fire
but I know they will continue to meet and exceed the expectations of the community.”

The Bellevue Planning Commission made a final recommendation last week on a draft middle housing code
taking an initial proposal to allow additional types of housing across Bellevue’s neighborhoods and scaling things back in some significant ways
The recommendation now heads to the Bellevue City Council
and it will likely have a big impact on final deliberations over the code
ahead of a deadline for adoption later this spring
The middle housing code update was prompted by the passage of several major housing bills approved at the state legislature in recent years, including House Bill 1110
which requires cities like Bellevue to allow for the construction of at least four housing units on all residential lots and at least six units close to light rail and RapidRide bus stops
A proposal from Bellevue City staff presented to the commission earlier this year would have gone much further than the new state-mandated baseline
a move that was applauded by many housing advocates on the Eastside
That staff recommendation would have allowed nine units by-right on all lots within a half-mile of light rail and RapidRide stops
The staff proposal would also have allowed nineplexes within a quarter-mile of other frequent buses
as well as throughout the city’s regional
and neighborhood centers — areas with existing commercial amenities within walking distance
In March, ahead of the formal public hearing on the plan, the commission took the idea of allowing nine units in any lower-density zones off the table, scaling back to six units
dropping both neighborhood centers and frequent bus lines — other than RapidRide — from the areas where sixplexes would be allowed
They did vote to maintain the half-mile distance for allowing sixplexes around light rail and RapidRide stops
along the larger countywide centers that include Factoria
The idea of going beyond the state-required baseline has received some pushback within Bellevue
But in a strong contrast with the commission’s public hearing on the proposal in early April
last week’s meeting saw a majority of public comments in favor
“Bellevue’s growth needs to be managed in a way that fosters a diverse community and allows for those who work here to live here long-term
and going beyond the state minimum for middle housing is an important piece in achieving that,” Bellevue renter Liz Boggs said
“I want to see Bellevue become a leader in transit
because they are steps toward a better Bellevue.”
“Building middle housing increases housing supply while preserving and enhancing the family-oriented character of neighborhoods. Even without building Manhattan-style skyscrapers, we can increase the number of housing units greatly in our city,” Ariel Davis said, expanding on his letter
“This means more families will be able to live here
middle class families will continue to leave our city
and school enrollment will continue to drop.”
planning commissioners voiced concerns around the lack of amenities in place around the existing neighborhood centers — something that likely won’t change without more residents living nearby and the increased activity they bring
“I just feel like the neighborhood centers are too small and the frequent transit is too uncertain for me to feel like pushing that amount of density is is the responsible thing to do
given infrastructure requirements,” Commission Chair Craighton Goeppele said
Commissioner Jonny Lu also stood by the choice to include the larger countywide centers but drop the neighborhood centers
“The neighborhood centers are a little bit more scattered
That’s a tough spot to call a neighborhood center.”
but numerous commissioners didn’t see frequent transit service as something to base a decision to allow additional density on
“I think hearing from some neighborhoods that they are really struggling with transit services — and I took [the] bus a lot,” Commissioner Negin Khanloo said
“I’m just struggling that nine months
for the minority of the group of people who are not capable of walking and all of those
it’s gonna go be a big struggle.”
who was appointed earlier this month to fill the vacancy on the Bellevue City Council that will be left by the resignation of Councilmember John Stokes in early May
was on the fence when it came to these decisions around where to allow sixplexes
Bhargava voted against the recommendation to scale back the transit corridor rezones
but ultimately sided with the majority of the commission to scale back around neighborhood centers
But he will get a second bite at the apple when he votes on the final proposal later this spring
“This is a large-scale densification of Bellevue
however we apply it and however we do the magic of making sure that it’s very thoughtful,” Bhargava said
voicing concerns about the city’s ability to provide infrastructure along with development
But those concerns seemed to be assuaged somewhat after City staff explained that development won’t occur where developers aren’t able to provide utility upgrades — a fact that will act as a natural limiter on development
The commission did vote to allow all nine of the proposed types of middle housing throughout Bellevue’s neighborhoods
though some of those types will be restricted by the number of units that are allowed on the lot
Cities only have to allow six of the nine total types — cottage housing
and stacked flats — but the commission wanted to allow the flexibility for developers to make middle housing work in Bellevue’s residential zones
In the face of charged emotions from Bellevue residents pushing for the commission to take any steps beyond the state minimum off the table
one commissioner tempered expectations around the middle housing changes
which will likely only result in modest changes across Bellevue’s lower density neighborhoods
“I sense there’s a lot of fears about growth
and these fears are very vocal and have been in the last couple meetings,” Commissioner Andres Villaveces said
“And I think there might be a disconnect between what we’re imagining this will be and what it could be in reality
we talked about McMansions and flattening houses to build giant houses
there was somebody talking about building a monstrosity next door
I just want to highlight this is what’s happening now
they’re not really going to change that much.”
But even as middle housing changes likely won’t have a big impact on the size of the houses popping up across Bellevue
they would start to make a dent in the city’s affordability crisis by allowing types of homes that have long been banned
The question now is whether the Bellevue City Council is on board with the modest proposal recommended by the planning commission

the council considered an ordinance to set mandatory minimum sentences for individuals who have repeat offenses for certain public disorder crimes that make up most of Bellevue’s overall reported crimes
The crimes considered for the ordinance included shoplifting and theft from a motor vehicle (car prowls)

Theft crimes make up five of the top six types of reported crimes in the city
though certain crimes including shoplifting are seeing increases
The proposed ordinance would target adults over 18 years old who have been convicted of shoplifting or vehicle prowling and have two or more convictions of the same public disorder crime in Washington state in the past two years
The proposed mandatory minimum sentence for these offenders would be 30 days

The city is conducting a Curb Pricing Study that will explore the feasibility of charging for on-street parking in the Bellevue's urban core (downtown
detailed cost analysis and stakeholder feedback to help inform the next steps
The Curb Pricing Study is identified as a high-priority
near-term action within the city's Curb Management Plan
Pricing curb space has been proven to effectively manage demand and increase access to on-street parking and loading zones for businesses and customers
National best practices seek to price the curb so there are about one or two spaces available per block at any given time
allowing people to find parking more easily
Bellevue does not charge for on-street parking or curbside loading
Curb utilization data collected between 2022 and 2024 shows very high demand for on-street parking spaces
Full street parking can cause people driving to circle the block multiple times
resulting in increased congestion and emissions
It also causes parking for commercial uses to spill into residential neighborhoods and delivery drivers to double park in the travel lane.
Although individual drivers may wish to have free parking
charging for curb space will allow for easier
restaurants and other businesses in the Urban Core. It will also allow the city to better manage this important resource
The City Council adopted the Curb Management Plan in July 2023
The plan provides a long-range vision for better managing curbside areas - borders between streets and sidewalks - in Bellevue's densest neighborhoods
the project team worked with stakeholders and parking experts to develop best practice recommendations
A supply-and-demand philosophy was developed for curb usage
with pricing concepts recommended for future consideration
Launching a paid parking study was seen as a near-term priority in the curb management plan

The Curb Pricing Study began in late 2024 and is expected to run throughout 2025
The Transportation Commission will work to provide a final recommendation to council on whether to implement curb pricing in the fall of 2025
The Transportation Commission will also provide recommendations on the approach to pricing.
The Transportation Commission will be reviewing study findings and informing next steps during upcoming meetings
Members of the public are invited to attend and provide feedback
on-street parking areas have been overwhelmed with demand
oftentimes being completely full on most blocks in Downtown
loading and other related curb uses will help manage this demand
allowing for more frequent curbside parking availability
The project team is reviewing existing data
such as average parking rates for off-street areas in Downtown and BelRed
Any curb pricing system will be performance-based
with prices adjusting on a regular basis.
curb usage exists in a supply-and-demand framework
There is a limited amount of curb space which must be managed based on demand
A performance-based system will review curb occupancy data on a regular basis and adjust prices higher or lower based on utilization
if a block is shown to be mostly empty during a study period
The goal would be to establish prices that allow for at least one or two open curbside parking spaces on any given block
The frequency of price changes will be determined during the study
Seattle currently updates parking prices several times per year
while other cities like Denver aim to update prices annually
Circling for parking or curb access is a frustrating experience
Adding pricing will help increase curb access so it is easier to find at least one or two open parking spaces on a block at any given time. Space for delivery drivers will also be more readily available
reducing double parking that blocks the travel lanes
funds may be used to increase enforcement resources and advance other priority initiatives identified in the CMP
Enforcement would focus both on parking violations as well as other traffic safety issues
travel lane blockages and bike lane blockages
Details on hardware equipment and payment applications will be explored during the study
Many cities use a combination of pay stations and mobile payment services today.
