Representatives of local and state agencies took a tour of problematic sites on Hatteras Island’s shorelines on Thursday as part of the two-day N.C. Coastal Resources Commission (CRC) meeting
Roughly 30 meeting attendees were guided through the history of northern Buxton and Rodanthe
with a spotlight on recent erosion-driven issues and the possible solutions that are being considered
Members of the Buxton Civic Association (BCA) joined the group at Old Lighthouse Beach in Buxton
where National Parks of Eastern North Carolina Superintendent David Hallac explained the significance of the site
Hallac was invited by the CRC to lead the tour
as he had given several similar presentations to the Commission in the past year
“I call Buxton the heart of the National Seashore because this is geographically the tip of Cape Hatteras
and behind you is the tallest lighthouse in the United States,” said Hallac
“So this is an iconic place that is special to all Americans.”
While Old Lighthouse Beach looked pristine on the sunny Thursday afternoon tour
remnants of recent problems and current challenges remained on the shoreline
A small section of beach is still closed to the public at the end of Old Lighthouse Road due to buried petroleum from a former military base that was revealed after two offshore hurricanes in September 2023. Although the U.S. Army Corps of Engineers conducted an impressive remediation project at the end of 2024
reopening the adjacent Old Lighthouse Beach
studies are ongoing to identify any petroleum-contaminated soils that may remain on the shoreline
The other noticeable chink in the landscape is the remnants of the Buxton jetties
although solutions are aggressively being pursued to repair these structures in the near future
The Buxton jetties were built by the Navy in the late 1960s
but maintenance of the jetties ceased after the Cape Hatteras Lighthouse was moved 2,900 feet inland in 1999
As BCA Board Member and professional surfer Brett Barley explained
leaving the jetties to deteriorate resulted in accelerated erosion in the immediate area
all the way to where you see the last piece sticking out [in the ocean],” said Barley
“But the steel has been degrading at a rapid rate
and the whole stretch is reaching a point where it’s all falling apart.”
As massive holes form in the jetties just under the water’s surface
Spencer Rogers, Co-Vice Chair of the N.C. Coastal Resources Advisory Council and a 40-year coastal erosion and construction specialist for North Carolina Sea Grant
agreed that intact jetties helped protect the neighboring shoreline
the jetties are the primary reason why the old Lighthouse site in Buxton and N.C
Highway 12 is probably still here,” said Rogers
“We have our water and we have our electricity in Buxton
and they aren’t going to survive if they’re in the ocean,” said island native and Lighthouse View Motel owner John Hooper
“We need to do something about protecting the beach.”
There is good news on two fronts when it comes to expanding the Buxton shoreline and protecting it from further erosion
which was also explained on the Buxton tour
a maintenance beach nourishment project is planned for Buxton
which will add two million cubic yards of sand to approximately 2.9 miles of northern Buxton shoreline
A new effort has also been launched to repair the three Buxton jetties
and hopefully before the beach nourishment project is in full swing
so that the widened shoreline can be better protected
For decades, it has been the policy of North Carolina, as outlined in the Coastal Area Management Act (CAMA)
to ban hardened structures along the state’s shorelines
but there have been some adjustments or variances to these rules
exceptions have been made to protect historic and immovable structures or important waterways needed for navigation
if there is an existing grandfathered-in jetty or other hardened structure
If there’s less than 50% of the original structure remaining
it’s considered a total rebuild or replacement
Previous studies found that less than 50% of the Buxton jetties remained
they could not be repaired under the existing law
But at the March Board of Commissioners (BOC) meeting
County Manager Bobby Outten announced that Coastal Science & Engineering (CSE) – the same organization that performs the county’s beach nourishment projects – found a way to push the jetties past that 50% threshold
when conducting a study of what percentage of the jetties remained
CSE was asked to include the portion of the jetties that were underwater or buried in the sand in their estimations
“There’s more groin under the sand that you can’t see
and it’s much more than what you can see above the sand
which is why we’re confident we will meet the 50% rule,” said Outten
permits and permission will be needed from the Coastal Resources Commission
the parties involved are optimistic that this permission to move forward will be granted
“They recognize that pressure that we’re under
and we told them that we want to do this work at the same time [as the 2026 nourishment project] while everybody’s mobilized
“It usually takes two to three years to go through that process
and we’re trying to do it in less than a year.”
“I think it’s going to come down to what’s there now
and what the county strategy is,” said Tancred Miller
Division of Coastal Management and is one of the decision makers when it comes to permitting the jetty repairs under the 50% rule
“But we are going to do everything we can to help make this possible.”

Buxton is red-hot at the plate, batting .309 with five homers, five steals, and a .568 slugging percentage in his last 20 games. His seventh home run of the season gave the Twins an early 1-0 lead against Garrett Grochet and the Red Sox, as they look to build off their win from Saturday.

Buxton leaves teammates in awe with breathtaking game-ending catchApril 23rd
MINNEAPOLIS -- A comfortable lead had become very uncomfortable for the Twins on Tuesday night. A nice, feel-good win was threatening to become yet another gut-punch loss. And then in 4.4 seconds, Byron Buxton restored all of the good vibes
Buxton’s sensational diving catch on Andrew Benintendi’s line drive to deep right-center secured a 4-2 Twins victory against the White Sox
who has made a career of spectacular moments
according to no less of an authority than Buxton himself
The catch stymied a dangerous Chicago rally
preventing the tying runs from scoring and the go-ahead run from getting into scoring position
It let Jhoan Duran off the hook for what would’ve been a very painful blown save
and ended a three-game Twins losing streak
who tossed six very effective innings and made a point to seek out Buxton in the clubhouse for a hug
“I don't think I’ve ended a game with a catch like [that]
especially with everything that's going on
trying to get things to fall for us,” Buxton said
“To be able to have something fall our way
Lenyn Sosa opened the ninth against Duran with an infield single
and a very real sense of unease settled on Target Field
and Nick Maton drove in a run with a groundout
Benintendi sent a hard liner to right-center
Buxton celebrated with right fielder DaShawn Keirsey Jr.
who had the best view of the play of anyone
after watching the catch on a live monitor
I see him and he just jumps in the air and it’s like slow motion
It was one of the most incredible catches I’ve ever seen.”
Perhaps the greatest tribute to Buxton is that no one on the other side was all that surprised that he made the play
I knew he was going to catch it,” Benintendi said

At some point Buxton had to change from go-get-it mode to actually-catch-it mode
he had to assess how much room he had before he hit the wall
He put all the pieces together and added another jaw-dropping play to his lengthy legacy
“I knew off the jump I had to get on my horses,” he said
“The biggest thing is making sure I had a good line to the ball because the ball didn't get up too high for me to run up under it
Being able to [have] the right instincts and make the first step was a big key to that.”
with Buxton turning nervous anxiety into pure joy
“I saw the ball and saw it turning to the right-center field,” Duran said
‘Oh my goodness.’ He’s really fast and he made that catch
'It's special': Buxton joins exclusive club with 100th career stolen baseMay 1st
CLEVELAND -- Byron Buxton joined an exclusive club on Wednesday night
and it’s not just the numbers that make it special
Buxton stole the 100th base of his career in the 4-2 loss to the Guardians
making him the eighth player in Minnesota Twins history to reach that milestone
he became the third player since the franchise moved to the Twin Cities to reach both 100 steals and 100 homers
Buxton joined Kirby Puckett and Torii Hunter
They are unquestionably the three greatest center fielders in Minnesota history
combining for 25 Opening Day starts at the position
He and Hunter are both in the Twins Hall of Fame
and Buxton is very likely to join them one day
“Being in a group with those two top center fielders that put on this uniform that played in the position that I’m playing … it’s special,” Buxton said
He’s one of 26 active Major Leaguers to have reached the 100/100 mark
exciting player and he can do so many things on the field,” said manager Rocco Baldelli
“There’s only so many guys that have the ability to contribute in those different ways
but he’s also going to accomplish even further things related to this

The only other players to do that with the Twins were two other All-Star center fielders: Kirby Puckett and Torii Hunter.
CLEVELAND – Byron Buxton has hit 139 home runs in his career, 15th-most in Twins history. With his sixth-inning steal of second base Wednesday, he now has 100 stolen bases in his career, which ranks eighth in Twins history.
But triple digits in both categories? That’s only been done three times, each by a center fielder.
“Just being in a group with those two top center fielders that put on this uniform — it’s special,” Buxton said after joining Kirby Puckett (207 homers, 134 steals) and Torii Hunter (214 and 128) in that elite club. “It’s hard to put into words. I’m blessed.”
Buxton even owns a distinction that Puckett and Hunter cannot claim: The highest stolen base success rate in major league history. Buxton has been thrown out only 12 times in his career, meaning he has been safe 89.3% of the time, best ever among players with at least 100 steals. (Cubs outfielder Kyle Tucker’s 88.7% success rate is a close second, with 102 steals and only 13 outs.)
The 31-year-old Buxton, 7-for-7 this season, said he was unaware of his feat until teammate DaShawn Keirsey Jr. congratulated him for achieving it.
Now he has a new goal: To steal third base, something he has attempted only once, unsuccessfully, in 2016.
“I might get one this year,” Buxton said with a smile. “I might.”
Keirsey has started only seven games for the Twins this year, but he’s hoping No. 8 comes this weekend in Boston. He’s been studying the mechanics of playing left field at Fenway Park.
“I haven’t played there, but you have to think about it ahead of time,” the rookie outfielder said of Fenway’s famous Green Monster. “You have to play in a lot more than anywhere else. If you have to back up at all, it’s probably off the wall, so you play the [carom]. It’s tricky.”
Keirsey is taking his corner-outfield education seriously, since he has played center field during more than four-fifths of his pro career.
“It’s somewhat new to me, but I love the challenge of it. You battle different things in the corners. The reads are a little tougher,” Keirsey said. “In the corners, you have a little less room for error. You have balls that are lower, with more topspin, and you’ve got to deal with the wall in the corner.”
Keirsey made a diving catch during Wednesday’s game to rob Kyle Manzardo of an RBI hit, a play that he wasn’t sure right away he could make.
“I was getting close to the wall [in foul territory], so I was kind of battling that,” Keirsey said. “Obviously as you get closer, you’re less sure you can dive.”
But he did, and made the play as he slid on his stomach.
“He’s doing great. He looks very much comfortable enough,” manager Rocco Baldelli said. “It’s very different from just running down balls like a cheetah in center field, it’s about your jumps and your reads. Your first 3-5 steps dictate whether you’re going to make the play. He’s adapting very well.”
Ryan Jeffers, in complaining that Pablo López and Brock Stewart were deprived of a few important called strikes during Wednesday’s loss, maintained that this year’s strike zone is smaller than it’s ever been.
Baldelli agreed with his catcher on Thursday, but said he believes it’s simple evolution, similar to the way pitching itself has changed over the past decade.
“The umpires, just like all of the players, are just getting more precise with what they’re doing. They have more information, too, just like all the players do,” Baldelli said. “The pitchers have ways of gauging how they’ve been doing and assessing themselves and trying to get better. I think the umpires are doing the same exact thing.”
Cory Lewis gave up four runs on seven hits and three walks in four innings as the Saints lost 5-2 at Columbus in what was supposed to be Game 1 of a doubleheader.
The second game was rained out, the eighth time this season they have had a rainout. The teams will attempt a doubleheader again Friday.
Phil Miller has covered the Twins for the Minnesota Star Tribune since 2013. Previously, he covered the University of Minnesota football team, and from 2007-09, he covered the Twins for the Pioneer Press.

Despite a few unexpected setbacks that coincided with a January winter storm
the new ABC store in Buxton is on track to open on May 1
[and it’s] looking very much like it will happen,” said Fields Scarborough
“We’re hoping to meet with the county fire marshal by the end of the week to see if we’ve met his requirements
we think the building can be turned over to us by the contractor.”
the contractor has focused on the final touches of the new store
and an additional terminal has been built for the mixed beverage licensee pickup area
and most of the security system has also been installed
“There are just a few little things left to do that can be completed once we are open for business,” said Scarborough
Scarborough was one of the original planners of the island’s first ABC store at the Osprey Shopping Center in Buxton
He said that the new store will help reduce supply shortages for restaurants as well as everyday customers
which has been an issue since the Coronavirus pandemic
“Hatteras Island outdrew the old store years ago,” said Scarborough in an earlier interview
“We’ve always had difficulty with the small space
It’s our number three store on the Outer Banks – Nags Head is our number one – and when you add mixed beverage sales for local restaurants
Sales from the ABC store primarily go back into the community
15% of net retail profits go to incorporated towns within the county
while the remainder goes to the Dare County General Fund
with 42.5% earmarked for the Dare County Department of Social Services
The expanded space of the new ABC store in Buxton
which includes ample warehouse space where stockpiles of in-demand brands can be stored
suggests that those profits are going to grow
The new ABC store is modeled after the current store in Kitty Hawk
due to Hatteras Island’s routine brushes with high winds and coastal flooding
there are a few differences from the Kitty Hawk design
The new Buxton store does not have a lightkeeper’s tower
has a regular roof as opposed to a flat roof
due to wind-driven rain concerns that could result in extra repairs down the road
with storm drains to dispel any pools of water before they can leak into the building
The Buxton ABC store serves all seven villages from Rodanthe to Hatteras
there are no plans to add a second store on Hatteras Island
but this is a potential option down the road
well after the new store is officially open
“We’ve requested to have the keys in hand by the 21st of April
“All else will fall into place before then.”
A two-vehicle collision that occurred on early Friday morning
and involved two drivers with no passengers
One of the drivers involved in the accident had to be transported to the Norfolk General Hospital by Dare County’s MedFlight
while the other was transported to the Outer Banks Hospital by Dare County EMS
The status of both drivers’ conditions is unknown as of Saturday morning
and the North Carolina State Highway Patrol also responded to the accident
Buxton returns home due to personal matterApril 10th
KANSAS CITY -- Byron Buxton
who started the first 11 games of the season in center field for the Twins
was not with the team for Thursday’s series finale against the Royals
Buxton has “returned home to deal with a personal matter.”
The absence is not related to Buxton’s health
has a .171/.209/.293 line at the plate on the young season
and has stolen two bases and seven runs scored
Pitching plansThe Twins have announced the first adjustment to their rotation in Pablo López’s absence
Right-hander David Festa will start Friday’s homestand opener against the Tigers, most likely taking the roster spot of López, who is expected to be placed on the injured list due to a right hamstring strain
Festa would be on turn to start Friday for Triple-A St
but instead will pitch in Minneapolis instead
That will allow the Twins to push back their other starters in the midst of a 12-day stretch without an off-day
Chris Paddack is slated to start Saturday against the Tigers
Both righties would be pitching on an extra day of rest
That would bump López’s rotation spot back to Monday
Zebby Matthews is not out of the rotation picture
and he could be in line to start six days later
Lee’s statusInfielder Brooks Lee has made three starts on a Minor League rehab assignment as he attempts to come back from low back tightness
Lee played one game for Single-A Fort Myers
Manager Rocco Baldelli said that the plan is for Lee to continue playing multiple positions while he is on his rehab assignment
He also indicated that while Lee is progressing
his status at this point remains more a medical decision than a baseball decision
A Minor League rehab assignment for a position player can last 20 days
so the club could elect to option him at the end of his stint

End of the completed phase one of the Frisco-Buxton Pathway
[Stacey Saunders photo]The Buxton Civic Association (BCA)
in conjunction with the Outer Banks National Scenic Byway Committee
is looking for volunteers for a new subcommittee that will join in the efforts to construct a 7.6-mile pathway in Buxton and Frisco
Hatteras Island got its first look at the proposed Frisco-Buxton pathway at a 2019 open house
which provided detailed plans of a concrete pathway for pedestrians and cyclists
and will eventually extend from the Valero Gas Station in Buxton to the Frisco Bathhouse beach access south of Frisco Village’s borders
Buxton and Frisco are the only two villages on Hatteras Island that do not have a village-wide pathway
and stakeholders are hoping to slowly and steadily fill in this gap within the next several years
The pathway project is spearheaded by the Frisco-Buxton Pathway Committee and the Outer Banks National Scenic Byway Committee for Dare County
which was instrumental in creating similar pathways in the island’s five other villages: Rodanthe
“We’re excited to work with the Frisco-Buxton Pathway Committee and the Outer Banks National Scenic Byway Committee
but first we need a group of people who can represent the BCA on this important project,” said BCA Secretary Wendi Munden
the BCA is seeking volunteers who can lead or assist with the following:
Though there’s a long way to go, the owners of the Frisco Woods Campground accomplished an initial milestone by funding an initial .27-mile stretch of sidewalk in late 2023. It’s a short stretch of paved pathway
but it bypasses a number of popular destinations
The BCA Board is hoping that Buxton residents and longtime visitors will step up and volunteer
so that there can be a united focus on the northern portion of the miles-long pathway
allowing all Frisco and Buxton pathway advocates to effectively meet in the middle
and we’re looking for community-minded individuals who are ready to roll up their sleeves and help bring this vision to life,” said Munden
Interested volunteers and contributors can reach out to the BCA for more information via the organization’s website or Facebook page, and can also email the BCA directly at buxtoncivic@gmail.com to learn more
What has been Buxton's best career catch
MINNEAPOLIS -- Following his sensational catch to end Tuesday night’s win against the White Sox, Byron Buxton said he rated the play at the top of his personal highlight reel
Based on the critical moment in a needed win
combined with the difficulty and athleticism of the catch
Buxton said the play topped any other he’d made in 11 seasons in Minnesota
surely there are always going to be other opinions
So I decided to ask some other people around the Twins what they would rank No
Spoiler alert: Buxton was not alone in his assessment
Carlos Santana crushed one to right-center ..
Buxton made an awesome catch up against the wall
the catch and then the visual of his glasses and cap all falling off
“I think [Tuesday] was obviously incredible because it was a game-saving play
communications and public affairs: Cleveland 2017
but only barely over Tuesday night“Toronto
and everybody was up here waiting for Byron Buxton
And he came in -- I’m getting goosebumps thinking about it -- he ran in
And then he did a lap and gave everybody a high-five all the way around.”
The rest is covered by Byron Buxton.’ It was a play where he covered a ridiculous amount of ground
He was coming in so fast and then he just went.”
2024“[Tuesday] was definitely one of the coolest just because it ended the game and it saved the game
I know I’ve seen him do better from a picture perspective
But putting the game and the moment in perspective
that was probably one of the coolest things I’ve seen him do on a baseball field
“He had one last year where he was full-out horizontal

UPDATE: Service has been restored as of 10 a.m
A fiber optic cable was cut in multiple places at an undisclosed location
causing Verizon customers across northeastern North Carolina to lose all service Wednesday evening
Phone and data for Verizon and other companies that utilize the same network went down starting around 5 p.m.
with numerous reports from customers on social media coming in from all parts of the area around the same time
A Verizon spokesperson said Thursday morning their engineering crews worked overnight to restore multiple fiber cuts
the team has been working with an abundance of caution
methods for fixing the fiber cut,” the spokesperson said
“Crews will remain on site until the fiber is fully restored
We understand how important reliable connectivity is and apologize for any inconvenience.”
Customers reported early Thursday that the Verizon website said that service was not expected to be restored until after noon today

France accounted for three of Minnesota's seven hits in the game
Outside of allowing a solo homer to Josh Naylor in the third inning

The newly formed Restoration Advisory Board (RAB) for the Buxton Formerly Used Defense Site (FUDS) held its first meeting on Thursday
and the 11-member group laid a foundation for the board’s next steps
The RAB consists of representatives from Dare County
Army Corps of Engineers (USACE) were also present at Thursday’s meeting to answer questions and provide updates on the ongoing work at the Buxton FUDS property
A stretch of shoreline in this area has been closed to the public since September 2023
when hurricane-driven erosion revealed leftover infrastructure from the 1956-2010 military base
as well as sporadic but strong petroleum smells
The consensus by stakeholders is that there are two agencies – the USACE and the U.S
Coast Guard – who are responsible for the left-behind debris
The petroleum smells and petroleum-contaminated soils (PCS) fall under the U.S
as the former Buxton military base was declared a FUDS site in 1998
but more work remains to fully remediate the shoreline
Although they are not a decision-making group
members of a RAB can influence cleanup decisions through discussions of ideas
and by providing direct feedback to the USACE and regulatory agencies
The RAB members were announced in early April
Buxton resident and Buxton Civic Association Co-Vice President Brian Harris was selected as the chairman of the Restoration Advisory Board
the USACE launched a response action to remove petroleum-contaminated soils (PCS) and groundwater
which began on November 2 and ended on December 10
the contractor also removed any structures and debris that were in the way of reaching the contaminated soil and water
The remediation efforts resulted in the removal of 98,829 gallons of contaminated groundwater
While debris and contaminants still remain on the shoreline
a large percentage of the visible debris was eliminated in the late 2024 response
The next step for remediation by the USACE is testing the 50-acre property to identify the contaminants that remain
“We will comprehensively sample soil and groundwater within the project area with the intent to delineate the nature and extent of any petroleum contamination remaining at the FUDS property,” said Gail Garland
USACE Savannah District FUDS project manager and RAB Co-Chair
“Once the work plan [for the testing] is accepted
The USACE is also conducting a corresponding archival study via the St
Louis District to identify any additional historic contaminants that may need to be addressed by the agency
“We’re waiting on the report back from the research that the St
Louis District conducted at the National Archives,” said Garland
“What they were looking into specifically was whether or not the Department of Defense contributed to any possible PFA [Perfluoroalkyl and Polyfluoroalkyl Substances] contamination and PCB [polychlorinated biphenyls] contamination.”
There is no timeline on when the report will be reviewed and completed
it will guide any new remediation projects by the USACE as needed
The RAB’s first unanimously-passed resolution was to invite representatives from the U.S
Because the Buxton site was used by both the Navy and the U.S
both agencies are responsible for a portion of the contaminants that remain at the property
In 2023/2024, the U.S. Coast Guard conducted a Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) investigation to identify contaminants that the agency left behind
While the report found that there were a number of PCBs
the levels of these pollutants did not justify any remediation efforts by the USCG
The full report and history of the USCG’s use of the site can be found here
The issue with these findings for many Buxton advocates
is that the thresholds for contaminants in the USCG’s investigation were based on industrial and not residential standards

A roughly .3-mile stretch of Buxton shoreline has been closed to the public since September 2023
but a meeting is scheduled next week to discuss the possibility of reopening the beach
The decision to open or close a beach is made by the National Park Service and the Dare County Department of Health and Human Services

Several members of the new Restoration Advisory Board thanked the USACE representatives at Thursday’s meeting for their commitment to Buxton Beach
“We appreciate you guys,” said RAB Chair Brian Harris
noting that many of the USACE leaders overseeing the Buxton response were new to their positions
“You guys got thrown into this… So this was a little eye-opening to you guys as well
And you really can’t fix something [quickly] when the ball has been dropped for 30 years.”

and I know that you guys are committed here as well.”

MINNEAPOLIS -- Byron Buxton keeps reminding the Twins of what he can do
Buxton triggered a six-run fourth inning that was all the offense Minnesota would get -- or need -- as the Twins secured their first home win of the season in a 6-1 victory against the Astros at Target Field on Saturday afternoon
Jose Miranda’s three-run homer was the big blow
but even Miranda acknowledged that Buxton was the catalyst
He led off the inning by being struck on the left hand by a pitch
then scored from second on a short single to left field as the Twins ended streaks of 11 innings without a run and nine without a hit
“I wouldn’t say I’m the Energizer Bunny,” Buxton said
So I think that goes for whoever would have started that
It's always fun to be able to start that inning.”
a reminder of the player who stole 29 bases in 2017 and at his best is as complete a player as nearly anyone in the sport
He already has two steals and six runs scored in eight games this season
there was worry as a result of the blow to his left hand
But after he was checked out by Twins trainers and manager Rocco Baldelli
Buxton stayed in the game and immediately stole second
“I think the cold did a little bit more than the ball did
Buxton hesitated in case the ball was caught
it appeared for a moment he might be in danger of being thrown out on a force at third
But Jose Altuve couldn’t corral the ball for a throw
so not only did Buxton make it to third safely
“I thought [Altuve] deked me,” Buxton said
and then paid the price for not getting a handle on it for the throw
he puts a lot of pressure on you as a defender,” Altuve said
Not a lot of guys score on that play right there
but he might be the fastest guy in the league.”
and they were never in serious danger after that
It was the first extra-base hit of the year for Miranda
who entered the game 3-for-19 on the young season
it was a continuation of a healthy and dynamic start to the season
he hasn’t had a lot of good luck on batted balls
“He always gets something going and makes something happen
He doesn’t always have to wait for the game to come to him and take what he can get
He can actually just make things happen on the field
Sometimes you get hit and you get a little extra motivation to get aggressive and go steal a base

Speaking April 16 to a room of more than 40 concerned residents gathered in the former Buxton Volunteer Fire Station
Dare County Planning Director Noah Gillam addressed community concerns over the fate of a zone of influence district designed to protect Buxton Woods Reserve
The zone of influence is an area on the soundside of N.C
Highway 12 from Billy Mitchell Airport Road north to the Buxton and Cape Hatteras National Seashore boundary
The zone may have been written to give extra protection to the maritime forest when it was established as a reserve site in 1988 by the North Carolina Coastal Reserve
a land protection program under the North Carolina Department of Environmental Quality
But based on what came to light during the meeting organized by the Buxton Civic Association
the zone of influence was not referenced in Buxton or Frisco zoning ordinances for at least 30 years
and apparently the Dare County Planning Department was not aware of it
a request for a text amendment for a fourth apartment in a three-apartment building in Frisco brought the zone of influence language to Gillam’s attention
But there are legal questions about whether the 1988 ordinance can be applied and is enforceable
and whether anything can or should be done about apparent nonconforming uses within the zone of influence
Gillam said he learned of the zone of influence ordinance when researching a request from New Jersey resident Brian Suth
who owns an office building in Frisco that is part of the S-1 zoning district
requested information on converting the offices to four apartments
“The language that’s in the (zone of influence) ordinance prohibits him from doing that,” Gillam said “So he has requested (removing) the density limitation for multi-family housing that was established in September of 1988.”
The North Carolina coast is spectacular! When you purchase a North Carolina Coastal Federation license plate, you help keep our coast healthy and beautiful, and support the nonprofit journalism you’re reading now. Learn more
The S-1 district is defined as allowing “broad flexibility of services and uses while establishing certain density limitations
parking requirements and other general requirements.” Based on that description
based on the language in the zone of influence
the additional apartment could not be permitted
The zone of influence ordinance was apparently designed to stop a proposed 40-unit condominium project according to Alyson Flynn
coastal advocate and environmental economist with the North Carolina Coastal Federation
“There are minutes that point to a 40-unit development that was denied originally,” Flynn said
“That was the triggering point of what created the language in ’88,” he said. The zone of influence language is very specific
or condominium project located with ½ mile of any SED-1 zoning district shall exceed a dwelling density of three single family units…per acre or usable land area.”
The SED-1 district is the special environmental district that includes Buxton Woods in Buxton and Frisco and contains the most restrictive language of any county zone
The zone of influence borders the SED-1 zone
but references to the zone of influence were not included in zoning language for either Frisco or Buxton
Because some of the provisions in the zone of influence are more restrictive than the zoning requirements in those communities
state law requires a reference to the additional zoning language
the zone of influence ordinance may not meet the legal standards of the state
“There’s a (North Carolina) general statute that establishes that if you make an amendment ordinance and you don’t codify it throughout the ordinance to the lands it affects
that ordinance is not legal…That’s what we’re investigating now with the county attorney
Is this language even enforceable?” Gillam said
He pointed out that if the purpose was to restrict high-impact development
noting that “It seems like this ordinance was put into place to stop a specific development that the county didn’t want…so in that sense it has worked because there aren’t 40-unit condominiums in Buxton or Frisco,” she said
I think I counted seven campgrounds that have a density way surpassing three units per acre.”
Pressed by The Voice to address what would happen to the zone of influence language if it were successfully challenged in court
“And that is what (county manager) Bobby Outten is investigating right now,” Commissioner Mary Ellon Ballance added
effect removing the zone of influence ordinance would have
The zoning language has not been applied since it stopped the 40-unit condominium in 1988
and monitoring of the 1,007-acre Buxton Woods
which is the “largest remaining contiguous tract of Maritime Evergreen Forest on the Atlantic coast,” according to the Buxton Woods website
has shown it to be a healthy maritime forest
Asked by the Voice what she felt the next steps should be to address concerns about the zone of influence ordinance
Ballance noted “There’s a lot of unknowns at this point
other than our first step has got to be a determination of whether this is even enforceable.”
She wondered if there could be “a 30-day freeze on building and on any new permitting within the zone of influence.” And in suggesting a moratorium on new permitting
Ballance’s position was similar to comments Flynn made during the meeting
“I think we need to just take a step back and look at what removal of this ordinance would look like
Find more information so we can make an informed decision,” she said

Buxton Civic Association (BCA) Co-Vice President Brian Harris and North Carolina Beach Buggy Association (NCBBA) President Bill King recently joined forces to bring Buxton Beach remediation issues to a national audience
The pair represented their respective organizations at the annual American Shore & Beach Preservation Association (ASBPA) Summit in Washington D.C
and met with the Environmental Compliance Team at the U.S
The yearly conference and meetings introduced a wave of new contacts that will be instrumental in the next steps for preserving Buxton Beach
This is not the first time that the BCA has introduced the problematic Buxton shoreline to new circles of influence
In November 2024
BCA representatives attended the North Carolina Beach
Inlet and Waterway Association (NCBIWA) Conference
which resulted in a flood of support from statewide representatives
was similar in that the roughly 250 attendees had never heard of Buxton before the three-day event
but were on board with assisting the Buxton community by the end of the conference
the key difference between the two conferences is that the BCA’s new allies from the D.C
Summit are more infiltrated into the top tiers of federal government
and have more power when it comes to generating funds and action to improve Buxton Beach
“This was by far the biggest conference we’ve gone to in the past 13 months,” said Harris
“The entire first day of the conference was basically explaining how to lobby
and how to go forward… and the contacts we made allow us to get Buxton directly in front of the top decision makers.”
The long-term goals for Buxton Beach are currently twofold
A roughly .3-mile section of shoreline in Buxton has been closed to the public since September 2023
when two offshore hurricanes revealed leftover infrastructure from a 1956-2010 military base
Amy Corps of Engineers conducted a response action in the fall of 2024
removing tons of debris and petroleum-contaminated soils in the process
buried underneath the surface of the 50-acre site
the BCA and Dare County are launching a new effort to repair the Buxton jetties that are adjacent to the closed section of Buxton Beach
the deterioration of the jetties has led to increased erosion in the area
as ocean currents power through the numerous underwater holes in the structures
A Buxton Beach nourishment project is planned for 2026 to rebuild the shoreline
but the BCA and county officials are hopeful that the jetties can be repaired before this project begins
in order to preserve the soon-to-be widened beach as much as possible
“It’s all so intertwined right now – both the Buxton Formerly Used Defense Site and the jetties,” said Harris
“When all this erosion and mess first happened in Buxton
one of the first things we said was ‘fix the jetties to catch the sand.’ I think everyone who lives here understands that fixing the jetties will help preserve the beach and Highway 12.”
King said that the NCBBA’s attendance at the ASBPA Summit was to support the Buxton Beach remediation efforts
and further the NCBBA’s own goals of continual beach access along the Cape Hatteras National Seashore
and tuning into presentations on how to lobby for funds and attention
King and Harris said that the three-day ASBPA Summit was a masterclass in how to get multi-faceted projects like Buxton Beach accomplished
is that the BCA and the NCBBA now have additional avenues to speed up Buxton remediation efforts and the jetty repair project
thanks to new relationships with federal legislators and organizations
“This conference was the next step,” said Harris
we began to work with the county and have built a great relationship
That relationship helped pave the way for [the North Carolina Beach
Inlet and Waterway Association] and forming relationships with our state leaders
which have also resulted in a great working relationship
with that focus – to form new relationships with the federal officials in D.C
We now have connections at every level of the government.”
The response on a national level is just one more piece of good news when it comes to progress at Buxton Beach
Army Corps of Engineers announced that the Restoration Advisory Board (RAB) members had been selected for the Buxton FUDS property
with the first meeting to be held on Thursday
In addition, and following the 60-day response action by the USACE
the Corps of Engineers is also planning a comprehensive soil and groundwater sampling project
with a contract for the project awarded in November 2024
Despite these multiple and promising steps forward
Harris says that the BCA can’t take their foot off the gas pedal when it comes to advocating for Buxton Beach
“These conversations from the [ASBPA] Summit in D.C
until we get all these things that need to happen in Buxton done.”
Twins' outfield preview: It centers around BuxtonFebruary 20th
For a position group that actually had a decent amount of turnover, the basic idea in the Twins’ outfield hasn’t changed much since last year. Byron Buxton is the main man in center
and a number of solid left-handed hitters man the corners
There’s a bit less depth after Alex Kirilloff retired due to injuries and Max Kepler left in free agency. And there’s a new righty backup in center field, with Harrison Bader taking over for Manuel Margot
On the 40-man roster: Bader, Buxton, Keirsey, Larnach, Martin, Emmanuel Rodriguez
The big question:He is understandably tired of hearing this
but the primary question is Buxton’s health
The good news is that as of the beginning of camp
which he hopes is a springboard to a big season
• Good health begins at home for Buxton
A healthy Buxton is one of the best players in the game
and so it’s a matter of keeping him available
Sometimes that will mean giving him rest days
Sometimes it will mean moving him to designated hitter
will spend some time in left against left-handed pitching
That’s not exactly the lefty-masher platoon player some fans might have hoped for
but it provides quality defense in a spacious left field and a speed dynamic the Twins don’t always have beyond Buxton

Twins center fielder looks to build on strong finish to '24February 18th
FORT MYERS, Fla. -- After the first day of full-squad workouts on Monday, Twins center fielder Byron Buxton stood in front of his locker and said he is planning to stay healthy this year
considering that he hasn’t played a full season since 2017 because of injuries
After coming back from right hip inflammation last Sept
Buxton had a slash line of .300/.340/.500 with two home runs and seven RBIs in 12 games
Buxton ended up having a normal offseason in his home state of Georgia
he didn’t have to worry about rehabbing his body in another city
What was his offseason program like this time
The trainers … strength coach [and] hitting coach came
So there were a few people who came to the house
It was one of those things where I’m getting everything I need to get done [at home]
Buxton practiced as if he were ready for Opening Day
Maybe he said it best: It was like being a kid in a candy store eating Skittles
He spent a good portion of the day at Stelly Field
which is a few yards away from the Lee Health Sports Complex
Buxton was playing catch in the outfield before taking several rounds of batting practice
Buxton then ran the bases before participating in live outfield practice
Buxton walked over to the sports complex and participated in live batting practice
facing pitchers Bailey Ober and Jorge Alcala
getting back into the groove and seeing everybody
One thing Buxton wants to do this year is help the Twins get to the postseason
while the other three American League Central teams played October baseball
But I’m not about to let it [get] me down to the point of getting in the way of what we can do this year,’ Buxton said
“I know what kind of team we have based on the conversations [we’ve had] in here
During the Twins’ first full-squad meeting of 2025
manager Rocco Baldelli told his players about playing in the World Series in ‘08 with the Rays and losing to the Phillies
Buxton wants to help Minnesota reach the Fall Classic and win it all with Baldelli at the helm
“[Baldelli] knows what we need to do to get where we want to get to,” Buxton said
“[Hearing what he said about his own experiences as a player] and knowing how hungry he is

Palmer was transferred to Maine Medical Center where he slipped in and out of consciousness

He died three weeks after first being admitted to Togus
his wife was only able to visit with him once and he spent the rest of the time in isolation
District Judge Stacey Neumann said she would award $175,000 for Roy Palmer's "conscious pain
suffering and mental anguish." She awarded $450,000 for economic losses and $750,000 for Janet Palmer's loss of companionship

Byron Buxton’s cousin Latasha Johnson died April 2 of the disease
and he’s hit two home runs to memorialize her
Byron Buxton doesn’t often show much emotion on the field, so his upper-deck home run Friday night didn’t come with anything more than his usual truck-horn gesture
that blast had a lot more meaning than he let on
Buxton spent Wednesday and Thursday in his hometown of Baxley
which had gathered for the funeral and burial of Latasha Johnson
whose nickname “KooKoo Red Lipstick” was engraved on her casket
was a “fierce advocate for sickle cell awareness,” according to her obituary
and hosted an annual event in Georgia to honor survivors and victims of the hereditary disease
diagnosed with sickle cell anemia when she was 2
Buxton hit his first home run of the season that day
So he was understandably emotional in the clubhouse after repeating the feat during Friday’s game

Five lefthanded batters populated the Tigers’ lineup Saturday
had pitched on three of the previous four days
So it was no surprise when the team executed a transaction shortly before Saturday’s game to add another lefty
who has appeared in 38 games over the past two seasons
the Twins designated righthander Scott Blewett for assignment
Blewett had pitched twice for the Twins in the past five days
totaling 4 ⅔ innings with only one run allowed
Twins manager Rocco Baldelli said adding another lefthander wasn’t an emergency situation, but Funderburk had been pitching well for the Saints.
“We’ve had a lot of periods of time here where we’ve had either no lefty or just one. But we have to go through a lot of late-inning situations with righties who have different toolboxes,” Baldelli said. “We put together a good bullpen that can and will hold leads and win games for us. Not just be participants, but guys who are weapons for us. We’ve got to get ourselves to that spot, where everyone is pulling through and getting outs and getting the job done.”
Ryan Jeffers was in the Twins’ original lineup Saturday but was scratched upon arriving at Target Field with a swollen right thumb, the aftereffect of getting hit on the thumbnail during Friday’s game. Jeffers remained in that game, but the thumb was bleeding for much of it.
“It’s not feeling great, and if it’s going to affect his throwing or swinging the bat, we want to make sure we get a good understanding of what we’re dealing with,” Baldelli said. But he added that Jeffers was available if needed and that he should be back in the lineup within a day or two.
A statue of Joe Mauer will be unveiled during a ceremony on Target Plaza, just outside the ballpark, at 11:30 a.m. Sunday morning. Mauer will be there, along with sculptor Bill Mack and several of Mauer’s former teammates and managers.

Buxton is away from the team for personal reasons and it's not related to his health
Before learning of Buxton's personal reason for being away
we speculated about what might be going on
Is he possibly sore after crashing into the outfield wall on Monday
He did hit the wall hard when attempting to track down Jonathan India's double to start Monday's game between the Twins and Royals
But he stayed in the game and played again Tuesday — and the Twins have said nothing about Buxton's health to indicate something might be wrong
Is Buxton just out of the lineup because he's struggling
He's 7-for-41 with 16 strikeouts this season
And his whiff rate — 46.1% — is in the bottom one percentile this season
meaning he's swinging and missing as much as pretty much any player in the majors
He's whiffing on 59.1% of the time on breaking balls
Buxton is also 0-for-7 with two strikeouts in his career against Royals starter Michael Wacha
But batter versus pitcher stats clearly aren't factoring much into the lineup because Christian Vazquez isn't starting and he's 7-for-13 lifetime against Wacha
but for now this just appears to be Buxton sitting on getaway day before the Twins host the Tigers at Target Field Friday-Sunday

BUXTON — The federal cleanup of Buxton Beach has been remarkable
if only for the stark improvement in its appearance compared with a few months earlier
With the surface building debris mostly gone
Army Corps of Engineers is turning its attention to the long-term well-being of both the site and the community
and the beach is clean,” said Brian Harris
co-vice president of the Buxton Civic Association in a recent interview with Coastal Review
a lot remains to be done at the Cape Hatteras National Seashore beach where a secret submarine survey base once operated
The Coast Guard also operated a base at the site from 1982 until 2010
they’re still there — all the foundations,” he said
it’s great that the beach is clean … but as this thing keeps eroding
I don’t want my son to have to deal with this in 10 years.”
Harris said that he is looking forward to participating in upcoming meetings of the Restoration Advisory Board
the structured group of community and agency members is expected to start meeting regularly to discuss environmental restoration at the Buxton Naval Facility
we’ve got everybody at the table now,” he said
“And that’s really what the RAB is going for — to keep this thing going forward
Contractor Baywest
Minnesota-based environmental services company
completed removal of petroleum-contaminated soil and water before Christmas and did a final walk-through with the National Park Service on Jan
according to Corps of Engineers Formerly Used Defense Sites (FUDS) Program Manager Sara Keisler
The $4.8 million contract will end in June 2025
will begin a comprehensive survey of the site in February or early March that will investigate whether more contaminants remain underground
which is our work plan and our safety plan
are in the process of being written and reviewed,” Keisler told Coastal Review
including the Corps and then we have an independent technical review that has to be done
which is done by our center of expertise.” After several other reviews
The $177,000 contract is scheduled to end in May 2026
which was a submarine monitoring station from February 1956 until June 1982
was designated as a Formerly Used Defense Site
leaving the responsibility for its cleanup to the Corps
the FUDS team removed tons of petroleum infrastructure at the 50-acre site
the contaminant levels were below state standards
exacerbated by rising sea levels and coastal storms in September 2023
exposed chunks of concrete and oily clumps of sand
creating dangerous debris and a strong diesel odor
the park service closed three-tenths of a mile of Buxton Beach
The teams spent month after month investigating the site
and after the September 2024 reoccurrence of petroleum evidence
FUDS teams only have the authority to remove petroleum
they’re not allowed to remove underground structures unless they’re in the way.
“While the primary purpose of the ongoing response action is to remove petroleum-impacted soil
some of the remnant infrastructures that impede excavation access to the petroleum-impacted soil have been removed
too,” the Corps’ FUDS team in Savannah District said in a press release
But workers ended up removing considerable amounts of material
and … they have removed 1,442 cubic yards and 24,126 gallons of petroleum-impacted soil and water
as well as approximately 138,400 pounds of concrete
1,153 feet of pipes and 1,088 feet of metal cables and wires.”
As of Dec. 11 2024, a total of 4,599 cubic yards of petroleum-impacted soil has been removed; 99,526 gallons of water; 278,000 pounds of concrete; 1,153 feet of pipe; and 1,088 feet of metal cables and wires, according to the Buxton Naval Facility page on the Corps’ website
Although it took nearly a year after the first report in 2023 for the Corps to start aggressive removal of petroleum contamination
despite numerous early efforts by the agency
the source is previously unremoved contaminated soil and groundwater,” Cape Hatteras National Seashore Superintendent Dave Hallac told Coastal Review
there’s no evidence that there is what you would call a traditional source of bulk product
a tank that’s sitting in the ground that’s just been leaking … Rather
what’s been observed just appears to be soil and groundwater that was contaminated
Hallac added that the Corps has done some geophysical work
including with ground-penetrating radar and an “excellent” study using a magnetometer looking for anomalies
and similar ground studies done by the park service
combined with the comprehensive survey by the contractor
the superintendent said he is confident that any remaining petroleum source will be found
Even after frustration with the slow start on remediation and disagreements about how to address the problem
Hallac said he is appreciative of the FUDS team’s partnership
we feel that the Corps has made a solid effort to remove the heavily contaminated soil from the beachfront area and mitigate the impact of those soils or ground waters washing into the Atlantic Ocean,” he said
Hallac said he’s pleased that most of the huge chunks of concrete and other surface debris on the beach are now gone
was “to stop the bleeding” with the petroleum problem
But he’s not giving up on getting the remaining buried infrastructure removed
“We’re moving forward in that level of priority order,” he said

2025 | 00:00:30add-reel-498467Reelsshare-square-2-498468ShareByron Buxton lines an RBI triple to right-center field
giving the Twins a 10-3 lead in the bottom of the 6th inning
'Very good day': Correa shelves slump
Buxton (446-ft HR) ignites lineupApril 3rd
CHICAGO -- Carlos Correa watched a grounder roll to the right side as he approached first base
and after he saw it sneak through to the outfield grass
he put his hands in the air in celebration
There was no career first or milestone attached to the shortstop’s third-inning single in the Twins' eventual 6-1 win against the White Sox on Wednesday at Rate Field
ending an 0-for-19 stretch to begin bthe year
Correa has seen enough to know everyone goes through poor stretches at the plate
but getting that first hit of the season out of the way still gave him a sense of relief anyway
“You don't want to wait too long in this game
but it felt good to get on the board,” Correa said
Minnesota’s offense did manage to get rolling Tuesday night to pick up their first win of the season
but their top two hitters still hadn’t found their groove
Correa went 0-for-5 in that one, extending his hitless run to start the season. Center fielder Byron Buxton did record a hit
but hitters further down Minnesota’s lineup did most of the damage
the duo had hit .057 with a .165 OPS through the first five contests
But in the midst of the series-clinching win on the road against the White Sox
Correa and Buxton put together performances more like what Minnesota has come to expect
Buxton got right after it in the top of the first inning
smoking a dead-center slider (111.7 mph off the bat) 446 feet to the left-center bleachers for his first home run of the season
The homer gave starter Pablo López a quick lead before he’d even thrown a pitch
providing López with a feeling that he was “playing with house money
in a way” as he proceeded to throw seven innings of one-run ball
Correa finally got the monkey off his back with a single that snuck through the right side
“I know Carlos put his arms up to the skies and was pretty excited for the first knock,” manager Rocco Baldelli said
Carlos has had about as quality of at-bats as anyone on our team to this point
It actually didn’t make any sense because of how good he actually has looked.”
Both players then got after it again in the fifth
Correa started things off with a one-out double to left
and Buxton immediately drove him in with an RBI double to right before coming around to score on first baseman Ty France’s own RBI two-bagger
Both finished with their first multihit games of the year
There was uncertainty on if they’d even get to play the game
Though the storm passed and the teams were able to play
the wind still played a factor -- and even forced both Correa and Buxton to make highlight-reel grabs early in the contest
Correa and Buxton passed the time just hanging out in the clubhouse
Buxton even took a nap before a game for the first time
and he said it might’ve given him “a little extra juice” heading into the game
Correa quipped that there was a point during the long delay where he didn’t even want to play
“but after getting two hits I sure regret not wanting to play.” Regardless of the long wait to play
the two were able to get ready and help lead the Twins to their first series win of the season
Some bad batted-ball luck played a role in the Twins’ offense getting off to a slower-than-expected start to 2025. The offense seems to have gotten into a rhythm, though, and if Correa and Buxton can also keep it rolling, Minnesota could feel more like a team with a chance to reach the top of the American League Central again
“When they start sparking things and they start having those really good at-bats
we play well,” Baldelli said of Correa and Buxton
“Good things start happening and they compound
because they take a lot of attention from the other side of the field
"Very good day all the way around."

His dedication to the Ellianos brand is so strong that he arranges for their coffee to be shipped to Minnesota despite the chain’s roots in the Southeast
“We have similar coffee shop concepts up here in Minnesota
but I have to have my Ellianos,” Buxton said
He praises the taste and versatility of Ellianos’ signature blend
noting that he enjoys it with cream and sugar and as a bold
When asked if this is an added benefit of owning a franchise
Byron Buxton is deeply involved in his coffee shop’s operations
From greeting customers to pitching in with behind-the-scenes tasks
and has even been known to take out the trash or chat with his baristas
“I haven’t made coffee yet because I don’t want to get in the way,” he laughs
The journey of running a fast-paced coffee shop has been a learning experience for Buxton and his family
Their excitement has only grown as they prepare to open a second location in Jesup
“We’re thrilled about the Jesup location and can’t wait to bring Ellianos to another community,” Tillery shared
“It’s been an incredible experience so far
Along with his go-to order of the white chocolate mocha paired with a sausage
“The grit bowls are just something unique that I haven’t seen anywhere else,” Tillery shared
Buxton sees his coffee business as a key part of his post-baseball future
and I want to make sure my family’s future is secure,” Buxton says
With an eye on expanding their Ellianos portfolio
the family hopes to leave a lasting legacy
even involving their grandchildren in the business someday
But it’s not just about growing the business—it’s about impact
Byron is proud of how Ellianos has brought people together
offering a sense of community that’s different from what he experiences on the baseball field

athletes can craft legacies that go far beyond their sports careers
The Ellianos menu boasts Signature Creations such as the Caffe Dolce Latte
The coffee franchise also provides an array of food items such as breakfast sandwiches
hearty breakfast bowls with creamy homemade grits
and offering territories in other states across the southeast
The brand continues to seek franchisees for territories in Alabama
