their house without wearing wading boots Mechanical pumps installed by Polk County have transformed the temporary lake that formed along Oakmont Lane But the questions and frustrations remain for the area’s residents two of whom saw water infiltrate their homes in the aftermath of Hurricane Milton last month Several homeowners from Oakmont Lane spoke last week at a Polk County Commission meeting using their allotted three minutes to remind the elected officials about their plight When the Boyettes took their turn at the lectern Danny only managed to recite their address before his emotions prevented him from speaking further describing the couple’s plight to the commissioners our memories and the very foundation that we built our lives upon,” she said our house stood submerged in standing water Polk County’s Department of Roads and Drainage installed pumps at Lake Seward on Oct. 24 allowing access to homes on Oakmont Lane that had been blocked by standing water for well over a week Though County Commissioner Neil Combee expressed empathy County Commission Chairman Bill Braswell emphasized that the panel would not discuss possible long-term solutions for the flooding in the Lake Seward area at the meeting Oakmont Lane runs along the east side of a roughly 1,500-foot-wide depression less than half a mile north of County Road 540A that remains dry much of the year but often fills with water during the rainy season the water had risen above normal levels by early September dumped as much as 18 inches of rain in some areas and the bowl beside Oakmont Lane overflowed Water covered Oakmont Lane to waist level at the north end including the one the Boyettes have owned since 2015 Residents estimated the depth of the water at 23 feet in Lake Seward and flooding covered all but the peaked roof of a 25-foot-tall barn at the north end of the cavity on property owned by Jarrod Smith coordinating with the Southwest Florida Water Management District installed a pump on the northwest side of Lake Seward and connected 3,000 feet of rubber pipes County staff placed additional temporary pipes to funnel the water into the existing stormwater system sending it to county-managed pond north of Clubhouse Road near Elizabeth Place the water could flow through a control structure northward into Banana Lake and eventually drain under U.S the temporary system was removing about 2,500 gallons of water per minute Danny and Tracy Boyette were living in a 30-foot Mallard recreational vehicle in a neighbor’s front yard using a gas-powered generator to power their temporary home An electrician arrived last week to create a dedicated hookup at their home allowing them to move the RV onto their property a rental dumpster sat in the Boyettes’ front yard A pair of portable toilets stood in the front yard of their neighbors whose septic system had been disabled by the flooding In the first two weeks after the hurricane Tracy Boyette had donned waders and towed a kayak by a rope to escort journalists around Oakmont Lane Water stood about four inches deep inside her 2,300-square-foot house but the carpeting in the house remained soggy where greenish-black mold covered an interior wall Boyette had painted a circle around a small depression that had formed near an oak tree said that a representative from FEMA visited Oakmont Lane last month but the federal agency has not provided any help not even paying for the recreational vehicle She and her husband are paying $1,600 a month to rent the RV and were spending about $40 a day on gas for the generator “The financial burden is overwhelming,” Boyette told the county commissioners and the cost of repairs is more than we can manage alone.” She added: “We've already begun the process of a cleanup but restoring our home will require professionals and resources the Red Cross and our local county officials we have been met with silence or empty promises.” Other residents of Oakmont Lane spoke at the commission meeting who lives at the north end of the dead-end road described herself as “a little upset today” because her husband “He has his third bacterial (infection) and they're testing for E which they probably said came from the water that's in front of our home,” Sawtelle said so it's not easy to get him in and out of the home.” told commissioners that an emergency services crew tried to reach her home on Oct 22 but could not drive through the deep water covering the road Combee cited weather records indicating that Florida had not received so much rain in one day since the 1930s period when the area was less populated The depression is a “closed basin,” meaning it lacks a what hydrologists call a discharge outlet an engineering firm reported that water in the Lake Seward floodplain rose the previous year to its highest level in 35 to 40 years Polk County’s Division of Natural Resources and Drainage hired the firm to conduct a feasibility study in response to the flooding Based on the historical photos and interviews with residents the study found that the Lake Seward area was a popular swimming site in the 1950s a six-inch drainage in the southernmost of three lobes served as a flood-relief mechanism Water levels declined because of withdrawals for phosphate mining about two miles south of Lake Seward several homes along Lake Seward were set below the 100-year flood elevation The flooding of 1995 prompted Polk County to consider long-term solutions for Lake Seward including the purchase and removal of some houses installation of an emergency pump and 5,600 feet of pipe for sending water north to Banana Lake and the drilling an 18-inch drainage well into the Floridan Aquifer 'We can't be forgotten': Lake Bonny residents continue push for more answers about flooding Advantages and disadvantages were listed for each alternative One of the proposed alternatives was to take no action Under “disadvantages,” the firm wrote that property owners could argue that the county failed to provide reasonable flood protection it is readily apparent that none of the options provides a complete win-win situation for all parties,” the consultants wrote The report recommended the long-term monitoring of water levels on Lake Seward nearby surface waters and the Floridan Aquifer an advisory workshop and a moratorium on new construction within the Lake Seward floodplain The construction dates for houses on Oakmont Lane generally range from the 1970s to the 1990s with at least two built since the report came out including a home set behind the Boyettes’ built in 2019 the county’s director of roads and drainage offered additional perspective on the area’s history Lake Seward used to be bordered to the west by citrus groves and the withdrawal of water for those operations brought down the water table Those groves have been replaced by housing developments the El Niño events of the 1990s and the hurricanes of 2004 showed that the area still had the potential for flooding Polk County used FEMA money to buy and demolish some houses though at least two homeowners declined the buyout offers and remained The county conducted another study after 2004 and considered alternatives for reducing the flood risk Options included installing a permanent pump station establishing a temporary pumping system to Banana Lake and creating more water storage to lower the levels Lake Seward is of one of several closed basins in Polk County and the county maintains pump stations at some of them He mentioned Lake Deeson in North Lakeland Grassy Lake in the Winter Haven area and Lake Belle in Lake Wales so it kind of was on our unfunded list,” Jarvis said of Lake Seward There was a couple of incidents that occurred that brought the water up And so it's pretty much been pretty quiet out there until this most recent event.” Jarvis said he has had conversations with his staff about Lake Seward but the county has made no decisions on possible Weirsdale woman was arrested on drug charges when an officer found her asleep behind the wheel with a pink bag full of narcotics An officer observed a silver Jeep parked in the Fruitland Park Plaza with the driver appearing to be slumped over around 12:47 a.m according to an arrest report from the Fruitland Park Police Department The officer approached the vehicle and saw Boyette slumped over She had her phone in her lap and a baggie containing a clear crystal-like substance clutched in her right hand Based on his training and professional experience the officer believed this to be methamphetamine The officer then woke Boyette who immediately became visibly nervous He told her to hand over the suspected methamphetamine at which point she quickly put the baggie in a pink zipper bag and acted like she did not have it He ordered her to turn the vehicle off and get out She was therefore assisted out of the vehicle and detained in handcuffs A probable cause search of the vehicle ensued the officer found three baggies of suspected methamphetamine several baggies with narcotic residue and several items of narcotic paraphernalia Also within the vehicle was a pink lunchbox with an image of a cat containing several more items of narcotic paraphernalia the substances were all tested and came back positive for methamphetamine Boyette was charged with possession of marijuana
