Bernalillo County – Property owners can once again visit satellite offices to file a protest or appeal of their yearly Notice of Value (NOV) from the Office of the Bernalillo County Assessor
two satellite locations will operate to allow property owners to file an appeal—officially known as a protest—of their assessed property value

This period is also the time to verify the accuracy of the information on the NOV

the large-scale Operation Route 66 led to the arrest and detention of a 16-year-old from Arizona found in possession of more than 25,000 fentanyl pills
Agents from the Bernalillo County District Attorney’s Office and BCSO Deputies apprehended the teen and Luis Flores after a car chase initiated late last week
the teen allegedly fled on foot with a backpack full of fentanyl before being caught
a juvenile court judge ruled that the teen will remain in custody throughout the judicial process
He is currently held at a juvenile detention facility in Albuquerque
Operation Route 66 is a joint effort involving the Bernalillo County District Attorney’s Office
agents from the Bernalillo County District Attorney’s Office and Bernalillo County Sheriff’s Deputies arrested Reva Armijo in a stolen vehicle
A subsequent investigation led to the discovery of a significant quantity of drugs
Armijo faces charges of Receiving or Transferring a Stolen Motor Vehicle

Overbay pleaded guilty to second-degree murder and will remain in custody until he turns 21
He was 12 years old when he drove the vehicle that intentionally struck and killed Habermehl
officers from the Albuquerque Police Department responded to a fatal pedestrian crash at Moon and Aspen in NE Albuquerque
officers recovered social media posts showing three juveniles— 13-year-old Johnathan Overbay
and 16-year-old William Garcia (Garcia was 15 at the time of the incident)—in what police identified as a stolen vehicle
Police believe the 11-year-old was holding a firearm in the passenger seat
while Overbay was driving and Garcia recorded the incident
Investigators believe the group deliberately struck Scott Habermehl as he rode his bicycle to work at Sandia Labs
Hayes and Garcia have yet to be sentences for their roles

Withrow’s sentencing will occur at a later date
Tristan Salais was convicted of Second Degree Murder and Shooting at or from a Motor Vehicle for the December 2022 death of 50-year-old Jessie Lovato near Montano and Rio Grande
Lovato was found deceased in his vehicle after it crashed into a wall on his way to work; first responders discovered he had been shot in the neck
Salais initially claimed to be a witness but fled the scene
Surveillance video and social media evidence later connected him to the murder
a judge ordered that a 17-year-old boy accused of fatally shooting Richard Powell will remain in custody
Police believe the teen and his mother were both involved in the crime
Investigators say the pair shot Powell multiple times last week as he tried to prevent them from entering his girlfriend’s apartment in southeast Albuquerque
The teen is currently on parole for a separate out-of-state offense
The Bernalillo County District Attorney’s Office is reviewing the case to determine whether to charge him as an adult
a judge ordered a 17-year-old boy to remain in custody after prosecutors charged him with the shooting death of Jose Gonzales
Investigators say the teen shot Gonzales in the head while Gonzales was driving near Eubank and Copper on September 15

a judge sentenced Cruz Medina—16 at the time of the shooting—to 24 years in prison
also 16 and the shooter who killed Gonzales
who was 18 and recorded the crime on his phone
guilty of three counts of Second-Degree Murder for a deadly shooting that took place in August 2023
Prosecutors say Clark shot and killed Jonathan McGaughy and Genea Oliver while sitting in a car with them in the parking lot of an apartment complex near Zuni and Wyoming
Clark fled the scene and climbed onto the roof of a nearby building
where officers later found and arrested him

"K9 Diesel is an asset to all the officers of the Bernalillo Police Department and any other agency requesting his assistance

That is the question at the center of a battle in Bernalillo County government right now.

The problem with that is there is a Bernalillo County code that says former county elected officials
cannot be hired by the county for at least a year after leaving office.
“She has accepted this position with the treasure that she is not allowed to accept,” said Olivas.

But she cannot accept payment for it,” Olivas said.
But Eichenberg says state statute overrules county codes
and points to a recent opinion from state Attorney General Raúl Torrez that says:
“Elected county officers have the exclusive statutory authority to hire and supervise deputies and other employees of their office.”

Why throw away someone’s experience and background
like Linda Stover,” said Eichenberg.
Eichenberg filed a lawsuit in district court for a judge to rule on the manner.
“It’s about applying this fairly and evenly,” Olivas said.
“How do you and why would you not allow an elected official to continue to serve?” said Eichenberg.
Next Friday there is a code of conduct review board meeting
the board is expected to take action on this hiring controversy.
Eichenberg and Stover say they have not been contacted by the board’s investigator
“Treasurer Eichenberg and Linda Stover believe they are above the law and are using a lawsuit filled with hyperbole and misinformation to avoid the real problem of a revolving door in the treasurer’s office
They believe that ethical conduct is optional for them

Bernalillo County – BernCo residents will gain more flexibility to build secondary dwelling units
or “casitas,” on their properties following an amendment to the zoning code approved unanimously Tuesday night by the Board of County Commissioners
The result is that more housing options will be readily available to more county residents
“This amendment a win-win for our community and property owners,” says Commission Chair Eric Olivas
keeping families together and is one more step in the right direction to address the cost and availability of housing.”
The amendment is in response to numerous constituent requests to build secondary dwelling units on smaller lots than prescribed by the Zoning Code
Tuesday’s decision added greater flexibility to the ordinance for all properties
including those that do not currently meet minimum lot size requirements
properties that meet minimum lot size requirements can build casitas permissively when previously
those properties that do not meet the minimum lot size requirement now may apply to build a casita through a zoning hearing process
“This update is part of the county’s comprehensive approach to providing thoughtful solutions to housing needs in the region,” says Planning & Development Services Director Nicholas Hamm
“Changes like this empower individual residents to utilize their properties to provide quality housing for themselves and their families
Planning & Development Services looks forward to working with property owners to help navigate this now streamlined and more widely available process.”
The update comes three years after the county approved a similar change to the Comprehensive Zoning Code to conditionally allow secondary dwelling units if they met criteria such as housing type
setbacks (the distance between the dwelling and property line) and all applicable building requirements
A-2 (rural agricultural zones) and R-1 (single-family residential) zoning
a secondary unit generally must be at least 10 feet from any other dwelling on the lot and must also meet maximum distance requirements from the primary dwelling depending on the size of the lot
The secondary unit cannot exceed 1,000 square feet or 50% of the size of the primary unit
Other county requirements may also be applicable
the secondary unit must be a conventionally built or modular home built to code on a permanent foundation that is “designed to be architecturally harmonious with the primary dwelling.”

Bernalillo County – A Bernalillo County Metropolitan Detention Center (MDC) corrections officer is being recognized for his bravery during an attack on an inmate inside a courtroom Friday
MDC Transport Officer Steven Jackson was escorting Inmate Alexander Segura Ortiz Friday morning for a hearing in front of Second Judicial District Court Judge Cindy Leos when a man in the gallery jumped over a railing and attacked Segura Ortiz
calling a code requesting officer assistance and positioning himself between the attacker and Segura Ortiz
in an attempt to protect the inmate from blows to his head and body
several other men and women rushed toward Officer Jackson and Inmate Segura Ortiz
continuing to attack the inmate and each other
Officer Jackson relied on his training and non-lethal weapons
Officer Jackson used the taser’s drive-stun function to separate the attackers and move the inmate to safety
Officer Jackson maintained his composure under pressure
His heroic efforts went above and beyond,” said MDC Warden Kai Smith
“We are grateful Officer Jackson was able to take control of this vicious attack
and everyone in the courtroom from serious injury.”
Officer Jackson suffered minor injuries in the attack
He has been a corrections officer at MDC since May 2007 and has served on the MDC Transport Unit for approximately two years
Segura Ortiz was taken to UNM Hospital for evaluation and was released later Friday
The Bernalillo County Sheriff’s Office (BCSO) responded to the assault and two men were placed under arrest

Bernalillo County – After nearly seven years at the helm
Bernalillo County Fire Rescue (BCFR) Chief Greg Perez has announced plans to depart from his role as head of the department
Perez will remain with Bernalillo County in his role as deputy county manager of the Public Safety Division
“I am deeply grateful for the opportunity to have served for so many years
I believe it’s the right time to step aside and make way for new leadership,” says Chief Greg Perez
“Although I am transitioning from this role
and I look forward to continuing my service as part of Team BernCo.”
Perez’s fire service career began in 1998 as a volunteer firefighter for the Village of Los Ranchos
When BCFR assumed control of the Los Ranchos Fire Department in 2009
he was appointed battalion commander for the county
he steadily rose through the ranks and was named fire chief in 2018
Perez spearheaded significant growth within BCFR by increasing fleet and adding personnel to more than 300 members
Under his leadership two new fire stations were also added
the Public Safety Training Academy was opened
and funding was secured for the relocation of station 36
which is expected to break ground this spring
Perez also prioritized mental health by providing critical resources to members in need of support
Perez will continue to serve as acting fire chief until a replacement is selected through a nationwide search
“Chief Perez’s dedication and commitment to fire and rescue will leave a lasting impact on the county and the community,” says County Manager Cindy Chavez
“We will now look nationwide to ensure that we find the best candidate to build upon the strong foundation he leaves behind

Bernalillo County – Bernalillo County is joining with Altamont Little League in celebrating new upgrades to its junior field as well as the start of the 2025 season
The improvements include a newly extended junior field
and new 20-foot outfield fence; these enhancements create a safer and more enjoyable playing environment for young athletes.

This initiative will feature a striking new metal “billboard” designed by artists Eric J
which will be a prominent feature atop the center’s new event stage
The 40-foot art installation will use metal cutouts to display iconic local imagery
such as the acequias that nourish the valley’s farmland

Jeffery Hammerel admitted to working with attorney Thomas Clear III and his paralegal
in a scheme to get DWI cases dismissed by not showing up to court
“The Bernalillo County Sheriff’s Office holds its deputies to the highest ethical and professional standards
Any violation of the public’s trust will not be tolerated,” BCSO Sheriff John Allen said
“While this matter is now in the hands of the federal justice system
we remain committed to transparency and accountability.”
This comes as BCSO Undersheriff Johann Jareno resigned Monday over the DWI scandal
He’s now on the Bernalillo County District Attorney’s Brady-Gigilo list
specifying officers not considered credible in court
Sheriff Allen said an FBI inquiry implicated Jareno in the DWI scheme involving local law enforcement
Hammerel’s guilty plea is the sixth in the “DWI Deception” scandal so far
